공중전화망을 통해 인터넷에 접속할 수 있는 가장 흔한 방법은 다이얼 접속이다. 다이얼 접속방법에는 접속하는 사업자 수에 따라 크게 두 가지의 접속방법이 있다. 접속을 제공하는 전화망 사업자의 수가 하나인 경우는 보통의 인터넷 접속의 형태이며 전화망 사업자가 두 개인 경우는 인터넷 사업자가 직접접속하고 있는 사업자와 인터넷 이용자가 속해 있는 사업자가 서로 다르다는 것이 특징이다. 즉 인터넷 이용자는 착신측 사업자망을 경유하여 인터넷 접속서비스를 제공받는다는 것이다. 현재 유럽에서는 그중 인터넷 접속 시 복수사업자를 경유하여 접속하는 방법이 가장 특징적이다. 본 고에서는 접속사업자 수 및 접속형태에 따른 접속료 정산방안 모델과 유럽의 사례들과 함께 시사점을 살펴보고 있다.

인터넷 접속서비스에 대해서는 사전적 규제를 하지 않는 것이 세계적인 추세였으나, 최근 유럽에서는 인터넷 접속서비스에 대해서 사전적 규제를 가할 수 있는 지침이 채택되었다. EU가 2003년 7월에 채택한 「2003년 프레임워크」는 종래의 수직 통합형 산업구조가 인터넷 기술발전에 따라 물리적인 네트워크, 전송서비스, 콘텐츠로 정보통신산업이 층별로 세분화되어 가고 있다는 사실을 반영한 새로운 규제체계로 평가할 수 있다. 이 규제체계의 방향성은 경쟁이 미진한 분야에는 사전적 규제, 경쟁이 활성화된 분야에는 사후적 규제를 가하는 것이다. 본 고의 목적은 일본의 인터넷 접속서비스에 관한 시장 및 규제 동향을 소개하는 것이다. 여기에서는 먼저 일본의 인터넷 접속서비스 사업자의 현황을 개관한 후, 인터넷 접속서비스에 대한 정부차원에서의 규제동향을 고찰한다. 일본에서는 인터넷 접속서비스에 대하여 사전적 규제를 하지 않고 있다는 점을 감안하여 일본의 대표적 ISP 사업자라 할 수 있는 JPIX와 NTT 동서를 대상으로 인터넷 접속서비스의 사업현황과 이들 기업에 접속하기 위한 접속조건 등을 살펴본다. 맺음말에서는 현재 일본에서 이루어지고 있는 인터넷 접속서비스에 대한 규제동향을 우리나라와의 비교 관점에서 고찰하고 우리나라에의 시사점을 제시하고자 한다.

This paper discusses current internet interconnection issues according to radical changes of internet traffic pattern. In this context, the recovery of network investment cost for network provider becomes hot issue. For recovery issues of investment cost, there are many disputes among stake holders. Therefore, it is necessary to investigate this issues in the context of internet interconnection. Also, it is important to develop the current regulation about internet interconnection under traffic changing environments. This paper selects four issues to deal with and analyzes the present situations and problems about these issues, and provides alternatives for internet interconnection corresponding to these four issues.

본 논문에서는 Embedding OS를 대상으로 한 인터넷 접속 지원 모듈을 개발하고 기능을 시험하였다. 개발된 인터넷 접속 지원 모듈은 PPP 전화접속네트워크와 네트워크 라이브러리, DHCP 클라이언트, TFTP 클라이언트/서버, 텔넷 클라이언트 프로그램으로 구성되어 있으며, Embedded OS에서 인터넷 접속을 위한 네트워크 환경 설정과 파일 송/수신, 원격 시스템 접속 기능 등을 제공하고 있다.

This study explores reasonable alternatives to internet interconnection policy. Due to the development of information and communication technology, patterns of the Internet usage are changing rapidly, including increase of video streaming services. For this reason, there is a lively discussion of the Internet interconnection policy, which integrates various Internet service operators into one ecosystem. We conducted an Analytic Hierarchy Process(AHP) analysis with 16 experts in government/public, and academic sectors, and alternative selection criteria and their corresponding alternatives and detailed tasks were evaluated. According to the results, the most important alternative selection criteria was a "fair charge against foreign service operators", and the most desirable alternative was "partial revise". Moreover, the experts responded that "reassessment of the principle of the charge" is the most urgent task to improve the Internet interconnection policy.

현재 인터넷 서비스는 이용자의 증가와 멀티미디어화의 추세에 따라 고속의 정보이동 및 접속속도가 요구됨으로써 인터넷 고속접속을 위한 해결방법에 대한 관심이 높아지고 있다. 또한 많은 선진국들은 국가경쟁력 강화 차원에서 인터넷에 많은 관심과 노력을 기울이고 있으며 우리 나라도 1999년 3월 정보통신부에서 발표한 Cyber Korea 21에 따르면 2001년까지 인터넷인구를 1,000만 명으로 확대하며, 2002년까지 현재보다 100배 빠른 인터넷을 구현하는 것으로 목표설정을 하고 있다. 따라서 본 고는 국가경쟁력 확보 차원에서 초고속 인터넷 접속기술들과 서비스를 살펴보고, 2002년까지 전국 어디서나, 누구든지 쾌적하고 저렴한 요금으로 초고속 인터넷 서비스를 이용할 수 있는 효율적인 초고속 인터넷 대안을 분석하였다. 결론적으로 현재까지 모든 조건을 충족시키는 완벽한 초고속 인터넷 접속기술이 존재하지 않으나 경제적 효율성, 기술적 안정성, 향후 시장 전개 등을 고려할 때 2001년까지는 ISDN이 효율적인 대안으로 제시될 수 있을 것이다.

오늘날 인터넷은 가장 주목받고 있는 정보통신 혁명을 주도하였다. 회사, 연구소, 대학교 다양한 직장에서는 서브넷에 이더넷망을 구축하고, 백본망에는 FDDI, ATM 등의 다양한 고속망을 구축하여 인터넷 서비스를 제공받고 있는 상황이다. 아울러 가정이나 소규모 오피스에서는 홈 게이트웨이 장비를 활용하여 인터넷에 접속하고 있는 상황이다. 홈 게이트웨이 장비에 접속되어 PC에서 인터넷 전화, 데이터 통신을 하는 통신장비의 개발에 필수적이다. 본 논문에서는 홈 게이트웨이와 접속되는 이더넷 접속용 VoIP 장비를 임베디드 OS 환경하에서 개발하였다. 개발 환경으로는 STLC1502$^{[4]}$ 를 싱글 칩 솔루션으로, VxWorks$^{[6]}$ 를 RTOS로 활용하고, VoIP 표준 Protocol인 H.323$^{[5]}$ 뿐 아니라 DHCP, NAT, PPP를 채택하였으며 코딩 언어는 ANSIC 언어를 사용하였다. 홈 게이트웨이와 이더넷으로 접속되는 본 장비 황용은 이더넷 포트를 통한 PC상에서의 인터넷 서비스 및 본 장비에 장착된 인터넷 전화이다.

Internet is composed of many independent networks referred to as Internet Service Providers (ISPs) and each provider is generally interconnected based on a commercial agreement. Though many countries are engaged in deregulation in internet interconnection, there is still debate whether the large ISPs are unwilling to peer with small providers, have incentives to lower the quality of data transmission of transit operators or set the interconnection charge regarding the actual costs incurred by the interconnection. Korean government introduced regulations in internet interconnection after observing noticeable anti-competitive behaviors from 2005. This paper analyzes whether there is margin squeeze problem/market concentration, and suggests political proposals in Korean regulation status.

본 논문은 대용량 통신처리 시스템의 프레임 릴레이망 접속을 통한 인터넷 접속 서비스 기능을 제공하는 프레임 릴레이망 정합 서브 시스템(FNAS : Frame relay Network Access Subsystem)의 설계구조 및 구현사항에 대하여 기술한다. 프레임 릴레이망 정합 서브 시스템은 대용량 통신처리 시스템에 연결되어 전화망(PSTN) 또는 종합 정보통신망(ISDN) 사용자 단말기에 PPP접속기능을 제공하여 프레임 릴레이망에 접속되어 있는 ISP나 CP의 접속을 통한 인터넷 접속 서비스를 제공하거나 정보 제공자(Information Provider)의 DB를 검색하도록 개발하였다.
