본 논문에서는 실시간 영상처리 라이브러리인 OpenCV와 YOLO를 활용하여 사용자가 횡단보도 보행 시 안전을 제공해 주는 시스템을 개발하였다. 객체 인식 알고리즘인 YOLOv4-tiny를 이용하여 Ubuntu 환경에서 구현하였다. 데이터 셋은 인도 보행 영상 데이터 셋을 이용하였고 하드웨어는 Jetson Nano를 이용하여 구현하였다. 신호등의 색에 따른 보행 가능 여부를 카메라를 이용하여 전방의 장애물을 음성신호를 이용하여 사용자에게 전달한다. 제안된 시스템은 횡단보도와 신호등, 자동차와 같은 도로 위의 객체들로 설계된 알고리즘을 이용해 다양한 곳에서 사용이 가능하여 활용도가 높을 것으로 예상된다.

The purpose of this study is to systemize volunteer program for the people with chronic mental health problems to participate in helping the community as service providers not receivers, and then to examine empowerment effects of this volunteer program. The distinctive feature of this program was to volunteer the mental ill to help other people. Therefore, this volunteer program had specially strengthened preliminary stage which make not only the mental ill be ready to work but also the community to use them as volunteer, and to invite general citizen of the community as co-volunteers. The result showed this program empowered the mental disorders to have more positive self-concept. It revealed that co-volunteer's attitude toward the mental disorders was changed positively through this program, also. These results told us not only the chronic mental ill could be volunteers helping others using their abilities, but also this activity would make their self-image better and citizen's perception toward mental disorder less prejudiced. The volunteer program presented in this paper was expected to be useful for their empowerment and social integration.

This study suggests that lifelong education is regarded as a support system for lifelong learning, which includes all activities of educational characteristics, which ultimately has the goal of universalization of self - education. The goal is to successfully adapt to life. Statements supporting the need for lifelong learning have been found to be based primarily on the impossibility of this system to provide sufficient education to accelerate social change and to last a lifetime. The obstacles to implementation included inertia, resistance to change, motivation and cost. Opponents are likely to regard lifelong education as an attempt to expand compulsory education for exploitation and control purposes. This study found that there is an important consensus among supporters, but many questions remain. The full feasibility of lifelong education is considered to be far removed, and lifelong education should be interpreted as a source of direction and purpose, and ideals that society should aim for.

Facilities for pedestrian safety of the visually impaired are scarce on the walkway and crosswalk. Braille blocks are installed on the walkways and RF controlled signal lights and sound generators are installed on the crosswalk at the main intersection for the visually impaired. An RF remote control system using one frequency has a problem of simultaneously operating nearby signal lamps and sound generators at an intersection. In this paper, we develop the smart cane that uses a beacon to identify the signal lamp and sound generators installed on the crosswalk at intersections and to operate the signal lamps and sound generators in the direction of the walk by IR communication. The developed smart cane is able to provide the pedestrian navigation for the blind by interworking with mobile apps through Bluetooth communication.

This study provides development information on Omni-Wheel Drive Rider Robot, futuristic electric scooters, with autonomous driving systems that are used for people including the disabled and senior. Also, it is meaningful in suggesting alternatives to replace motorized wheelchairs or electric scooters for the future. Prior to development of Omni-Wheel Drive Rider Robot with autonomous driving systems, it surveyed 49 people, including 18 people who own electric scooters and 31 senior people who have not. The summary of the survey is as follows. First, inconveniences during riding and exiting and short mileage due and safety driving to problems of recharging batteries are the most urgent task. For these problems, the study shows that charging time of batteries, mileage, armrests, footrests, angle of a seat are the primary considerations. Second, drivers prefer joystick over steering wheels because of convenience in one-handed driving against dangers from footrest and carriageways sloping roads, paving blocks. One-handed driving can reduce driving fatigues with automatic stop systems. Moreover, the study suggests many design factors related to navigation systems, obstacle avoidance systems, omni-wheels, automatic cover-opening systems in rainy.

Under the Welfare of Disabled Persons Act, the national qualification test allows disabled and non-disabled people to appear for the same test, and the deaf do not fall under the reason for disqualification from obtaining a license for power-driven water leisure crafts; therefore, even the deaf can obtain a license. During a risk of collision at sea, ships and power-driven water leisure crafts notify the other party of dangerous signals such as maneuvering and warning signals through sound signals to prevent accidents that may occur because surrounding ships are not visible. However, a method is required to prevent marine accidents that may occur when the deaf cannot hear danger signals through sounds from nearby ships or power-driven water leisure crafts during leisure activities owing to hearing impairment. A sound reception system is a device installed on a ship where missionary work is completely deposed to display the amplification of external sounds and the direction of sound reception on the screen. Through visual display of sound signals such as dangerous signals that cannot be heard owing to hearing impairment, improvement measures were proposed to prevent marine accidents that can occur owing to the inability of the deaf to check sound signals during leisure activities.

This paper describes the process and methodology followed in developing the Android-based LG Sangnam Audiobook service and an evaluation of its usefulness to the public. The methods included a survey of user needs, analysis of usage statistics, and user interviews. The study found that visually impaired users: 1) were greatly interested and willing to use smartphones if there were no barrier in cost and access; 2) preferred downloads to streaming services; 3) did not mind performance differences between real and TTS (text-to-speech) voices; 4) showed marked differences in book preferences according to age, 5) made about 14,000 downloads in 2014; and 6) indicated bookmarking and moving between pages and tables of content as the most important functions in using audiobooks.

The purpose of this study was to understand the experience of persons with developmental disabilities participating in the Personalized Support Services. For case study, we conducted in-depth interviews with the persons with developmental disabilities and with the active supporters for them who were using the community welfare centers for the disabled. Through this, we have come up with three core categories: 'coming out into the community', 'experimenting with various choices in life', and 'living a subjective life'. This suggests the followings; First, it can be seen that persons with developmental disabilities who have limited communication and self-determination should be allowed to participate in the service through the participation process, and active support for the parties is needed in the process. Second, it is necessary to plan and support for them, centering on the parties, away from institution-centered services. Third, sufficient budget support should be provided for the self-determination, selection and control of the parties. Fourth, we should be able to enjoy everyday life by participating together in the local community, and change the perception of local residents to participate in the community. Fifth, continuous support is needed rather than temporary support. Finally it will be needed for us to listen to the voices of both parties and to represent their rights with all our efforts.

This paper attempts to explore the place of human and disability rights from the perspective of Social Welfare within the context of the UN Disability Rights Convention of 2006. The overall discussion is focused especially upon the situations of human and disability rights in the Democratic People's Republic of Korea (North Korea) as it is being challenged to drastically address the issues of human rights in general, and disability rights in particular. The UN Disability Rights Convention challenges every ratified State party to commence legal reforms, legal harmonization, and policy and program developments to implement the Convention. Both North and South Korea are not exceptions to this. Even without drawing upon the UN's the Commission of Inquiry on Human Rights in the Democratic People's Republic of Korea, the dire situation of human rights in North Korea is well documented. However, this paper does not assume South Korea's human rights are any way superior to that of North Korea. This paper spells out areas for further action common to two Koreas and to any other nations for that matter. Apart from the general discussion on disability rights, the distinctive contribution of this paper lies in the fact that it has endeavored to draw upon any latest information and data on North Korea. It relied on various sources from UN and also from North Korea itself. One can note that North Korean disability authorities are making strenuous efforts to improve human rights of persons with disabilities in their desires to seek assistance from outside. It also shows an enormous need for international cooperation in seeking financial and material supports. This paper notes the latest political development between North and South Korea in taking "phased" steps for peace and stability as a positive sign for North and South Koreans' DPOs collaboration under the banner of International Cooperation of the article 32 of the UN Disability Rights Convention. More critically, this paper points to the further need to improve the overall data bases to ensure balanced legal reforms, policy developments and sharpen the areas of international collaboration.

The purpose of this study were to analyze that the Seoul neuropsychological screening battery (SNSB) for the evaluating cognitive assessment of the Parkinson's disease patients with mild cognitive impairment (PD-MCI) and the changes of the cerebral ventricle volume in the brain magnetic resonance imaging (MRI), and we has been bring forward the guideline to determine the diagnostic criteria for the PD-MCI. To achieve this, we was diagnosed with Parkinson's disease patients (PD-MCI group: 34 patients; Parkinson's disease with normal cognition, PD-NC group: 34 patients) to perform the SNSB test for the attention, language, memory, visuospatial, and frontal/executive functions and the brain MRI. Additionally, to compared the change of the cerebral ventricle volume, we performed the brain MRI for the 32 normal control (NC) group. The volumetric analysis for a specific cerebral ventricle performed by using Freesurfer Ver. 5.1 (Massachusetts general Hospital, Boston MA, USA). As a results, compared to the PD-NC group, the PD-MCI group were statistically significant reduction in the ability to perform the memory and the visuospatial function (p<0.05). The volumetric changes for a specific cerebral ventricle were statistically significant variation in the left and right lateral ventricle, left and right inferior lateral ventricle, and 3rd ventricle. Although, in order to compared the objectification, the normalized percentage applied to the volumetric changes showed to extend the PD-MCI group than the PD-NC group. Specially, the left and right ventricle extension for the PD-MCI patients conspicuously had showed a quantitative linear relationship between the memory and the visuospatial function for the SNSB (r>0.5, p<0.05). Therefore, we were able to judge the diagnostic criteria of the PD-MCI through that can observe the volumetric variation of the specific cerebral ventricle by using Freesurfer in brain MRI, and to analyze the correlation between the SNSB.
