In this paper, we present a snake-based scheme for contour tracking of objects in stereo image sequences. We address the problem by managing the insertion of new points and deletion of unnecessary points to better describe and track the object's boundary. In particular, our method uses more points in highly curved parts of the contour, and fewer points in less curved parts. The proposed algorithm can successfully define the contour of the object, and can track the contour in complex images. Furthermore, we tested our algorithm in the presence of partial object occlusion. Performance of the proposed algorithm has been verified by simulation.

This paper aims at estimating consumer surplus for recreational sea fishing in Tongyeong coastal area using individual travel cost method. A Poisson model (PM), a negative binomial model (NBM), a truncated Poisson model (TPM), and a truncated negative binomial model (TNBM) are applied for individual travel cost method in order to account characteristics of count data (non-negative discrete data.) The survey was conducted for 462 inshore anglers using personal interview method in Tongyeong during July and October 2007. Respondents were asked about how often they do fishing, travel costs, catch, income, and so on. Because of over-dispersion problem in PM and TPM, NBM and TNBM were considered to be more appropriate statistically. All parameters estimated are statistically significant and theoretically valid. As the results based on TNBM, consumer surplus per trip was estimated to be 183,486 won, total consumer surplus per person and per year 3,399,658 won, and the marginal effect of consumer surplus on % changes in catch rate is 185,372 won.

Because of being produced a great deal of excess sludges from biological wastewater treatment process, the subject regarding treatment and disposal of them has been significantly handled in real plants. It should be considered the alternative treatment with easy operating and cost effective process in rural areas. For the thickening of wasted activated sludge from small scale wastewater treatment facilities, thus, the provisional sludge thickening system was developed by the application of mesh filter module. Three meshes with different pore size(100, 150, $200{\mu}m$) were prepared for filter modules that were used to withdraw effluent from thickening system. A filter module with $100{\mu}m$ mesh was chosen as the most effective thickening material in the viewpoint of volume reduction and effluent quality: the volume reductions of initially injected sludge with 3,600 mg/L and 9,100 mg/L were 95% and 85%, respectively, and the filtered effluents were enough good to be shown below 1.0 mg/L of SS and 1.0 NTU of turbidity. Since the filtration of thickening was influenced by the cake layer formed on mesh filter module and this system was operated in the combination of sludge thickening with gravity settling, the filter modules with smaller pore size and the larger floc size were required for long term operation safely.

The Oxic-Settling-Anaerobic (OSA) treatment process, a modified Conventional Activated Sludge (CAS) process, was developed for the purpose of sludge reduction. The insertion of a sludge holding tank into a sludge return line, an anaerobic reactor, forming an OSA process, may provide a cost-effective way of reducing excess sludge production during a process. The OSA process was evaluated for its sludge reduction ability by kinetic parameter and mass balance, with an observed excess sludge reduction of 63.5%, as $P_{X.VSS}$, compared with the conventional activated sludge process.

In this paper. we propose a new video coding scheme with multi-resolution motion compensation and residual quantization. The main functional blocks of the proposed scheme include multi-level wavelet decomposition. motion estimation and motion compensation. raster scanning within each subband. formation of block trees and blocking partitioning. and adaptive arithmetic coding. Although the proposed ceding scheme is simple and requires low computational complexity, it produces bitstreams tilth good features. such as the embedded structure and SNR scalability. Experimental results demonstrate that the proposed coding scheme is quote competitive to and often outperforms other wavelet-based video coding schemes in the literature.

This paper proposes a new coding technique for constructing error correcting high rate DC-free multimode code using a generator matrix generated from a sparse parity-check matrix. The scheme exploits high rate generator matrixes for producing distinct candidate codewords. The decoding complexity depends on whether the syndrome of the received codeword is zero or not. If the syndrome is zero, the decoding is simply performed by expurgating the redundant bits of the received codeword. Otherwise, the decoding is performed by a sum-product algorithm. The performance of the proposed scheme can achieve a reasonable DC-suppression and a low bit error rate.

In this paper, 3-Phase PWM AC/DC step up type converter that reduces the harmonics and reactive power of the distribution line is analyzed and the stable control method is proposed as controlling the sinusoidal phase current and phase voltage in phase. In implementation of controller, simple control algorithm is derived as the instantaneous voltage control methods without current sensor. The instantaneous voltage is controled by PWM method and the switching frequency is presented in low range 3 [kHz] for reducing the switching loss. In case of active load, four quadrants operation converter regenerate power from the load to the power source is conducted. Through the computer simulation and experimentation, the proposed control method is justified.

사료값 폭등, 육우 가격 및 젖소 송아지 가격 폭락 등의 현 위기 상황을 반영하듯, 올해 낙농육우산업 발전을 위해서는 송아지 값 안정, 사료안정화기금 마련, 단체우유급식 제도화 등이 가장 시급하게 해결되어야 할 낙농현안으로 꼽혔다. 협회가 지난해 말 전국순회낙농인대토론회 기간 중 낙농가들을 대상으로 실시한 '2009 낙농육우산업 발전을 위한 설문조사' 결과에 따르면, '낙농산업발전에 있어 가장 해결이 시급한 과제는 무엇이라 생각하는가'라는 질문에 대해 ${\bullet}$사료기금안정화 기금 설립 ${\bullet}$송아지 값 안정 ${\bullet}$학교우유급식 등 단체우유급식의 제도화로 우유소비 확대 등의 답변이 각각 20%의 응답률을 보이며 나란히 최우선 해결과제로 지목도T다. 또한 ${\bullet}$낙농제도개선을 통한 전국단위 우유수급의 안정 문제도 19%의 응답을 얻어, 최근 진흥회의 70%유대 물량을 폐지하는 잉여원유차등가격제 개정문제 역시 농가들을 불안케 하고 있는 것으로 분석됐다. 이번 설문조사는 협회가 중장기 낙농산업발전을 위한 세부적인 활동방향 모색을 위해 농가현장의 여론을 수렴코자 지난해까지 실시한 전국순회 낙농육우인 대토론회 기간('08.11..27${\sim}$12.8)동안 강습회 참석자들을 대상으로 이뤄졌으며 설문조사에 참여한 응답자는 총 376명이다. 설문조사 내용은 낙농산업 발전방안, 낙농환경 문제개선. 목장경영 현안(경영지속 여부, 부채문제, 조사료확충의 애로점, 분뇨처리문제 등), 낙농자조금사업, 월간 "낙농육우" 및 협회 홈페이지 등에 대한 농가들의 의견 등이다. 협회는 이번 설문조사 결과를 향후 협회활동에 참고할 예정이다.

한전에서는 수요관리정책의 일환으로 심야전력요금제도를 운영하고, 심야축열기기를 보급하여 기저부하증대 및 부하율을 개선하여 전력공급 원가절감에 노력하여 왔으나, 최근 유가상승 등의 원인으로 1999년과 2000년에 심야전력 난방기기의 급격한 보급증가로 인한 심야시간대 동계 최대 전력수요가 발생하여 22시 이후 단신간 부하급증으로 일부지역의 배전선로 회선용량부족 및 부하불평형으로 정전을 유발하게 되는 등 많은 어려움이 발생하였다. 본 논문은 심야수요급증으로 인한 대책의 일환으로 축열식 심야난방기기의 하나인 축열식 전기온풍기에 대하여 심야전력의 공급시간 자동제어장치를 개발하였다. 축열 잔열량을 측정하여 그 잉여량 만큼의 시간동안 심야전력의 공급을 지연하여 심야전력 공급초기에 집중되는 심야기기의 가동을 억제하여 심야부하를 분산하게 된다. 이로써 축열식 난방기기에 의한 동계 최대 전력수요 발생을 억제하여, 배전선로의 효율적인 운영에 기여할 것으로 기대된다.

In this paper, an efficient method for the ultimate longitudinal strength analysis of the double skin hull girder is presented by using idealized structural unit method. Idealized plate element subjected to biaxial load is developed taking account of initial deflection and welding residual stress. Interaction effect between local and global buckling in the whole structure is also taken into consideration. The reserve strength factor and reliability index for the example 40K double skin product oil carrier are evacuated against the ultimate longitudinal strength. It is concluded that the prudent method seems to be useful in the sense that the computing time required is very short while giving the reasonable solution.
