The Changes Over Time in Union Wage Premium in Korea: 1998-2007 (노동조합 임금효과의 변화 : 1988~2007)

  • This paper examines the changes over lime in union relative wage effects during the period of 1988 and 2007. The union wage premium was 3.4 percent in average during the last 20 years. It has fallen in the boom years up to the mid-1990s, but has rapidly risen since the Asian financial crisis of 1997. Time series evidence suggests that the union wage premium is counter-cyclical, which means that it responds to economic conditions with a reverse direction. There has been also a fast increase in the unadjusted wage gap relative to regression-adjusted wage gap during the last 10 years in particular, implying favorable changes in the selection of workers into unionized companies.

  • The study examined how job satisfaction and pay level can affect on old salary workers over time using longitudinal data and longitudinal data analysis. The KLoSA 6-period panel data was used which contains alternate year from 2006 to 2016. In addition, Gender and Age is also considered as moderating variables. As result, the initial value and the slope of pay level influenced the initial value and the slope of job satisfaction, vice versa. It implicates the two factors of pay level and job satisfaction are interrelated. Based on the results of this study, limitations and suggestions were discussed for further research.

실직근로자의 직업탐색과 재취업-광주지역 근로자를 중심으로-

  • 한국은 지난 1960년대 이후 실업률이 추세적으로 하락하여왔기 때문에 실업구조, 직업탐색에 대한 관심이 비교적 적었으나 최근의 고 실업률은 이에 대한 연구의 필요성을 제고시키고 있다. 기존의 연구들은 저 실업률 시기의 자료를 사용한 것이므로 1998년의 고 실업률 자료를 활용한 연구는 다른 연구결과를 가져올 것이다. 이 글은 고 실업률 시기로 진입한 지 1년이 되는 98년 11월말 광주광역시에서 실시된 상시고 실직자에 대한 설문조사자료를 이용하여 고 실업률 시기의 실직자의 직업탐색과 실업기간을 분석하였다. 본 연구결과는 기존의 연구결과와 많은 부분에서 일치하지만 한국에서 대량실업은 처음 겪는 상황이므로 이전의 연구결과와 다르거나 새로 확인된 사실들도 몇 가지 있다. 연구결과를 요약 정리하면 다음과 같다. 첫째, 비자발적 이유에 의한 실직자가 약 70%를 차지하고 구인배율이 아주 낮아 최근의 실업은 수요부족에서 발생한 것이라고 할 수 있다. 따라서 임금을 낮추고 희망하지 않는 직종 산업 종사상 지위로 하향 구직을 하고 있었다. 둘째, 고실업률이 장기화되면서 나타난 현상으로는 구직경로가 다양해졌고, 유보 임금 및 수락임금이 전직임금보다 약 20% 하락함으로써 임금이 신축적임을 보여 주었다. 그러나 고실업 사태를 급작스럽게 맞이하면서 이전임금에 대한 집착이 강하여 하락폭은 충분히 신축적이었다고 보기는 어렵다. 셋째, 실업보험수급자는 유보임금 하락률이 높았고 실업 탈출률도 높았다. 이것은 직업탐색이론과 상반된 결과로 노동수요부족사태를 처음 겪으면서 노동시장에 대한 정보가 모든 실업자에게 동일하지 않고, 실업보험수급자가 보다 완전한 정보를 가지고 있으며, 실업보험지급에 따른 구직독려 때문인 것으로 생각된다. 넷째, 기존 연구들과 마찬가지로 유보임금은 전직 임금에 크게 의존하였으며 실업기간에 대한 해자드 분석에 의하면 유보임금의 대리변수인 전직임금이 낮을수록, 구직을 적극적으로 할수록 탈출률일 높았다. 인적속성으로는 인적자본축적이 많고 다양한 취업정보를 접할 수 있는 고학력자의 탈출률이 높았다. 다른 나라에 대한 기존 연구의 근속기간이 긴 남성 실업자는 실업기간이 길었지만 여기서는 반대의 결과가 나왔다. 그것은 기업의 도산 등에 따른 실직자의 경우 유용한 인적자본 보유자가 많고 축적된 자산으로 자영업으로 탈출할 확률이 높기 때문인 것으로 해석된다.

Effect of Wage Peak System on Age Integration: Investigation from Worker's Perspective (임금피크제의 연령통합적 성과: 노동자 관점에서 이해하기)

  • The presented study was based on the notions that 1)the age-separated perspective would not be functional for post modern society which characterized by a diversity of life styles and 2)effects of wage peak system have been investigated mainly through managemental efficiency with quantitative analysis. In those notions, this study aimed to investigate effects of wage peak system based on age integration perspective with a qualitative method. Deep case study were executed with four workers who fully understand regarding wage peak system. Results showed that three sub categories were drawn in the meaning focused on issues of wage peak system; uneasy attention on workers who applied for wage peak system; pro and con of wage peak system for aged workers; achieving age integrated environment through mutual understanding.

Promotion and Wage in the Internal Labour Market : Sexual Differences (기업내부노동시장의 승진과 임금: 성별 차이를 중심으로)

  • Using the fourth data of the Korea Labor and Income Panel Study (KLIPS), this paper analyzed sexual differences in the promotion possibility and the promotion experience. Effects on wage of the promotion possibility and the promotion experience have been also discussed in detail. The promotion probability of a male worker in his current job is as high as twice than that of a female worker after controlling other independent variables. However, if we restrict the analysis to workers who either can be or was promoted, the sexual difference in the promotion possibility is greatly narrowed. This result suggests that the continuous career development without disruption is critical for the promotion of female workers. Analysing the sexual difference in wage using Oaxaca and Ransom's methodology, explanatory variables, such as human capital, residential area, etc., explained 69.5% of wage difference between male and female workers. Especially, 13.9% of wage difference was contributed to sexual differences in the promotion possibility and the promotion experience. This kind of empirical result emphasized once again the importance of promotion on wage.

  • In order to carry out construction work, it is urgent to introduce a proper wage system so that the cost burden of projects that have been won due to bleeding competition among original government buildings based on low-priced bids can be transferred to subcontractors. Purpose: Construction with illegal multi-level industrial structure needs to improve the wage reduction environment leading to order (100%) → original contractor (80%) → subcontractor (65%) → load contractor (65%) and aims to ensure wages for end workers. Method: Investigate the current status of labor cost appropriate payment plan in the construction industry, and investigate the case of the appropriate wage system (P.W) in the United States. In addition, the effect and direction of the appropriate wage system are presented. Result: Individual minimum wage security was also mentioned in the Constitution, and many researchers suggested that only the introduction of an appropriate wage system could solve the problem of reducing worker labor and ensure quality and safety. Conclusion: The proper wage system in the construction industry will block illegal multi-level and illegal foreign work, improve the labor environment in the construction market, create an influx of young workers, and have a significant impact on the construction industry's competitive structure, safety, and quality.

A Study on Job Characteristics, Job Satisfaction, and Life Quality of Aging Workforce: Focusing on the Mediating Effect of Regular and Non-regular Workers (고령화 인력의 직무 특성, 직무만족도, 그리고 삶의 질에 관한 연구: 국내 상용직 근로자와 비상용직 근로자의 매개효과를 중심으로)

  • This study suggests an alternative for solving quality-of-life problems of an aging workforce by seeking ways to utilize an aging workforce in corporations and society. This research empirically analyzed data from the 6th panel data of aging. Study results are as follows. First, it was confirmed that job satisfaction of aging manpower plays a mediating role in the relationship between quality of life and the job characteristics of an aging workforce. Second, it was found that the wage level of regular workers had a significant effect on job satisfaction and quality of life, and the job satisfaction of regular workers was mediated between wage level and quality of life. On the other hand, the wage level of non-regular workers did not have any effect on job satisfaction and quality of life. The results of this study suggest the necessity for companies to recognize the use of an aging workforce to improve social value. Furthermore, our results provide implications for domestic firms and government policymakers on how to use a domestic aging workforce and how to utilize regular and non-regular workers.

  • This paper investigates the employment and wage structural changes that have occurred around the economic crisis in 1997. We propose a theoretical model for external effects of human capital within firms and provide their estimation. When the employment and wage structural changes are considered simultaneously, labor demand decreases seem to more than offset labor supply changes during the period. While educational human capital, human capital accumulated with firm-tenure, human capital of married workers and of white-collar workers are considered to have positive external effects, human capital of relatively-old workers and managerial workers are considered to have negative external effects. We suggest that while employment restructuring with regard to age, tenure, and education and managerial workers during the period have improved the efficiency of firms, those with regard to married and white-collar workers have not.

  • This paper compares the earnings effect of inter-industry technology differences between the self-employed and wage earners. It is assumed that primary skills utilized by the self-employed and paid workers differ in nature, and thus the earnings effect of technology differences and its skill-biasness also differ for each type of workers. For the empirical analysis. Heckman's two-stage method and quantile regressions are fitted to Korean panel data. The earnings effect of technology differences turns skill- biased for wage earners (job-specific skills), but prevails for all self-employed workers (entrepreneurial skills) regardless of their schooling level. This sectoral difference holds for each different quantile of earnings distribution.
