A Study on the Selection of Categories in Attracting Businesses for Regional Economy Activation (지역경제 활성화를 위한 기업유치 업종선정에 관한 연구)

  • The study aims to analyze the effects of attracting companies from Seoul Metropolitan Area on regional value-added and employment using a regional input output model and to suggest the most appropriate categories in attracting business based on the result from the analysis. It is assumed that large manufacturing companies in Seoul Metropolitan Area are relocated to 5+2 supra-economic region in this paper. The result shows that selection of categories in attracting businesses should be depend on the characteristic of regional industrial structure. Also, it is derived that establishing a differentiated strategy in attracting businesses is essential.

An Investigation of the Effect of Government Subsidy Scheme to Bus Industry on the Efficiency of Inner-City Bus Route System (버스 재정지원체계 변화가 버스노선 효율성에 미치는 영향 분석)

  • This study is focused on the effect of reformation of public transportation system on the efficiency of bus route system as a result of change of government subsidy scheme. Two types of government subsidy scheme has been considered and before and after analysis by Data Envelopment Analysis technique has been carried out for bus routes in Ulsan Metropolitan City. The analysis output has shown that there is no clear evidence to clarify the relationship between the change of government subsidy scheme and the efficiency of bus route system. There are two types of backgrounds may be suggested for this situation such as more longer period necessary to identify the policy effect and limitation to increase the number of passenger in a provincial city. Tobit regression analysis has also been conducted to discover the most effective variables for maximum efficiency and three variables including route length, frequency per vehicle per day, and headway are found to be influential. It is also seen that strategy to minimising input factors and service upgrade plan such as shortened route length and headway, increasing frequency per vehicle are necessary to develop the efficiency of bus routes operated in Ulsan city.

  • The purpose of this paper is to study on the third party logistics service enforcement of inland container depot at Pusan area. The main results of this paper are as follows: First, the inland container depot related to location selecting factor researches analyzed and korean TPL market reviewed. Second, the TPL service function reinforcement method and investments are mentioned. In detail the 9 factors are as follows: competitive high position and improvements of harbor back complex, ICD goods enterprise investment strategies, the harbor back which is inexpensive only the rent, taxes benefit and incentive, site security and base facility expansion, the goods service provision which is flexible, connection plan construction of goods enterprise, the incentive strategic establishment which is discriminated, the marketing activity which is long-term. and lastly the ICD and TPL Policy are needed that government and logistic enterprise's cooperation gains competitive advantage.

  • The time-lag effect of the policy was analyzed focusing on the financial subsidies which are the incentive for attracting the foreign direct investment for the Korean industries from 2007 to 2012. The analysis results show that Korea's policy for attracting the foreign direct investment has the time leg of 2 or 3 years after the implementation of the policy. If the goal is to attract the foreign investment or introduce the advanced industrial technologies, the tax reduction system would be better. However, if the goal is to get the short term effects such as job creation or regional development, the direct subsidy or the financial support (financing) or the lexicographic characteristics of the policy for foreign investment would be more effective for attracting the foreign investment. Accordingly, the Korea's policy for attracting the foreign direct investment should be focused on the realistic policies such as direct subsidies or financial support (financing) rather than the tax reduction system.

실물옵션 모형을 이용한 RPS와 배출권거래제 연계의 신재생에너지 투자효과

  • The primary purpose of Renewable Portfolio Standard (RPS) is to facilitate investment in renewable energy technology. Since emission trading program has similar purpose, it is conceivable to attempt to link RPS and emission trading program through interlinked markets. RPS in Korea with single REC and emission allowance markets has particular advantages for constructing linkages between two markets. This paper provides a real option model to examine investment effects of linkage of RPS to the trading program. Emission permit price and REC price are assumed to follow stochastic processes and renewable investment is irreversible. The result shows that linked market provides further incentive for renewable investment by raising managerial flexibility for power companies.

  • Recently there are growing arguments about the needs to improve Cadastral Resurvey Projects more efficiently and rationally since the projects have realistically started. This study aims to analysis some problems of the projects and finds out the solutions. With this purpose, we have surveyed some literatures related to the demonstration projects, and then have examined some similar domestic urban development projects and international Cadastral Resurvey Projects in order to apply their appropriate tools to the present or future projects. Generally the execution process of Cadastral Resurvey Projects has four steps and this study arranges the main problems in each steps. In the result it suggests that some improvements should change as the followings. (1) It is more effective to take planning-based approach than project-based one. (2) The project boundary needs to be decided with the rectangular patterns not the irregular ones for the efficient project. (3) The adjusting the current baseline of agreement should be reconsidered because too high baseline may make the project difficult to progress. (4) Not only systematical public relations to promote the projects but also a variety of incentives to induce the public participations is very important to solve the problems of involvement. (5) Institutional tools for collaborate planning is also desirable to solve the conflicts among stakeholders rationally and effectively.

  • 생명공학은 기술의 특성상 보건 의료, 농업, 자원 환경, 에너지 등 광범위한 산업에 응용될 수 있는 고부가가치형, 두뇌기술집약형, 탈공해형, 자원 및 에너지절약형 기술이라는 특징을 지니고 있어 21세기 미래산업을 선도할 것으로 기대되고 있다. 본 연구의 목적은 생명공학기술이 1980년과 1990년 사이의 산업구조에 어떠한 변화를 초래하였는지를 알아보는 것이다. 생명공학의 산업경제적 파급효과를 분석해 보기 위해 한국은행에서 발행한 산업연관표를 이용하여 생명공학 관련산업의 지원에 따른 국내 제반산업의 생산변화율을 측정하였다. 정부의 지원이나 금리 및 세제의 혜택을 통해 생명공학 산업 관련 비용이 감소하게 되면 이에 따른 가격변화가 국내 산업발전과 고용의 증가를 갖는 것으로 믿어진다. 고정계수 아닌 변화계수를 특징으로 하는 본 모형의 접근방법은 생명공학에 대한 재정지원 및 세제 인센티브 등을 외생변수로 처리하여 산업구조 변화의 추이와 고용유발 등을 예측하였다. 본 논문의 가설은 생명공학의 영역이 점차 증대되어 나아가기 때문에 1980년의 제반산업의 영향은 1990년의 영향보다는 적어야 한다. 즉 생명공학 관련비용 하락이 전체산업에 미치는 1980년의 생산율 증가보다 1990년의 생산율 증가가 커야 할 것이다. 본 가설에 대한 검증의 과정에서 얻은 통계치를 통해 생명공학산업이 한국 산업 전체에 미치는 영향이 10년 동안에 그 차이가 거의 없어 미성숙 단계에 있다는 결론을 짓게 되었다. 따라서 생명공학 분야의 계속적인 발전을 위해서는 선진국 수준의 독자적 기술개발을 통한 국제 경쟁력을 강화해야 하는데 이를 위한 정부 및 민간기업 투자확대와 연구개발 지원체제의 확대가 요망되고 있다.

  • To promote citizen's involvement in the GHG(Green House Gas) reduction policy, Busan city administration adopted an pilot energy incentive system called 'energy mileage'. The energy mileage system was designed to make energy end-users motivated to reduce domestic electricity use by providing financial rewards. Through the course of the pilot period, 5,3330 householders volunteerly participated the pilot system. About 66% of the participants managed to make energy saving against the same period of the previous year while 38.8% achieved the targeted reduction rate(i.e. over 10%) and received the equivalent rewards.

  • The purpose of this paper is to analyze of the home energy consumption and conservation awareness, usage patterns and policy directions for housing energy-saving house by three types of houses tenure. The results of analysis is : First, there is existed to the difference in average by each housing tenure types. Second, the residents of sales apartment and tenants of private and public rental apartment are practices in the energy consumption and conservation Third, the behavior between residents of sale-housing and the tenants of private and rental housing on the energy-saving behavior items is existed with behavioral differences. Finally, the consumer-oriented incentives method in the future housing energy' policy direction might be used more efficient and effective than others

우리나라 배출규제해역(ECA) 도입 방안 연구

  • 2020년부터 전 세계적으로 IMO 선박연료유 규정은 한층 강화될 것으로 예상되며, 일부 지역은 배출규제해역(Emission Control Area; ECA)를 지정하여 선박으로부터 배출되는 대기오염물질을 통제하고 있다. 우리나라는 항만도시의 대기오염 정도가 높으며 대기오염물질의 주요 배출원은 선박으로 밝혀지고 있어 이에 대한 대책으로써 ECA 지정을 위한 검토가 시급하다. 본 연구에서는 국내 항만을 대상으로 ECA 지정 필요성을 검토하고 우리나라 여건에 적합한 ECA 지정방식과 절차 등 종합적인 도입방안을 제시하는 것을 목적으로 한다. 연구목적 달성을 위해 우리나라 항만도시의 대기환경 현황을 분석하고, 해외 ECA 지정 사례 분석을 통해 그 지정현황, 규제 수준 및 효과를 파악하였다. 또한 ECA 도입 타당성을 제시하기 위해 항만도시 거주민과 업계 종사자를 대상으로 수행한 설문조사 결과를 활용하였다. 결과적으로, 우리나라의 ECA 도입은 필요하며 향후 5년을 목표로 단계적으로 추진하는 것이 바람직하다. 우선적으로 자발적으로 영해 내 ECA 도입을 추진하되, 선박 통항량이 많은 주요항만구역을 대상으로 한다. 제도의 초기 장착을 위한 인센티브 제도 마련, 관리인력 확보 및 법 제도 구축을 통해 실효성을 확보하도록 해야 한다. 장기적으로는 IMO 승인을 통해 ECA가 이행될 수 있도록 타당성 조사가 선행되어야 한다.
