내전 후 전쟁 상처를 복구 중에 있는 이라크는 주택, 인프라, 사회 서비스망 구축의 필요에 따라 지난 2010년 이라크 기획청(Ministry of Planning, MOP)이 이라크의 삶의 질 개선을 위한 국가개발계획(Iraq National Development Plan, 2010 ~ 2014)을 수립하고 15개 주정부와 쿠르드 자치정부 지역에 100만호 주거 시설 제공을 위한 국가 주택 프로그램을 발표했다. 이에 따라 2017년까지 주택과 교통인프라, 에너지, IT, 의료, 보안 등에 걸쳐 총 2,750억불(약 300조원)을 이라크 재건사업에 투자할 계획이다. 또 2030년까지는 에너지 분야에 5,000억불 투자 등 정유공장, 발전소, 도로, 인프라, 공공시설 및 군시설 등 다양한 분야에 최소 7,000억불에 달하는 예산을 투입할 예정이다. 한화건설은 지난 2012년 80억 달러 규모의 이라크 비스마야 신도시 건설공사를 수주해 우리나라 해외건설 역사상 최대 규모의 프로젝트 기록을 세웠다. 또한 이 계약으로 우리나라 해외건설 누적 수주액 5,000억 달러 돌파에 크게 기여했다. 윤창기공(주)(대표 백종윤)는 비스마야 현장에서 PC 플랜트 현장의 기계설치공사와 하우징 현장의 기계설비 및 소방공사를 담당하고 있다. 본지는 이라크 현장에 있는 윤창기공(주) 정몽준 소장과 김용우 소장을 이메일로 만나 보았다.

이라크 전쟁이 막바지에 이르면서, 전후 복구사업의 이권을 둘러싼 국가간 노공행상과 명분싸움으로 시끄럽다. 전쟁 발발 이후 전 세계 항공, 여행업계는 큰 손실을 입어야 했고, 방송,미디어 업계도 예상외로 수익이 급감했다. 반면 모바일 뉴스 서비스, 통신, PC, 소프트웨어 등 일부 IT업계는 이라크전 관련 정보서비스 수요로 뜻하지 않는 전쟁 특수를 누렸고, 이라크 재건 사업이라는 어마어마한 시장을 두고 촉각을 곤두세우고 있다.

The real purpose of the Iraq War was to ensure that the United States took control of Iraq's oil and retained its hegemony in the Middle East. Afterward, anti-American and anti-war movements spread around the world. The Iraq war is an important event. Korean poetry goes beyond the specificity of 'Korean War and division' and puts 'anti-war' and 'peace' at the universal level on the subject. It means joining the global and contemporary issues of 'anti-war' and 'peace'. Korean poetry based on the Iraq War is divided into three categories: poetry that accuses and testifies to the devastation, poetry that identifies the cause of the war, and poetry that presents alternatives and solutions. The poetry is linked to the idea of respect for life, and appears in the form of peace and nonviolence.

This study examines the roles of government and reasons of defeat on 9.11 terror, iraq war between 2001 and 2003. The administration functions critical role of national security. And punctual, accurate information supply capability helps policymaker's decision-making. Hence, information of punctuality and accuracy should be given to policymakers. And without two above written factors, it will result in failing. Information concoction on policymaker's pressure, biased informant, inaccurate information and lack of assembly means under the extensive organization and technologized spying means, Fail to keep information objectivity, leads to information failure. In the context of a series of facts, we shall cover the position of government and reasons of calamities. Two incidents deem as information failure by national security service, but concoction of Iraqi mass destruction weaponry is believed as bush administration's deception on account of political gains. For fully functional government role, governing body should reinforce all aspects of gathering, analyzing, and making use of information more objectively in the first place. In particular, information concoction involving policymakers post massive stumbling block to organized outcome. The thesis presents a prospective view of government position under the U.S. secret agent over 9.11 terror and Iraq war.

국내 항만 공공시장이 침체된 상황에서 이라크 바스라주 남부지역내 컨테이너 전용부두와 일반화물부두를 조성하는 대형사업이 계획되었다. 그리스 주도의 다국적 기업인 아키로돈이 공사중인 동측방파제와 병행하여 대우건설은 15.85km 사석경사식의 서측방파제 공사를 2014년 2월부터 2018년 5월 현재까지 수행 중에 있으며 그 주된 설계, 시공현황을 요약하였다. 아울러, 시공 중 재료수급, 해양조건, 사업지 지반여건을 고려한 설계 최적화 과정도 소개하였다.

미국의 이라크 침공으로 원유가가 90년 이라크의 쿠웨이트 침공이후 최고치를 기록한 가운데 지구촌의 경제가 춘래불사춘의 지경에 이르고 있다. 아직도 에너지원의 상당부분을 화석연료에 의지하고 있는 상황에서 각국은 이제 대체에너지의 실용화를 그 어느 때보다 절실하게 고려하기 시작했다. 세계 원유생산량의 25%를 사용하면서 세계 최대의 원유비축량을 자랑하는 미국 조차 외국에 대한 에너지 의존이 국가안보에 좋지 않다면서 대체에너지 확보에 열을 올리고 있다. 에너지 4대수입국인 우리나라로서는 취약한 에너지 안보 상황을 하루 빨리 해결하기 위해서라도 대체에너지의 실용화를 진지하게 진지하게 고민해야 한 때다. 미국 콜로라도주 덴버에 있는 에너지 컨설팅 회사 넥스트웨이브 에너지사의 리처드 스투비 사장은 "지금이야말로 대체에너지 실용화의 적기"라고 힘주어 말하고 있다. 다시 고조되고 있는 지구촌의 대체에너지 개발붐을 계기로 대체에너지의 효용과 채택 전망 등을 알아본다.
