본 논문에서는 융합 신제품의 인증기준을 마련하여 시장출시를 지원하는 "산업융합 신제품 적합성 인증제도"가 최근 증가하고 있는 사회재난 분야 융합 신제품들의 시장출시 지원 시 고려해야 하는 두 가지 상반된 측면(혁신성, 안전성)을 기업의 입장과 제도 운영기관 입장에서 고찰하고 관련 시사점을 도출하였다.

최근 우리나라에서 방송과 통신의 융합에 대한 연구가 활발하게 이루어지고 있다. 실제로 방송과 통신이 기술적으로 융합화되어 가고 있고, 방송통신위원회를 기반으로 각종 방송 통신 정책 및 제도들이 개정되어 운영되고 있다. 융합 환경의 핵심적인 특징은 네트워크가 현재보다 더 광범위한 서비스 제공을 위한 수단으로 이용될 수 있다는 것이지만 융합에 따른 불확실성, 즉 융합에 따른 취약성을 제거하지 않고서는 서비스의 안전성을 보장할 수 없다. 따라서, 방송 통신 융합의 불확실성을 제거하고 향상된 서비스를 제공하기 위하여 방송과 통신의 융합과 관련된 보안 취약점 분석 프로세스 개발이 요구된다. 이에 따라, 본 논문에서는 방송과 통신의 기반시스템이 융합화되는 과정에서 발생되는 취약성에 대한 문제점을 알아보고 이에 대한 취약점을 분석하기 위한 프로세스를 제시한다.

'기술융합'은 기존기술 간 결합 또는 전혀 새로운 기술개발을 통한 신산업 창출과 사회적 난제 해결을 가능하게 하는 혁신의 최근 트렌드이다. 과학기술을 통한 한국 경제성장 전략의 첨병이었던 국가 출연(연)구소에 대해서도 융합연구 조직으로의 역할 변화를 둘러싼 정책적 관심이 높아지고 있다. 본 연구는 출연(연) 융합연구의 성공 핵심요소를 '협력'으로 보고 다음의 연구 목적을 설정하였다. 첫째, 기술개발 목적과 문제해결 과정 관점에서 융합연구 개념과 범위를 정의하고, 그 특성을 반영하는 분석 프레임워크를 제안한다. 둘째, 융합연구에서의 협력활동과 그 성과를 유형화하고 새로운 분석지표를 제안한다. 셋째, 융합연구에서의 협력활동 특성과 그 정도가 성과에 미치는 영향을 분석한다. 이를 위하여, 국가연구개발사업 및 NST 융합연구사업을 통한 융합연구 과제 수행 경험이 있는 각 출연(연) 104명의 연구책임자들에게 협력의 방식 및 정성적 성과에 대한 설문조사를 수행하였다. 이후, 조사결과를 바탕으로 협력활동 특성과 성과 간 상관관계를 규명하는 회귀분석을 수행하였다. 분석결과, 첫째, 지식 창출활동에서는 협력 파트너 다변화가 중요한 변수였다. 둘째, 유사분야 연구자들 간 집체형 협력활동은 특허 기술이전과 같이 목적이 명확한 성과에 영향을 미치는 것으로 나타났다. 셋째, 연구자들에게 독립성과 자율성을 부여하고, 지식 노하우 등 기술역량의 상호공유가 이루어질수록 창출지식의 다양성 및 관계의 지속성이 높아지는 것으로 나타났다. 연구 결과는 융합연구를 위한 협력과 성과 분석방법의 정책방향을 제시한다.

향후 도래할 융합시대의 국가적 발전을 위하여 6T 첨단기술 간의 융합기술을 예측하고 지원하기 위한 거버넌스 체계의 구축이 필요하며, 전략 산업 발굴 및 R&D 지원을 위해서 새로이 발생할 융합기술의 분류체계 분석이 필요하다. 본 연구에서는 6T중 문화(Culture)와 기술이 상호적으로 융합하여 만들어지는 CT(Culture Technology)를 기준으로 연구를 진행하며, 구체적으로 CT를 통해 생성되는 융합형 콘텐츠의 분류체계의 핵심요소 도출에 관하여 연구를 진행한다. ICT 관점에서 융합형콘텐츠의 핵심요소로서 시장성, 응용성, 독창성, 핵심성을 도출하였으며, 생태계적 가치사슬 관점에서 창작성, 가공성, 창출성을 핵심요소로 도출하였다. 또한 융합형콘텐츠의 융합 단계를 창의 혁신 단계로 바라보았으며, 이러한 단계에 따라 ICT 및 생태계적 가치사슬 관점에서 가지는 핵심요소가 다름을 볼 수 있었다. 본 논문은 융합형콘텐츠의 발전 단계로 구분하여 다양한 관점에서 융합형콘텐츠의 발전방향을 바라보아야 하는 시사점을 제시하는데 의의를 가진다.

This study examines network compositions of convergent research relationships in the field of high-tech convergence technology and investigates the relational linkages among various research fields. A network analysis was performed to evaluate the High-Tech Convergence Technology Development Program, a convergent research funding program of the National Research Foundation of Korea (NRF); the dataset covered the 2009-2011 period. The analytical results reveal the hidden network structure of convergent research relationships and demonstrate that the formation of convergent research might be enhanced by interdependent pressures placed on various research fields but also by accumulated research capabilities that each of these fields possessed and which could be used to converge specialized and heterogeneous research areas and interests.

The importance and necessity of convergence research to solve complexity and diversity of research problems is more increasing. For successful convergence research, connectivity beyond the boundary and distance between disciplines is a key factor. To understand the current status and characteristics of connectivity among researchers, we investigated the interdisciplinary relationships among 487 researchers' disciplines in a university by using network anaylsis. The results showed that (1) connectivity between similar disciplines were higher than different disciplines, (2) the density and cohesion level of connectivity within the same campuses were higher, and (3) network centrality was concentrated in engineering and medicine. Based on these results, the necessity of overcoming boundaries and distances as obstacles to convergence research and the necessity of diversification of centrality were proposed. While previous studies mainly analyzed the research outcomes, this study is meaningful because it analyzed researchers' connectivity and collaborative structures in the actual convergence research procedures.

The purpose of this study is to investigate how flip learning based interdisciplinary fusion creativity promotion program using movie is effective for university students creativity and fusion talent literacy. To do this, we conducted a total of 15 sessions for a total of 89 students from 44 college students and 45 non - attendance college students who attended the "Creative Fusion Creative Encounters with Film" course at Busan Metropolitan City. The collected data were analyzed by independent sample t-test using SPSS 23.0 program. The results of this study are as follows. First, flip learning based interdisciplinary fusion creativity enhancement program using movie was significant in the order of patience / attachment, humor, self - confidence, imagination, openness, independence, and curiosity in the creativity sub - domain of college students. Second, flip learning - based interdisciplinary convergence creativity enhancement programs using movies were found to have a significant effect in the order of convergence, care, communication, and creativity in the sub - areas of university students' literacy achievement. The findings of the study proved the educational effects of the interdisciplinary creativity promotion program that was based on movie-assisted flipped learning, and this study is expected to suggest some of the right directions for education-based interdisciplinary research and to give some suggestions on that.

This study compared and analyzed the efficiency of the research results of the convergence research project operated by the National Science and Technology Research Council and the general research project carried out by the Government-funded research institute and proposed measures to enhance the efficiency of the operation and management of convergence research. Research data were collected from 21 government-funded research institutes through an information disclosure claim and DEA analysis was conducted for efficiency assessment. The SCI papers of convergence research showed high efficiency, and the patent registration and technology transfer sector showed high efficiency of general research projects. This indicates that convergence research projects for securing lead and original technologies are highly efficient, but their performance is low due to lack of participation by businesses in terms of the utilization of derived technologies, and more companies' participation and opportunities are needed for practical use of convergence research results. Through the analysis of efficiency of convergence research project performance, this study provided policy and guidance for R&D planning for rational investment of limited manpower and research costs. Further, future research on identifying efficiency is proposed depending on the type of technology subject to convergence research as a method for managing convergence research.

일반적으로 기술융합이라는 용어는 IT, BT, NT 등 성격이 다른 큰 범주에서 기술간의 결합으로 인식되고 있다. 현재까지의 기술융합 연구들은 IT기술을 중심으로 한 융합과 관련 국가 정책에 관한 것이 대부분을 차지하고 있어 큰 기술 범주 위주에 국한되어 있다. 하지만 동일한 목적을 위해 수행하는 유사 기술영영에서의 기술융합 역시 기술혁신의 수단으로 간과할 수 없는 영역이다. 실제로 미국, 유럽 등의 선진국에서는 기술융합 전담기관을 신설하여 프로젝트 내의 기술간 융합에 관심을 갖고 있지만, 국내에서는 프로젝트 범위의 기술융합 가능성 및 실효성에 대한 연구가 부족한 실정이다. 이에 본 연구에서는 지식경제부에서 수행하는 가스하이드레이트 연구개발사업을 실증사례로 하여 프로젝트 범위의 기술 융합에 관하여 기술융합의 필요성, 적용가능성, 실효성에 초점을 맞추어 고찰하였다. 가스하이드레이트 개발 사업은 지식경제부 내 가스하이드레이트 개발사업단 주관으로 2005년에 시작되었으며 2014년까지 I 지역 탐사 및 시추, II 지역 탐사 및 시추, 시험생산의 3단계의 달성목표를 가지고 있다. 가스하이드레이트는 천연가스가 저온 고압 상태에서 물과 결합해 형성된 고체 에너지로 화석연료 고갈에 따라 이를 대체할 가장 유력한 청정에너지원으로 주목받고 있다. 현재 가스하이드레이트 개발사업단에서는 지구물리탐사분야 지질지화학분야 개발생산분야로 세부 기술모듈을 형성하여 목표달성을 위해 노력하고 있지만, 중과제간 교류가 부족한 상황으로 인해 목표달성을 위한 기술력의 확보 및 향후 상업생산에 대한 불확실성이 증가하고 있는 상황이다. 이와 같은 상황을 해결하기 위해서 기술개발 및 혁신의 수단인 기술융합의 필요성이 증가하고 있다. 기술혁신은 기초연구, 응용연구, 개발, 학습, 투자 등의 일련의 과정을 거쳐 경제적 성과와 사회적 영향을 만들어내는 개념으로 정의 할 수 있다. 기술혁신을 이루어내는 가장 중심적인 역할을 담당하는 기술융합은 2개 이상의 요소기술들이 결합하여 기술이 갖지 않는 새로운 기능을 발휘하는 기술혁신의 한 현상으로 정의할 수 있다. 기술융합은 21세기 초에 접어들어 급속하게 변화하는 양상을 보이며 예상보다 경제에 더 큰 영향을 미치고 있다. 가스하이드레이트 각 단계에서의 애로점을 극복하기 위한 기술혁신을 위해 지구물리탐사 지질지화학 개발생산분야간의 융합의 가능성 등을 타진해본 결과, 각 기술융합들을 기술융합 유형에 맞춰 분류할 수 있었으며 유형별 적용가능성과 기대효과 측면에서 비교분석을 수행하였다. 분석의 정밀도를 높이기 위하여 기술융합 유형에 대한 이론과 실제 가스하이드레이트 전문가들과의 설문을 통해 비교분석을 실시하였다. 가스하이드레이트 실증 사례에 대한 분석 결과, 기술융합 이론은 기존의 큰 기술범주뿐만 아니라 작은 범주에도 적용할 수 있으며, 필요성과 적용가능성, 실효성 면에서도 충분한 고찰을 통해 기술융합 이론의 적용 범위를 좁히면 더 많은 연구와 융합기술을 얻을 수 있다는 결론을 얻을 수 있다.

Technology convergence is a global megatrends. In addition, developed contries should study for the new technology convergence production. Index of technology convergence has side effects that increase the value of production in the technology convergence and add to difference list about plan, however, this is difficult to verify. This paper presents a method to maintain consistency using list and confirm this when evaluation.
