South America has vast energy resources with the renewable and non-renewable sources. However, many countries in the region are unable to guarantee adequate energy security both of energy supply and demand. Currently the possibility of energy security is high through regional energy integration based on the potential economic benefits. The difference of regulation system with the individual countries in the region impose strong barriers to integration process. Security of energy supply and its demand as well is fundamental issues in this region and regional energy cooperation is essential for getting rid of the insecurity of energy supplies. Despite of this problem, currently Latin American countries made a great effort to make multilateral energy security regime through projecting great energy infrastructure network(e.g. IIRSA) or mechanism especially in South America, which can give countries access to the region's reserve supplies by providing regulations and pricing mechanism with a shared energy market in this region. Brazil's active leading in the formulation of such movement toward energy security integration and participation of energy infrastructure network is good initiative to enforce this great energy security change. Politically and economically, Brazil's geographical position and the level of market size and oil and natural gas resources, in addition the leadership in renewable energy sources make it a sound candidate to take over the coordination of the secure integration of region's energy market. However, on the conditions of existing many obstacles such as, control of the output of the region's power plant, energy flows, the environmental matter within local community must be overcome to make more advance process and steps. Finally, to secure more institutional approach, this region must settle regional disputes resolution regime urgently.

Defense R&D is a key process for securing weapons systems determined by mid- and long-term needs to cope with changing future battlefield environments. In particular, the test and evaluation provides information necessary to determine whether or not to switch to mass production as the last gateway to research and development of weapons systems and plays an important role in ensuring performance linked to the life cycle of weapons systems. Meanwhile, if you look at the recent changes in the operational environment of the Korean Peninsula and the defense acquisition environment, you can see three main characteristics. First of all, continuous safety accidents occurred during the operation of the weapon system, which increased social interest in the safety of combatants, and the efficient execution of the limited defense budget is required as acquisition costs increase. In addition, strategic approaches are needed to respond to future battlefield environments such as robots, autonomous weapons systems (RAS), and cyber security test and evaluation. Therefore, in this study, we would like to present strategies for improving the testing and evaluation of weapons systems by considering the characteristics of the security environment that has changed recently. To this end, the improvement strategy was derived by analyzing the complementary elements of the current weapon system operational test and evaluation system in a multi-dimensional model and prioritized through the hierarchical analysis method (AHP).

Information society which came due to advance of Information Technology improved the social and economical productivity as well as the quality of national life. But behind the right function the adverse effect as cyber terror is serious and become a big issue. Recently, hackings on a big scale occur frequently. The personal information stored in Internet company is leaked and customers are badly damaged by paralysis of banking system. Also hacking attacks by North Korea occur frequently. It causes confusion in our society and a threat to national security. In this paper, the trend of domestic cyber terror is observed and the countermeasure against cyber terror is proposed.

Recent changes made lack of volunteers is ready for a lot of the black students lack basic physical fitness and to increase this by itself is a lot to announce the final selection from the first notes, the secondary Fitness NCO selection process and interview process. The trend of course, but also to life as a career soldier passed the sergeant exam showed the important need is ready to run out of the old basic fundamentals that can be said that a lot of beginners executives. In this study, diagnosis of the problem of self-directed learning for the improvement of the language, reasoning n eeded for NCOs typical for students currently enrolled as a cadet NCOs and suggested some lessons to improve this model. Proposed presentation, the three curriculum of presentation and discussion related to the configuration intervie w, self-directed learning was to be his students. In one of the ways to solve the problems experienced in a self-pac ed learning learner was used in this process is often the scaffolding system, is shown that can lead to improved abil ity to apply the result of expression of the three class model.

After a change of government and the inauguration of President Barack Obama in 2009, there are various effort to set up a cybersecurity policy which is better than its predecessor. The legislative trend of cybersecurity is the one aspect of that. So we compare the legislative trend of cybersecurity in the Obama era to one in the Bush era and analyze that and find items which is helpful to Korea. It seems that the point of cybersecurity legislation of U.S.A. changes from tougheners of penalties to improvements to implementation system. We can find the implications for Korea From that. Cybersecurity is covered as a problem all over the nation and a security problem. It is necessary for Korea to get ready for new Pax Americana in cybersecurity in advance and to guarantee fundamental human rights.

Students in the NCO department who have concluded the agreement with army headquarters, exercise camp education environment and the method on how to carry out the education. In order to raise awareness on NCOs and obtain pride as a future army NCO, army field training is held once a year. The stress on the education is the establishment of national security awareness, proficiency in basic army training, awareness of NCO pride, and basic posture as a soldier. The demand for commissioning only those with satisfactory army field training results is becoming stronger. The satisfaction of the education states a clear goal as a future NCO. This army field training has a meaning when the demands and expectations of the trainee leads to a form of commissioning.

This study compares the main features of the Act of National Contract with the Act of Defense Aquisition Program, which is the only one in Korea for long-term contracts. When applying the progress payments system to the defense R&D project, We can prevent disputes between parties and create a stable development environment through smooth partnerships. Smaller, direct and indirect losses can be alleviated, such as the waste of administrative power required to deal with disputes due to the payment of delayed prizes and restrictions on business activities due to the difficulty of forecasting the results of companies. In large measure, we will be able to procure a high-quality weapon system in a timely manner to support the security of the nation as well as international competitiveness through the growth of our defense industry.

Recent cyber attacks on South Korea, including hacking and viruses, are increasing significantly. To deal with the cyber invasion of cyber aggression, the Ministry of National Defense defined the necessary procedures for cyber security with guidelines for cyber security. In spite of, based on the analyses the cyber defense operations published, the number of violations are increasing. To address issues stated above, the safety check items should be reviewed and revised. This paper will revisit current safety check items and provide new guidelines to prevent cyber security breaches, which will provide more safe and efficient cyber environment.
