본 논문에서는 융합 신제품의 인증기준을 마련하여 시장출시를 지원하는 "산업융합 신제품 적합성 인증제도"가 최근 증가하고 있는 사회재난 분야 융합 신제품들의 시장출시 지원 시 고려해야 하는 두 가지 상반된 측면(혁신성, 안전성)을 기업의 입장과 제도 운영기관 입장에서 고찰하고 관련 시사점을 도출하였다.

취업난으로 외국 자격증에 대한 관심이 높아지고 있다. 특히 해외진출을 희망하는 전산인력이 늘어나면서 해외업체에서 인정하는 인증제도에 대한 관심도 증가하고 있다. 국내에서 준비할 수 있는 외국업체의 데이터베이스 전문가 인증제도에 대해 살펴봤다.

The metropolitan and province offices of education have been enforcing the ICT application competence certification system for teachers(ACCST). But the system have been enforcing during 3years, the ratio of teachers that has been received certification of the system showed very low, and recently the number of applicant has decreased. The purpose of this study is to examine the problems of the system and to propose a method of improvement of the system. We surveyed literatures offering theoretical and empirical insights connected with this issue and derived suggestions for improvement of the system, and designed questionnaire based on the suggestions. Research data gathered from 547 Korean middle and high school teachers using questionnaire. The improvements on the certification system which can be drawn from this study should consider appropriation of incentive for teachers, introduction of certification method on individual subject, introduction of validation interval of certification, and commissioning in an external agency which has reliable the certification.

국토해양부(장관 정종환)와 환경부(장관 이만의)는 6개 용도의 신축건축물에만 가능했던 친환경건축물 인증을 모든 용도의 신축건축물에 가능토록 하는 "친환경건축물의 인증에 관한 규칙" 개정안을 지난 5월17일 개정 공포('10.7.1 시행)했다. 이번 개정안은 저탄소 녹색건축물의 공급을 활성화하기 위해 모든 용도의 신축건축물에 대한 친환경인증[공공건축물(1만$m^2$ 이상)은 의무화, 민간건축물은 자발적 참여로 운영] 평가기준 마련과 인증기관의 전문성 강화 등을 주요내용으로 하고 있으며, 취 등록세 감면 등 인센티브 제도가 원활히 시행될 수 있도록 인증시기 및 절차를 개선하고, 인증등급을 세분화(2 $\rightarrow$ 4등급)하는 내용도 포함됐다. 국토해양부와 환경부는 이번 조치로 민간분야의 경우 본인들이 인센티브를 받기를 원하는 경우에는 친환경건축물 인증을 받을 수 있도록 하는 등 민간분야의 친환경설계를 적극 유도할 수 있는 기반을 마련했으며, "친환경건축물의 인증에 관한 규칙"의 차질 없는 시행을 위해 7월 1일까지 "친환경건축물 인증기준" (국토해양부, 환경부 공동 고시)을 개정할 계획이다. 한편, 내년부터는 기존 건축물도 친환경건축물 인증을 받을 수 있도록 그 대상범위를 확대해 나갈 예정이다.

Due to the wide spread of the perception of cloud computing, the usage of cloud computing is increasing globally. Cloud computing is able to converge the various industrial domains based on ICT and it is more and more popular because it has a lot of benefits such as cost savings etc. in global economic recession. However, if cloud computing service is to achieve its potential, it is necessary to clearly understand the critical issues such as service security, performance and availability and so on from the perspectives of the providers and the consumers of the cloud service. In addition, customers focus on how to get and use the safe and reliable cloud service. In order to meet these problems, Korea cloud service certification system and Japanese ASP-SaaS-Cloud certification system were performed in each country. This paper aims at comparing and analyzing between them and describing the difference. Eventually, we propose the improvement strategy of Korea cloud service certification system based on the comparison results between them.

This research surveyed parents' perception on the accreditation system of public type child care centers with 202 parents of 7 public type child care centers in K-province. The results were as follows. First, concerning the necessity of the accreditation system of public type child care centers, high necessity was shown. Second, concerning the influence of the accreditation system on child care center selection, positive responses were shown. Third, the concerning level of perception on the accreditation system of public type child care centers, parents had focused on only the tuition of child care centers. The conclusion was that publicity activities are necessary for parents to understand the goal and role of public type child care centers and to have social concern on it through the various media. The parents' opinion of public type child care centers should be surveyed and is reflected on the accreditation system of public type child care centers for increasing the choices on the public type child care centers.

최근 들어 소득과 교육 수준의 향상으로 인하여 생활환경과 여가시간 그리고 건강에 대한 관심이 높아지면서 U-City와 지속 가능한 생태 도시에 대한 사람들의 관심이 증가되고 있다. 이러한 삶의 질 향상에 따라 최근 국토 해양부에서는 U-City에 더불어 지속 가능한 생태계 순환기능과 첨단 IT기술이 결합된 U-Eco City에 대한 연구가 진행되고 있다. U-Eco City는 첨단의 IT기술을 집대성한 유비쿼터스 기술과 생태계 순환기능 등의 생태 기술이 인간, 자연 그리고 공간으로 연결되는 혁신적이고 창의적인 도시환경과 무한한 도시가치를 창출하는 지속가능한 미래형 첨단 친환경 생태도시를 말한다. U-Eco City는 보다나은 생활환경을 추구하고자 하는 인간의 욕구를 충족시킬 수 있는 미래형 지속가능한 생태환경 도시로서 많은 연구가 이루어지고 있다. 특히 미국과 영국에서는 활발한 연구가 이루어지고 있다. U-Eco City는 더 나은 삶을 향한 인간의 끝임 없는 욕구 충족을 위해서 지속적인 연구가 필요하다. 하지만 아직은 U-Eco City를 도시 브랜드화 하기 위한 체계적인 연구가 미비한 상황이며, 특히 U-Eco City를 도시 브랜드화 하기위한 필수적인 단계인 인증과 관련된 부문에 연구가 많이 이루어지지 않고 있다. 따라서 현재 통용되는 인증 제도를 통한 체계적인 제도의 정립, 인증 기준의 마련뿐만 아니라 인증을 위한 세부 지침의 마련 등이 필요하다. 따라서, 본 연구에서는 U-Eco City 개발 기발 요소 기술들을 기존의 인증기관을 통해 인정을 받을 수 방법들을 제시하고, 그 외의 요소기술들은 인증 기준을 제시하고, 인증기관을 인정하기 위하여 세부기준을 마련하도록 하였다, 다음은 신기술, 신제품 등, 인증을 받을 수 있는 제도적, 법적, 절차를 제시하였다. 본 연구는 인증제도를 통하여 U-Eco City를 도시 브랜드화를 하여 국내외 시장에 공급하고, 향후 개발될 U-Eco 기술인증업무를 지속적으로 수행하도록 하는데 그 목적이 있다.

This study briefly compares the first-cycle certification of nursing hospitals with the second-cycle certification, reviews the changes and achievements of the second-cycle certification and the third-cycle certification, and examples of challenges and solutions in the process of preparing the third-cycle certification. In this study, it is suggested as follows. First, in order to see the practical effect of certification intended by the government, the exhibition is prepared in a short period of time before certification. Second, after the implementation of the nursing hospital certification system, research on the hospital performance of the medical institution certification system is insufficient in terms of quality and quantity. Therefore, in order to see the effect on the certification system, various research support is also required so that research on this can be actively conducted. Third, design certification standard guidelines from a long-term perspective so that the standard guidelines for certification do not change significantly, and certify not only the guidelines but also individual standards and forms that can be used by medical institutions. Fourth, in the four-cycle certification, accurate and realistic guidelines for infection control and quarantine ward operation support should be developed. The importance of managing infectious diseases will be highlighted in the future due to COVID-19. Fifth, medical institutions can improve the quality of medical care in nursing hospitals and have competitiveness if their daily activities, not short-term certification preparation, are carried out in accordance with certification standards, which affects performance. Sixth, when preparing for certification, nursing hospital officials have problems in organizing documents or processing administratively in the short term as in the past. This is also based on the certification criteria for the usual business process.

The purpose of this study is to apply the international quality certification system to service quality evaluation in library and information service centers. The study compared various aspects of their quality certification systems and considered application studies of foreign libraries. The results of this study illustrate that TQM based quality certification systems-Doming Quality Prize, Malcolm Baldrige National Quality Awards. European Quality Awards-reflects a broader, more dynamic and custome-oriented quality concepts. On the contrary, ISO 9000 Standards are based on a narrow, static and in house-oriented quality concepts emphasizing conformance to specifications.

ICT산업의 발전과 전자상거래의 대중화에 따라 정보시스템에 대한 지능 고도화 된 사이버위협이 증가되고 있고, 개인 및 기업정보 유출의 피해규모가 커짐에 따라 정보보호의 중요성이 한층 더 부각되고 있다. 이미 세계 각국에서는 ISO27001, BS10012 등 정보보호 관리 제도를 구축하여 운영하고 있다. 이에 국내에서도 미래창조과학부 주관 정보보호 관리체계(ISMS:Information Security Management System) 인증제도를 비롯한 정보보호 제도를 구축하여 기업 정보자산의 안전과 신뢰성 향상 등의 목적으로 자율과 의무 대상을 구분하여 운영하고 있다. 하지만 기업의 규모와 환경, 매출 등에 따라 형평성 있게 구분하지 않은 현재의 정보보호 관리체계 인증제도에는 여러 모순이 존재한다. 통제항목을 비롯한 세부점검항목을 인증 기업을 대상으로 모두 공통으로 적용하기 때문이다. 본 논문에서는 정보 보호 관리체계 인증제도와 유사 인증체계를 비교하여 인증기준 항목을 기업의 규모와 특성에 따라 유형별로 구분하여 적용하는 방안을 연구하였다.
