The Policy of Park Asset Transfers in England: A Move toward Community Ownership and Park Management (커뮤니티의 공원 소유와 관리·운영 방안으로서 영국의 공원 커뮤니티자산이전 정책)

  • Recently, the ways in which individual communities own and manage parks have been both discussed and realized in America and England. Some benefits of these asset transfers are that local governments can reduce the financial cost of management as well as improve the service of the parks. In addition, communities can develop these parks as unique assets. Ultimately, this is a new understanding of parks as community commons. This study examines the policy of park asset transfers to communities in England. These transfers, which involve reallocating land and building management and/or ownership from the public sector to a community group, are part of a policy agenda known as "Big Society", which aims to create a "small government" within a "big society". The agenda is pursued by both the English Conservative and Unionist Party governments. Eight case studies of community park asset transfers in England were examined in this study, under three categories-transfer process, partnership among stakeholders, and financial structure-and synthesized along three issues-financial contribution, level of public transparency, and closeness of the relationship between park and community. In some cases, new community groups were created specifically to receive park assets, while in other communities, existing groups became the park trustees. For most parks, community groups raise park maintenance funding through diverse methods; however, these groups are often not entirely financially independent from local government. Thus, many park trustees have already created, or are planning to create, other assets from which parks can benefit. Second, some efforts for public transparency include trusts that are registered as charities, of which their public nature is admitted officially. These trusts resolve important decisions through boards of trustees, in an effort to promote income-generating business while not excluding users. Ultimately, a close relationship between park and community empowers the community to participate in managing and maintaining the park; in turn, the park's capacities are improved. Current struggles include the many limits involved in communities accepting ownership and management of a park, and a lack of local government experience regarding public-private management and maintenance of a public asset. This study, however, details interesting policy implications for Korean community involvement as well as diverse financial methods to facilitate park management.

  • Though the number of food franchises has been increased these days, there has not been less success for food franchise than failure. One of the several failures is the distrust between franchisor and franchisee factors because the franchisee thought its franchisor does not make its accounts and operations transparent. In order to resolve it, the large business food franchise has used the ERP system, however, small business franchise has run a very simple information system, which is linked to POS system and consists of simple functions to insert or inquire the result of data on sales and order etc to identify the status of both franchisor and franchisee because of financial difficulties and manpower shortage. Thus, small business franchise needs the cost management between them with low cost for efficient business administration. In this study, we suggest the data reference model (DRM) which covers the cost management system and is able to be linked to any POS system. The DRM is a framework whose primary purpose is to enable information linking and reuse across the any POS-based information systems via the classification, structure, model, exchange and management of data.

  • In recent years, lots of damages appear frequently due to cyber terrorism and natural disasters such as typhoon 'Chaba', earthquake at Kyeongju. The damages lead to people's anxiety and public institutions connected directly with them also can't be free from the threat situation. In addition, public institutions must prepare business continuity issues with the highest priority in the event of disasters because they are closest with people's safety. However, preceding researches suggest needs of disaster mitigation activities management system or central office oriented top-down BCP establishing system. In this study, We grasp the current status of public institutions's business continuity plan(BCP) against disaster and we propose an efficient bottom-up method for structuring the BCP of public institutions.

The Study of Docent System Improvement for Revitalization of Science Museum (과학관 활성화를 위한 도슨트 제도 개선 연구)

  • The revitalization of science museum depends on the number of qualified docents who can meet the museum visitors' educational needs. However, the current unstructured docent system is not sufficient to meet the goal. Forty six docents currently working in science museums were surveyed about docent training program, current working conditions, and docent professional program in order to propose a viable system providing a docent profession. Data were collected through surveys with 46 docents, interviews with two experienced docents, and several artifacts from the science museum and selected docents. The surveys consisted of 47 items asking about personal biography, docent's perception, docents training program they took, current working conditions, and supplementary professional program. The conclusion of this study is as follows; First, there must be recognition about docents who can play educator's roles which are different from those of general volunteers in terms of recruiting and training system in science museum. Second, docents need to take training and supplementary professional courses that focus on observing and educating visitors in the field. Third, we need a docent management system by employing a well structured evaluating tools. A well established docent system will bring forth the enhancement of science museum education and the increase of science popularization by providing visitors with the quality educational services.

A Comparison Study on Selection Attributes and Satisfaction in the University Foodservice Using IPA - Focused on Difference in Accessibility to Outside Restaurants - (IPA를 이용한 대학교 학생식당 선택속성과 만족도 비교 연구 - 외부 식당과의 접근성 차이를 중심으로 -)

  • The purpose of this study is to suggest a way of the efficient operation of university foodservice through the Importance-Performance Analysis and examine a causal relationship between selection attributes and satisfaction. A survey was carried out in class, and after excluding 12(A University) and 20(B University) unusable cases which had an unacceptable level of missing data, 108 out of 120(A University) and 104 out of 124(B University) cases were used for analysis. As for A University, IPA showed that taste, variety, food cleanliness, table cleanliness, and tableware cleanliness were included in the concentrating efforts items. As for B University, IPA showed that taste, variety, and table cleanliness were in the concentrating efforts items that university foodservice managers should improve. Also, through t-test difference analysis on selection attributes of A University and B University in the research model, this study confirmed that both A University and B University displayed positive difference in personal services. And, through regression analysis, food quality had a positive influence on satisfaction.

  • For people with disabilities, getting a job makes it possible to advocate their own human rights, to improve their self-esteem and self-efficacy, to narrow economic, psychological and social divide between them and those without disabilities and ultimately to attain social integration. According to recent statistical data, there was an increase in the weight of people with disabilities, but their economic activities were on the wane, and it's required to explore what curbs the employment of people with disabilities to find feasible solutions. The purpose of this study was to examine influential factors for the economic activities of people with disabilities. The subjects in this study were the selected people with disabilities in the metropolitan area, on whom a survey was conducted to make an empirical analysis. The findings of the study were as follows: The people with disabilities engaged in less economic activities when they were basic livelihood security recipients, when they were older, and when they were female. And those who underwent job training and who were certified technicians were more likely to participate in economic activities. Therefore differentiated policy setting is required to boost the economic activities of people with disabilities after their general characteristics, characteristics as human resources and characteristics related to vocational training are carefully analyzed. As for general characteristics, whether they are basic livelihood security recipients or not should be considered to assess the degree of their poverty, and their gender, age and presence or absence of spouses should all be taken into account. In terms of vocational training, their certificates and job training experience should be investigated.

The Impact of the Organizational Culture Type Perceived by Cabin Crews on Job Stress: Focusing on the Mediating Effect of Empowerment (캐빈승무원이 지각한 조직문화 유형이 직무스트레스에 미치는 영향: 임파워먼트의 매개효과를 중심으로)

  • For the empirical analysis in this study, 335 cabin crews from large airline companies and budget airlines were interviewed using self-reporting questionnaires. The data was analyzed using the SPSS 23.0 and AMOS 23.0. First, of the organizational culture types, the relationship-oriented culture, hierarchy-oriented culture, and task-oriented culture were found to have negative impacts on job stress. Second, the innovation-oriented organizational culture, relationship-oriented culture, and hierarchy-oriented culture were found to have positive impacts on empowerment. Third, empowerment was found to have a negative impact on job stress. Fourth, as for the mediating effect of empowerment, the innovation-oriented culture, relationship-oriented culture, hierarchy-oriented culture, and task-oriented culture were verified to be all significantly mediated by empowerment in their relationship with job stress. As a result, it was shown that cabin crews of airline companies found their work more fun, interesting, and valuable in an organizational structure that was more oriented toward flexibility, rather than the hierarchical, task-oriented cultures that are more focused on control and order. It was also found that empowerment was a mediating factor in the relationship between organizational culture and job stress.

  • The railway signalling system plays an essential role in the safe and efficient train operation as serving control functions of train operation intervals and train routes. The reliability and safety of the system are very important because the failure of the railway signalling system can lead to train collision or derailment as well as train operation stop. Until now, in railway signalling system the conventional wayside signal mode has been used generally. There are, however, the risk of accidents such as human mistakes caused by that the driver identifies the signal lamp status and controls train speed with the naked eye. It is also necessary to refurbish the obsolete system. Thereby, It is being effective that the onboard signal mode has been recently introduced and applied in order to transmit the speed control information to train by using the computer and communication equipment. It is necessary to switch over the system in a way while providing passengers with an operation service to replace the obsolete signal system. In this paper, we verify the cases through trial assessment which are solved by the way of adding specific functionalities in the problems of interference among the procedure of switch-over processes and a serial of processes for system verification while a train is operated in the new system in parallel to the existing system.

Experiences of Public Visiting Nurses on the Linkage Cooperation of public case management: Focus Group Interview (방문건강관리사업 담당자의 공공부문 사례관리 연계협력 경험: 포커스 그룹 인터뷰)

  • This study was conducted to identify the linkage and cooperation experiences in public case-management services of visiting health care practitioners. Focus group interviews were conducted with three people in charge of providing visiting healthcare services in public health centers. A semi-structured interview questionnaire was developed in advance through discussions among researchers In response to the interview questions, study participants described in detail the success and failure factors associated with linkage and cooperation that they experienced while providing visiting healthcare services. The interview data were analyzed qualitatively to identify the main themes and sub-themes reflecting visiting nurses' experiences with linkage and cooperation. The three main themes were: 'Guidelines act as positive performance factors for community-based linkage and cooperation', 'Unstable employment and lack of an integrated system act as barriers to linkage and cooperation', and 'Necessary for multidimensional approach to promoting linkage and cooperation'. Based on these results, the authors propose the development of clear linkage and cooperation standards and procedures, thereby ensuring job security for visiting nurses. Moreover, an integrated information system should be developed and implemented.

A Study on the Job Aptitudity of Fashion Salesperson (패션 판매원의 직무적합성에 관한 연구)

  • The importance of emotional factors like as product aesthetics, branding strategies and service quality is increasing in today's marketplace. At the point of fashion product purchases, emotional factor is mainly related to personal selling. Rasearches related to job aptitudity of fashion salesperson are necessary as their role becoming more serious. This study was designed (1) to determine factors of job aptitudity of fashion salesperson; and (2) to examine relations between job aptitudity of fashion salesperson and other variables: demographics, job statistics, fashion involvement fashion innovativeness, ongoing information searching and job satisfaction. As a result, job aptitudty of fashion salesperson was determined into six dimensions by factor analysis: product knowledge, professionalism, involvement to the present profession, marketing cooperator, customer orientation and self management. Marketing cooperator and product knowledge was relatively !ow compared to other aptitudity factors. This finding suggests that the special education programs including textile/fashion product knowledge and value of field information for fashion salesperson is needed to enhance the integrated fashion marketing. The job aptitudity of salesperson was correlated with fashion involvement, fashion innovativeness, ongoing information searching, and job satisfaction. The job aptitudity-related scales which showed significant relation to job aptitudity in this study could be used as the index to examine the job aptitudity of potential employees of fashion retail company.
