청소년 보호에 효과적인 '지능형 스팸차단 서비스'

  • 국내 이동통신 3사는 스팸피해로부터 가입자를 보호하기 위해 '지능형 스팸차단 서비스'를 부가서비스로 제공하고 있다. 이 서비스는 형태소 분석, 확률 계산 등을 통해 스팸일 가능성을 이통사 시스템이 판단하여 차단해주는 것으로, 청소년 보호에 효과가 높다. 이통3사는 2011년 6월, 청소년 대상으로 이 서비스의 일괄가입을 완료하였다.

  • HLR 데이터베이스 시스템은 이통 통신 망에서 지속적으로 변하는 가입자의 위치 정도를 관리한다. 본 논문에서는 이동 전화 번호를 위한 2단계 색인 기법과 단말번호를 위한 bucket 연결 hashing 기법을 제안하였다. 또한 HLR 시스템의 특성을 고려한 효율석인 백업 방법을 제안하였다. 아울러 IMT2000 서비스로의 진화에 필수적인 보안 기능 수행을 고려한 HLR 데이터베이스 Scheme을 제안하였다

A Study on the Development of Traffic Volume Estimation Model Based on Mobile Communication Data Using Machine Learning (머신러닝을 이용한 이동통신 데이터 기반 교통량 추정 모형 개발)

  • This study develops an optimal mobile-communication-based National Highway traffic volume estimation model using an ensemble-based machine learning algorithm. Based on information such as mobile communication data and VDS data, the LightGBM model was selected as the optimal model for estimating traffic volume. As a result of evaluating traffic volume estimation performance from 96 points where VDS was installed, MAPE was 8.49 (accuracy 91.51%). On the roads where VDS was not installed, traffic estimation accuracy was 92.6%.

  • Recent researches on autonomous driving of vehicles are becoming very active, and it is a trend to assist safe driving and improve driver's convenience. Autonomous vehicles are required to combine artificial intelligence, image recognition capability, and Internet communication between objects. Because mobile telecommunication networks have limitations in their processing, they can be easily implemented and scale using an easily expandable Wi-Fi network. We propose a wireless design method to construct such a vehicle control network. We propose the arrangement of AP and the software configuration method to minimize loss of data transmission / reception of mobile terminal. Through the design of the proposed network system, the communication performance of the moving vehicle can be dramatically increased. We also verify the packet structure of GPS, video, voice, and data communication that can be used for the vehicle through experiments on the movement of various terminal devices. This wireless design technology can be extended to various general purpose wireless networks such as 2.4GHz, 5GHz and 10GHz Wi-Fi. It is also possible to link wireless intelligent road network with autonomous driving.

  • This paper is about how to drive a Business Process Management(BPM) implementation project from selecting a target process to BPM deployment. For guidance of BPM implementation, LG CNS BPM Methodology and enPAM(Entrue Process Assessment Model) were used. This paper focuses on the methodology of process selection and presents a case study from the telecommunication industry. The enPAM consists of three major criteria in determining process priority for BPM system deployment: business impact, BPM adequateness and implementation feasibility. These three criteria can be easily modified for other telecommunication business just as we did to suit this telecom case. Moreover, it could provide useful ideas to companies that consider introducing a BPM solution for process management. Although we propose a comprehensive design methodology for selecting a proper target business process for BPM implementation, more work is still needed to extend the results for rigorous and practical method.

The Public Choice Analysis of Korean Mobile Telecom Policy (이동통신정책의 공공선택 분석)

  • In Korea mobile phone subscribers exceeded 1 million people in 1995, and ten million people in 1998. Prevalence of the mobile phone increased dramatically over 110% compared to the population. Almost every family members including children uses more than one mobile terminal. Mobile phone is obviously more necessary good than washer, vacuum cleaner and passenger car. Our daily life are conveniently positioned with mobile communication, but communication related costs including the price of the device and service charges become a big burden on the household. But the government does not seem to do the right role at the right time to prevent the market failure to maximize consumer welfare and social welfare through supporting fair competition. This principal-agent problem issues of mobile communication policies will be understood in perspective of public choice against joint use of the mobile communication network, number portability, separation of phone distribution and phone service, network neutrality, mobile phone subsidy since the early 1990s when mobile phone service was introduced in Korea.

Korea MVNO Policy and Adequacy Study (MVNO정책 타당성 연구)

  • In Korea MVNO was introduced in 2011 when twenty seven years had passed since Korea Mobile Telecom(now SK Telecom) started mobile phone service. MVNO can make competition more effective to lower communication costs through the alternatives. In the early 2000s, the need for the introduction of the MVNO has been raised already by scholars in Korea. But it wasn't until the late 2000s when rate cuts appeared to be a major policy issue, and Korean government introduced MVNO. In April 2015, MVNO's market share reached 8.8%, but Korea does not have a firm system yet. This rapid growth of MVNO market in Korea was made possible by consumers' demand for cheaper services and late introduction of MVNO. And telecom companies(MNO) abuse their supreme power against small and medium firm MVNOs and reserved market share using their subsidiary companies. Thus proper regulation is necessary. However, the government authorities should have recognized global MVNO flow quickly and have to make a sufficient effort to establish proper competition condition of the mobile telecom market.
