Gender Difference in Job Mobility in Korean Labor Markets (한국노동시장의 남녀 직장이동 요인별 차이와 직장이동 유형별 임금 변화)

  • This study demonstrates the gender difference in the factors that affect job changes and the resulting wage changes in the recent Korean labor market. By using the KEAPS (2003-2007), we found that male workers uniquely tend to stay longer at their current jobs when they have families to support. After controlling self-selection bias, we also found that wage changes resulting from switching jobs differ between male and female workers during this studied period.

  • This paper documents the recent changes in wage density and decomposes them. Middle group is found to have shrunk, one-third of which reflects the changes in worker composition. The rest mostly reflects insufficient supply response to the rising skill demand within jobs. The pattern is more pronounced among manufacturing, large and unionized firms, and production workers.

The Changes Over Time in Union Wage Premium in Korea: 1998-2007 (노동조합 임금효과의 변화 : 1988~2007)

  • This paper examines the changes over lime in union relative wage effects during the period of 1988 and 2007. The union wage premium was 3.4 percent in average during the last 20 years. It has fallen in the boom years up to the mid-1990s, but has rapidly risen since the Asian financial crisis of 1997. Time series evidence suggests that the union wage premium is counter-cyclical, which means that it responds to economic conditions with a reverse direction. There has been also a fast increase in the unadjusted wage gap relative to regression-adjusted wage gap during the last 10 years in particular, implying favorable changes in the selection of workers into unionized companies.

  • This paper analyzes the changes in wage inequality and its contributing factors since the mid-2000s. Although trends vary by data and wage indices, the Gini coefficient of the total wage of all workers shows an increasing trend due to the part-time increase of less than 35 hours per week, while the wage Gini coefficient of hourly wages and the total wage Gini coefficient of full-time workers showed a declining trend. Part-time increases have increased inequality based on total wages, but part-time hourly wage increases can be considered to have reduced hourly wage inequality. Therefore, as a result of decomposing the factor of Gini coefficient reduction only for full-time workers, factors that contributed absolutely to inequality reduction were variables such as job tenure, career, and occupation, and employment type variable has little effects, and the establishment size variable deepens inequality. The variables such as industry, age, and education did not contribute significantly to the inequality change. This is attributed to the decline in wage premiums for job tenure and management and professional jobs and the increase in wage premiums for large-scale businesses.

Job Mobility and Short-run Wage Changes (직장이동의 유형에 따른 단기임금변화)

  • We construct a unique panel data by using Korean Economically Active Population Survey (KEAPS) from 2003 to 2007 to estimate the returns to different types of job mobility among men. By adopting Mincer(1986)'s method, we estimate the wage change to job mobility after controlling the sample selection bias. There are four different types of job mobility that are concerned in the study: (1) voluntary job-to-job changes without experiencing unemployment, (2) voluntary job changes with experiencing unemployment, (3) involuntary job changes due to layoffs, and (4) involuntary job changes due to discharges. Our findings indicate that Korean men who changed jobs without experiencing unemployment realized wage gains of 7% while those who changed jobs through unemployment period lost 10% of their wages. Among those who changed jobs involuntarily and went through unemployment, the workers who discharged from the previous jobs realized substantially greater wage loss.

  • This study investigates the wage determination process of regional labor markets in order to understand the regional dimension of labor market processes in Korean metropolitan cities. Since the financial crisis in late 1997, the interplay between labor market restructuring such as unemployment and skill polarization and income disparity has been shaped by the labor market process in the metropolitan cities. This is also closely related to the fact that both industrial restructuring and expanding information technologies in the metropolitan region have reshaped the labor demand structure and finally resulted in structural unemployment due to skill mismatch and spatial mismatch and wage inequality across different occupations. In addition, since wage determination process clearly has a regional dimension, wage determination and its influence on income profile in a certain regional labor market need to be understood by investigating its labor market characteristics including labor supply and demand structure, industrial changes, changing unemployment, etc. This is why labor market policy as a regional policy needs to be redefined and it can be much enhanced by geographical investigation on regional labor market.

The Relation between Wage and Price Under Low Inflation Rate (저(低)인플레이션하의 임금과 물가의 관계에 대한 연구)

  • Even though the foreign currency crisis in 1997 and the introduction of Inflation Targeting(IT) have been considered as key factors for current low inflation, there have been few attempts to explain what is the contribution of the dynamics of wage and price to the low inflation. This study is to analyze the relation between wage and price especially focusing on how it through the economic events using cointegration instability tests. The result shows that the short and long-run relation between two have variables have changed through the period of 1997~1999. In the first subperiod, wage tended to respond immediately to inflation shocks, whereas price responded to wage shocks in a long-run. Moreover, the cointegration coefficient of price was equal to 1. In the second subperiod, however, the dynamics from price to wage has been weakened and the real wage has declined apparently. These findings mean that the workers have failed to raise their wage at the rate of inflation, that is, the so-called wage-price spiral was broken for the second subperiod. The implication of this study is that the relatively weak bargaining power of workers, or the condition of labor market, is one of the primary factors of the current low inflation.

기혼여성의 노동공급행태분석

  • 본 논문은 기혼여성의 경제활동 참가와 경제활동 참가 이후의 노동시간 공급을 결정짓는 요인을 분석하고, 그러한 노동공급행태의 시기적 변화를 살펴보았다. 이에 의하면, 학력이 높을수록 오히려 경제활동에 참가할 확률이 떨어지며, 6세 미만 자녀가 없을수록, 타소득수준이 낮을수록 경제활동 참가확률이 높게 나타난다. 미국의 경우 임금상승이 기혼여성 노동공급증가의 주요한 원인이라는 결론이 실질적으로 모든 연구에서 반복되어 왔으나 한국의 경우 실질임금수준은 크게 상승하지 않았음에도 불구하고 기혼여성의 노동공급이 이보다 빠른 속도로 증가했다. 그러나 1992년 분석결과에서 기혼여성의 취업구조가 다소 변화하고 있음을 확인할 수 있다. 무엇보다 시장임금수준이 높을 것으로 기대되는 여성일수록 경제활동 참가확률이 높아지는 경향이 뚜렷하게 나타난다는 사실이 1985년과 비교해 주요한 특징을 이룬다. 그러한 변화는 학력이 경제활동에 미치는 음의 효과가 여전하고 노동시간으로 본 노동공급이 시장임금의 변화에 영향을 받지 않는 것으로 나타난 점에서 상당히 완만하게 진행되고 있음을 알 수 있다.

임금유연성(賃金柔軟性) 제고(提高)를 위한 임금체계(賃金體系) 개선방안(改善方案)

  • 기본급(基本給) 비중(比重)을 높여 임금체계(賃金體系)를 단순화(單純化)시켜야 한다는 의견이 많이 제시되고 있으나, 수당(手當) 및 보너스 등이 기본급(基本給)과는 다른 고유한 기능을 갖고 있고 합리적(合理的)인 존재이유가 있는지에 대환 분석(分析)이 선행되어야 할 것이다. 이러한 관점(觀點)에서 본(本) 연구(硏究)는 임금항목별(賃金項目別)로 임금유연성(賃金柔軟性)을 비교해 보았다. 임금유연성(賃金柔軟性)은 고용안정성(雇傭安定性)을 제고하여, 대량실업(大量失業)을 방지하고 장기근속(長期勤續)에 바탕을 둔 '기업특수적(企業特殊的) 숙련(熟練)의 다능공(多能工)' 양성을 가능하게 한다. 실증분석(實證分析) 결과(結果), 보너스는 정액급여(定額給與)보다 경기변동(景氣變動)에 더 유연하게 변화하는 임금항목임을 알 수 있었다. 그러므로 보너스를 기본급화(基本給化)하는 방식은 바람직하지 않다. 도리어 87년 이후 보너스의 임금유연성(賃金柔軟性)이 점차 약화되는 경향을 보이므로, 현행 보너스 결정방식(決定方式)의 개편을 통해 이윤분배제(利潤分配制) 성격을 강화하는 방향으로 임금체계(賃金體系) 개선(改善)이 있어야 할 것이다.

Decomposition of Wage Differentials for Women with Disabilities in the Seoul Local Labor Market of Korea (서울 지역노동시장권 여성장애인 임금근로자의 이중차별적 임금격차 분석)

  • The purpose of this study is to analyze the static and dynamic change of wage differentials of women with disabilities in the Seoul local labor market. This study attempts to explain the double discrimination mechanism for disabled women and empirically gender discrimination and disability discrimination for them by using Oaxaca-Blinder decomposition analysis. In addition, using Juhn-Murphy-Pierce decomposition analysis. we analyze the wage differentials caused by the changed characteristics of disabled women and structures of discrimination at the Seoul local labor market. Data from the Panel Survey of Employment for the Disabled and Korean Labor and Income Panel Study for two years (2008, 2012) are used. According to the result, wage differentials of disabled women caused by disability discrimination is approximately 55% of total wage discrimination, whereas 45% is caused by gender discrimination during the period. Both observed and unobserved components move in the same direction to narrow wage differentials due to the disability discrimination and gender discrimination. Also the endowments in the Seoul local labor market about the changes of observed and unobserved components contribute more to narrow gender wage differentials, while these endowments widen disability wage differentials.
