A study on Establishing Disaster Response Base Station through Overseas Case Review (해외사례를 통한 재난대응 거점기지 구축 연구)

  • In Korea, natural disasters such as earthquakes and floods continue to occur, but it is difficult to respond and provide relief effectively and promptly. Due to the Circulation Position and administrative characteristics, soft and physical systems for basic disasters, such as private cooperation and disaster response bases, have not yet been built organically. This is mainly due to the job rotation of the responsible persons and bureaucratic problems limiting cooperation between the public and private sectors. Japan is responding to disasters through a mutual cooperation network between the public and private sectors (NGOs), but in Korea the public sector still manages disasters entirely by itself. However, in modern society, the ability of the public sector to effectively manage disasters is limited due to the large number of natural disasters and their wide-ranging consequences. This situation makes it difficult to respond quickly and effectively to the various crises that arise. In this paper, we review the disaster response bases in the cases of Japan and the United States, and propose the establishment of a disaster response base system that supports disaster countermeasures together with a cooperative network incorporating the private and business sectors.

A study on the guidelines for the Military Continuity of Operations Plan (군 COOP전략 지침 수립을 위한 연구)

  • Unexpected massive disasters have occurred around the world, causing enormous socio-economic damage. The military has long been enacting laws, organizing organizations and establishing systems for crisis and disaster management, but it did not consider the situation when military essential functions were suspended due to unpredictable and massive disasters. With the September 11 terrorist attacks, the U.S. military has developed COOP strategy aimed at continuing military essential functions in all crisis, and is contributed to national continuity by ensuring uninterrupted national security functions. Korean military has established a crisis and disaster management system, but focuses on managing and controlling disasters and crisis situations. Korean military needs a system to guarantee military essential functions even in national crisis beyond its management capabilities. In this study, We compared and reviewed the U.S. administration and military COOP guidelines and directives, ISO22301 international standards., and developed planning guidelines suitable for the Korean military situation by responding to detailed items based on ISO22301. In particular, the U.S. military(DoD, Army, Navy, Air Force) COOP guidelines were drawn and incorporated into the guidelines(such as protection and succession of command authority, the fulfillment of essential functions and operational security, etc.). The planning guidelines are expected to be used as reference materials for the introduction of COOP systems in the military and the establishment of plans in the future.

  • Purpose: This study seeks to draw out implications that must be considered in the process of establishing measures to evacuate residents in preparation for domestic nuclear disasters by conducting an investigation about the disaster situation at the time of the Fukushima nuclear power plant explosion, emergency warning situation for residents protection, evacuation situation and In addition to investigating problems and measures raised in the resident protection system at that time. Method: A literature survey was conducted focusing on reports published by Japan's national, parliament, local governments and related agencies from right after the Great East Japan Earthquake to the present. Result: Found out what needs to be considered in the process of establishing domestic radiation disaster measures through the results of the survey on the problems and countermeasures derived from the process of evacuation of residents at the time of the Fukushima nuclear power plant explosion. Conclusion: The reviews were classified into four categories and detailed reviews were presented.

A Study on the Cooperation between the National Diet Library of Japan and the National Archives of Japan (일본국립국회도서관과 일본국립공문서관의 협력 방안에 관한 연구)

  • From the beginning of the digital age, the need for cultural heritage institutions to share information resources and integrate services has increased, causing many countries to make efforts for cooperation and integration. In line with this, this study examines the similarities and differences between the National Diet Library of Japan and the National Archives of Japan, seeking ways for further cooperation between the two organizations. Their websites, articles, and legislations were reviewed to analyze their histories, systems, laws, policies, and services. In conclusion, building an integrated database for materials in history and an archive for disaster information, as well as conducting joint exhibitions and learning programs, were drawn as viable ways for collaboration.

  • 지난 60년간 일본, 한국, 중국은 물론이고 아시아에서의 공정 산업은 크게 성장했다. 그 발전과정에서 다양한 사고들을 겪고 극복해내는 과정이 있었으며, 최근 한국의 화학물질관리법을 포함하여 안전 기술 및 안전 관리에 많은 진전 또한 있었다. 이 발표의 서두에서는 한국의 공정산업의 역사적 발전에 대해 뒤돌아보며 당면 과제들에 대한 논의를 전개하고자 한다. 장기적인 경제발전의 일환으로 중화학공업 육성을 표방하며, 초기 단계에 정부주도의 적극적인 산업 발전 계획을 수립해 산업의 성장을 주도하였으며, 1990년대에는 어려움을 극복하기 위해 시장 중심의 구조 조정이 도입되었다. 지난 30년 동안 한국사회에서는 가스 폭발, 건물 붕괴, 화물 및 여객선의 사고를 비롯한 치명적인 사고들이 있었다. 이러한 사고 후에는 필연적으로 안전 정책 및 법률에 중요한 발전이 있었는데, 가장 최근의 것은 2012년 유독 가스 배출 사고 이후 화학물질관리법(Chemical Control Act)을 시행한 것이다. 또한 앞으로 20년간 (2036 년까지) 다양한 구성요소의 수준을 정량화할 수 있는 지속 가능성 개념에 대한 강한 요구가 있음은 주지의 사실이다. 지속 가능성의 새로운 패러다임은 에너지, 경제 및 환경의 전통적인 구성 요소로 구성된다. 더불어 지속 가능성은 안전, 보안 및 세계화(globalization)를 다루어야 한다. 미래의 지속 가능성 개념은 이러한 6가지 구성 요소 모두를 하나의 기능으로 정량적으로 통합할 것이다. 특히 이 작업에 대한 강력한 리더십은 화학 공정 산업에서 절대적으로 부족한 현실이기에, 이러한 기능의 통합과 특화된 교육 및 훈련에 대해 한국의 사례와 해외에서의 글로벌 응용 프로그램에 대란 논의를 통해 본 발표는 향후의 발전방향과 비전에 대해 논의하고자 한다.

Establishment of Maintenance and Monitoring Standards for Shield and TBM Tunnels (Shield 및 TBM 터널의 유지관리계측 관리기준 설정에 관한 연구)

  • Purpose: The objective of this study was to improve the tunnel maintenance and monitoring technology by establishing the maintenance, management, and monitoring standards for shield and TBM tunnels, which had been applied more in recent years. Method: This study comprehensively analyzed and compared the data and model simulations of Seoul Subway Lines 7 and 9 and Bundang Line, shield and TBM tunnels in South Korea, tunnels in France and Japan, and Channel Tunnel in the UK. Result: This study set maintenance and monitoring standards when there was no design estimate based on numerical analyses such as section design and section analysis regarding the maintenance and monitoring section of shield and TBM tunnels. Conclusion: It is necessary to determine safety by comprehensively considering not only each monitoring item but also the changing trend and correlation of all items and compensation of the tunnel.

A Study on the Improvement and Analysis of SNS Operation Status on Disaster Information in Domestic and Foreign Public Institution (국내·외 기관의 재난정보관련 SNS 운용현황 및 개선방안에 관한 연구)

  • SNS is a useful tool to quickly deliver information in an emergency given their speed and expandability. Especially, SNS in the event of a disaster or an accident can offer on-site, accurate and detailed updates about essential information such as the safety of victims and the development of the situation, served as a valuable complement to the conventional media. This study aims to perform a comparative analysis on how social media are currently used by emergency management authorities in South Korea and other countries. Based on the results, this study proposed more effective ways to exploit SNS and improve efficiency of disaster management. To accomplish the goals, this study collected tweet information from various sources including the FEMA of the U. S., the FDMA and the Central Disaster Council of Japan, and the MPSS of Korea. The collected tweet information was analyzed by feedback, time series, and information types. The feedback analysis aims to quantify the number of monthly user feedback in order to assess user satisfaction about the tweet information. The time series analysis identifies the number of tweet information, feedback index and keywords by country for certain duration, examining why certain messages showed high feedback indices and what kind of contents should be offered by the authorities. Finally, the analysis of information type reviews the type of information contained in the tweet information that drew users' attention to identify the information type in which the authorities should deliver information to users. Based on these analyses, this study proposed improvement methods to use Tweeter in MPSS.

The study of Heavy Rain Warning Information considering Threshold Rainfall and disaster risk (영향한계강우량과 재해위험성을 고려한 호우특보 기준에 관한 연구)

  • 지구온난화, ENSO 등 전지구적인 기후변화 현상으로 위험기상 발생이 증가하고 있다. 한반도는 삼면이 바다에 접하였기 때문에 매우 불안정한 대기로 저기압이 빈번히 통과하는 특징을 가지며, 우리나라는 매년 이상기후로 인한 기상재해로 인명 및 재산 피해가 증가하는 추세를 보이고 있다. 최근 10년간 가장 많이 발생한 피해액 기준 대형 자연재난은 호우로 총 49회 발생하였다. 호우는 다른 기상재해에 비해 발생 시간이 짧고, 공간 규모가 작을 뿐만 아니라 시공간적으로 변동성이 매우 크기 때문에 발생 시 많은 인명 및 재산 피해를 유발한다. 기상청은 호우 외 9가지 기상현상으로 인해 중대 재해 발생이 예상되는 경우 주의를 환기하거나 경고를 예보하는 특보를 발표한다. 현재 사용 중인 호우특보 기준은 기후변화와 위험기상 발생 패턴 변화에 따른 호우 피해와 강우량의 상관성을 고려해 3시간 강우량 개념으로 강우강도, 12시간 강우량 개념으로 누적강우량을 파악할 수 있게 개선한 결과이다. 그러나 지역 특성을 반영하지 아니하고, 하나의 특보 기준 값을 전 지자체에 적용하기 때문에 국지성 집중호우의 지역별 특성을 세세히 반영하지 못하는 등 한계를 보인다. 이와 반대로 영국의 경우 기상특보 기준에 기상현상이 미치는 영향을 포함하였으며, 일본의 경우 우리나라 시군구 개념인 시정촌별로 기상특보 기준을 다르게 설정하여 운영 중이다. 지역 특성을 반영한 해외 기상특보 사례와 달리 우리나라 기상특보는 지역별 위험 및 사회·경제적 취약성을 고려하지 않아 특보 기준 값이 획일화되어 있음을 확인했다. 이에 본 연구는 기상특보 중 호우특보로 연구 범위를 한정하고, 위험기상의 획일적 의사결정 시스템을 보완하기 위해 영향한계강우량과 재해위험성을 고려한 호우특보 기준을 연구하여 제안하고자 한다.

A study on the Trend Analysis and Road map Design of the Facilities Disaster and Safety Technology in the Country and Oversea (국내외 인적재난 안전기술개발 동향분석 및 로드맵 수립에 관한 연구)

  • This paper is to show the long-term roadmap by analyzing the development trend for the safety technology of facility disaster in the country and abroad, and it is designed to plan the long term and roadmap in response to change the disaster environment. Recently in the country, it is increasing the needs of the long term roadmap design of the facility disaster research development in the facility disaster, by the repidly of the social and the living and the related governments response's changing. The U.S. is going to develop the disaster responding research by planning the its master plans, including the NRF (National Responing Framwork), the NIMS (National Incident Management System), and its sinarios etc.. Japan is going to develop the research planning in the annual report of the disaster prevention, and we going to do the study projects about the facility disaster area with the NEMA (National Emergency Management Agency) and NDMI (National Disaster Management Institute). This paper is showed to design the long term roadmap of the facility disaster's study development, and to minimize the damage of the man and his property, and to set the study development system of the national facility disaster, and furthering to make the resilient planning in changing of the facility disaster's environment.

The Continuity of Operation (COOP) Application to a Local Government for Disaster Risk Reduction

  • Globally, various disasters such as typhoons, floods, earthquakes, fires, explosions have caused work to be halted. If there is a large-scale disaster at public institutions in charge of major national affairs and their works are interrupted, not only will there be property damage, but there will also lead to a decline in national credibility and direct and indirect impacts on the people. Therefore, it is necessary to ensure continuity of operation by minimizing the interruption period of critical operations due to disasters. Overseas advanced countries such as the United States and Japan developed guidelines for Continuity of Operation (COOP) to prevent unexpected work disruptions caused by disasters. Recognizing the necessity of COOP in South Korea, a relevant law has been newly established in 「the Framework Act on the Management of Disasters and Safety」 to enable public institutions to establish the COOP in response to this situation. In this study, the definition, the necessity and overseas cases of COOP were investigated and described. Using the templates developed by these results, operational impact analysis, risk assessment, operational continuity strategies and operational continuity procedures were applied to "A" City Hall in Gyeonggi-do province and those results were described. The objective of this study is to substantially contribute to the introduction of COOP to local governments through their pilot application and implications of COOP.
