A Selection Model of Suitable Tendering System for Public Construction Projects (공공건설공사의 최적 입찰방식 선정모델)

  • It is crucial In decision making to select a project delivery system (PDS) adjusted accordingly to the project characteristics. Furthermore, selecting a tendering system is the kernel in the process of selecting PDS. In October 2007, the Ministry of Finance and the Economy of Korea launched two new project delivery systems, "Best Value Contract (Design-Bid-Build)" and "Bridging Contracts (Design-Build)" by revising enforcement ordinances of "Act on Contracts to Which the State is a Party" to provoke the tendering systems. In order to support the proposed purpose, this research developed a selection model for suitable tendering system, which helps a public owner select a tendering system appropriate to the project characteristics. First, the framework of the model was set throughout analyzing previous researches and interviewing relevant experts. Additionally, by analyzing the survey result from 265 experts engaged in architectural and civil engineering business, the relative weights of the selection factors and the effectiveness values of the alternatives were suggested as the quantitative evaluation references. Finally, the practical guideline was suggested to apply this model to three public projects scheduled to be delivered. The result of applying the model to three case projects showed that further researches were needed to make the selection process logical and to suggest the standard weights and effectiveness values according to project type.

  • Design-build that a single entity performs whole construction process under singular responsibility is one of the project delivery system comes to take expectation effects of time savings, cost saving, and quality assurance. On the other hand, a current domestic method for selecting a design-build contractor is difficult to reflect the purpose of owner and the project characteristics when owner selects the design-build contractor. The purpose of this research is to suggest a model for deciding evaluation weights in design-build which can reflect the purpose of owner and the project characteristics. This research can help owner to select the best suitable design-build contractor for the project.

  • Inspection system which was performed in the past selected the final winning bidder by separating Pre-Qualification, the basic design evaluation and price evaluation. However, turnkey and alternative bidding construction has selected way to determine the successful bidder as the best design and the most low cost method, comprehensive evaluation method (bid price adjustment, design score adjustments, weights standard), the best design and the fixed amount method from january 1, 2010 to the present. Due to these institutional problems, orders institutions were often a way to determine the successful bidder to apply differently for identical or similar construction. Therefore this study winning bidder selection criteria through analysis of construction the number and construction order performance, order performance by work division and institutional orders, the weights bidder order performance and orders status of turnkey alternative tendering construction to civil part performed in domestic.

Analysis of the Influence of Design Score and Price Score for Design Build Bidding (설계시공일괄입찰에서 설계점수와 가격점수의 영향력 분석)

  • Selecting appropriate bidding system in construction projects considering the characteristic of project can be a make-or-break element, so the understanding for bidding system of public construction projects is ever more important from the perspective of both the owner and the contractor. The design-build bidding is commonly referred to as turnkey in Korea, and is a bidding method that is often applied to large public construction projects because it allows new technologies to be applied to the design and facilitates risk management for the owner. In this bidding method, there are only two factors (design score and price score) that affect the selection of the winning bidder, so it is important to understand the influence of each factor, but there is little research on the subject. This study aims to provide a basis for establishing bidding strategies for understanding the influence between design score and price score by analyzing various design-build bidding data of public construction projects. The results of the study show that design score is the factor that has more influence on the ranking of bidders in all three weighted evaluation methods: design-emphasized, price-emphasized, and equalized evaluation. In addition, we found that the correlation between design and price scores was not significant due to the unique bid evaluation structure in Korea.

  • The bidding method of public works is decided based on the experience of the officials in charge and the convenience of the work, but the validity of decision making process for the bidding method has not been verified. Another challenge in the bidding method selection is its objective validation is not easy because the decision making is based on experience, when a new type of project is ordered or a new bidding method is applied In this study, therefore, a decision making model to facilitate the selection of a public construction project delivery method was developed and examined with its applicability. This model was developed using the Analytic Hierarchy Process and was verified through 32 persons who were actually in charge of the works. As a result of applying this model, 5 of the 32 persons showed consistency in using the model. and they expressed positive opinions about the model. The model can provide a guide while recognizing the fact that they cannot depend entirely on the model. Therefore, the model proposed in this study is expected to reduce the work-related burden of the persons who are involved in the related work and help the objective performance of their tasks when a new bidding method or project appears in the future.

감사원, 건설제도 개선방안 최종 확정

  • 감사원은 부실시공방지를 위해 건설제도 전반을 일대 혁신하는 총54개 사항의 건설제도 개선 방안을 최종 확정하고 재정경제원과 건설교통부등 관계부처에 통보했다. 앞으로 예정가격이 일정규모 이상인 낙찰자 선정방법이 가격경쟁에서 기술경쟁방식으로 개선되고, 공동도급으로 발주되는 공사의 입찰참가자격이 제한군 입찰대상업자만 입찰할 수 있도록 바뀐다. 또 감사원은 입찰 보증제도에서 일괄입찰보증하는 경우 매 공사별 입찰보증금 납부를 면제하도록 하고, 각종 보증 수수료를 건설업자의 성실도에 따라 차등 징수하도록 했다.

  • Project delivery systems determine the relationship, responsibility, authority and the scope of works of those involved in project, hence, optimum project delivery system should be selected to so that construction project would be executed successfully, Until now, the traditional design-bid-build mainly has been used for public projects, but the government is making efforts actively to introduce other methods such as design-build, alternative bidding by its policy. However, delivery systems should be determined through considering physical projects characteristics, owner's goals, external factors, etc, rather than government' policy. Therefore, the purpose of this research is to propose objective delivery system selection criteria and delivery system selection model, which help owners to select the suitable delivery system through quantitative and reasonable manner.

  • In order to build up competitive power in construction market and to cope with international policy, Design-Build bidding is one of the viable bidding system, encouraging collaboration between design office and building construction firm. Design-Build is a promising delivery system to help expediting schedules, saving costs, and improving Quality. However, the problems of Design-Build project in the domestic construction industry are not to be able to take advantages of fast-tracking and value engineering process, because of the problems of inappropriate system and participants' inexperience. The purpose of this study is to suggest alternatives for Design-Build bidding of public sector in the domestic construction industry in the costs, quality and time aspect.

Improvement Strategy & Current Bidding Situation on Apartment Management of Landscape Architecture (공동주택 조경관리 입찰 실태와 개선방안)

  • This study was conducted to provide basic data for a transparent and fair bidding system by identifying problems and suggesting improvement measures through an analysis of the bidding status for construction projects and service-related landscaping of multi-family housing. To this end, we used the data from the "Multi-Family Housing Management Information System (K-apt)" that provides the history of apartment maintenance, bidding information, and the electronic bidding system to examine the winning bid status and amount, along with the size and trends of the winning bids by year, and the results of the selection of operators by construction type. As a result, it was found that out of the total number of successful bids (36,831), 4.4% (16,631) were in the landscaping business, and the average winning bid value was found to be about 24 million won. According to the data, 73% of the landscaping cases were valued between 3 million won and 30 million won, and 58.6% of the cases were in the field of "pest prevention and maintenance". 36% of the total number of bids were awarded from February to April, with "general competitive bidding" accounting for 59.8% of the bidding methods. As for the method of selecting the winning bidder, 55% adopted the "lowest bid" and "electronic bidding method," and 45% adopted the "qualification screening system" and "direct bidding method." As an improvement to the problems derived from the bidding status data, the following are recommended: First, the exception clause to the current 'electronic bidding method' application regulations must be minimized to activate the electronic bidding method so that a fair bidding system can be operated. Second, landscaping management standards for green area environmental quality of multi-family housing must be prepared. Third, the provisions for preparing design books, such as detailed statements and drawings before the bidding announcement, and calculating the basic amount shall be prepared so that fair bidding can be made by specifying the details of the project concretely and objectively must be made. Fourth, for various bidding conditions in the 'business operator selection guidelines', detailed guidelines for each condition, not the selection, need to be prepared to maintain fairness and consistency. These measures are believed to beuseful in the fair selection of landscaping operators for multi-family housing projects and to prepare objective and reasonable standards for the maintenance of landscaping facilities and a green environment.

Therefore this study was presented by analyzing the impact on the domestic construction industry according the way to determine the successful bidder, the evaluation order method and the operational issues through the analysis of order status, order number, results of acceptance an order, success rate range, results of acceptance an order according to weight success rate, results of acceptance an order by work type and order institution of a turnkey alternative tendering construction performed in domestic civil part.
