National competence is based on the quality of university education, which is determined by the competitiveness of academia, research and information, IMD reported that Singapore, #2 country in national competence index, topped in quality of university education. Meanwhile Korea's current national knowledge infrastructure project lacks comprehensive coordination at a governmental level and has been conducted in a rather sporadic manner, without any consideration on the overall analysis of knowledge information resources. Consequently, a disproportionate amount of attention was devoted to collecting general information resources, while neglecting rare, hard-to-collect sources with historic, academic, and/or cultural values. This study proposes to build an academic resource management system to fully supervise academic resources at least, among national knowledge information resources which is a national asset, and also to allocate budget and cultivate new information building projects based on overall analysis on academic resources. In other words, there is a need for a management system to implement efficient linkage, distribution and utilization of academic resources and, to that end, we need to build an academic resource management system at a national level, maximizing the benefits from the knowledge society that we live in.

The availability and growth of the Internet offers users the opportunity to find information and data all over the world. The development of the WWW has made the Internet easier to use, both for finding information and for publishing it electronically. Because so much information is available, and because that information can appear to be fairly 'anonymous', It is necessary to develop skills to evaluate what you find. Every printed information resources you find has been evaluated in one way or another before you ever see it. But when you are using the WWW, none of this applies. There are no filters between you and Internet. In addition, the ease of constructing Web documents results in information of the widest range of quality, written by authors of the widest range of authority, available on an even playing field Excellent information resources reside along side the most dubious. This study discusses the criteria arid methods by which scholars and researchers in most fields evaluate print information, and shows how the same criteria and methods can be used to assess Internet Website document. This study applied seven criteria, that is essential Web document element, authorship, publishing body, point of view or bias, referral to other sources, verifiability and currency. All information, whether in print or by byte, needs to be evaluated by users for some objective criteria and methods mentioned above. If you find information that is 'too good to be true', it probably is. Never use information that you can't verity. Always remember that the best counterfeit looks the most like the real thing. Establishing and learning criteria and methods to filter information you find on the Internet is a good beginning for becoming a critical consumer of information in all forms.

With the continuously increasing volume of e-commerce transactions, it is now popular to buy some products and to evaluate them on the World Wide Web. The product reviews are very useful to customers because they can make better decisions based on the indirect experiences obtainable through these reviews. However, since online shopping malls do not provide ranking results, it is not easy for users to read all the relevant review documents effectively. Product reviews include subjective and emotional opinions. Thus, the review search is different from the general web search in terms of ranking strategy. In this paper, we propose an effective method of ranking the reviews that can reflect user's intention by using opinion mining techniques. The proposed method analyzes product reviews with query words, and sentimental polarity of subjective opinions. Through diverse experiments, we show that our proposed method outperforms conventional ones.

In February 2014 Korean Bar Association has amended Professional Ethics Code as to stipulate attorney's duty to protect personal information. While existing Korean law and Professional Ethics Code has made attorney to keep client's confidential information, attorney's newly promulgated obligation has its meaning in that personal information of subject other than client is not protected through confidentiality rules, given that confidentiality obligation is interpreted to protect only client's information relating to representation. Moreover, duty to protect personal information deals with not only disclosure and use of information, which confidentiality rules is about, but also collection and retention process, access to and correction and care of information and even destruction of information. Amid unprecedented theft of personal data in several national banks and other serious leakage reported recently, this paper is going to contemplate the scope and application of the duty to protect personal information with hope to contribute to starting discussion on it.

In 2011, the overall construction markets in KOREA are highly depressed due to decreases in orders of domestic construction markets in both private and public field. Also, we are losing competitive advantages over Chinese and Indian companies owing to the market shares on plant construction projects excessively. It is recognizable, under the circumstances that we are in interior position on high value technique to other advanced countries, that the orders of mega building and plant construction projects tend to be placed through the" Pre-construction Service", the importance of which has been emphasized domestically and internationally in recent time. However, current domestic construction companies show scarcity in understanding the general idea of the Pre-construction Service and fail in building proper structure of it. It is obvious that they cannot have any competent strategy to deal with Pre-construction Service. The Purpose of this paper is to analyze the core competence throughout preconstruction phase and, and make up for the weakness in the current pre-construction service process.

The purpose of this study is to measure self images of public librarians who should increasingly take charge of services for children and young people through the semantic differential method and analyze its' general characteristics. According to the results of analysis public librarians have been satisfied with their works and believed that they are kind, fair and gentle. One the other hand, they have had negative self images such as no influence, neglect, poor and stuffiness. Therefore, the result show that public librarians consider their ability, quality and activity as positive images, but they have felt lack of the social consensus and affirmative evaluation of their role. So, we can see building a good physical environment and running great programs to create access of children and young people to the public libraries, demonstrating leadership among senior librarians are so important in order to beat the stereotype and improve their positive self images of their evaluation and role. It is also necessary to promote the new value and role of public libraries and librarianship and to enable retraining for cultivating their qualities as a teacher.

Fire-killed trees of Korean red pine are valuable resources for industrial uses. It is common only believed that fire-killed trees are too weak and brittle to use in construction purposes. The misunderstandings of fire-killed trees lead these valuable resources abandonment. The purposes of this research are focused on scrutinization of material properties of fire-killed trees to facilitate industrial uses of these resources. The sample logs were collected from the forest fire site of the eastern coast area in which the most catastrophic wild fire had taken place in 2000. Fire-killed Korean red pines were classified into 3 levels by the degree of fire damage so called light, medium and heavy, then their physical, mechanical and chemical properties were compared with sound trees. No significant difference in physical appearances were found in the cross sections by degree of damage compared to sound tree but bark char. Investigation on mechanical and chemical properties indicates that forest fire did not impact significantly in lowering the strength of damaged trees. It was concluded that there was any limitation of forest fire-killed trees of Korean red pine in industrial utilization.

고압처리로 멸균된(high-pressure- sterilized) 저산성 식품은 아직 본격적으로 시장에 나오지는 않고 있다. 그러나 고압처리로 살균시켜(high-pressure-pasteurized) 제품의 부가가치를 높인 상품들은 일부 시판되고 있다. 미국시장에는 구아카몰(guacamole),굴 등이 있고, 일본과 유럽에는 잼, 젤리, 생선제품, 육제품, 슬라이스 햄, 샐러드 드레싱, 쌀떡, 주스, 요구르트 등이 판매되고 있다. 기술이 발전되어 처리비용이 떨어짐에따라 우유나 오렌지 주스 같은 저부가가치의 제품(high-volume commodity products)에도 고압처리 기술이 적용되는 예를 보게 될 것이다.미국 FDA의 "열처리된 저산성식품은 용접밀봉된 용기(캔, hermetically sealed container)에 포장되어야 한다." 는 규정(Title 21, Part 113 of the Code Federal Regulations)은 고압처리 식품을 염두에 두고 만들어진 규정은 아니지만, 저산성식품의 고압처리 공정(high-pressure processing)은 강력한 살균력을 제공하고 있다. 따라서 위의 FDA 규정(21 CFR 113)의 모든 조항은 고압처리 저산성 식품이 상업적인 생산에 들어가기 전에 시행되어야만 하는 것이다. 그 규정의 주요 조항중의 하나는 고압처리 공정에 대한 전문적인 지식을 가진 전문가나 위원회 등에 의하여 세부적인 고압처리공정 절차를 확립하는 것이다. 공정의 전문가들은 안전성을 증명하기 위해서 적합한 과학적인 방법을 사용하여 고압처리 공정을 확립해야만 한다. 저산성 식품에 대한 고압처리 공정은 주의깊게 설정된 공정조건하에서 재현성 있게 안전한 식품을 생산할 수 있어야 한다. 살균에 대한 안전성과 재현성이 입증되면 고압에 의한 살균처리공정 설계는 일반적인 대량생산 공정으로 활용될 수 있게 된다. PP(고압처리공정)의 유효성이 보다 확실하게 입증되고 널리 활용되려면, 공정의 살균력과 일관성(uniformity)을 증명하는 미생물적, 물리적, 화학적, 공학적인 여러 분야가 통합된 검증방법이 필요하다. 전통적인 열처리 공정은 스팀열의 가열시간으로 설명이 충분하다. 물론 HPP살균에서도 시간과 온도는 주요 변수이지만, 압력에 의한 미생물살균도 고려되어야만 한다. 또한 점도, 밀도, 구성성분, pH, 수분활성도 같은 해당제품의 특성도 제품의 고압처리 살균공정, 특히 미생물의 사멸에 영향을 미칠 수도 있다.

Effect of color is to the human in modern society, has become an important element from the mental psychological aspects. Color is to heal the dry emotion directed the feelings and emotions that occur in the message visually the human mind, the environment plays a role that will enhance the value of life in accordance with the color that has been expressed. In this study, the metal jewelry on the sides to eliminate monotonous color expression of the metal using a Ottchil and Porcelaine 150 paint by applying the method of representing, it shows changes in various colors. Chapter and comparative analysis to produce a metal piece of Ottchil and Porcelaine 150 paint. It was derived as a result of the defect. Advantage is a method in combination of this, in comparison with the general method of metal color expression, were able to variously express color effect, since the role of the surface coating, to prevent the vessels discoloration the variable problems can give complemented on. The disadvantage is, Ottchil appears Ottchil up phenomenon by constitution, Porcelaine 150 paint, when used in the dishes in the chemical composition, can be harmful to health. To apply to work in the this reference, trying to contribute to the practicality of implementation and artistry.

Location-Based Service (LBS) is a service provided to the user based on the user's current geographic location. Since LBS provides a higher value-added service, LBS has been applied on various businesses, industries and even on personal lives. Positioning users is the essential technology in building an LBS system. Thanks to GPS (Global Positioning System), Positioning outdoor is successfully used in practice. However, there is not a general solution for indoor positioning yet, even though many strategies for indoor positioning have been introduced. One of the reasons for the lack of successful indoor positioning is that most of the existing indoor positioning strategies require special equipments dedicated for positioning. This paper introduces an indoor positioning strategy that does not require any additional equipments. Integrating our indoor positioning strategy with GPS-based outdoor positioning, we have implemented an indoor-outdoor positioning system. Experimental results of the system is also introduced.
