Job Analysis for IT Security Workers in Defense Industry through DACUM Process (DACUM 기법을 이용한 방위산업체 정보통신보안실무자 직무분석)

  • As the society turns into more of an information an technology centric society, the importance of information security is being increased these days. Recently, as the number of leaking accidents of personal information and valuable industrial technology is on the rise, every field of industry endeavors to come up with a security solution. In particular, since defense industry is a field where it establishes national defense power that is essential of national security, it requires higher standards of security solutions than any other ordinary fields of industry. According to Defense Industry Security Work Instructions, defense industry firms from security organizations and employ a security worker corresponding to the firm's scale and conditions. In an environment where essential information and technology are stored and managed in information and communication system or storing media, the duty and role of IT security workers are crucial. However, there is a shortage of systematic analysis on the work of IT security workers and development of curriculum to enhance their professionalism. Thus DACUM process, a job analysis technique, was used to identify IT Security workers' duties and responsibilities and verify the validity and credibility of the deducted results from the survey. The findings of this study will help in development of IT security duty in defense industry and can be used as baseline data for the development of curriculum and amendments of related regulations.

A Study on Problems and Improvement of Personal Protective Regulations in Security Industry Act (경비업법상 신변보호 관련 규정의 문제점과 개선방안)

  • Recently, Crime patterns in our society are diversifying as followed on the urbanization of population and the influx of immgrants. Existing murder, kidnap, sexual assault, etc. Especially, the crimes such as school violence, dating violence, domestic violence, violent abuse and even social hatred a crime, motiveless crime are spreading into every phase of national life. Due to the social situation, the sharp increase in demand for personal protection, the scale of private security industry has been constantly expanded. Following this trend, the personal protective regulations in Security Industry Act has been revised several times since the it was enacted in 1995. However, despite the fact that the legal and institutional aspects should have been amended and improved systematically according to the industrial development, the regulations adopted initially adopted has been maintained so far, which have resulted in various problems as they could not coincide with the purpose of private security, being divorced from the reality of private security industry and social changes. Especially, in the case of personal protection service and facility security service, the legal requirements of both services are identical with each other in terms. Such legal systems may cause confusion to security businesses and employees, or the police managing and supervising them, regarding the scope and duties of security services. In order to improve such problems, the regulations of permission requirement that the personal protective regulations in Security Industry Act should be revised system. In this study, relevant personal protection provisions prescribed in the Security Industry Act have been reviewed critically in this paper. And also the regulations were review of those personal protection provisions enacted in security industry Act, so that the improvement plan for the personal protection provisions that are apposite to the cases in this country could be suggested in order to amend the current laws and provide real grounds for the law enforcement.

An Overview of Operations and Applications of HF Ocean Radar Networks in the Korean Coast (한국연안 고주파 해양레이더망 운영과 활용 개관)

  • This paper aims to i) introduce the characteristics of HF ocean radar and the major results and information produced by the radar networks in the Korean coasts to the readers, ii) make an up-to-date inventory of the existing radar systems, and iii) share the information related to the radar operating skill and the ocean current data application. The number of ocean radars has been showing a significant growth over the past 20 years, currently deploying more than 44 radars in the Korean coasts. Most of radars are in operation at the present time for the purposes related to the marine safety, tidal current forecast and understanding of ocean current dynamics, mainly depending on the mission of each organization operating radar network. We hope this overview paper may help expand the applicability of the ocean radar to fisheries, leisure activity on the sea, ocean resource management, oil spill response, coastal environment restoration, search and rescue, and vessel detection etc., beyond the level of understanding of tidal and ocean current dynamics. Additionally we hope this paper contributes further to the surveillance activity on our ocean territory by founding a national ocean radar network frame and to the domestic development of ocean radar system including signal processing technology.

Residual characteristics of pesticide in banana from international pesticide residue monitoring data (각국의 잔류농약 모니터링 자료를 활용한 바나나 중 농약 잔류 실태 조사)

  • This study was designed to use the safety management data for residual pesticides in imported banana based on the investigation of pesticide residue detection of agricultural products with different origins in the Republic of Korea. From the USA, EU, UK, Japan and Korea from 2007 to 2018, the results of banana residue pesticides were summarized into detected pesticides, number of inspections, number of pesticide detection cases, and the amount of detected pesticide residue. A total of 109 pesticides were detected for the pesticide residue and pesticide detection rate was 4.58% in 206,894 cases. The detection rate was ranged within 10.62-24.62% for chlorpyrifos, imazalil, methyl-bromide, azoxystrobin, carbendazim, pretilachlor and thiabendazole. Among them, chlorpyrifos was detected most often followed by imazalil, azoxystrobin, thiabendazole, bifenthrin and carbendazim. According to the results of monitoring data for bananas in EU, Japan, USA, UK and Korea, the kinds of detected pesticides were 85, 57, 23, 18 and 8, respectively. Azoxystrobin, bifenthrin and chloropyrifos were found in monitoring data of all countries. Fourteen and twelve pesticides were detected in bananas from Costa Rica and Ecuador, respectively. Imazalil and thiabendazole were detected in 16 and 11 origins, respectively. Myclobutanil and iprodione were detected in four and two countries, respectively. In bananas from Costa Rica, azoxystrobin and bifenthrin were detected 11.8 and 9.8%, respectively, and the detection rate of azoxystrobin was 19% in bananas from Colombia. Chlorpyrifos was detected 22.7, 13.3 and 10.8% in bananas from Belize, Colombia and Costa Rica respectively. Myclobutanil was detected in bananas from Colombia and Costa Rica with the rate of 17.9 and 10.4%, respectively.

  • Agrometeorological information is essential in many agricultural decisions if it reaches the user in a timely and appropriate manner. Agriculture is the backbone to local, regional, and global economic development. Thus, strengthening agrometeorological application to diverse agricultural sectors will benefit economic development. This paper discusses three distinct organizational minions that all share the same need for improved information technology. The World Meteorological Organization's (WMOs) Commission for Agricultural Meteorology (CAgM) has global responsibility for improved agrometeorological services of Members to aid agricultural production and to conserve natural resources. The United States Department of Agriculture, World Agricultural Outlook Board, publishes monthly World Agricultural Supply and Demand Estimates, considered to be a benchmark for both government and industry in production and trade decisions. The National Drought Policy Commission (NDPC), created by an act of the United States Congress, formulated a national drought policy based on preparedness rather than on crisis management. All three organizations recognize the need for IT applications in agricultural meteorology and have been active in implementing this technology. The development of information technology offers new means of dissemination of agrometeorological products. World Agrometeorological Information Service (WAMIS) has taken advantage of the global Internet application to offer WMO Members a dedicated web server to host agrometeorological bulletins and training modules.

Effectiveness of Command Counseling Program Development for Young Leaders (군 초급지휘자 상담능력향상 교육 프로그램 개발 및 효과검증)

  • In any military services, young leaders are superiors to another and the leaders must be equipped with not only command and control(C2) and management capabilities but with a skill set that addresses their service members' problems and hardships throughout a counseling approach. These young leaders other than regular professional counselors are wearing dual hats as a commander and a counselor to address their service member's issues. There are couple of hours to give a lecture about counseling during the basic training course, however, we noticed that there are some limitations to cover up the uniqueness of counseling during the course, since we cannot rule out the unique vertical situation within military system that runs by its hierarchy. Therefore, we developed education program in order to enhance commander's counseling skills, refined the program with thorough review and commentary by professions and military commanders, and provided 10 events of program to the young leaders. As a result, the leaders scored high on self-effectiveness, communication skills, and counseling development-level. If we adjust minor changes to the program, it will be the outstanding program to improve young leaders' counseling capability.

The Attitude towards Nature According to Awareness of the Natural Monuments -Focusing on Natural Monuments in Naejang National Park- (천연기념물 인식수준에 따른 자연에 대한 태도 차이)

  • A natural monument is designated and protected as a natural or natural/cultural feature of outstanding or unique value because of its aesthetic qualities or cultural significance. However, in recent years, a natural monument plays a role in satisfying the cultural desire of people. For this reason, the main purpose of this study was to investigate public awareness of natural monuments and to evaluate the attitudes towards nature the visitors to Naejang national park displayed. This study also examined the differences in visitors' level of attitudes towards nature according to their awareness of natural monuments. Population of Macropodous Daphniphyllum (Natural Monument No. 91) and Forest of Japanese Torreyas at Baegyangsa Temple, Jangseong (Natural Monument No. 153) are present in large numbers in Naejang national park. For the research, 240 Naejang national park visitors were surveyed to collect data. Results of this study indicated that fewer than 50% of visitors displayed an appropriate awareness of natural monuments. There were also significant differences in attitudes towards nature according to visitors' awareness of natural monuments. In particular, visitors' awareness of the population of Macropodous Daphniphyllum was relatively lower when compared to that on Forest of Japanese Torreyas at Baegyangsa Temple. In addition, visitors who had a high level of awareness about natural monuments and thought that natural monuments had high cultural value displayed more positive attitudes than those who didn't have good levels of awareness. Based on these findings, this study suggests policy changes to establish development plans of the natural monuments in this area.

  • The MOLIT is also establishing the flight safety standards for UAV within the current Aviation Law. Accordingly the required flight criteria includes operator location, mission operation limit, equipment, etc. which are the principle and standard applied based on the airspace use for UAV. Also, general flight rules, visual flight rules, instrument flight rules are required to be applied to the actual flight. Besides, an appliance regulation needs to be arranged regarding two-way communication, ATC and communication issue, airspace and area in-flight between UAS(Unmanned Aircraft System) users. An operation of the UAV in the air significantly requires the guarantee of the aircraft's capacity, and also the standardized flight criteria. A safe and smooth use is ensured only if this criteria is applied and understood by the entire airspace users. For the purpose, a standardized military UAV flight operations criteria and a law complementary scheme.

A Characteristic of Hyeonmoyangcheo-discourse for Education of Girls' School in the 1950s (1950년대 여학교 교육을 통해 본 '현모양처'론의 특징)

  • The characteristics of Hyeonmoyangcheo-ism (wise mother, good wife) in the 1950s, which were observed through the girls' school curriculums and homekeeping textbooks, were arranged as follows. Firstly, Hyeonmoyangcheo-ism in homekeeping textbooks in the 1950s stressed the modern housewife. The Confucianwomen's virtues, such as submissiveness, faithfulness and samjongjido (obedience to father, husband and son), that were in girls' moral training and home management textbooks during the Japanese imperialism. This was a part of girls' education built on democracy and equality asserted by a new Korea, the 'modern nation'. Secondly, with the increasing demands for women's labor after the Korean War, women's occupations were reinforced and incorporated in homekeeping textbooks in the 1950s. Even though having a job was a secondary task to the role of a homemaker, the details of women's occupation illustrates the characteristics of Hyeonmoyangcheo-ism in this period of time. Thirdly, The resident practice program emphasized the tradition women's behavior along with the modern homemaker, the rational designer of homekeeping. This seems to have been reinforced from the criticism towards women based on Westernization after the Korean War.

Monitoring of Residual Pesticides in Agricultural Products by LC/MS/MS (LC/MS/MS를 이용한 국내 유통 농산물의 잔류농약 실태조사)

  • This survey was carried out to estimate pesticide residue levels in commercial agricultural products in the year 2009. Residues were examined in 16 commodities (rice, foxtail millet, buckwheat, kidney beans, peanuts, sesame, oranges, grapefruit, kiwifruit, spinach, perilla leaves, leeks, garlic stem, garlic, ginger, and oak mushroom) collected from 22 provinces in Korea. Analyses were performed by multi-methods capable of detecting up to 60 pesticides by LC/MS/MS. A total of 510 samples were collected and analyzed. Of the samples, 96.1% contained no detectable pesticide residues. Detectable residues at or below the MRLs were found in 3.5% of the samples. However, in 0.4% of the samples (spinach and leeks), residue (ethaboxam and fluquinconazole) levels exceeded the MRLs. Furthermore, intake assessments of 7 kinds of pesticide residues were carried out, excluding those exceeding the MRLs. The results showed that the ratios of EDI (estimated daily intake) to ADI (acceptable daily intake) were 0.0001-0.0006%, which indicates that the detected pesticide residues were in a safe range. It is concluded that residual pesticides in agricultural products are properly controlled in Korea.
