정보통신 및 육상, 해상 그리고 기상과 같은 지구관측기술의 발달과 더불어 인공위성은 우주기술 중에서도 우리의 일상생활에 가장 밀접한 영향을 미치고 있다. 이러한 위성에 의한 서비스는 텔레비전 중계, 고정 및 이동통신, 기상위성에 의한 구름사진 등과 같이 우리의 안방에까지 침투하고 있으며, 특히 21세기에는 위성 및 그 응용산업이 국가의 산업발전에 지대한 영향을 미칠 것으로 예측된다. 90년대 들어 우리 나라도 무궁화 위성, 우리별위성, 아리랑위성 등의 사업이 본격적으로 진행되어 일부 위성은 발사하여 운용 중에 있으며, 시리즈 위성을 계속 개발 중에 있다. 인공위성에 대한 독자의 궁금증을 풀고, 이해도를 높이기 위해 앞으로 5회에 걸쳐 인공위성에 대한 연재를 싣기로 한다.

이동 및 무선의 첨단 정보통신 기술이 발달함에 따라서 미래 전장은 육해공군의 새로운 전군 통합 정보통신체계를 구축하기 위한 사업초기단계에 가장 중요한 소요공학적인 문제를 수반하고 있다. 장차 정보전에 대비하여 소요군이 실시간으로 전쟁을 수행하기 위해서는 필수적으로 전군통합 정보체계를 건설하여야 할 것이며, 특히 정보체계 건설 초기에 체계의 통합성, 상호운용성, 정보보호 및 경제성을 고려하여 구체적 전군통합 정보체계의 요구사항들을 도출 및 파악하고 작성하는 것은 대단히 중요하고 어려운 문제이다.

The Korean mobile telecom market has undergone a sea change since Apple created a new mobile ecosystem with Appstore and iPhone. Many non-telecom operators have been trying hard to come up with new business strategies to gain a competitive edge. The shifting competition landscape requires a new communications policy that can further stimulate the evolving market. This is why countries around the world are upgrading their communications policies: to renew the market foundation and better respond to the ever-changing industry environment. Using the ANP(Analytic Network Process) model, this study identifies policy variables and performs quantitative analysis on their priorities. The analysis results will help prioritize policy variables under the limited amount of resources, and serve as useful guidelines for making mobile ecosystem policies.

Short message service (SMS) is a Popular mobile data service in cellular networks. One SMS message can carry 50 Korean alphabets. Cellular operators standard and develop multimedia message service (MMS) based on P2P as color phones having multimedia solutions such as MIDI, MP3, JPG, PNG, and MPEG have been developed. MMS can be a key cash flow in the non-voice mobile revenue together with SMS. Copyrights protection of contents in a MMS message can be issued as MMS can be the popular P2P service such as MMS. In this paper, we propose MMS DRM system to protect copyrights of contents in MMS with the minimum change of MMS system. The proposed MMS DRM system protect copyrights of contents using DRM Packager, DRM Server, and DRM Agent and support various use cases to activates MMS in mobile networks.

This study relates to a method and device for extracting and tracking moving objects. In particular, objects are extracted using different images between adjacent images, and the location information of the extracted object is continuously transmitted to provide accurate location information of at least one moving object. It relates to a method and device for extracting and tracking moving objects based on tracking moving objects. People tracking, which started as an expression of the interaction between people and computers, is used in many application fields such as robot learning, object counting, and surveillance systems. In particular, in the field of security systems, cameras are used to recognize and track people to automatically detect illegal activities. The importance of developing a surveillance system, that can detect, is increasing day by day.

와이브로 서비스는 유선통신시장이 정체됨에 따라 국내 유선사업자의 새로운 성장 동력으로 주목받고 있으며, 84개 도시에 대규모 투자가 계획되어 있다. 하지만 신기술의 특성상 많은 소비자 설문에도 불구하고 와이브로의 시장성과는 매우 불확실한 것으로 받아들여지고 있으며, 자칫 대규모 투자에도 불구하고 시장성과가 미약할 경우 해당 기업뿐 아니라 국가적으로도 막대한 손실이 발생할 수 있다. 따라서 본 연구는 소비자 성향을 고려하여 효과적인 와이브로 투자 전략을 도출하는 것을 목적으로 한다. 특히 본 연구에서는 시뮬레이션 기법을 사용하여 와이브로에 대해 인지된 가치와 소비자의 이동성향을 반영한 서비스 커버리지 전략을 도출하였다. 본 연구의 결과에 따르면 소비자의 이동성향이 높을 경우에는 인구가 가장 많은 지역을 중심으로 서비스 제공지역을 확장하는 전략이 상대적으로 좋은 성과를 보였다. 소비자의 이동성향이 중간이면서 와이브로의 가치가 높을 경우에는 이동성향을 반영한 구역(cluster) 커버리지 전략이 상대적으로 좋은 성과를 나타냈다. 또한 이동성향이 낮을 경우에는 구역 커버리지 전략과 사람이 많은 곳을 대상으로 서비스를 제공하는 전략이 좋은 성과를 보였다.

In this study, the conceptual model which can integrate the social process and technological teaming in technological innovation is developed and applied to the analysis of the cases on the innovation of Korean mobile telecommunication industry. Korean mobile telecommunication Industry has two peculiar characteristics. First, there have been rapid technological loaming and catching-up processes in Korean mobile telecommunication which have never been in other newly industrializing countries. Second, CDMA is the only multiple access mode which has been used in cellular phone service. It is the purpose of this study to analyse how these characteristics have been emerged during past ten years based on the suggested model integrating the social process of technology selection and technological learning.

최근 들어 전파 이용은 기존의 이동전화.방송에서 교통, 의료, 과학, 치안 등 모든 분야로 확대되고, 다양한 전파응용기술이 발전하면서 무선국 수가 1990년 기준(22만 5천국)으로 1995년에는 10배, 2000년에는 100배를 상회하여 매 5년마다 10배씩 급격히 증가하고 있다. 이와 함께 국내 전파통신서비스 시장 또한 1990년 718억원에서 1999년 9조8천억원으로 연평균 70%이상 성장하였고, 전파산업의 GDP 비중 역시 1996년 3.5%에서 1999년 5.1%로 증가하는 등 국가 경제에서 전파산업의 비중이 급속히 확대되면서 전파는 국민 경제의 핵심요소로 등장하고 있다. 정통부 전파방송관리국은 전파통신 기반확충과 효율적 전파관리, 방송매체의 디지털화와 방송기술의 고도화, 전파.방송산업의 활성화 지원, 우주통신 개발촉진 및 이용의 활성화, 전파 환경 보호 및 전파이용질서의 확립 등을 2001년도 중점사업으로 하고 있다. 이에 전파방송관리국의 2001년 주요 업무계획 내용을 원문 그대로 게재한다.

SMART Highway 사업은 첨단 IT통신과 자동차 및 도로 기술이 접목된 세계 최고수준의 빠르고 편안한 지능형 녹색도로 실현을 목표로 하고 있다. SMART Highway의 도로-자동차 기반 교통운영에서 핵심기술인 VANET(Vehicular Ad-hoc Network)은 다수의 차량들이 무선통신을 이용하여 차량 간 통신 또는 차량과 RSU(Road Side Unit)사이의 통신을 제공하는 차세대 네트워킹 기술이다. 특히, 운전자의 안전에 직접적인 영향을 끼칠 수 있는 V2V 통신의 경우 차량 간의 안전한 통신을 위해 차량 간 상호인증이 반드시 고려되어야 한다. 이처럼 빠른 속도로 이동하는 차량 간 인증이 원활이 이루어지기 위해서는 기존의 네트워크에서 사용된 인증방식은 그대로 적용시키기 어렵다. 따라서 본 논문에서는 다수의 차량 간 통신 시에 보다 효율적인 차량 인증을 위해 카운팅 블룸필터를 이용한 차량 인증 기법을 제안한다.

As the mobile telecommunications service market grows rapidly, interconnection opportunities from the fixed network to the mobile network increase and the land-to-mobile (LM) interconnection charge becomes critical factor in competition between fixed and mobile telecommunications service providers. This paper aims to evaluate the LM interconnection charge level in Korea in comparison with those of 36 foreign countries and suggest the regression model for the LM interconnection charge. Based on the regression analysis, we found that regulation, GDP per capita, wire telephone penetration, liberalization are identified as significantly affecting factors on the LM interconnection charge level, and the level of the LM interconnection charge is comparatively low.
