This paper examines several inefficient problems generated from a management process of defense acquisition system, and suggests several alternatives to remedy the current acquisition-related problems. This might help MND to reform the current DAPA's acquisition system. The offered elements are to, first, redefine function of mid-term plan & budget allocation between MND and DAPA, second, devise economic acquisition management and force development to build integrated management system of requirement-acquisition-operation & maintenance, third, build Workforce Management Act(WMA) and Professional Education System(PES) for strengthening expertise and institutionalizing manpower rotation of requirements & acquisition-related fields, fourth, implement weapon systems' Total Life Cycle Systems Management(TLCSM) and improve developmental & operational test and evaluation. These are essential elements in minimizing confusion & conflict emanating from surrounding acquisition program among MND-DAPA-Each Services.

Nowadays, Internet shopping malls have been popularized since the broadening of users of Internet and the advantage of on-line purchasing, Small and medium-sized enterprises, however, are still having difficulties in building Internet shopping malls due to the lack of technical knowledge and burdensome expenses. In this paper, we present an implementation of the Web Mall Admin Tool System by the integration of admin menus based on a public program. The system has several advantages of (1) reducing expenses for building a mall site, (2) making possible to build an shopping mall well-suited for the work environment of companies (3) providing available maintenance. Therefore, this provides the solution to enterprises that have trouble with building their own web malls because of expenses and maintenance.

In construction structure management, the effects of investigation by the professional manager is dependent on the cost, the inspection periods and methods. Therefore, effective and automated maintenance system for the target structure is required. Although some bridge monitoring systems are operating using wire based networks, the performance is not good enough to show sufficient ability as integrated bridge management system. In this paper, we design and implement an integrated bridge management system based on sensor networks. Two expert modules for bridge management and the integrated system management are provided. Moreover, web-based monitoring system is also designed for users at anywhere. The results show that the system is effective and readily available.

Currently many Traffic Management Centers(TMC) have been constructed, there are in the process of operating and propelling. Although many TMC are constructed up to now, we have no discussion about positive operation plan and no many studies. We consider that the center should foster many experts for a qualitative development. So we provides to analysis internal and external operation system of UC and to Present the solution about a problem of government subject and an adequate scale of operation system. Also we Present a drawing up plan about regular and occasional educational plan and operation manual for activating the educational system. We suggest that many TMC and government should pay attention to those issues and invest money in operation issues and researches.

현재의 국가연구개발사업 협약체결은 협약당사자간 서류 협약서를 주고받으면서 불필요한 시간이 소모되어 연구비 지급 지연이 잤다. 또한 각 연구관리전문기관에서 연구의 효율성을 높이기 위해 이용하는 연구관리지원시스템에서도 이러한 기능이 개발되지 않고 있는 실정이다. 따라서 본 연구에서는 연구관리지원시스템 활용성 제고 위한 사용자중심의 전자협약시스템 구현하고자 한다. 전자협약시스템 도입으로 협약서류를 제출하지 않고 인터넷 시스템을 이용하여 업무를 신속하게 처리할 수 있어 연구자들에게 행정적 부담을 대폭 완화하고 연구기간을 충분히 활용할 수 있을 것이다. 특히, 이 시스템은 전자서명법에 의한 전자공인인증서를 사용함으로써 협약체결에 따른 법률적 효력을 유지하면서, 연구기관의 협약서 보관 및 관리에 드는 인력, 비용과 시간이 절약되어 선진연구관리기법의 정착을 통한 국가연구개발사업 생산성 향상에 크게 기여할 것으로 기대된다.

Korea has the glorious documentary cultural heritage including Annals of the Joseon Dynasty, Memory of the World, from old times. But We had been felt into serious situation, it is very difficult to find some records of late years, through rapid changes of society in modern history. Fortunately, in 1999, "law of archives management in public sector" was enacted but It is some difficult to apply to field. Accordingly, We studied archives laws and record management systems, education systems in Japan and China, neighborhood countries and compared them with Korea's. Life cycle of Gathering, Managing, Using records & archives is reflected in China's archives law, "Dangan" and It is useful to referred to Korea. On the other hand, Japan and Korea's archives law focus on administering and capturing records and archives. In case of Management agency of archives, China has a linear managing system from state to regional agency and Japan and Korea have different system in State and Region. We recommend following items ; reform archives law, status of government archives, professional education and arrangement etc.

There are almost 18,000 dams including about 1,200 large dams in Korea. The large dams are well operated and maintained by KWATER(Korea Water Resource Corporation), KRC(Korea Rural Community & Agriculture Corporation) and KHNP(Korea Hydro & Nuclear Power Co., Ltd.). Several research reports concern with the safety of these large dams are presented but there is no paper concerned with small dams which has diversion tunnel through the dam body. The purpose of this study is to show the common defects of small dams according to various cases of degradation of dams and the repair and retrofit methods which applied to the damaged dams. And this study performed resistivity survey to evaluate the effect of retrofitting dam. Also, this study tries to present the solution which concerned with these common defects in maintenance and design steps.

Since 1995, One of the NGIS(National Geographic Information System) projects, the underground utilities project, has been finished in 2003. The 19 cities in korea for this project will use underground utilities management system using underground utilities database focusing on water and sewage system. However, special expert, technical and experience problem in computer environment has not been had in working department for water and sewage management and maintenance for each local government. The management and maintenance by underground utilities database by manual method is getting lowered a data qualify of underground utilities database because of the data omitting, error in writing and securing of the lasted database. Therefore, in this study, Application test for field workers using a mobile tool and environment analysis of wireless communication in Korea and application test of GPS receiver for mobile tools had been processed and made a mobile working environment. The efficient management and maintenance method for underground utilities database has been developed an off-line method for modification and update of database about general work which has a high working frequency because of the limitation of wireless communication environment. Also, the emergency working has been applied for on-line method.

Midium-size Companies have participated in most of the Educational Facility Construction. Since they are lack of special manpower, construction experience, and know-how, many construction defects cause. A water leakage is a typical construct defect in the educational facility construction. A water leakage prevention has to be careful considered in plan, construction and maintenance stages. Therefore, this study suggests Check List for the water leakage prevention, which designer/engineer must consider in plan, construction, and maintenance stages for the educational facility.

일반적인 정보 검색은 색인어를 통해 이루어지는데 이런 경우 사용자는 정보를 검색하기 위해 데이터베이스에 저장된 정보들이 가지고 있는 색인어를 정확하게 입력해야 한다. 그러나 일반 사용자가 색인어를 정확하게 입력하기는 어렵고, 특히 찾고자 하는 분야가 전문 분야에서 사용되는 용어일 때는 더욱 그러하다. 이럴 때 시소러스와 같은 지식구조를 이용해서 색인어를 탐색하여 검색의 효율을 높일 수 있다. 최근 들어 정보기술 분야의 연구가 활발함에 따라 정보자로의 생산이 급격히 증가하고 이를 관련 주제 분야의 연구정보로 활용하는 경우가 증가하고 있다. 따라서 IT 분야의 정보를 관리할 수 있는 시스템의 개발이 시급하다. 또한 IT 분야와 같은 전문분야일 때 검색 시스템에서 사용할 용어의 관리에 대한 연구의 필요성이 증가하고 있다. 본 논문에서는 IT분야의 정보를 검색할 수 있는 IT 업체정보검색시스템에서 정보 검색시에 생기는 용어간의 불일치 문제를 해결하고, 각 용어들간의 계층 관계를 나타내어 정보 검색시 검색어의 확장을 도울 수 있는 용어 관리 시스템의 구조를 제안하고 그에 대한 검색 알고리즘을 제시한다. 제안된 구조는 사용자의 검색어에 대한 동의어 관계나 상위어, 하위어 등의 계층 관계를 파악하여 검색의 범위에 추가함으로써 검색 효율을 높일 수 있다. 또한 새로운 용어의 생성이나 삭제와 같은 연산이 발생했을 때 시스템을 동적으로 확장할 수 있도록 구현하였다. 제안된 시스템은 단어간의 계층 구조를 효율적으로 검색하기 위하여 객체-관계형 데이터베이스를 사용하였다. 또한 메모리 상주 DBMS를 사용하여 많은 사용자들이 동시에 접근하는 환경에서도 빠른 검색 성능을 유지할 수 있도록 하였다. 제시된 방법은 정보기술 분야뿐만 아니라 다른 전문용어 분야의 연구로도 그 범위를 확장 할 수 있다.자기자본비용의 조합인 기회자본비용으로 할인함으로써 현재의 기업가치를 구할 수 있기 때문이다. 이처럼 기업이 영업활동이나 투자활동을 통해 현금을 창출하고 소비하는 경향은 해당 비즈니스 모델의 성격을 규정하는 자료도로 이용될 수 있다. 또한 최근 인터넷기업들의 부도가 발생하고 있는데, 기업의 부실원인이 어떤 것이든 사회전체의 생산력의 감소, 실업의 증가, 채권자 및 주주의 부의 감소, 심리적 불안으로 인한 경제활동의 위축, 기업 노하우의 소멸, 대외적 신용도의 하락 등과 같은 사회적·경제적 파급효과는 대단히 크다. 이상과 같은 기업부실의 효과를 고려할 때 부실기업을 미리 예측하는 일종의 조기경보장치를 갖는다는 것은 중요한 일이다. 현금흐름정보를 이용하여 기업의 부실을 예측하면 기업의 부실징후를 파악하는데 그치지 않고 부실의 원인을 파악하고 이에 대한 대응 전략을 수립하며 그 결과를 측정하는데 활용될 수도 있다. 따라서 본 연구에서는 기업의 부도예측 정보 중 현금흐름정보를 통하여 '인터넷기업의 미래 현금흐름측정, 부도예측신호효과, 부실원인파악, 비즈니스 모델의 성격규정 등을 할 수 있는가'를 검증하려고 한다. 협력체계 확립, ${\circled}3$ 전문인력 확보 및 인력구성 조정, 그리고 ${\circled}4$ 방문보건사업의 강화 등이다., 대사(代謝)와 관계(關係)있음을 시사(示唆)해 주고 있다.ble nutrient (TDN) was highest in booting stage (59.7%); however no significant difference was found among other stages.
