Research on the improvement of technology transfer agent system Through South Korea and China's technology transfer agent system comparison (한국과 중국의 기술거래사 자격제도 비교를 통한 기술거래사 제도개선에 관한 연구)

  • Recently, accumulation of technology, transfer, absorption, and commercialization is being significantly recognized as a key factor for sustainable growth of the 21st century global economy. The government established "Technology Transfer and Commercialization Promotion Act" In order that the technology developed at public research institutions can be transferred to the private sector and commercialized; the technology developed in the private sector can be traded and commercialized. Also, the Article 14 of "Technology Transfer and Commercialization Promotion Act" is concerning technology transfer agents' registration, promotion, and support: it introduced the special status system of technology transfer agents and the government registers, manages, and supervises it. In most developed countries, the technology transfer agency is transferred to the private sector and it is referred as a technology transfer agent or technology broker. In the domestic market, despite the introduction of the above special status system and the building a various organization and transfer medium system for boosting the market's revitalization, some problems occurred; because the registration system of a technology transfer agent and legal basis and system about its following-up control fall short. For example, recently technology transfer-related performance exemption has brought the activation of technology transfer agent's registration, but there was the limit of selecting the expert above a certain level. Therefore, some countermeasures for this are urgent, In addition, through a compulsory training completion system before the technology trade agent registration is prepared, a short period of curriculum was not sufficient to provide applicants various specialized knowledge. In this research, it is considered about the reform of technology transfer agent through its comparative study in China and Korea. Some improvements are suggested for expanding the market of technology transfer commercialization, assuring the agents' service and strengthening the competitiveness.

Environmental Policy Suggestions for Increasing Efficiency of Soil Contamination Investigation Systems including Soil Contamination Fact-Finding Investigation Sites and Special Soil Contamination Management facility Sites (토양오염실태조사 및 특정토양오염관리대상시설 부지 등에서 토양오염조사의 효율성 제고를 위한 환경정책의 고찰)

  • Attempts were made to increase an efficiency of soil contamination investigation systems(SCISs) including Soil Contamination Fact-Finding Investigation Sites and Special Soil Contamination Management Facility Sites in Korea. In order to increase low efficiencies resulting from inappropriate SCISs, possible policy suggestions are driven based on the results from problem findings of Korean policy and comparisons of policies in industrialized countries including United States, United Kingdom, Germany, the Netherlands and Japan. First, functions of Soil Environment Conservation Act(SECA) on liability should be updated and reinforced to initiate a soil contamination investigation process for stakeholders including an owner(s) or a responsible party(ies) of the potentially soil contamination sites positively. Second, appropriate SCISs should be emerged for implementing the Soil Contamination Fact-Finding Investigation Sites and Special Soil Contamination Management Facility Sites properly. Stakeholders for the potentially contaminated sites should easily access and raise the soil contamination issues, and soil contamination investigation implemented by liable and profit environment (consulting) companies should be encouraged. Third, the soil contamination reporting system of SECA needs to change legally responsible. Further more, public announcement system showing soil quality of a site which exceeds a certain scale would be considerable. Fourth, liable environment (consulting) companies should legally execute Soil Environment Assessment of SECA.

Improving on Planting in Small Scale Development - The Case of Seoul - (소규모 대지의 조경 개선방안에 관한 연구 - 서울시를 사례로 -)

  • Under the Korea Building Act, anyone planning to build a building or buildings on a site over $200m^2$ must plant plants over a specific area. In large scale development this rule is adhered to well, but such is not the case in small scale development. Therefore, special attention must be given to small scale development. Thus, the purpose of this research is to analyze the current situation and practice of planting at small scale development sites in Seoul, and then suggest policies for improving them. In this study using the data covering Seongbuk-Gu and Gangnam-Gu, which was surveyed in 2002, the current situation and practice of planting at small scale development sites was analyzed. After a questionnaire survey was conducted with government officers and building owners, the same analysis was made. Then the policies for improvement were extracted. The results are as follows: 1. In superordinate planning stage, because the minimum standards are too low, those must be strengthened. Any district plan does not control planting in private building lots. This requests active application of planting in private building lots as a design control measure in district planning. 2. In the building design stage, there are no guidelines. The obligation of building set-back between adjacent buildings by the Korean Building Act produces mass shaded and inferior planting beds. The act also is blocking landscape architects' participation in small scale development. And wall installations deteriorate the streetscape and growth of plants with shading. Therefore guidelines must be made. 3. In each stage of the building permit, the permit for building completion, and maintenance the Korean Building Act is blocking landscape architects' participation in small scale development, so the planting plan is completely handled by nonprofessional persons. Therefore, the act should be amended in order to make way for landscape architects' participation in each stage of the small scale development process.

  • Contributed acceptance system is causing problems with the usefulness and follow-up services and the like, other than the origin purpose which needs to be operated as rational adjustment method between the public interest and the private. Accordingly, this study has examine the problems by analyzing the present condition of practical public facilities and has the purpose on drawing the improvements by conducting consciousness survey from in substance users. The problems drawn from the analysis and the survey are location and position of the public facilities by reason of making public facilities at leftover land, the awareness and use as in-site facilities, creating street facilities without considering the use and safety of the users, follow-up service issues and the usefulness issues by creation without considering the surrounding conditions. The proposal of improvements for efficient operation by each problems are devising plans by considering location and position of the facilities for utilization and usefulness, secondly the necessity of the public relations for the improvements of the utilization of public facilities. thirdly, conducting the legal obligation by installing direction boards for its awareness of public facilities and delegating operation of facilities to public corporations such as SH, LH and inhabitants for efficient follow-up services, lastly, establishing the public facility map service which could figure out the surrounding conditions of public facilities to utilize for the contributed acceptance.

Legal Research about the Public Offering of Director Compensation (이사보수의 공개에 관한 법적 연구)

  • Due to the influences of global financial crisis, countries are putting their efforts on the enhancement of appropriateness and transparency of director compensation. In several countries including Germany, the United States, the United Kingdom, France, and Italy, listed companies and financial institutions in certain levels make public announcement for compensations of individual directors, not the averages. Recently, even Asian countries including China, Hong Kong, and Singapore are introducing individual director compensation public announcement policies. On the other hand, in cases of companies, which must submit annual reports, under current Korean capital market laws and enforcement ordinances, they are obligated to mention 'total wage paid to all executives in that business year' on the annual report, but does not have to mention individual wages of each executive. About this, at the 17th national assembly, revised bill for the Securities and Exchange Act for companies to mention wages of each executive. The financial world is opposing to open individual director compensation to the public as they concern about the shrinking of outstanding human resources recruitment, breach of corporate confidence, privacy invasion, deterioration of labor-management relations, and downfall of the executive's management will as director compensation will be standardized downward; however, if public opening of individual director compensation is forced, domestic companies will prepare more objective and rational standards when they calculate director compensations, and moreover, it will prevent arbitrary intervention of dominant shareholders. Therefore, to clearly and efficiently control director compensation, we need regulations for obligating public opening of individual director compensation.

Comparative Analysis of Estimation of Demand for Urban Railway Stations and Forecast of Transportation Facilities Size Prediction (도시철도역 이용수요 추정 및 이동편의시설 규모 예측 비교 분석)

  • The size of the subway entrance should be calculated according to the user's demand, but Korea has the same size for each entrance by applying a uniform value. Recently, the installation of mobile convenience facilities such as escalators, elevators, etc. is mandated by the traffic weakness promotion law, but it is inconvenient to use the existing stations because it is mainly arranged in the place where it can be installed regardless of user demand. This study aims to establish a model for estimating the size of mobile convenience facilities by predicting the use demand of each station entrance so that the location and size of mobile facilities can be reflected in the design or construction of the station. To this end, a multiple regression model was established to forecast daily demand by utilizing the demand for getting on and off by station and the building association area for each purpose around the railway station. The actual data of Dongdaemun and Jonggak Stations were used to verify the estimated model. In addition, the escalator installation scale was compared / analyzed by doorway using domestic and overseas escalator equations. As a result, it was more accurate to estimate the usage demand for a single station. Also, Jonggak Station has an up and down escalator installed at exit 1, but it was analyzed that it is appropriate to install at exit 4. This study is an advanced form of the essay model for estimating the users of the entrance and exit users of urban railway stations published in 2018. In addition, it seems to be the basis of the current escalator installation criteria.

  • The Project Risk Management is intended to result in the effective management by identifying in advance and mitigating all significant risks including project risks and opportunities during the entire project life cycle - from project inception to completion of construction. It is impossible to predict an exact budget and construction duration before finishing a project. So, Washington Department of Transportation mandates that workshop-based risk management is conducted for projects over specific cost. However, the domestic construction sites have depended on numerical risk analysis without any workshop and efficient risk management have not made. Therefore, in this study, we propose the effective risk management using the RBES program which is very useful for workshop-based risk management and pre & post mitigation, by workshop-based risk management techniques. This proposed risk management approach is applied to a domestic 'A' river recovery project. It is concluded that we may expect the effect to mitigate the total cost overrun problem and the construction duration delay effect in the project by identifying significant risks and by preparing effective risk mitigation strategies.

An Experimental Study on Explosion Hazard of Dry Cleaning Solvent Recovery Machine in Laundry (세탁소 유기용제 회수건조기의 폭발 위험성에 관한 실험적 연구)

  • This study analyzes the explosion hazard of dry cleaning solvent recovery machine in laundry shop in two aspects, i.e. combustible and ignition source, and determines the explosive conditions of this machine by conducting mockup explosion tests repeatedly, varying conditions and using real dry cleaning solvent recovery machines. As to combustibles, two kinds of combustibles used widely in Korea have been selected and tested. The flash points, LEL's, and saturation vapor pressures of those combustibles have been measured, and their explosion specific curves have been drawn, based on the results of the measurements, so that the explosion risks of those materials may be determined, depending on the temperatures. Potential voltages generated from materials for laundry and foreign materials of metals have been assumed to be the ignition sources in this application, and their potential voltages have been measured, depending on temperature, humidity, and antistatic agent, by using real materials for laundry and a potential voltage measuring device. Tests have been conducted, varying the quantities, concentrations, and operating temperatures of materials for laundry. As a result, explosions have not been generated with potential voltages of materials for laundry, but explosions have been observed when applying artificial spark energy of 2.0 mJ.

  • 비상대처계획(EAP, Emergency Action Plan) 수립 및 홍수위험지도 작성의 목적은 댐.제방 붕괴 등 비상상황이 발생하였을 때 하류부의 생명과 재산 손실을 최소화하기 위한 것으로서 댐 운영 및 관리책임자가 극한홍수 및 지진발생 조건하에서 댐의 물리적, 지형적, 구조적 특성에 따른 발생 가능한 비상상황을 예상하고 이에 효율적으로 대처하기 위한 가능한 최선의 사전계획을 수립하는 것이다. 또한, 댐의 비상상황에 대처하기 위한 비상대처계획 수립 의무화 및 이에 대한 실제적인 모의훈련 등에 필요한 기초자료를 체계적으로 제공하고자 함에 있다. 국내에서 EAP를 수립하여야 할 대상 댐 저수지는 한국수자원공사에서 관리하는 다목적댐, 생공용수댐과 한국농촌공사에서 관리하는 농업용저수지, 한국수력원자력주식회사에서 관리하는 수력발전댐 및 지방자치단체에서 관리하는 댐 등이 해당된다. 제방의 경우 인구가 밀집되어 있는 전 지역이 그 대상이 될 수 있다. EAP의 주요 내용에는 만약에 발생할 수 있는 붕괴 사고시 인명의 손실이나 재산상의 피해를 발생시킬 수 있는 댐 저수지들에 대해서는 EAP를 수립하거나 갱신하기 위한 지침들이 포함되어 있어야 한다. 댐으로부터의 하류 연안지역의 개발이나 소유권은 다양하며, 이로 인해 댐의 운영이나 붕괴로 인한 잠재적 인명손실 또한 다양할 수 있다. 따라서 모든 EAP는 댐, 저수지 하류부 현장 조건에 맞도록 구성되어야 한다. EAP 수립의 주체는 댐 및 저수지 관리자이며 EAP에는 비상상황 확인, 평가, 등급분류, 비상연락체계 및 경보전달체계 수립, 비상시 응급행동요령, 홍수범람예측지도 작성, 비상주민대피계획 및 훈련방안, 부록, 주기적 또는 필요시마다 보완 계획 등이 포함되어야 하며, EAP의 주요 구성요소인 홍수위험지도에는 홍수위험정보 및 대피정보를 제시함으로써 실제 주민 대피계획시 실제적이고 효율적인 대피계획 수립에 활용될 수 있다. 있는 기술가치평가 모형의 구축이 요구된다. 이에 본 연구에서는 효율적인 R&D 투자 정책 수립과 정부정책수립에 기여하고자 AHP(Analytic Hierarchy Process, 계층 분석 과정)기법을 이용, 수자원의 지속적 확보기술의 특성에 따른 4개의 평가기준과 26개의 평가속성으로 이루어진 2단계 기술가치평가 모형을 구축하였으며 2개의 개별기술에 대한 시범적용을 실행하였다.하는 것으로 추정되었다.면으로의 월류량을 산정하고 유입된 지표유량에 대해서 배수시스템에서의 흐름해석을 수행하였다. 그리고, 침수해석을 위해서는 2차원 침수해석을 위한 DEM기반 침수해석모형을 개발하였고, 건물의 영향을 고려할 수 있도록 구성하였다. 본 연구결과 지표류 유출 해석의 물리적 특성을 잘 반영하며, 도시지역의 복잡한 배수시스템 해석모형과 지표범람 모형을 통합한 모형 개발로 인해 더욱 정교한 도시지역에서의 홍수 범람 해석을 실시할 수 있을 것으로 판단된다. 본 모형의 개발로 침수상황의 시간별 진행과정을 분석함으로써 도시홍수에 대한 침수위험 지점 파악 및 주민대피지도 구축 등에 활용될 수 있을 것으로 판단된다. 있을 것으로 판단되었다.4일간의 기상변화가 자발성 기흉 발생에 영향을 미친다고 추론할 수 있었다. 향후 본 연구에서 추론된 기상변화와 기흉 발생과의 인과관계를 확인하고 좀 더 구체화하기 위한 연구가 필요할 것이다.게 이루어질 수 있을 것으로 기대된다.는 초과수익률이 상승하지만, 이후로는 감소하므로, 반전거래전략을 활용하는 경우 주식투자기간은 24개월이하의 중단기가 적합함을 발견하였다. 이상의 행태적 측면과 투자성과측면의 실증결과를 통하여 한국주식시장에 있어서 시장수익률을 평균적으로 초과할 수 있는 거래전략은 존재하므로 이러한 전략을 개발 및 활용할 수 있으며, 특히, 한국주식시장에 적합한 거래전략은 반전거래전략이고, 이 전략의 유용성은 투자자가 설정한 투자기간보다 더욱 긴 분석기간의 주

A Study on the Function of Dike of Above-ground Membrane type LNG Storage Tanks (지상식 멤브레인 LNG 저장탱크의 방류둑 기능 연구)

  • 현행 가스법상 지상식 LNG 저장탱크에 있어서 일정 용량의 저장탱크 주위에는 액상의 가스가 누출된 경우에 그 유출을 방지할 수 있는 방류둑(Dike) 또는 이와 동등 이상의 효과가 있는 시설을 설치하도록 규정하고 있어, 실제로 모든 지상식 LNG 저장탱크에 대해서 별도의 방류둑 설치를 의무화하고 있다. 또한, 예외규정으로 국제기준(international codes and standards)에 의해 설계되는 저장탱크는 심의를 통해 방류둑 기능을 인정할 수 있도록 하고 있다. 외국의 경우 LNG 저장탱크는 일반적으로 자국내 법령보다는 국제기준에 의해 건설됨으로써 1차 탱크로부터 일정거리의 둘레에 방류둑이 필요한 단일방호식 저장탱크 이외에 이중방호식, 완전방호식(full-containment) 및 멤브레인식(membrane) 저장탱크의 경우 외부(콘크리트, 강재)탱크가 방류둑 기능을 가지고 있어 별도의 방류둑이 필요없는 구조로 규정하고 있다. 멤브레인 LNG 저장탱크의 경우 프랑스, 일본 및 한국이 설계기술을 보유하고 있고, 최근 프랑스 및 한국에서 별도의 방류둑 없는 지상식 멤브레인 저장탱크 건설이 추진되고 있으나 양국 모두 자국법의 방류둑 규정에 의해 건설의 장애요소로 작용하고 있다. 따라서 지상식 멤브레인 LNG 저장탱크의 방류둑 기능에 대한 각 국의 법령 및 기준을 조사하고, 방류둑 일체형 저장탱크(완전방호식 및 멤브레인 저장탱크)의 형식별 안전성 평가 자료를 비교 검토함으로써 방류둑 일체형 멤브레인 저장탱크의 국내 도입의 타당성을 검토하고자 하였다. 조사결과 유럽, 미국 및 일본에서는 이중벽 LNG 저장탱크의 경우 콘크리트 외부탱크가 방류둑 기능을 가지는 것으로 규정하고 있으며, 특히 EN 1473과 제정중인 prEN 265002에서는 멤브레인 저장탱크의 경우 내부 멤브레인 탱크 누출시 단열시스템과 함께 외부 콘크리트 탱크가 액밀성 및 기밀성을 동시에 가지는 것으로 별도의 방류둑이 불필요함을 규정하고 있다. 프랑스 및 일본의 방류둑 일체형 LNG 저장탱크에 대한 위험성 평가 결과를 검토한 결과 멤브레인 저장탱크와 완정방호식 저장탱크는 안전성 차원에서 거의 동일한 것으로 나타났다. 따라서 국내에서 개발한 지상식 멤브레인 LNG 저장탱크 설계모델에 대한 안전성 제고 및 안전성 평가 등을 통해 객관적인 안전성 근거가 확보된다면 동 탱크의 경우에도 완전방호식 LNG 저장탱크와 같이 외부콘크리트 저장탱크의 방류둑 기능인정이 가능할 것으로 판단된다.
