The establishment of an effective bidding system is critical to ensure both the high quality of civil infrastructure and proper earning of contractors. However, the continuous changes of a bidding system in South Korea reveal that problems such as a dumping or high price winning have not been fully resolved yet. This study thus aims at understanding the bidding behavior and strategies of contractors by analyzing a tender ratio in historical data. Multiple regression analysis is conducted to understand the effect of internal and external factors (e.g., estimated cost, combined value of construction performance evaluation) on a tender ratio. The results statistically show that such factors affect the tender ratio an individual bidder determines and have the varying effect on the tender ratio by contractors' firm size.

This study was conducted to provide basic data for a transparent and fair bidding system by identifying problems and suggesting improvement measures through an analysis of the bidding status for construction projects and service-related landscaping of multi-family housing. To this end, we used the data from the "Multi-Family Housing Management Information System (K-apt)" that provides the history of apartment maintenance, bidding information, and the electronic bidding system to examine the winning bid status and amount, along with the size and trends of the winning bids by year, and the results of the selection of operators by construction type. As a result, it was found that out of the total number of successful bids (36,831), 4.4% (16,631) were in the landscaping business, and the average winning bid value was found to be about 24 million won. According to the data, 73% of the landscaping cases were valued between 3 million won and 30 million won, and 58.6% of the cases were in the field of "pest prevention and maintenance". 36% of the total number of bids were awarded from February to April, with "general competitive bidding" accounting for 59.8% of the bidding methods. As for the method of selecting the winning bidder, 55% adopted the "lowest bid" and "electronic bidding method," and 45% adopted the "qualification screening system" and "direct bidding method." As an improvement to the problems derived from the bidding status data, the following are recommended: First, the exception clause to the current 'electronic bidding method' application regulations must be minimized to activate the electronic bidding method so that a fair bidding system can be operated. Second, landscaping management standards for green area environmental quality of multi-family housing must be prepared. Third, the provisions for preparing design books, such as detailed statements and drawings before the bidding announcement, and calculating the basic amount shall be prepared so that fair bidding can be made by specifying the details of the project concretely and objectively must be made. Fourth, for various bidding conditions in the 'business operator selection guidelines', detailed guidelines for each condition, not the selection, need to be prepared to maintain fairness and consistency. These measures are believed to beuseful in the fair selection of landscaping operators for multi-family housing projects and to prepare objective and reasonable standards for the maintenance of landscaping facilities and a green environment.

Importance of rights acquisition regarding intellectual property rights is coming in the world to the front along this international, effort between enterprises is keen. 기획재정부가 특정규격 자재(단품)의 급격한 가격 변동시 계약금액을 조정하는 기준을 새롭게 마련하여 지난 5월 1일부터 시행에 들어갔다. 통상 물가변동으로 인한 계약금액조정(ES)은 계약 후 90일이 경과하고, 입찰일 기준으로 가격이 3% 이상 증감시 계약금액을 조정(총액물가조정)하고 있으나 최근 원자재가격 급등으로 하도급업체 등 중소기업의 경영에 큰 부담으로 작용함에 따라 경제정책조정회의(2008.3.26. 원자재 가격 상승에 대응한 중소기업 애로 해소방안)에서 단품ES제도 시행기준을 마련하여 이번에 개정된 것이다. 이번 단품ES 제도의 도입으로 최근 가격이 급등한 단품*(철근,H형강 등)을 취급하는 중소하도급업자의 경영 애로를 다소 완화시킬 것으로 기대된다.

국무조정실 산하 규제개혁기획단은 지난 10월 18일 국토연구원 대강당에서 건설업역, 하도급, 입찰제도 등 건설산업 규제 합리와 방안에 대한 방향 설명 및 업계 의견을 수렴하기 위한 공청회를 개최하였다. 그러나 정부 건설개혁안에 대해 일반 건설업계를 제외한 건설업계는「규제개혁이라는 미명하에 일반 건설업자에게만 독점적 지위와 특혜를 보장하려는 불공정한 처사」라고 주장하면서 공청회가 무산될 뻔하는 위기를 맞기도 했다. 한편 이날 대한설비건설협회는 박종학 회장을 비롯한 회장단과 임직원이 참석하여 <일반∙전문의 구분 폐지에 대한 의견>, <저가하도급심사 합리화에 대한 의견>, 등, 정부의 건설생산체계 개편 방안과 관련하여 협회의 의견을 강력히 주장하였다.

Selecting appropriate bidding system in construction projects considering the characteristic of project can be a make-or-break element, so the understanding for bidding system of public construction projects is ever more important from the perspective of both the owner and the contractor. The design-build bidding is commonly referred to as turnkey in Korea, and is a bidding method that is often applied to large public construction projects because it allows new technologies to be applied to the design and facilitates risk management for the owner. In this bidding method, there are only two factors (design score and price score) that affect the selection of the winning bidder, so it is important to understand the influence of each factor, but there is little research on the subject. This study aims to provide a basis for establishing bidding strategies for understanding the influence between design score and price score by analyzing various design-build bidding data of public construction projects. The results of the study show that design score is the factor that has more influence on the ranking of bidders in all three weighted evaluation methods: design-emphasized, price-emphasized, and equalized evaluation. In addition, we found that the correlation between design and price scores was not significant due to the unique bid evaluation structure in Korea.

The purpose of this study is to analyze managemental problems that were made by cooperator and to offer improvable plan for small and medium construction company. The adapted research method a case study three small and medium contractors and investigate the managemental operation of cooperator and rating standard. Also analyze problem of the rating standard and managemental state of the cooperator and offer improvable plan. The results of this research are as follows. 1)Applying open bid system for supplying low price subcontract for practical rule. 2) Applying rating ratio of subcontract that is followed by receiving status, constructing ability, and selling scale of small and medium construction company for improving working of cooperator.
