This study is to conduct a stakeholder analysis using Project Stakeholder Management Model established by US Project Management Institute (or PMI) in order to identify current stakeholder related to Korea's trade policy and to establish the stakeholder management process for Korea's trade negotiation. Project Stakeholder Management Model includes four stages such as identifying, planning, managing, and controling stakeholder. The stakeholder management process for Korea's trade negotiation classifies domestic stakeholder into two category; internal stakeholder and external stakeholder. This research suggests that Korea should invite consumer groups, labor unions, and farmer's association into the official communication channel of trade authority while unifying the current stakeholder management divisions and relevant advisory committees within the trade ministry.

This study discusses the theoretical analysis of the concept of social memory and participatory digital archives, and argues the various problems of participatory digital archives based on the analysis of individual experiences and perceptions through interviews with stakeholders including users and operators. As a theoretical study, it analyzes related precedent studies and explores the complementary concepts of social memory and participatory digital archives. Based on the discussion, the study understands social memory as a defined and generated memory through the interaction of the social environment encompassing politics, socio-culture and the internal relations of the community. Furthermore, it understands the participatory digital archive as a digital space in which the community, the voluntary participation of users, and the support of professional groups intertwine. The memories and records of this interaction are then stored, preserved, shared, spread, and reproduced. Through stakeholder interviews, the study analyzes the perceptions of users and operators regarding participation, policy, and service, and identified the various problems with participatory digital archives.

Increasing researcher's demand on electronic journals as the most important research resource, libraries have made effort to develop electronic journals efficiently with cooperating through consortium. However, Korean electronic journal consortium are leaded by representatives and e-journal contents providers rather than library members. KESLI has the largest members in Korean libraries consortium and is needed to identify the key issues of KESLI consortia by these stakeholders. This study suggests to develop a future business model for KESLI analyzing KESLI stakeholder's expectation and needs by focused group interview.

As offshore wind farms are developed, the importance of cooperation with stakeholders such as fishermen from the initial phase is gradually increasing. This study developed a methodology that can promote the involvement of fishermen in the site feasibility review process. The spatial scope is Gunsan City, which is establishing an initial offshore wind project strategy. A survey was conducted for representatives of 12 fishing villages on the location preference for offshore wind farms. As a result, fishermen suggested negotiable or absolute opposite locations by examining a local sea map. Location preference seems to depend on the degrees of vitalization of fisheries using vessels. This study shows that fishermen can have reasonable opinions according to the location, not unconditionally, in initial discussions on offshore wind power. Investigating stakeholders with various positions is essential, and adjustments are needed for conflicting points in the future.

The purpose of this study is to analyze the status of the joint forest project, which is one of the national forest management system, by using stakeholder participation, transparency of decision making, accountability of actors and stakeholders, The questionnaire survey was conducted using the 5 - point scale and the written form. As a result of the questionnaire survey, various stakeholder participation items had the highest opportunity to participate with an average of 3.3 and the lowest score with 2.3 points for establishing conflict and conflict resolution structures. Transparency was analyzed to be 3.4 points for the project disclosure, 2.7 points for information sharing and education promotion activities for local residents, 3.3 points for the detailed role of the project implementer, and 2.7 points for internal and external monitoring and evaluation of the project with various stakeholders. The results of this research, analyzed through the participatory forest management index, are deemed to be used as basic data for the establishment of a plan for the revitalization of national forest participation management.

2009년 4월에 신월성원전 건설현장의 차수벽이 파손되면서 해수가 유입되는 사고가 발생한적이 있다. 이때 주민의 요구에 따라 사업자와 주민이 참여하는 공동조사위원회가 구성되어 침수구조물에 대한 안전성을 공동으로 평가하였다. 최근에는 주민이 참여하는 지역공동협의회를 구성하여 방폐장 안전성을 확인하였고, 삼중수소 방사능에 대한 역학조사를 진행하고 있다. 본 논문에서는 경주 지역에 원자력현안 발생 시 지역주민이 해결과정에 참여하여 성공적으로 해결했던 사례를 살펴봄으로써, 현재 사회적 해결 과제로 떠오른 사용후핵연료 공론화 과정에서 고려해야 하는 시사점을 도출하고자 하였다.

This study aims to analyze the changes in school/corporate authorities participation after overseas training in Germany and Switzerland. According to this study, the satisfaction with program contents and help for the operation of apprenticeship education was very high. Even though the satisfaction with each type of apprenticeship education institutes did not show differences in accordance with participants' age, there were statistically significant differences in the satisfaction in accordance with work area and position, so that it would be necessary to reflect the results of analysis on the selection of institutes to visit in the future. Regarding the changes in the perception of operation of apprenticeship school in accordance with school/corporate authorities' participation in overseas training, school authorities' perception of the whole areas was improved after training than before training like understanding, planning, practice, and evaluation of apprenticeship education while corporate authorities' perception was not. As corporate authorities also understood the necessity of overseas training for the operation of apprenticeship education, however, in order to increase the effects of overseas training in the future, it would be necessary to provide lots of information to help the understanding of apprenticeship education through preliminary training or regular council and council of each project group. Because of the huge differences in socio-cultural conditions in the practice of apprenticeship education between Korea and two countries such as Germany and Switzerland, it would be needed to operate overseas training that could draw the improvement measures within the system of Korea instead of simple comparative analysis.

수자원은 다수의 이해관계자들이 관리 또는 이용하는 과정에 있어 분쟁이 발생할 가능성이 매우 높다. 물분쟁의 해결방안으로 분쟁의 이해관계자의 참여와 합의의 형성을 추진할 수 있는 거버넌스에 대한 관심이 최근 들어 증대되고 있다. 거버넌스를 통한 물분쟁 해결을 위해서는 거버넌스 구성원인 정부, 시민, 전문가 집단의 문제해결 능력을 향상시킬 수 있는 교육프로그램과 전문 연구 및 교육기관의 설립이 필요하다. 본 연구는 갈등관련 제도, 국내외의 갈등 관련 연구 현황, 물분쟁 관련 이해관계자 참여 사례, 물 관련 교육프로그램 사례 등에서 시사점을 도출하여 물분쟁의 다양한 주체와 원인을 고려한 교육내용을 바탕으로 거버넌스에서 이해관계자의 능력을 향상시킬 수 있는 교육프로그램을 개발하고, 다양한 이해관계자들의 적극적인 참여를 유도하는 활성화 방안을 제시하여 거버넌스 과정에 참여시키는데 목적이 있다. 본 연구에서는 26개 거버넌스 위원회 및 단체와 국내 물 분쟁에 대한 7가지 교육프로그램의 조사 내용을 바탕으로 교육프로그램이 나아갈 방향과 교육프로그램 개발(안)을 제시하고, 교육센터 설립방안과 교육의 활성화 방안을 제안하였다.

This study postulates that Government as a Platform(GaaP) could be a next generation government model, drawing activation strategy from success factors of webtoon platform by NAVER. It suggests success factors of Naver webtoon case based on three main components of platform strategy. First, in the aspect of platform infrastructure, Naver webtoon was established based on powerful portal site by parent company Naver and improved platform accessibility through using webtoon without login. Second, in the aspect of stakeholder engagement, Naver webtoon has offed webtoon at no cost and it has taken an intermediary role for supporting the stakeholders with PPS. Third, in the aspect of outputs production, Naver webtoon offered real time feedback from webtoon users that could affect webtoon production and established incubating system that allow users to create their webtoon. And due to PPS, it makes possible to various create second outputs based on webtoon, which can contribute to activating webtoon ecosystem.
