농업용수관리자동화사업의 시행은 수자원관리 중에서 용수절약 및 유지관리비 절감을 위해 도입된 용수관리 개선방안 중의 하나이다. 현재 대부분의 수리시설이 수원공 관리인과 수로감시원의 인력에 의해 관리되고 있으며 2004년 수리시설물의 관리비 집행내역을 살펴보면 시설유지비 54.2 %, 개보수비 34.2 %, 적립금 및 기타 비용이 11.6 %를 차지하고 있다. 이 중의 시설유지비는 인거비의 상승으로 1999년 41.4 %에서 2004년 54.2%로 증가되었으나 개보수비는 같은 기간에 41.5 %에서 34.2 %로 감소된 것으로 나타났다(농업생산기반정비사업 통계연보, 2005). 따라서 농업용수관리자동화는 시설관리비와 개보수비의 절감 그리고 적정한 용수관리에 의한 용수절감을 위해서 더욱 확대 보급할 필요가 있다. 본 연구에서는 농업용수관리자동화 사업이 추진되어 운영되고 있는 충주지구를 선정하여 총사업비, 인건비, 유지관리비(통신료, 전력사용료 등), 수선유지비, 기타비용 등의 비용과 인력절감효과, 용수절감효과, 재해경감효과, 공익적효과 등의 편익을 분석하였다. 농업용수관리자동화시설에 대한 비용-편익 분석을 한 결과, 경제적인 효과가 있는 것으로 나타났으며 지속적인 사업의 시행을 위해서는 시설에 대한 교육, 전문인력의 보충, 운영 및 유지관리비의 투자가 병행되어야 한다고 판단된다.

석탄산업은 서민생활보호와 에너지 안보 등 국가정책 목표달성을 위하여 매우 중요한 역할을 하고 있다. 또한 태백지역의 경우에는 석탄산업의 존립이 지역사회의 생존과 직결되고 있어서 이의 활성화가 매우 긴요하다. 그러나 석탄산업은 작업환경이 나쁘고 임금수준 등의 제반 여건이 좋지 않고, 사양산업이라는 인식이 만연되어 있는 관계로 근로자들의 이직율이 높고 신규인력의 유입율도 낮아서 탄광의 운영에 커다란 애로요인으로 등장하고 있다. 본 연구는 이러한 상황에 직면해 있는 태백지역 탄광업체의 인력난을 해결해 보기 위하여 탄광근로자들을 대상으로 설문지를 배포하고 이를 분석하여 그 해결책을 모색해 보고자 했다. 이를 위해서 경로분석과 이원분산분석을 통해서 이직요인을 발견하고 이를 위한 다각적인 대응방안을 구상해 보았다. 연구결과 태백지역 인력난을 완화시키고 노동인력의 정착성을 제고시키기 위해서는 1) 기업내적(企業內的)인 방안(方案)으로 근로생활의 보람(quality of working life) 조성, 기업문화의 조성, 임금제도의 개선과 생산성 향상, 후생복지시설의 개선, 내부적 제도의 개선과 회사운영의 공개, 대외적 홍보, 2) 정부(政府)의 지원방안(支援方案)과 논의사항(論議事項)으로 석탄산업에 대한 재정적 지원, 소비성 서비스업에 대한 노동력 유출억제, 교육여건의 개선 그리고 해외광원수입에 관한 문제는 장애요인이 많으므로 가능한 신중한 검토가 수반되어야 한다는 것 등을 고려할 수 있을 것으로 사료된다.

This study analyzes the present conditions and operations of digital information rooms in the five selected university libraries located in Daegu and Kyoungpook area, with a special regard to the personnel, size of the room, facilities, collections, user instructions and public relations, and related tasks being done. It concludes with some suggestions and recommendations to improve the existing practices and the works in the room based on the result from this study.

오늘날 기업에서 프로젝트의 성공은 기업 전략 달성에 필수 요소이다. 프로젝트가 많아지고 프로젝트의 중요성이 커지면서 프로젝트의 성과 향상의 방안으로 PMO(Project Management Office)를 운영하는 사례가 늘고 있다. 전사 PMO는 기업의 전략과 프로젝트 간에 연결고리 역할을 하며 기업 내 다수의 프로젝트를 관리함으로써 기업 전략 달성을 도모하지만 대부분 부족한 인력과 자원으로 운영되고 있다. 리스크가 높은 프로젝트에 한정된 인력과 자원을 집중할 수 있다면 프로젝트 성공 가능성을 높이고 기업 전략 달성에 보다 이바지 할 수 있을 것이다. 본 논문에서는 프로젝트 리스크를 기반으로 PMO를 운영하는 방법에 대하여 다루고자 한다.

The purpose of this study is to provide a guidelines for emerging military library development. The history and current environment relating to the military library development were examined through literature review and policy analysis, field survey and interview methods. The results show that current library administration and services are far behind in terms of meeting user needs. An administration model and policy for military library development were suggested.

In this study, the medical library in the hospital was investigated on the overall operation status of the service target, books, facilities, environment, staff, service, etc., and the librarian in question conducted a demand survey and recognition survey of the library, and proposed a plan to activate the medical library in the hospital in the future. As a result, first, to increase the status of the library by the medical library in the hospital performing its role and improving the quality of the library's service, it should be divided into the independent organization in the organization. Second, it is necessary to establish legal standards for collection, size, and manpower for medical libraries in hospitals. Third, in order to systematically manage medical libraries in hospitals, professional librarians should be supported and personnel should be recruited so that library-specific tasks and administrative tasks can be distinguished. Fourth, it seems that policies to support the medical library in the hospital, such as budget support at the national level, librarian specialization education, development of operation guidelines, network activation with other libraries are needed.

It is the post-corona era that we will soon face. It is time to achieve the original purpose of job training for health and welfare personnel operated by the Korea Human Resource Development Institute for Health and Welfare and to innovate change to maintain educational consistency. This study reviewed literatures to find alternatives for efficient and effective curriculum operation by integrating contents of health and welfare job education. Through this, we decided to check the possibility of building an open platform and suggest it as a sufficient alternative. It is expected that the establishment of the open platform for job education in the health and welfare sector will enable the education accessibility and the management of the learning management system of the subjects. Above all, it will contribute to the duplication of the education experts and the efficiency of the budget.

본 연구에서는 전국에 분포되어 있는 국가지정 중요목조문화재 159개소를 관리하고 있는 안전관리자(안전경비인력)의 제도 및 현황을 파악하였다. 또한 실태조사를 통하여 문화재 안전관리자의 업무, 배치, 운영형황 등을 분석하고 이에 따른 문제점을 도출하였다. 이를 통하여 중요목조문화재 안전관리자에 대한 업무 및 운영에 대한 개선방안을 제시하고자 한다.

한 국가의 경쟁력은 여러 가지 생산요소들의 질적·양적 우위에 의해 결정되나, 그 중에서도 특히 기술이 체화된 인적자원이 경쟁력 확보의 핵심요소임은 재론의 여지가 없다. 과거 우리나라 급성장의 주요 원동력이었던 우수하고 풍부한 인력이 이제 더 이상 우리 경쟁력의 원천이 되지 못하고 있다. 무한경쟁시대를 이끌어갈 창의력과 지도력을 갖춘 고급기술인력이 부족하고, 우수한 기술인력이 과학기술계를 회피하고 있으며, 산업현장에서 실제문제를 해결할 수 있는 실천적 전문기술과 숙련된 기능을 제대로 갖춘 인력을 배출하지 못하고 있다. 이러한 기숙인력 양성의 문제들을 해결하기 위한 방안의 하나로서 일반대학과 별도로 기술인력양성을 전문으로 하는 학위과정 설치의 필요성이 대두되었으며, 1996년 교육개혁의 일환으로 단설대학원제도와 전문학위제도가 시행되기 시작하였다. 그동안 여러 분야에서 단설대학원 설립이 추진되었으며, 일부에서 운영이 시작되고 있으나 과학기술분야에서는 극히 일부의 사례만이 있을 뿐이고 아직 본격적으로 설립운영되고 있다고 보기 어렵다. 본고는 외국 공공연구기관에서 시행되는 단설대학원의 사례들을 조사 분석함으로써 우리나라 과학기술계 출연연구기관에서의 바람직한 운영모델을 제시하고자한다. 일본의 총합연구대학원대학과 연계대학원제도, 중국 국가연구소들의 학위수여제도, 프랑스 국가연구소들의 석·박사과정, 독일 연구기관들의 박사과정 등을 소개하며, 이 들의 특징과 장단점들을 비교한다. 이어서 우리나라에서 현재 진행되고 있는 현황을 분석하고, 과학기술계 출연연구기관의 단설대학원 설립의 방향과 활성화를 위한 개선방안 등을 제시한다. 보고하였다2) 이 경우 보호피막으로서 NiO 와 $LiCrO_2$가 작용하는데, $LiCrO_2$가 용융탄산염 중에서 보다 안정한 것으로 부터, Cr의 첨가가 내식성에 기여하는 것으로 판단하였다. 다음 단계 로서 Fe/Cr재료에 용-융탄산염 중에서 안정한 산화물을 형성하는 Al의 첨가효과를 검토하였다. Al의 첨가는 더욱 내식성을 향상시키는 것이 발견되었고, 약 4wt%의 첨가로 충분한 내식성을 가지 는 것을 보고 하였다. 그러나 이러한 안정한 산화물에 의한 내식성 향상은 전기진도도의 희생을 바탕으로 한 것으로서, 다읍 단계로서 Ti산화물의 반도체적인 특성을 이용하고자 제 4의 원소로서 Ti첨가를 시도하였다. 그러나 Fe/Cr/AVTi재료가 뛰어난 내식성을 가지는 것은 관찰되었으나, 전도도 향상에는 기여하지 못하는 것이 보고되었다. 현재 MCFC는 실용화를 위한 고성능화의 하나로서 가압하에서의 운전을 시도하고 있다. 이 러한 가압하에서의 운전은 기전력의 향상 및 전극반응의 촉진 등으로 출력의 향상을 가져오나. 현재 문제로 되고 있는 Cathode극인 NiO의 용해/석출 현상을 가속화하는 결과를 초래해, 이에대 한 대책으로서 Li-K보다 NiO의 용해가 적은 Li-Na탄산염으로의 전환이 진행되고 있다. 이러한 배경으로부터 Uchida그룹에서 개발한 FeiCr/AVTi재료와 현재 분리판 재료로 사용증인 SUS 310, S SUS 316재료에 대해. 산화성 분위기의 5기압까지의 가압하에서, Li-K, Li-Na탄산염에 대하여 부 식거동을 검토한 결과, 가압하에서 내식성이 향상되는 것이

Rural Industrial Complex(RIC) is considered as one of the most important sources of off-farm income in Korea. But RICs has many problems since it was beginning development. In 2008, RICs in Gyeongsangbuk-do are 56 place, and are 836 corportations in RICs. Employee is total 20,109 persons. Competitive power of RICs weak location condition, small business, lack of infrastructure, institute. The main focus of this paper is to derive policy suggestion for Gyeongsangbuk-do RICs. We investigate the operation status of Gyeongsangbuk-do RICs. It is necessary that RICs be promoted in light of revitalization program.
