최근 환율과 고유가.내수부진 등으로 위기에 처해 있는 중소 제조업체들에게 해외조달시장은 새로운 '블루오션' 시장이라는 측면에서 주목할 만하다. 시장규모 외에 최대 장점으로 일단 납품업체로 선정되면 장기간 물량공급이 보장되고 수출대금 결제가 확실하다는 것. 부가가치세가 환급되고 관세도 면제된다. 여기에 유엔본부 조달시장에 납품계약을 체결하면 제품의 신뢰성을 인정받아 연간 10억달러(2006년 기준)에 달하는 미국 조달시장 등 각국의 조달시장에도 진출할 수 있는 계기를 마련한다. 유엔 조달시장 규모는 2005년 기준으로 83억 달러에 달하지만 세계 11번째로 많은 분담금을 내고 있는 우리나라의 경우 국내 기업들의 진출 비중이 0.28% 수준에 머물러 있을 만큼 미개척지로 남아 있다. 유엔 조달시장은 국적 차별이 없이 전 세계를 대상으로 공개적인 입찰을 통해 우수한 공급업체를 발굴하는 데 주력하는 것을 고려한다면 국내 중소 수출업체가 높은 관심을 갖고 적극적으로 뛰어들 때 얼마든지 큰 성과를 얻을 수 있다.

기획재정부는 최근 중소건설업계의 경영환경 악화에 따른 경영애로를 완화하고 불합리한 제도를 개선하기 위해 국가 계약관련 회계예규를 개정하고 지난 11월 1일부터 시행에 들어갔다. 개정된 회계예규는 원자재 가격급등시 계약금액의 10% 범위 내에서 선금을 추가지급하게 해 이 돈을 자재확보 용도로 우선 사용할 수 있게 했다. 또한 원자재 가격급등으로 인한 계약금액의 조정을 원활하게 하기 위한 기준도 신설했다. 물가변동이 5% 이상물품구매는 10% 이상 상승하는 등 원자재 가격급등시에는 계약일로부터 90일 이내라도 계약금액을 조정할 수 있도록 했다. 현행 원자재 가격급등으로 인한 계약금액 조정은 일반적으로 계약일로부터 90일이 경과하고 물가변동이 3% 증감한 경우 기능하게 돼 있다. 대한설비건설협회는 자재가 급등으로 설비건설업계기 어려움에 처하자 자재가격 급등에 따른 계약금액을 변동시켜 줄 수 있도록 관련법 개정을 요청한 바 있다. 이에 따라 기획재정부기 회계예규 개정에 대한설비건설협회의 의견을 수용, 반영한 것이다. 개정된 회계예규는 또 종합건설업과 전문건설업간 겸업제한 폐지 및 실적인정에 따른 영업기간 인성 규정을 마련, 새로 등록한 업종으로 공공공사 입찰에 참여할 수 있게 해 종합 전문건설업간 상호 진출에 기여토록 했다. 지역중소업체 입찰참여가 쉽도록 1천억원 이상 대형공사(턴키 등) 에서 공동수급체 구성원수를 10 인 이내로 확대하기로 했다. 또한 300억원 미만의 적격심사낙찰제 대상공사 입찰시에 기업의 경영상태 평가는 원칙적으로 1년 이내 기업신용평가등급으로 평가하기로 했다. 이밖에 공동수급체 대표자 또는 수급인이 선금을 수령하고도 정당한 이유없이 공동수급체 구성원 또는 하수급인에게 배분하지 않는 사례를 막기 위해 계약담당공무원이 선금 배분여부를 확인하도록 하고 선금 사용 용도도 명시적으로 규정했다.

In the current domestic design-build contract, design and construction are separated due to prohibition of outside work. but instead the design-build contract adopts a method of fulfilling each assignment as a joint venture, which makes it difficult for participants to communicate each other and often require changes of design. also, It is difficult to performance efficiency project that they don't want to share useful information related to design and construction. In this study suggests how to maxmize the effiency of the project by proposing a process model connected with an efficient partnering and constructability in a deign development phase of design-build constract.

지난 1998년 우원 콘서시엄(우원, 성아건업, 삼우공조)에게는 잊을 수 없는 행운의 해였다. IMF 이후 침체 일로를 걷고 있던 설비건설업계에 260억원이라는 사상 유례없는 최대금액으로 독립발주된 새국립박물관 기계설비공상 입찰에 국내의 기계설비 제작∙시공업체 21개 콘서시엄이 참여하여 경쟁하였기 때문에 누가 이 공사를 맡게 될 것인가가 초미의 관심사였다. 그런데 우원 컨소시엄이 적격심사 대상으로 선정되었다는소식을 듣게 되었다. 최초인 만큼 주변에서는‘과연 설비 전문건설업체가 무사히 공사를 마칠 수 있겠는가?’하는 우려의 눈초리도 있었다. 따라서 (주)우원을 비롯한 시공업체들은 이러한 우려를 없애기 위해 더욱 열심히 계획하고 실행하고 검토하고자 노력하였다. 공사 초기에는 각각 독립발주된 건축, 전기, 정보통신 분야의 시공자간 대화가 단절되어 어려움도 많았으나 발주처 담당자와 책임감리자들의 중재 노력에 힘입어 시간이 지나면서 공동목표를 인식하고 서로를 이해하면서 성공적으로 공사를 마칠 수 있었다.

The establishment of an effective bidding system is critical to ensure both the high quality of civil infrastructure and proper earning of contractors. However, the continuous changes of a bidding system in South Korea reveal that problems such as a dumping or high price winning have not been fully resolved yet. This study thus aims at understanding the bidding behavior and strategies of contractors by analyzing a tender ratio in historical data. Multiple regression analysis is conducted to understand the effect of internal and external factors (e.g., estimated cost, combined value of construction performance evaluation) on a tender ratio. The results statistically show that such factors affect the tender ratio an individual bidder determines and have the varying effect on the tender ratio by contractors' firm size.

Current design-build contract is the type of joint venture, but performs by separate party which causes change orders due to the lack of communication between design and construction, so it cannot lead the main object which is the integration of design and construction. Furthermore, the current design-build contract is impossible to reduce the project costs by VE at the design development phase because the design proceeds with the fixed price through bidding. Like these limitless, the analysis results of the case of VE in the design-build projects, several problems that are prevented from active design VE are elicited by the project participants. Meanwhile, Ministry of Construction & Transportation decided to enlarge the VE review system lately. Therefore, in this study, it presented model of design VE partnering of design-build and partnering agreements form to apply design VE and to try to be able to lead the design VE to be more successful in public design-build projects.

Turnkey and alternative-design contracts was introduced operation in the country from january 2004 to February 2010. this was introduced operation. The selecting method of contractor for turnkey projects has being operated by an open forum type that consists of technical committee and appraisal committee in an integrated design approach deliberations. But to improve the operation of the problems, the government is operating design review committee consisting of the central, local and special design advisory committee in march 2010. But this system has also been suggested as still problems, too many contracts by large companies, increasing of design cost and excessive competition. This study is intended to contribute that turnkey and alternative-design contracts can be well operated in domestic construction markets. In this paper suggests some improvement methods and operational problems caused from application of an open forum type for selecting contractor of turnkey project.

This paper deals with bid evaluation problem that chooses the vendors and quantity with minimum purchasing cost for bid information of setup cost and unit price. For this problem, the branch-and-bound(BB) and branch-and-cut(BC) methods are well-known. But these methods can be fail to obtain the optimal solution. This paper gets the initial feasible solution with procuring quantity assignment principle in accordance with the unit price or setup cost rank-first. Then procuring quantity moving optimization(vendor change) is execute take account of unit price or setup cost rank. As a result of experimentation, the propose algorithm is significantly lower compared to BB and BC.

본 연구에서는 국내의 정보보호관리시스템(ISMS)와 국외의 비즈니스연속성관리시스템(ISO22301)의 비교를 통해 ISO22301의 인증 활성화 방안을 모색하였다. 또한, ISMS와 ISO22301의 정의 및 필요성, 인증, 인증혜택 등을 알아보고 ISO22301 인증 활성화 방안에 대해 연구하였다. 연구 결과 ISMS 인증은 의무이고 인증 혜택도 전문업체 지정 시 가산점, 입찰 과제선정 평가 시 가산점 부여 등 명확한 혜택이 있었으나 ISO22301은 조직의 명성강화 브랜드 보호 등 인증의 혜택보다는 인증의 효과적인 측면이 강하므로 ISMS의 인증 중 입찰 과제선정 평가 시 가산점 부여, 정보보호관련 보험 가입 시 할인 혜택 등 명확한 혜택을 부여한다면 현재 ISO22301 인증 보다 활성화 될 것으로 판단한다.

수출진흥책에 부응하여 중동지역에서도 송전선공사를 수주할 목적으로 필자는 1975년 IRAN국을 방문했으나 허사로 돌아갔고 1975년말 Kuwait국에 출장간 것은 성공하였다. 중동의 산유국은 단시일내에 조국을 근대화하여 선진공업국의 대열에 참여하기 위하여 각종산업분야에 걸쳐서 활발한 건설사업을 벌리고 있다. 따라서 세계각국의 유명한 건설업체는 중동지역에 진출을 하였고 한국에서도 다수의 건설업체가 항만, 도로, 건축분야에 진출하고 있다. 그러나 일반에 잘 인식되어 있지 않은 송전분야가 이러한 대열에 참여할 수 있는 기회를 가지게 되었다는 것은 우리나라 전력계도 타분야에 지지 않는 기술수준과 공사실력을 가지고 있다는 것을 과시할 수 있어 전기인의 한 사람으로서 참 반가운 일이라 아니할 수 없다. 본문은 중동지역에 송전선로의 건설공사를 수주키 위하여 Iran국에 2회, Kuwait국에 2회 여행간 관계로 중동지역의 송전계통에 다소 친숙해진 부문을 소개하고자 한다. 그리고 Turn-Key base로 실시되었던 공사입찰사항에 대해서도 언급하고자 한다.
