최근 딥테크 및 글로벌 스타트업들의 기술경쟁력 제고를 위한 국가적 지원이 증대함에 따라 원천기술을 보유한 기술창업 건 수역대급으로 증가하고 있는 추세이다. 기술 기업들은 사업의 다각화 및 글로벌 진출에 유리하다는 장점이 있으나, 이들의 전략 성공을 위해서는 체계적인 인큐베이팅 및 자금유치는 필수적이라 할 수 있다. 본 연구는 첨단 가술스타트업의 투자유치성과에 중요하게 여겨지는 요인들이 IT 및 BT 산업별로 어떻게 다르게 영향을 미치고 있는지를 연구하는 목적으로 하고 있다. 선행연구에 따르면 기술 스타트업에 대해서는 그들이 보유한 기술 역량(특허), 창업자/팀의 능력, 제휴 등을 중요한 자원으로 보고 있으며, 이는 기업의 퀄리티를 차별화하는 신호로 작용하여 투자유치에 긍정적 영향을 미치는 것으로 나타났다. 본 연구에서는 국내 기술 스타트업의 산업별 차이에 따라 기술 스타트업의 특성이 투자유치성가에 미치는 영향을 비교분석하고자 한다. 본 연구는 2022년 기준 서울시 창업지원시설에 입주한 스타트업 122개사를 대상으로, 전 산업을 대상으로 한 회귀분석모델과 글로벌 산업기술 분류 기준에 따라 구분된 BT 및 IT 산업만을 대상으로 한 회귀분석 모델을 설정하여 연구목적을 규명하고자 한다. 본 연구 결과는 국내 기술스타트업의 투자유치 의사결정에 대한 실증분석을 통하여 기존 이론을 검증하였다는 것에 의의가 있으며, 산업별로 투자유치에서 중요하게 고려하는 요소들이 다르게 작용할 수 있음을 밝히고 산업별 특성에 따라 투자유치 시 실질적으로 필요한 요소들을 제시한다는데 실무적인 시사점을 지니고 있다.

IMF위기 이후 여러 가지로 어려움에 처해 있는 경제를 회복하기 위한 돌파구로서 외국기업과 자본의 유치의 중요성이 더해지고 있다. 특히 대규모 기업의 구조조정과 기업들의 투자마인드 위축으로 어려움을 겪고 있는 지방경제를 활성화하기 위한 수단으로서의 투자유치는 먼저, 외국자본의 직접투자를 통하여 단기간에 산업기반을 강화할 수 있고, 제조업의 해외이전에 따른 산업공동화를 방지할 수 있다. 또한 당면한 과제인 고실업을 해소하기 위해서도 필요하다. 정부는 '98, 9. 17. 외국인투자유치촉진법을 제정, 공포하고, 시행령을 마련하여, 국세와 지방세의 감면혜택은 물론 분양가와 조성원가와 차액보조금, 고용보조금, 직업훈련비등의 인센티브를 보완한다. 경상남도의 외국인투자유치전략으로는 경남의 입지적 경쟁우위를 확보할 수 있는 업종을 선정하여 중점유치활동을 전개하고 있다. 이를 위한 구체적 방안으로는 첫째, 투자유치과를 신설하고 전문직공무원을 채용하였고, 민간전문가를 기업으로부터 파견받아 기존 공무원이 담당하기 힘든 부분을 담담토록 하고 있고, 둘째, 진사지방산업단지를 외국인투자지역으로 지정하고 하였다. 셋째, 외국인투자기업에 대한 여러 가지 인센티브를 위하여 경상남도 기업 및 투자 유치조례(안)을 입안중이다. 넷째, 투자유치 타켓기업을 선정하여 집중유치활동을 전개하고 있으며, 다섯째, 경남도내에 이미 투자한 기업에 대한 사후관리를 철저히 하여 경영상의 애로사항 해결에 만전을 다 할 것이다. 지방자치제의 실시로 지방자치단체간의 경쟁이 가열되고 있으나 투자유치활동에 있어서 동서의 협력방안을 모색해 보았으며, 공동투자프로젝트 개발, 공동투자유치설명회 개최, 투자 유치기법의 상호 벤치마킹 등이 필요하다. 결론적으로 외국인 투자촉진법 등 법령의 정비와 외국인 투자유치의 중요성에 대한 인식이 확산되어 외국인 투자유치의 환경이 획기적으로 개선될 것으로 기대된다. 지방자치단체에서도 투자를 기다리던 관행에 탈피하여 입체적인 투자유치노력을 전개해야 할 것이다.

This paper examines the regional economic development policies of the Welsh Development Agency for attracting companies from the perspective of industrial location theory. The Welsh Development Agency has succeeded in attracting domestic or international capital, as a core actor for the regional economic development, and responded to the changing business environment and to the specific and various needs of the investors. The analysis of the Welsh case provides an important theoretical and practical implications. First, the Welsh case shows the importance of the role of the public sectors for the regional economic development. As the behavioral approach and the industrial location theory argue, the attraction of domestic or international capital led to the regional economic development. Second, the effective activities for attracting capital played an important role in the development. The quality and quantity of the information, in the industrial location theory, and the capacity of the business groups, in the behavioral approach, are significant factors of the development. Third, incentives by the Agency are also important. This finding not only supports the classical location model based on the cost and profits, but also the behavioral approach. Finally, the Welsh case could not succeeded in gaining regional economic competitiveness, even though attracting companies, by disregarding the industrial specialization strategy at the local level. This implies that we need to build industrial clusters. In sum, the behavioral approach has significant implications to the understanding of the public policies for attracting companies.

This study investigates investment attraction in manufacturing and reviews the current trend of Korean companies' overseas expansion, targeting Vietnam and Indonesia to create a demand-based overseas industrial complex. Furthermore, a survey was conducted with domestic companies located in industrial complexes to analyze the details of their intention to enter overseas markets. By linking the previously specified industrial sectors for investment attraction with the desired industrial sectors for overseas expansion and previously entered industries, measures to promote overseas industrial complexes are proposed. For instance, combining with already expanded industries, entering attractive fields to develop new markets, and deriving specialized strategies for each country. These strategies can be useful as basic resources when establishing plans that reflect the domestic and foreign needs of the key target countries to attract companies to overseas industrial complexes.

As of July, 2009, Chungnam Province get DI (Direct Investment) of 2,502 corporations as the amount of 31 billion US dollars only for 3 years. Especially, Chungnam provincial governor make a excessive performance of 2.5 times comparing to the target number, 1,000 of inviting capital, that is public promise in the election. Now, the amount of inviting foreign capital is 1.2 billion dollars, at the end of this year it might be 1.4 billion dollars just in case of making a success on going negotiations. This outstanding performance comes from governor's leadership and aggressive strategies of well-trained subordinates. Chungnam Province has nation-wide multiple targets focused on interdisciplinary industries including strategic industries of display, auto-parts, steel, and oil-chemistry. Also, it has organic network system based on the very descriptive and accurate informations managing the task force team consisted of 35 competent members. In conclusion, the core competence of inviting foreign capital in a regional government is governor's strong leadership, activated organization consisted of specially well trained subordinates, and predominant differentiated strategies in details.

지난 7월10일 부터 7월20일가지 한국과학기술단체총연합회(회장 민관식)와 재미한국과학기술자 협회(회장 최상일)는 제5차 국내외한국과학기술자 종합학술대회를 개최한바 있다. 종합학술대회 개최 목적의 하나인 재외 한국과학기술자 국내유치을 위해 대회 마지막 날인 7월20일 과학기술회관9층 강당에서 재미한국과학기술자 국내유치를 위한 간담회가 열렸다. 해외에서 활약하고 있는 한국과학기술인의 우수한 두뇌를 국내에 유치하여 과학기술의 진흥과 산업발전에 가속화 하자는 것은 오늘의 시점에서 볼 때 충분한 타당성을 지닌 의도이다. 반면에 해외에서 활동중인 우리 과학기술인들이 조국의 현실을 이해하면서도 선뜻 돌아오지 못하고 있는 이유는 무엇인가? 그들의 희망은? 그들의 요구는? 또한 이미 유치되어 일하고 있는 이들의 형편은? 국내 산업기술계와 기업체 대표들의 발언을 간추려 본다. 이날 간담회에는 국내측에서 민관식 과총회장을 비롯 산업기술계 중진들과 재미측에서 최상일 박사 (재미과협화장)등 재미과학기술자(제5차 종합학술대회 참가자)100여명이 참석하여 성황을 이뤘다.

The study aims to analyze the effects of attracting companies from Seoul Metropolitan Area on regional value-added and employment using a regional input output model and to suggest the most appropriate categories in attracting business based on the result from the analysis. It is assumed that large manufacturing companies in Seoul Metropolitan Area are relocated to 5+2 supra-economic region in this paper. The result shows that selection of categories in attracting businesses should be depend on the characteristic of regional industrial structure. Also, it is derived that establishing a differentiated strategy in attracting businesses is essential.

"산업화는 늦었지만 정보화는 앞서가자."라는 구호아래 각 지방자치단체가 경쟁적으로 정보화 도시를 꿈꾸고 있다. 산업화에서 크게 뒤져있는 강원도 그 중에서도 원주시가 도시발전방향으로 정보통신분야를 주력산업으로 하려는 청사진을 마련하려 하고 있다. 도내에서는 산업화 조건이 가장 양호한 원주시가 대규모의 공해산업유치보다는 공해가 없는 첨단 정보통신산업의 유치를 통하여 도시발전을 모색하려는 것은 어쩌면 필연이라고 해야 할 것이다. 지방자치제가 본격적으로 성숙되면서 지방중심으로 경제활성화의 주요시책들이 거론되는 시점에 이러한 세미나를 개최를 통하여 과연 원주시가 정보통신도시로 거듭 태어나 지역경제를 활성화시킬 수 있는 방안을 논의하는 것은 뜻깊은 일이라 생각된다.

Future of Busan New Port may depend even on the efficient use of the port hinterland. Accordingly, selection of which industry according to which standard in the port hinterland is another task. In order to solve this problem, it analyzed the structure in international division of labor with China and Japan, which are possessing considerable portion in the trading volume with our country, and the export-import structure of Busan Port against China and Japan, by using RCA index and GL index as well as export-import results. In addition to this, the proper industry was selected on the basis of 10 strategic industries for development in Busan. According to the analytical results, the industries, which will be induced in the hinterland of Busan New Port, include textile clothing, pulp printing matter, jewelry, basic metal nonmetallic product, machine lectric product, automobile, shipbuilding, optics accurate machinery medical treatment musical instrument, nano material, fuel battery, aerospace and intelligent robot.
