A Review on the Direction of the Framework Act on Resource Circulation for Establishing a Resource Circulation Society (자원순환사회 형성을 위한 "자원순환기본법"이 나아가야 할 방향)

  • The framework act on resource circulation was got through the Korea National Assembly in May, 2016. It is the most important to analyze and understand its purpose, main contents, and policy direction of the framework act because this act will lead the resource circulation policy. Korea government is going to enact subordinate statutes such as its enforcement decree and regulation to enforce the act in January, 2018. No later than enforcement of the act, its subordinate statutes should be studied indepth and consulted without any bias in order to satisfy the intent - promotion of transition toward a resource circulation society - of the act. Therefore, in this study, the points in dispute in the act are indicated and the issues and specific directions of key articles are reviewed. The ideas to maximize the effectiveness of its subordinate statutes are also suggested.

  • 2승 저감 형태의 부하특성을 갖는 공조용 팬이나 물을 순환시키는 펌프를 구동하는 전동기는 일반적으로 전원전압을 직입하여 사용한다. 따라서 전원 주파수인 60Hz가 회전속도의 기준이 되어 4극인 유도전동기를 예를 든다면 기준속도가 1800[rpm]이 되며, 이 속도는 부하 조건과 관계없이 운전되면서 경부하 조건에서는 불필요한 에너지를 많이 소모하는 원인이 되어왔다. 이런 문제점은 부하에 맞추어 속도를 제어해 줌으로써 소모전력을 현격히 줄일 수 있는데 이를 위해 일반적으로 인버터를 사용한다. 그런데 인버터에 대해서는 KS 기준이 없어 개인별 또는 기업체별로 가지고 있는 평가기준을 활용하여 인버터를 개발해 왔다. 이에 본 논문에서는 인버터 보급을 촉진시키기 위한 관련 정책을 분석하고 인버터에 대한 기술기준을 제시하여 인버터 평가기준을 보급하고자 한다.

  • 논문은 동해화력발전처의 이차공기송풍기를 가변 회전수 제어하여 소내 소비 전력을 절감하고 전동기의 직입기동에 의한 스트레스를 줄이기 위하여 실증 적용된 동해화력발전처 이차 공기 송풍기 구동용 H-브릿지 멀티레벨 인버터에 관한 것이다. H-브릿지 멀티레벨 인버터는 독립적으로 절연된 직류 부를 갖는 저압의 단상 인버터(셀 인버터)를 다수 직렬 접속하여 고압 3상 전압을 출력하는 Cascaded H-브릿지 전압형 인버터이다. 본 논문에서는 동해화력발전처에 실증 적용된 6.6kV, 1MVA급 인버터의 계통 병입 후 부하 변동 시험을 통하여 신뢰성을 입증하였다.

  • 내경 0.1 m 의 draft tube 를 갖는 직경 0.3 m, 높이 2.7 m 인 내부순환유동층 가스화반응기에서 호주산 준 역청탄을 공기와 수증기를 사용하여 가스화 하였다. draft tube에 공기를 주입하여 연소반응, annulus 구역에 수증기를 주입하여 가스화하여 연소반응에서 생성된 열을 annulus 에 공급하였다. 반응기온도와 석탄주입량에 따라 H$_2$, CO 및 발열량이 증가하였으나 공기의 유량증가에 따른 H$_2$, CO는 감소하고 $CO_2$ 는 증가하였으며 발열량은 감소하였다.

  • This study intends to document the existing cyclical fluctuations of garic and onion price at farm gate level during the period of 1966-1986 in Korea. The existing patterns of such cyclical fluctuations were estimated systematically by removing the seasonal fluctuation and irregular movement as well as secular trend from the original price through the moving average method. It was found that the cyclical fluctuations of garic and onion prices repeated six and seven times respectively during the same period, also the amplitude coefficient of cyclical fluctuations showed speed up in recent years. It was noticed that the cyclical fluctuations of price in onion was higher than that of in garic.

Mechanical Properties of Recycled Aggregate Concrete Containing Fly Ash (순환골재를 이용한 플라이애시 콘크리트의 역학적 특성)

  • The mechanical properties such as compressive strength and elastic modulus of recycled aggregate concrete containing fly ash are investigated in this study. The experimental parameters were replacement ratio of recycled coarse aggregate(RCA) and fly ash. Replacement ratio of RCA was 0, 30, 50, and 70% and replacement ratio of fly ash was 0, 15, 30%. The experimental results were extensively discussed about compressive strength and elastic modulus of concrete at ages of 7, 28 and 91 days. Compared with concrete not containing fly ash, the decrease of compressive strength and elastic modulus of concrete containing fly ash with the replacement ratio of 30% was significant. Therefore, the test results represented that the fly ash replacement ratio of less than 30% was favorable in terms of mechanical properties of recycled coarse aggregate concrete.

  • 인버터의 병렬운전은 인버터간의 특성, 선로임피던스 차이, 각 구성품들의 오차 등으로 인해 적정한 제어가 되지 않는 경우 인버터간의 순환전류가 발생하여 인버터의 무효전력 부담이 증가하여 전체 전력 시스템의 용량을 감소시키게 된다. 본 논문에서는 4병렬 인버터의 병렬제어 알고리즘으로서 전압지령치와 주파수지령치의 regulation 성능이 좋은 동기좌표계 droop 제어기법을 적용한 1.2MW급 연료전지용 EBOP를 제안한다.

A Study on the Chloride Diffusivity of Recycled Aggregate Concrete (순환골재 콘크리트의 염화물 확산성에 관한 연구)

  • The recycling of demolished concrete as an alternative source of coarse aggregates for the production of new concrete can help to solve the growing waste disposal crisis and the problem of the depletion of natural aggregates. The purpose of this study is to investigate the chloride migration of recycled aggregate concrete containing pozzolanic materials by the chloride migration coefficient. The specimens were made with recycled coarse aggregate at various replacement ratios (10, 30, 50%) and metakaolin, blast furnace slag, and fly ash is replaced for recycled concrete with a mixing ratio of 20%. The major results are as follows. 1) The compressive strength of recycled aggregate concrete containing pozzolanic materials increases as the curing age and chloride diffusivity decreases. 2) When the replacement ratio of recycled coarse aggregate is 30%, the chloride migration coefficient of recycled concrete containing blast furnace slag or metakaolin that shows a value similar to or lower than that of plain concrete at all ages.
