A variety of complaints about road signs have occurred for various reasons, such as new road facilities, new road signs such as road name signs, and an increase in nearby important facilities. In addition, there are many road signs that are in violation of road sign regulations. The basic principles of road signs, the connectivity of guide names, the location suitability, and a consistent road sign guidance system have not implemented. To solve these problems, various errors were investigated on major road signs on eight national highways, including direction signs, distance signs, boundary signs, and route signs. In addition, we classified the errors on road signs by grade to give them maintenance priority. We also analyzed the error status of signs for each route and grade. Based on the data, the problems of the road signs were derived, and an improvement plan is discussed. Based on this research, more systematic installation and management of road signs through cooperation between the government and local governments could increase the efficiency of road signs, as well as provide safer and more convenient road sign guidance systems for road users.

Btcoin has made a big progress through anonymity, decentralized authority, sharing economy, multi-ledger book-keeping, block-technology and the convenient financial vehicle. Bitcoin has the characteristics of mining and supply by decentralized suppliers, limited supply quantity and the partial money-like function as well as gold. The paper studies the hedge and safe-haven of Bitcoin and gold on daily frequency data over the period of July 20, 2010-Dec. 27, 2017 employing Asymmetric Vector GARCH. It finds that gold has the hedge and safe-haven against inflation and capital markets while Bitcoin has the weak hedge and the weak safe-haven. It shows insignificant effects of inflations of US and Korea on the volatilities of Bitcoin and gold. It also suggests the necessity of clearing of vagueness behind the anonymity for fair and transparent trade through the law application in the absence or fault in law (Lucken im Recht). following the spirit of the living constitution (lebendige gutes Recht oder Vorschrift). The relevant institutions are hoped to be given some of obligations such as registration, minimum required capital. report, disclosure, explanation, compliance and governance with autonomous corresponding rights. The study also suggests the reestablishment of the relevant financial law and taxation law. The hedge would not be successfully accomplished without the vigilant cautions of investors.

Aids to Navigation(AtoN) Accident can reduce the credibility of AtoN by adding extra works to the administrators, and cause burdens and inconveniences to the users during their navigation leading to social costs (or economic losses). Prior research on social cost estimation model to determine the Encounter cost, Administrative cost and Risk cost on the Aton model was done to estimate the economic losses due to AtoN Accident. However, this research could not provide adequate study results on risk cost estimates. Therefore, this study complements the estimation model presented in the previous study, and the estimated social cost of 249 AtoN Accidents that occurred during the last 10 years (2008-2017) in the Busan Regional Office of Oceans and Fisheries jurisdiction area. The risk cost was estimated using contingent valuation method since the AtoN is a non-market goods. As a result, the social cost of AtoN Accidents for the past 10 years was estimated to total 12.4 billion won including Encounter cost of 3.1 billion won (25.38%), Administrative cost of 1.7 billion won (13.62%), and Risk cost of 7.5 billion won (61.01%).

Due to the great advances in e-Marketplace and changes in type of items purchased from the online market, it has been dramatically increased the demand of the storage and transportation under the special conditions such as restricted temperature. Especially, the cold chain needs the way to transparently measure and monitor the entire network in realtime because it has a very complicated structure and requires totally different criteria at the every different steps and items. In this research, it has been presented the performance evaluation metrics to make contract using service level agreement (SLA), the way to apply the smart contract based on blockchain, the structure of blocks, service platform and application in order to build cold chain which can prevent the risk factors by measuring and sharing information in realtime using block chain technology. In addition, we have proposed the way to store the measured performance and reputation of each player in the block using smart contract based on SLA. With the presented framework, all players including service providers as well as users can secure the information for making the rational decisions. When the service platform is actually built and operated, it seems possible to secure the information in transparently and realtime. Also, it is possible to prevent the risk factors or prepare the preemptive plans to react on them.

The Fourth Industrial Revolution was triggered by data-driven digital technologies such as AI and big data. There is a rapid movement to expand the scope of data utilization to the privacy area, which was considered only a protected area. Through the revision of the Data 3 Act, laws and systems were established that allow personal information to be freely transferred and utilized under their consent. But, it will be necessary to support the platform that encompasses the entire process from collecting personal information to managing and utilizing it. In this paper, we propose a platform model that can be applied to building mydata ecosystem using personal information. It describes the six essential functional requirements for building MyData platforms and the procedures and methods for implementing them. The six proposed essential features describe consent, sharing/downloading/ receipt of data, data collection and utilization, user authentication, API gateway, and platform services. We also illustrate the case of applying the MyData platform model to real-world, underprivileged mobility support services.

Broadcasting and audiovisuals are the easiest audiovisuals to access in everyday life and are shared through the media by recording the times. Overseas, independent broadcasting and audiovisual archives are already in operation under the legal system. As the domestic broadcasting and audiovisual industries continue to grow in size and are drawing global attention, the establishment and operation of public broadcasting and audiovisual archives need to be discussed in more detail. In particular, it is clear that the legal device is a task that must be preceded as the basis for the establishment of public broadcasting and audiovisual archives. To this end, this study first looked at the Digital Archive Center, which was operated in the 2000s. In addition, the cause of the dismantling of the Digital Archive Center was considered as the absence of a legal device, and the case of the Institut national de l'audiovisuel(INA), which has been operating on a legal basis for a long time, was investigated. INA is a representative example of implementing a lead-based system in the broadcasting and audiovisual fields, and has been introduced several times through previous studies, but tends to be focused on user services. Therefore, in this study, the analysis was focused on legal factors supporting the operation of INA. Finally, in order to realize the Public Broadcasting and Audiovisual Archive discussed in the previous study, I would like to suggest a legal device for the establishment of Public Broadcasting and Audiovisual Archive in Korea.

The purpose of this study is as follows: First, to analyze the spatial structure of Jeju by analyzing the rate of parking demand and supply; Second, to determine the parking service imbalance between regions; and third, to elucidate the causes of this spatial structural parking service imbalance and provide effective measures. Due to the rapid population and tourism growth, Jeju is suffering from traffic congestion and serious parking problems. For this, the ways to efficiently utilize the existing parking spaces were identified through spatial structure analysis based on the parking demand and supply in the Jeju area. As short-term policy, the following changes were proposed: switching to small-scale eup or myeon blocks of parking space, use of shared parking system, and repairing side streets in residential areas. As mid-to-long-term policy, it is linked to other means of transportation as follows: parking demand management policy through modal share by reorganizing public transportation routes or expanding traffic facilities; securing park-and-ride lots; and different parking pricing for different time periods. To implement these policies, each area of the public sector, private sector, and private-public partnership should develop the bond of sympathy by areas and participants.

The purpose of this study aimed to analyze factors on motives to tree burial and choice conditions to tree burial site in order to suggest policy direction for the desirable settlement of tree burial. For those purpose, this study performed questionnaire, targeting 522 visitors of funeral hall all around Korea. As the result, the factors of motives to tree burial were extracted as follows: funeral ceremony progressed along with trees, simplicity, memorial site's easy insurance, environmental friendliness and consideration toward descendants. The factors on choice conditions to tree burial sites were extracted as follows: beauty of natural scenery, emotional mood as a memorial site, convenience, stability and economic feasibility. Based on the results of factor analysis, this study suggested policies related to motives to tree burial as follows: develop various types of tree burial sites, develop a funeral ceremony suitable for tree burial, come into wide use of tree burial as a social welfare service, develop tree burial methods capable of many burials, and improve professionalism to manage tree burial system. In addition, this study proposed related choice conditions to tree burial sites as follows: establish natural forest scenery, convert existing graveyards into tree burial sites, select easily accessible places for tree burial sites, form tree burial sites as places for both rest and memory, and reduce using fee of tree burial site.

This study was performed to examine the strategy method for the sustainable stability and effectiveness of small and medium hospital, where the relationship between perceptual satisfaction and expectation factors for special hospital was analyzed. The structural questionnaire was given to the residents of Busan and Gyungnam over the age of 20 and the square contingency and the logistical regression were employed for the analysis of the results. First, the respondent with 68.0% has realized the hospital claiming to be characterization as the special hospital and the Ministry of Health and Welfare designated hospital was identified to the respondent of 21.3%. Second, perceptual satisfaction with expectation level was satisfied to the most visitor in case of visiting special hospitals with subjective perception and was confirmed to the intention of revisiting consistently. Third, for the perceptual satisfaction of visiting with expectation level, the safety and the quality of treatment affected significantly the cause-and-effect. The result has provided the useful information with the establishment of a strategy for the long-term and continued effect through the perceptual satisfaction and the emotional attachment.
