Governance Concerns and Migration Intentions: A Study of Potential Filipino Migrants (거버넌스와 이주: 필리핀 잠재적 이주노동자에 대한 연구)

  • 이 글은 잠재적 이주노동자들이 거버넌스에 중요성을 부여하는 정도가 이주의도가 없는 경우와 비교하여 어떻게 다른지를 필리핀의 자료를 이용하여 분석한 연구이다. 2011년 기준으로 전 세계 인구의 3.2퍼센트가 국제이주자이며 이들이 본국에 보내는 노동송금은 4천 4백억 달러에 달한다. 기존연구에서 파악하듯 세계인구이동의 대부분을 차지하는 노동이주의 주요 결정요인은 출신국과 이주대상국의 소득격차, 기존 이주 네트워크, 이주대상국의 이주정책 등을 포함한 경제적 요인들이다. 그러나 대규모 송출국들이 대부분 경제적 저발전과 취약한 정부(ineffective government)의 구조적인 문제를 함께 가지고 있다는 점에 착안한다면 비록 경제적 고려가 우선시 되는 노동이주에 있어서도 잠재적 이주자들이 "정치적" 으로 여타의 사회와 구분되는 특수한 정치적 태도를 가질 수 있다고 생각할 수 있다. 이주자들의 정치적 태도를 올바르게 이해하는 것은 노동이주가 송출국에 미치는 정치적 영향을 분석하는 데 있어 매우 중요하다. 해당 이주자들의 부재와 이들이 본국으로 보내는 노동송금이 송출국 정치에 영향을 미칠 수 있는데 그 영향의 방향은 이주자의 기본적인 정치적 관심과 의제에 따라 달라질 것이기 때문이다. 이러한 배경에서 이 글은 다음과 같은 연구 질문에 답하고자 한다. 첫째, 이주노동의사가 있는 시민들이 취약한 정부능력에 대한 염려가 그렇지 않은 경우보다 높은가? 둘째, 이러한 관계가 성립된다면 그 관계는 민주주의에 대한 지지를 저해하는가? 이 연구는 2002년과 2003년 필리핀에서 실시된 전국적 설문조사인 Social Weather Survey 자료와 2008년 및 2009 년 필리핀 현지조사에서 수집한 인터뷰와 2차 자료를 근거로, 정부능력에 대한 평가와 이주노동의사의 관계를 분석하였다. 연구결과, 기존 연구가 제시하는 통제변인들을 감안하더라도 효과적인 정부운영이 필리핀이 당면한 가장 중요한 과제라고 생각할수록 해외로 취업할 것을 고려할 가능성이 높은 것으로 나타났다. 또한 다행히도 이러한 태도가 민주주의에 대한 원칙적인 지지에는 영향을 미치지 않는 것으로 드러났다. 그러나 효과적인 정부에 대한 관심이 이주노동을 고려하는 시민들에게 높다는 사실은 장기적으로 이들이 해외로 이주할 경우 정부개혁을 요구하고 추진할 국내적 정치적 기반이 줄어들 수 있다는 부정적 함의를 가지기도 한다.

Growth of the Business Area for Migrant Workers and Ethnic Networks : In Case of Wongok-Dong, Ansan (이주 노동자를 대상으로 하는 상업 지역의 성장과 민족 네트워크 -안산시 원곡동을 사례로-)

  • The purpose of this study is to explain the growth of the business area for migrant workers and the spatial characteristics of the start-up of business, location selection and market area of the employers from foreign countries by focusing on the ethnic networks in Wongok-Dong, Ansan. The results of this study are summarized as follows. The businesses for Chinese workers among migrant workers are located densely and have many kinds of businesses relative to the businesses for migrants from other countries having small number of migrant workers in this area. Moreover, The employers from foreign countries come to Korea through the migrant networks. And they are located in Wongok-Dong, Ansan in which the migrants community is developed. These things made it clear that they regard ethnic networks as important factor for migrant businesses. While the market area of businesses for Chinese workers is restricted to Wongok-Dong or Ansan city, the market areas of businesses for migrant workers from other countries are expanded nationwide through ethnic networks.

Immigrants' Micro-Contexts of transnational Migration and Decision-Making Process (외국인 이주자의 미시적 이주배경과 의사결정 과정)

  • This paper explores micro-contexts of transnational migration and decision-making process of foreign migrants in Korea with four types, that is, married immigrants, immigrant workers, professional immigrants, and foreign students, analyzing dates of questionaries and interviews. Some findings can be summarized as follows. First, married immigrants and immigrant workers show relative lower level of micro-environments than professional immigrants and foreign students. Secondly, immigrants workers fill closest in geographical contiguity among immigrants' types, while married immigrants recognize more different in cultural comparison than the former. Both immigrants workers and foreign students think living environments of Korea better than other types, but immigrants workers consider relatively higher the level of technology, while foreign students evaluate lower that of education in Korea than other types. Thirdly, married immigrants give a relatively low score to the easiness of immigration, while both immigrant workers and professional immigrants give a high score to the job environment of Korea. Finally, all types of immigrants show a high portion in a self-decision making for international migration, while professional immigrants have much more experiences on visiting other countries than other types, and both married immigrants and foreign students seem to have utilized their networks with family members who live abroad.

Migrant Characteristics of Foreign Workers and Research Trends in Korea (외국인 노동자의 이주 특성과 연구동향)

  • The objective of this study is to examine the studies of foreign workers in Korea at a level of meta-analysis focusing on their subjects and methodology. Over the last 15 years, studies of foreign workers have diversified subjects and refined methodology reflecting major characteristics of migration patterns including a rapid increase in number, large populations of illegal sojourners, a majority low-skilled young male workers from less developed countries, and an active role of migrant-support NGOs. Nevertheless, the studies have shown problems such as a higher ratio of macroscopic discussions, overemphasis on social problematic issues and a tendency towards descriptive analysis. Methodologically, they have also revealed an inactive use of empirical and quantitative data, lack of representativeness of sample and disregard of an importance of language in the study of foreigners. Based on the analysis, this study proposes strategies to enhance researches of foreign workers in Korea.

  • Facing reconfiguration of world economic order in the process of globalization and changes in domestic economic and social conditions, Japan has experienced a rapid inflow of foreign immigrants and hence a restructuring of labor market and ethic and cultural mixture. This paper explores contexts of inflow and social and spatial characteristics of immigrant workers in Japan. Uneven regional development on the global level and shifting to flexible accumulation regime, depletion of previously underutilized labor resource, better-educated youth and shrinking and aging of Japanese populace on the national level can be pointed out as important elements of immigration contexts. This paper also explains the hierarchizaton of labor market and differentiation of spatial distribution of immigrant workers in Japan in terms of visa condition and nationality. In particular, focusing on the case of Hiroshima prefecture, this paper analyzes residential differentiation of immigrants according to their nationality. Finally, it finds out some problems which immigrant workers have confronted in Hiroshima region.

  • This study is to explain the interaction of muslem immigrant workers in korea. The author approached new ethnography study method. Ten of Muslem immigrant worker and 10 korea participated this research. Data were collected by in-depth interview and non-participation observation The author analyzed the date according to Spradey(1979)'s Developmental Research Sequence model. As result "From secular way to religious way", "Reconstruction of ultra ethnic religious" were presented cultural theme.

Constructing a Heterotopia of Migrant Space: 'Weekend Flat' of Filipino Migrant Care-givers in Tel Aviv, Israel (헤테로토피아로서의 이주 공간: 텔아비브 필리핀 노인돌봄노동자들의 '주말아파트'를 중심으로)

  • This article aims to reveal the ways in which a "space of difference" is produced and interpret the space as a heterotopic space, drawing the case of Filipino elderly care-givers in Israel. The in-betweens and temporariness of the migrants'experiences in the Israeli society lead to the creation of a heterotopic space. Paying attention to their particular life rhythm as live-in care-givers, namely weekdays-workplace and weekend-flat, this article explores how the migrant care-givers build their own society through a variety of spatial practices and multiple social relations based on the flat. In making the flat a perfect form of a lifestyle for their own, the migrants inscribe their presence in the flat in unique ways for different purposes, in a way different to that which surrounds it. However, the structure of flat not only signifies the migrants' marginality but also reflects the challenging position. The flat has functions in relation to all other space that remains, even if such connection often creates effects of contrast and difference. In this light, the flat is not merely an alienated and circumscibed exotic migrant enclave but a heterotopic space which is dynamically constructed in relation to other sites in the wider societal order.

  • 본 연구는 국내외 이주와 교육 분야에 관련 전문가 부재 현상에 대한 바른 방향을 제시해보고자 한다. 1998년 IMF로 많은 해외이주자와 유학생이 증가했지만 2010년 현재는 해외이주자와 유학생이 오히려 한국으로 역 이주와 유학이 증가하고 있다. 또한 한국 내에서도 국제결혼과 외국인 노동자의 증가로 단일민족이 아닌 다문화사회로의 준비를 해야 한다. 학교들 측면에서도 한국 내에 대안학교들의 학력인정과 국제학교와 외국 유명대학 연계 한국 내에 정착은 2007년 이래 외국인 100만 시대에 접한 우리 대학들이 다문화가족 자녀와 외국인 학생 유치에 방법을 찾아야 한다고 판단한다.

  • As a multicultural society, is it right to adhere to the prevention principle of permanent migration of migrant workers? We need to try to do a little more calm consideration on the prevention principle for permanent migration rather than in terms of human right and emotional aspect. Even though there is a suggestion that we need to decrease the proportion of 3D Jobs by improving industrial demand, migrant workers can be an alternative in that we need a solution unless we can be freed from 3D Jobs. The prevention principle for permanent migration not only is against the trend of multicultural society but also blocks the opportunity for migrant workers to share their skills and knowledge taught in our country. In addition, with the society aging, that the permanent migration of migrant workers can be proper channels to supply young labor force should be kept in mind. In addition to this practical aspect, considering that all human beings are equal and with dignity and unequal conditions that migrant workers undergo require empathetic viewpoint, the prevention principle should be amended.

A Study on an Ethnic Labor in Korea: Focused on Interpreting and Translation Job of Marriage Migrant Women (결혼이주여성 통번역사를 중심으로 본 한국의 에스닉(ethnic) 노동에 관한 연구)

  • This research examines marriage migrant women's interpreting and translation work as an ethnic labor, analyzing its creation and work experiences. Major findings about ethnic labor in the research are as follows: First, Korean gendered and discriminatory- exclusive immigration policy enables the creation of interpreting and translation job to marriage migrant women. While the policy limits settlement and employment fields of male immigrant workers, marriage migration women are allowed to settle and find any job. Second, job security and wage of marriage migrant women's interpreting and translation work are still low, although the job is considered a relatively decent one in foreign immigrant labor market. Finally, they experience conflicts between role as neutral interpreters and identity as migrant women, facing native Koreans' distrust and discrimination against them. In conclusion, this study suggests some issues on marriage migrant women's empowerment and their labor market prospect in terms of the sustainability of this job.
