지금까지 민간투자사업은 대부분 수익형 민자사업(BTO; Build-Transfer-Operate) 방식으로 추진되었다. BTO 방식은 수요위험을 민간투자자가 부담하므로 철도부문처럼 투자의 필요성에 비해 수익이 보장되기 힘든 분야의 투자는 저조할 수밖에 없었다. 2005년 민간투자법의 개정과 함께 도입된 임대형 민자사업(BTL, Build-Transfer-Lease) 방식은 민간의 투자비를 국가나 지자체의 임대료로 회수하므로 수익성 제약으로부터 자유로울 수 있으며, 그 결과 BTO 방식보다 민간투자 도입의 본 취지에 더욱 충실한 방식으로 평가되고 있다. 그러나 BTL 방식은 미래세대로부터 재원을 차입함으로써 미래세대에 부담을 전가하고 재원배분의 자유를 제약한다는 부정적인 측면을 내포하고 있다. 따라서 대상사업의 규모와 범위를 과학적으로 검토하는 작업이 중요하며 이는 1차적으로 민자적격성조사(VfM Test ; Value for Money Test)에 의해 결정된다. 민자적격성조사는 특정사업의 재정대안과 민자대안의 각종 정량적 정성적 생애주기비용(LCC; Life Cycle Cost)을 비교 검토하는 절차이므로 각 대안의 핵심 비용항목이 반드시 포함되어 평가될 때 신뢰성 높은 조사라 할 것이다. 그러나 현재까지 고시된 BTL사업은 위험계량화비용이 반영되지 않음으로써 그 완결성이 떨어진다. 본 연구에서는 경전선 함안${\sim}$진주간 BTL사업을 대상으로 재정사업의 위험을 계량화할 수 있는 방안을 실증적으로 예시하며, 이를 통해 보다 합리적인 민자적격성조사를 수행할 수 있는 근거를 제시한다.

In this study, were prepared after statistical analysis was conducted of assessment items and marks distribution for the selection of executors of the BTL project. When tests of the degree of dispersion and degree of appropriateness for each assessment item were analyzed, it was found that the degree of dispersion among assessment points has the power of discrimination since it is highly marked in the design field and operation management field. In contrast, 'business management plan' and 'investment composition for economic quality assessment' have a low level of the power of discrimination since points given to them have smaller difference between business projects.

본 연구는 하수관거정비 임대형민자사업에 있어 사업효과 분석지표의 개선에 대한 연구이다. 하수관거정비 임대형민자사업의 평가지표 중 침입수에 대한 평가지표는 단일평가항목으로 17.5점의 높은 점수가 부여되고 있다. 침입수에 대한 평가지표는 침입수의 발생량에 초점을 맞추어 평가되고 있으며, 현재 '야간 생활하수 평가법'에 따라 계산되고 있다. 그러나, 본 평가지표가 제주지역의 지질적 특성을 반영하지 못하고 있다는 것이 운영단계에서 문제점으로 대두되고 있다. 따라서 본 연구에서는 제주지역을 중심으로 평가지표에 따른 계산 결과와 실제 침입수의 발생량을 비교 분석하고자 하였다. 이를 위해서 제주도내 5개 지역에 대하여 '야간 생활하수 평가법'에 따른 침입수 발생량을 분석하였다. 또한 실제적으로 침입수가 발생하는 조건에 대하여 전수조사를 실시하였다. 분석 결과, 지하수위가 하수관거보다 밑에 분포되고 있으며, 하수관거의 기능에 대한 검증 결과 하수관거의 결함 등에 의한 침입수 발생은 없는 것으로 분석되었다. 따라서 현재 평가지표로 활용되고 있는 '야간 생활하수 평가법'은 제주지역에 적용하기에 적합하지 않다는 결론에 도달하게 되었으며, 제주지역만의 침입수 관련 기준 마련이 필요할 것으로 사료된다.

하수관거정비 임대형민자사업(BTL)은 많은 예산이 투입되어 전국적으로 시행되었으나 사업시행 후 나타난 사업효과에 대한 종합적인 검토는 미흡한 실정이다. 또한, 일부 사업의 경우 준공 후 측정된 유량 Data의 신뢰성 문제 및 과다한 I/I(침입수/유입수) 발생량 등으로 인해 사업의 성과에 대한 문제제기와 I/I지표의 운영평가 적용과 관련한 논란이 지속적으로 제기되고 있는 실정이다. 따라서 본 연구에서는 '05년 JC군 하수관거정비 임대형민자사업(BTL) 등 시설물 준공 후 운영성과평가가 진행 중인 연구대상 사업 15개 사업에 대하여 사업효과분석, 유량계 설치 실태 분석 및 개선방안 등을 검토하였다. 검토결과 하수관거정비 임대형민자사업(BTL) 시행 후 하수처리장 운영효율 개선, 하수관거 침입수 발생비율 저하, 주변하천 수질개선 등의 효과가 나타난 것으로 분석되었으며, 유량계 설치 및 운영 현황 조사결과 나타난 주요 문제점에 대해서는 본 연구의 개선방안 적용시 보다 신뢰성 있는 유량 데이터가 확보될 수 있는 것으로 검토되었다.

강원도 춘천시에 최근 새로운 변화의 바람이 불고 있다. 우 오수관로를 신설하고 재정비함으로써 하수관거의 기능을 개선하고 하수처리장의 운영효율을 증대시키는 공사가 대대적으로 펼쳐지고 있는 것이다. 2015년 1월, 이 사업이 완료되면 춘천시는 방류 수역 수질개선으로 악취가 저감되고 쾌적한 환경이 조성되는 등 지역주민의 생활환경이 크게 개선되는 효과를 얻을 수 있다. 더불어 효율적인 하수관 유지보수체계도 구축할 수 있게 된다. 사실상 더욱 살기 좋은 춘천시의 등장이 임박한 것이다. 이런 행복한 변화를 만들어내고 있는 주인공은 바로 '코오롱글로벌'이다. '코오롱글로벌 춘천시 하수관거정비 임대형민자사업현장'은 춘천시를 전국 제일의 행복도시로 만들겠다는 신념으로 시공에 임하고 있다. 때문에 공사의 품질을 좌우하는 '안전'에 만전을 기하고 있다. 철저한 안전관리를 통해 춘천을 최고의 주거환경을 갖춘 도시로 변화시키고 있는 이곳 현장을 찾아가 봤다.

School is a basic and the most fundamental facility of city planning just like other basic public facilities including the village office. Every plan is established on the basis of school. However, the problems such as the population reduction resulting from the nuclear family-zation and low birth rate, employment and welfare of the aged people resulting from "the old aged society", and the infant nursing and education resulting from a rapid increase of the working couples become notable and accordingly more requirements are being made. Reflecting this trend, the concept and operation system should be changed. Up to now, the BTL projects of the educational facilities are gaining a reputation of being efficient in terms of national budget running, but at the same time receiving negative reputation in terms of budget saving under the civil creativity and efficiency. Through upgrading the private sector investment projects into the BTO+BTL system and further into the BTO(Build Transfer Operate), we can accomplish the original goals of the private sector investment projects, and can make the education budget operation more efficient, and can greatly improve the education environments. However, we should not underestimate in this process that these facilities should not negatively affect the education environments. In any situation, the owners of schools are students.

BTL business-related systems were developed by the Ministry of Education, Korea Development Institute, Korea Education Development Institute. These systems were effectively support to BTL projects schools that expanding in size. However, compatibility of information is difficult between systems that specific information system developed for the purpose of functional redundancy. In this study, operational readiness, facility management, operations and the assessment phase are divided in the BTL school projects process. And the business functions were analyzed in the related systems. In addition, we are contributed to improve standards and the school BTL business processes to improve the reliability of the process.
