A Knowledge Acquisition Method using Ontologies (온톨로지 기반 지식획득 방법에 대한 연구)

  • 지식관리시스템은 기업들의 생산성을 높이기 위해 사내보유 지식을 획득, 관리하여 후속 업무 처리에 적극 활용하도록 지원하는 시스템이다. 현재 지식관리시스템들에서는 정형적 지식에 대한 추출은 잘 이루어지고 있으나, 조직원들의 암묵지에 대해서는 자발적 등록을 유도하는 보상제도 등의 방법에 의존하고 있다. 본 논문은 업무를 진행함과 동시에 조직원으로부터 지식을 의무적으로 획득할 수 있는 방법에 대해 연구하였다. 또한 지식을 온톨로지 기반으로 표현함으로써 지식을 단지 설명하는 차원의 지식베이스를 구축하는 것이 아니라 새로운 지식을 추론할 수 있는 방법을 제안하였다.

  • 건교부는 일반.전문건설업간 겸업을 허용한 건설산업기본법 개정의 후속조치로 마련한 건산법 시행령 및 시행규칙 개정안을 지난 9월 5일 입법예고하고 9월 27일까지 의견수렴 기간을 거쳐 본격 개정에 들어가 내년부터 적용할 계획이다. 개정안은 겸업제한에 관한 특례에 따라 기계설비의 설치와 관련된 업종은 4년간 유예하는 내용을 포함하여 내년부터 일반.전문건설업간 겸업이 허용됨에 따라 본격화될 교차 진출 때 과거 공사실적의 인정기준이다. 또한 2009년 7월 시행이 예정도니 단순복합공사의 원도급 허용범위와 지난 8월 발표된 건설업 등록 때 기능인력 보유 의무조항 등과 함께 내년에 별도의 입법을 통해 추진된다. 이와 함께 개정안에는 건설공사 부실, 부조리에 대한 제재 강화 조항도 포함됐다. 이 중 기계설비공사업과 관련된 내용만 발췌하여 게재한다.

  • 홍콩은 3G MVNO를 제도적으로 도입한 대표적인 사례이다. 홍콩의 규제당국 OFTA는 3G MNO에게 네트워크 용량의 30%에 대해 개방을 의무화하였고, 3G MVNO에게 강력한 권리를 부여하는 라이센스를 발급하였다. 이로써 MVNO 사업자에게 3G 주파수를 보유하지 않고서도 3G 서비스를 제공할 수 있는 기회가 제공되었다. 흥콩의 규제당국은 3G MVNO제도를 도입함으로써 3G 시장의 조기정착, 통신시장의 경쟁활성화, 소비자 혜택의 증대를 기대하였다. 우리나라는 2.3GHz Wibro(휴대인터넷) 라이센스에 네트워크 용량의 30%를 MVNO에 개방해야 한다는 도입근거를 마련함으로써 Wibro 시장의 MVNO제도가 주요 이슈가 되고 있다. 본 연구에서는 홍콩의 3G MVNO제도 도입과정과 제도적 특성을 분석함으로써 국내 Wibro 시장의 MVNO제도 도입에 참고가 될 수 있는 시사점을 제시하고자 한다.

  • IT기술의 발전과 인터넷의 끊임없는 확장은 정보유출과 같은 보안사고의 발생 빈도를 꾸준하게 증가 시키고 있다. 더불어 경제적 사회적 손실이 함께 증가됨에 따라 이를 예방하기 위한 목적으로 전세계 많은 기업과 국가기관에서 정보보호를 위한 법 제도를 제정하거나 강화하여 개정 하고 있다. 하지만, 국내 200만여 개 달하는 기업과 공공기관들 중에 극히 일부를 제외한 대부분은 관련 법 제도에 명시한 의무대상에 포함되지 않는다. 즉, 대부분의 기업이나 기관에서는 정보보호의 공백이 발생할 수 있다는 반증인 것이다. 따라서 본 연구에서는 이처럼 국가차원의 정보보호 공백이 될 수 있는 국내 대부분의 기업과 기관들을 대상으로 하여 조직에서 보유한 정보자산들에 대해 자가 정보보호수준을 진단하기 위한 방안으로 제시하는 복합평가항목Pool을 이용한 정보보호 수준진단 모델을 활용하여 비용절감 및 시간효율개선과 함께 정보보호 수준을 향상시키고자 한다.

Proposal for Amendment of the Basic Environmental Policy Act ('BEPA') Article 31 (환경정책기본법 제31조 무과실책임규정의 개정방안)

  • The Basic Environmental Policy Act (BEPA) (Law No. 4257 effective 1. August 1990) sets forth the basic policies and administrative framework for environmental preservation, leaving more detailed regulations, and emission controls to separate laws targeting air, water, and solid waste, etc. The BEPA Article 31 adopts an unprecedented strict liability standard for damages as an absolute liability. The BEPA Article 31 provides for liability as follows. If a company is alleged to have caused damage through pollution of the environment, it will be liable for damages unless it can show that the pollution did not cause damages, or that it did not actually cause pollution. If the company did cause pollution, and if the pollution is the cause for the damages in question, the company will be liable irrespective of whether it was negligent or otherwise at fault. If there are two or more companies involved in the pollution, but it is unclear which company caused the damages, all of the companies will be jointly and severally liable for the damages. In this paper, the author attempts to uncover the problems of BEPA Article 31 and then seeks desirable amendments by comparing it to the German Environmental Liability Act. First, it will be necessary to provide definitions of 'companies etc.'. Second, it will be necessary to enumerate the kinds of company facilities. Third, it will be necessary to provide exclusionary clauses on material damages. Fourth, it will be necessary to show 'presumption of cause and effect'. Fifth, it will be necessary to provide a clause on 'right to information'. Sixth, it will be necessary to provide a clause for force majeure. Seventh, it will be necessary to take measures to secure abundant liability for damages which can be caused by the owner of the facility, the potential polluter. Finally, it is appropriate that Korea now legislate an Environmental Liability Act akin to the German Environmental Liability Act.

  • This study clarified the definition and interpretation of terms relating to SMEs Priority System. First, 'Domestic' is defined that the address of office is in our country. Second, 'Technology utilization capacity' is defined that the de facto capacity to technology commercialization and utilization. for example. development or production or sales activity of the production using national r&d performance. Third, 'priority' in priority consideration is defined that when there are many companies trying sign technology utilization contract, technology providers shoud provide the opportunity of signing contract to SMEs primarily. 'priority consideration' is defined that technology providers shoud try to do enough to sign a contract with SMEs. This study has significance in that raising the application of the current SMEs Priority System.

Study of Management and Environmental Factors Affecting Medical Expense Reduction (의료기관 운영요인과 환경요인이 진료비 삭감율에 미치는 영향에 관한 연구)

  • This study aimed to determine the management and environmental factors affecting medical expense reduction. For analysis, medical expenses were divided into hospitalization expenses and outpatient treatment expenses, and the rate of medical expense reduction was classified into initial and final reduction rates. Data were collected through a direct survey among 205 directors of independent health insurance review departments of hospital-level medical institutions in Korea. The results of the study are discussed below: In the analysis, differences in the initial and final reduction rates of hospitalization expenses and outpatient treatment expenses were compared. The results showed that, in hospitalization expenses, the initial and final reduction rates were both significantly affected by the following management factors: number of beds, number of departments, number of personnel reviewing health insurance cases, and total number of employees. Further, in outpatient treatment expenses, the initial and final reduction rates were both affected significantly by the following management factors: management of medical records, number of beds, number of departments, number of personnel reviewing health insurance, and total number of employees. The management factors significantly affecting both the initial and final reduction rates were higher number of beds for hospitalization expenses and electronic medical record management for outpatient treatment expenses. The environmental factors significantly affecting both the initial and final reduction rates of hospitalization expenses were a highly cooperative work environment, better implementation of indicator management systems, and overtime pay. Better implementation of indicator management system and a committee for handling medical expenses had significant effects on the initial reduction rate for outpatient treatment expenses. A highly cooperative work environment, better implementation of indicator management system, and overtime pay had significant effects on the final reduction rate for outpatient treatment expenses.

  • Number of vehicles in Korea is gradually increasing and it exceeded 16 million in 2007. Holding of vehicles is connected to disposal, owing to this reason the importance of ELVs recycling has been emphasized. The recycling of ELVs makes the disposal of ELVs easier as well as protects environment and it has the alternative effect economizing the insufficient resource. This study was carried out to evaluate the economic effect of recycling of ELVs compared with disposal of ELVs. The analysis showed that recycling process makes a profit in comparison to the disposal of ELVs. Therefore the government has to consider establishing the regulation related to recycling of ELVs or materials and car manufactures have to develop the efficient dismantling and recycling methods.

  • The purpose of this study is to raise the need for the management of the deposit copy and preservation of government publications issued by Regional Local Government, and to present improvements to the problems of the management of government publications. To achieve this objective, a list of government publications of Regional Local Government is investigated, and interviews are conducted with record managers and librarians. During the investigation, there were difficulties in identifying the publication list of government publications, and there were fewer government publications that matched the RLG's list of holdings and the list of deposit copies delivered to the National Archives. The proposed improvements include formulating a list of government publications' registrations, constituting list elements of closed publication and partial disclosure of government publications, mandating registration and notification of government publications, specifying the management of government publications in the division of duties for record managers and staff of production departments, and encouraging them to receive training in administration of government publications.

A Study on the Quality Characteristic of Power Bio-Fuel Oil for Alternative Fuel oil (중유 대체연료로서 발전용 바이오중유의 품질특성 연구)

  • In these days, many countries carry out many renewable energy policies to increase the renewable energy portion and to reduce the GHG(Green House Gas). In Korea, RPS(Renewable Portfolio Standards) focused on over 500MW power producers is conducting. And they are using the bio-fuel oil to meet their RPS quota. The oil is a mixture of animal and vegetable fat or fatty acid ester of them and should satisfy some specifications to use the power generation such as viscosity, pour point, acid number. Depends on the raw materials, quality characteristics of power bio-fuel oil are changed. By adding the power bio-fuel oil, pour point, density, sulfur content and viscosity are decreased and acid number, iodine number, oxygen content are increased. In this study, we test the quality characteristic of power bio-fuel oil and the property changes by the blending ratio of power bio-fuel oil & conventional fuel oil.
