운송부문에서의 이산화탄소 배출량저감을 위한 정책대안을 통합적인 시뮬레이션 모형을 통하여 평가하였다. 분석에 이용된 시뮬레이션 모형은 일본의 국립환경연구소에 의해 개발된 AIM을 일부 수정한 AIM/KOREA이다. 분석의 결과는 다음의 3가지로 정리할 수 있다. 첫째, 기존차량에 비해 가격이 다소 비싸거나 동등한 에너지절약형 차량은 탄소세의 부과없이도 2005년에 가면 신규차량 전부를 대체할 것으로 전망된다. 둘째, 운송부문에서의 에너지 사용량은 앞으로 급격히 증가하고 이에 따라 이산화탄소의 배출량도 크게 증가할 것으로 예측된다. 그러나 이산화탄소의 배출량 감소를 목표로 하는 탄소세부과는 이산화탄소 배출저감에 기여하지 못하는 것으로 전망되었다. 반면에 승용차 10부제의 시행은 이산화탄소배출량의 급격한 증가를 크게 둔화시킬 수 있는 하나의 대안으로 제시되었다. 셋째, 에너지절약형 차량, 특히 전기자동차의 구입자에게 탄소세에 의해 확보된 재원을 이용하여 보조금을 지급하는 것이 운송부문에서 이산화탄소배출량을 줄일 수 있는 하나의 대안으로 평가되었다.
This paper presents an alternative decomposition technique to identify the relative importance of factors associated with changes in $CO_2$ emissions by using directional distance function to model the joint production of desirable and undesirable outputs. The key feature of the proposed approach is the introduction of fossil and non-fossil fuel energy input efficiencies, productivity change and emission intensity change. For the 27 OECD countries as a whole, the empirical results indicate that economic growth is the most important contributor to $CO_2$ emissions increase, while efficiency change is the most important component to $CO_2$ emissions reduction between 1980 and 2007. For more extensive insights, this paper divided 3 groups according to the emission growth rate and find out that high emission countries show relatively low production efficiencies and technical changes contributing $CO_2$ emissions increase. The results also provide that more strict environmental regulations are needed to improve the pollution intensity in these countries.
The goal of this study is to analyze the effects of the second energy tax reform of the transportation sector in Korea. For this purpose, we estimated the elasticities of energy demand(for gasoline, diesel and LPG) by using the ARDL(Auto-Regressive Distributed Lag) Model during the period of 1997 and 2005. We have the empirical results that the demand for diesel would decrease as much as of 382 million barrel per year and the demand for LPG would increase as much as of 20 million barrel per year since 2007. The second energy tax reform would also result in the decrease of 27,346 ton of air pollutants and 0.96 million ton of carbon dioxide per year. This shows that the second energy tax reform would have achieved its own policy goals by reducing energy demand and improving the quality of environment.

기후변화로 인하여, 홍수, 사막화, 엘니뇨 등의 자연재해가 이전보다 더 발생하고 있다. 기후변화 적응은 전 세계적으로 기후변화 대응보다 중요해지고 있다. 기후변화 적응을 위한 이슈 중 하나가 물 순환이다. 각 국가에서는 물 순환을 활성화하기 위한 기술을 개발하고 있다. 특히, 저영향개발(LID, Low Impact Development)이라는 물을 확보하기 위한 정책이 각 국가별로 추진되고 있으며, 이에 따른 기술이 개발되고 있다. 국내에서도 2001년에 국토해양부는 수자원장기종합계획을 발표하고, 환경부에서는 2013년에 LID기술요소 가이드라인과 환경영향평가 시 적용 가능한 저영향개발 매뉴얼을 개발하는 등 LID기술을 개발하고 적용하기 위한 정책을 펼치고 있다. 이러한 LID기술 중 하나가 빗물 집수시스템이며, 이 빗물집수시스템은 주거지역에서 빗물을 배수하고, 집수하여 빗물을 이용하기 위해 적용되고 있다. 현재 적용되고 있는 빗물 집수시스템은 측구 집수시스템과 원형 집수시스템이 있으며, 최근에는 수로형 집수시스템이 적용되는 지역도 있다. 본 연구에서는 전과정 평가(LCA, Life Cycle Assessment)를 이용하여 빗물 집수시스템의 환경성을 평가하고자 한다. 현재, 국내에서는 녹색건축물인증, 탄소성적 표지인증, 환경성적 표지인증 등 LCA를 이용하여 환경성을 평가하고 있다. 특히, 본 연구에서는 기후변화 측면에서 LCA를 적용하여 이산화탄소배출량을 평가하고자 하였다. 본 연구의 범위는 빗물집수시스템 30m로 가정하였으며, 측구 집수시스템, 원형 집수시스템 및 수로형 집수시스템의 건설, 운영 및 유지관리, 해체 및 폐기단계의 전 과정이다. 각 빗물 집수시스템에 대해 각 단계별로 이산화탄소 배출량을 산정한 결과, 수로형 집수시스템은 $2.82\;ton\;CO_2\;eq./set$이며, 원형 집수시스템은 $27.65\;ton\;CO_2\;eq./set$, 측구 집수시스템은 $21.54\;ton\;CO_2\;eq./set$이 배출되었다. 이산화탄소배출량 측면에서는 수로형 집수시스템이 나머지 두집수시스템보다 87~90%가 저감되는 것으로 나타났다. 본 연구는 저영향개발에 대응하는 동시에 기후변화를 대응한다는 측면에서 빗물 집수시스템 정책에 활용되고, 설계시에도 반영될 수 있을 것으로 사료된다. 추가적으로 이산화탄소뿐 만 아니라, 다른 환경성을 평가하는 연구가 진행될 필요가 있다.

Carbon dioxide is a major cause for which accelerates Global Warming. Therefore several countries are working on the project recommended to use a bicycle instead of the car when you move to the nearby destination in an effort to reduce the emissions of carbon dioxide. In this paper, It was developed to measure the greenhouse gas reduction using Bluetooth Sensor Node by riding a bicycle instead of a car and management system in order to authenticate the riding record. The developed application provides various information such as individual bicycle mileage, greenhouse gas reductions, bicycle riding path, the number of planted ginkgo trees. This proposed system is expected to be helpful to green house gas emission reduction because the usage rate of bicycle will increase if government combine ways to offer people rewards such as pin money or tax breaks for people who take advantage of the bicycle with the project.

최근 이산화탄소(Carbon Dioxode, CO2) 배출량 증가로 인하여 지구온난화와 같은 기후변화 문제가 심각한 사회 문제로 대두되고 있다. 이에 따라 2015년 12월 12일 프랑스 파리에서 열린 제21차 유엔기후변화협약에서 교토의정서를 대체하는 파리협정(Paris Agreement)을 채택하였으며, 국내에서는 이러한 국제사회의 기후변화 대응에 동참하고 온실가스 감축을 이행하기 위한 2050 탄소중립 정책을 추진하였다. 이산화탄소를 다량으로 발생시키는 철강·산업·건설·에너지 분야 중건설 분야에서 배출되는 이산화탄소는 전체 배출량의 19.9%로 특히 시멘트를 제조하는 과정에서 많은 양의 이산화탄소가 배출되고 있다. 기존의 건설 분야 에서는 이산화탄소를 저감하기 위해 콘크리트 배합 또는 양생과정에서 챔버 내 이산화탄소를 가스 형태로 주입하여 탄산화 반응을 통해 콘크리트 내부에 이산화탄소를 영구히 저장시키고자 하였다. 그러나 이는 챔버 사용, 양생조건 등 적용 조건이 제한적이며, 콘크리트 내 이산화탄소 흡수 효율이 높지 않아 이를 개선할 수 있는 기술이 필요하다. 이를 개선하기 위해 최근에는 콘크리트 배합수 내 이산화탄소를 용해시켜 배합과정에서 콘크리트 내부로 이산화탄소를 강제로 인입시키는 연구들이 진행되고 있다. 그러나 콘크리트 배합수로 사용되고 있는 일반물이나 지하수의 경우 가압을 하여도 약 1,400mg/L의 이산화탄소를 용해시키며, 가압을 통해 용해된 이산화탄소는 쉽게 대기 중으로 방출되는 한계점을 지니고 있어 현장에서 사용하기 어려운 문제가 있다. 이러한 한계점을 극복하기 위해서 본 연구에서는 200nm 이하의 크기를 가지는 나노버블기술을 이용해 압력을 가하지 않은 상태에서 수중에 이산화탄소를 용해시킬 수 있는 시스템을 개발하고자 한다. 나노버블기술을 이용한 수중 이산화탄소용해 시스템을 통해 수중에 이산화탄소를 용해시켜 콘크리트 배합수로 활용하기 위한 기초 연구가 될 것으로 판단된다.
Since the Republic of Korea is highly dependent on fossil fuels despite high oil prices, it urgently needs to renew its economic and social system to cut carbon emissions and achieve green growth. Therefore, reforming or eliminating subsidies related to the use of fossil fuels is a timely and oppropriate policy recommendation for Korea. It would be a win-win deal for Korean society as it would not only reduce the use of environmentally harmful fossil fuels but also enhance economic efficiency. In particular, cross-subsidies for industrial, agricultural and night thermal-storage power services make up more than 80 percent of all subsidies provided to the entire electric power industry sector of Korea. Of these cross-subsidies, this paper analyzes the electricity subsidy for industries, which takes up the largest share (about KRW 1.6583 trillion yearly), among the environmentally harmful subsidies in the electric power sector. Thus, the paper focuses on the analysis of ripple effect anticipated when this is reformed. To examine the effects of this subsidy reform, price elasticities were estimated using the ARDL (autoregressive distributed lag) model and quarterly data from 1990 to 2007. The main results of this study show that 1) annual energy demand for electric power in the industrial sector would drop by 12,475,930MWh and 2) $CO_2$ emissions would plummet by 2,644,897 tons per year if the subsidy were reformed. We can deduct from this that the abolition of environmentally harmful subsidies in the electric power sector in the Republic of Korea would considerably contribute to $CO_2$ emissions abatement in the country.
지난 3월에 발효된 기후변화협약의 목적은 이산화탄소 등의 온실가스 배출을 억제하여 지구온난화를 방지하자는데 있다. 그런데 이산화탄소의 배출을/억제하기 위해서는 화석연료의 사용을 줄일 수 밖에 없고 나아가서는 경제성장목표를 수정하지 않을 수 없을 것이다. 이산화탄소 배출저감을 위한 여러 정책대안들 중에 탄소세가 가장 효과적이며 시행가능성이 높은 것으로 알려져 있으며 EU를 비롯한 선진국들을 중심으로 범선진국 차원에서 이를 도입하자는 움직임이 있다. 특히 우리나라는 OECD가입을 목전에 두고 있어 다른 선진국들과 마찬가지로 탄소세의 도입을 적극 검토하지 않을 수 없다. 이에 본 고는 원유환산배럴당 10달러의 탄소세를 부과할 때 우리나라 각 산업부문에 미치는 영향을 산업연관모형 및 정태적 무역모형을 이용하여 추정하였다. 그 결과 우리나라 산업전반에 걸쳐 탄소세의 영향이 상당히 크게 나타났으며 특히 시멘트, 철강, 화학 등의 에너지 다소비 업종을 중심으로 심각한 대외경쟁력 약화 및 수출감소가 추정되었다.
Purpose: The purpose of this study is to identify the characteristics of C02 emissions by road before establishing a policy to reduce greenhouse gas emissions. Method: As for the analysis method, the traffic volume and speed of the road were estimated using the traffic Assignment model targeting 27 arterial road axes in Incheon Metropolitan City. And, after estimating CO2 emissions by road axis by applying this, the characteristics of each group were analyzed through cluster analysis. Result: As a result of cluster analysis using total CO2 emissions, CO2 emissions by truck vehicles, and the ratio of truck vehicle emissions to total carbon dioxide emissions, four clusters were classified. When examining the characteristics of each road included in each group, it was analyzed that the characteristics of each group appeared according to the level of impact by CO2 emissions and truck vehicles. Conclusion: It is judged that it is necessary to establish a plan in consideration of CO2 emission characteristics for road CO2 management for greenhouse gas reduction.
Green logistics is regarded as an inevitable global trend in the 21st century. It can be accomplished through more broad and active reverse logistics globally, resulting in use of less fossil fuels, finally reducing carbon dioxide and other pollutants. Many countries such as U.S., Japan, EU nations have already set up policies related to carbon reduction, so-called 'green policies.' This paper aims to identify evaluation criteria for logistics policies and relative importance among those criteria, especially in the field of ports and in-land hub terminals. We examined projects related to carbon reduction from domestic and foreign ports and logistics centers and found evaluation factors and assessment indicators. With pre-evaluative items and pre-assessment indicators, we have done a survey and selected evaluation factors and assessment indicators for ports and inland hub terminals in Korea. By analyzing the mutual importance of each pre-evaluative items and pre-assessment indicators related to carbon reduction policies, this research provides guidelines on selecting the key items for the propulsion of carbon reduction projects. This study shows the importance of preliminary evaluation items and indexes with AHP in evaluating carbon reduction policies and the result shows the restrictions and change in transportation and use of alternative fuels. Lastly, it provides a guideline to policy-makers and firm managers in the field of green logistics.
