A Study on the Development of Decision Support System for Tanker Scheduling (유조선 운항일정계획 의사결정지원 시스템의 개발에 관한 연구)

  • Vessels in the world merchant fleet generally operate in either liner or bulk trade. The supply and the demand trend of general cargo ship are both on the ebb however those trend of tankers and containers are ins light ascension. Oil tankers are so far the largest single vessel type in the world fleet and the tanker market is often cited as a texbook example of perfect competition. Some shipping statistics in recent years show that there has been a radical fluctuation in spot charter rate under easy charter's market. This implies that the proper scheduling of tankers under spot market fluctuation has the great potential of improving the owner's profit and economic performance of shipping. This paper aims at developing the TS-DSS(Decision Support System for Tanker Scheduling) in the context of the importance of scheduling decisions. TS-DSS is defined as a DSS based on the optimization models for tanker scheduling. The system has been developed through the life cycle of systems analysis design and implementation to be user-friendly system. The performance of the system has been tested and examined by using the data edited under several tanker scheduling has been tested and examined by using the data edited under several tanker scheduling scenarios and thereby the effectiveness of TS-DSS is validated satisfactorily. The authors conclude the paper with the comments of the need of appropriate support environment such as data-based DSS and network system for successful implementatio of the TS-DSS.

  • In the present study, sloshing problem is analyzed by the application of Finite Difference Method. SOLA-SURF scheme is applied to the analysis of fluid motion considering free surface. Especially, the concept of impact buffer zone is introduced for the prediction of more realistic impact pressure on tank. Numerical computation is carried out for the typical three models, and the computed results show good agreement with experimental data. The computation is also performed for 300,000 tons VLCC as a real-ship application. From the present study, it is proved that this numerical technique is quite practical to the prediction of sloshing impact pressure.

  • In this paper, the factors of 1680 marine casualties occurred during 1986-1988 are analysed by the Principal Component Analysis. The main results are as follows: 1. Most of marine casualties result from the human factors such as careless operation and insufficient engine maintenance. Engine trouble is main part of accidents and great number of accidents is rated for fishing vessels. 2. Accidents are serious in case of cargo ships, passenger ships and tankers from the point of view of the damage of human life and properties. On the other hand, those are not so serious matter in case of fissing vessels and governmental vessels. 3. Grounding, collision and capsizal mainly result from careless operation, however material defect result in flooding

  • Marine accidents show various causes and effects in Korea where 3 sides of the country are surrounded by the ocean. Every year, 600 to 700 marine accidents occur mostly by small fishing boats. There are repeated accidents which involve crashes of coastal ships with fishing boats, which produce casualties and massive environmental hazard and the need for underwater search for shipwrecks. From the beginning of 21st century, the decrease of large ships with large number of crews led to the emergence of digitalvessels and the digital data storage of the installed equipments on the vessels, marine digital forensic - the extraction and analysis of the stored digital data within digital vessels - became necessary. This article is intended to suggest marine digital forensics as a solution of collecting evidence for discovering the causes, liabilities and compensations of marine accidents.

  • Optimum design of the big brackets is performed through iterated 3-D FE analyses to meet the permissible limits of stress, which consumes an excessive amount of calculation time. Therefore, this study has been prepared to determine rapidly and accurately an optimum size and scantling of the big brackets at the initial design stage. The generalized slope deflection method (GSDM) based on the span point concept is applied to enhance the efficiency of iterated structural analyses. The accuracy and applicability of the present method is verified by comparing with a detail 3-D FE analysis of web frame structures. As an optimization technique, evolution strategies (ES) are applied using discrete design variables for practical design.

  • Oil Tight Bulkhead (O. T. Bulkhead) is one of the most important structural members of oil tankers in the views of vessel's strength and safety. Therefore O.T. bulkhead's strength should be sufficient against relevant loadings, which is normally verified by local scantling requirement and structural strength analysis defined in CSR (Common Structure Rules for Double Hull Oil Tankers). However, there is a weak-able situation when the vertical stiffeners are cut due to the penetration of cargo pipes through O. T. Bulkhead. In addition, CSR does not define how to prove the strength of this case. Therefore it is necessary to verify the structural adequacy in case that several vertical stiffeners are discontinued. This article intends to prove the strength of O. T. Bulkhead with five (5) vertical stiffeners discontinued due to pipes' penetration using the grillage analysis and the finite element analysis and to provide proper reinforcement.

  • A structural design system is developed for the optimum design of double hull tankers based on the multi-objective function method. As a multi-objective function method, Pareto optimal based random search method is adopted to find the minimum structural weight and fabrication cost. The fabrication cost model is developed by considering the welding technique, welding poses and assembly stages to manage the fabrication man-hour and process. In this study, a new structural design is investigated due to the rapidly increased material cost. Several optimum structural designs on the basis of high material cost are carried out based on the Pareto optimal set obtained by the random search method. The design results are compared with existing ship, which is designed under low material cost.

  • The ultimate strength formulas of ship panels are suggested in a simple and suitable form. Firstly, these formulas are derived from a full description of the variables that govern plate strength by using statistical data of actual ships. Secondly, under the assumption of plate mid-edge collapse using the Von-Mises' yield criterion and the new buckling formula, a general equation for the ultimate strength estimation is also derived. The existing test data are compared with these new formulas and a good correlation is shown.

  • This paper is in principle concerned with the reliability analysis and its based design of midship section against the ultimate bonding strength. Bulk carriers and oil tankers over 100m length are considered for this study. Target reliability indices are derived with the results of reliability analysis of the present ship models. Reliability-based structural design code formats are proposed for use in design of midship section of bulk carriers and oil tankers. The proposed design formats have been success fully applied to re-design of midship section of the present ship types and show the reasonable results. It has been found that the proposed code formats in this paper are useful for the re-deign of midship section of such ship types.
