대한민국에 근대적인 항로표지가 처음으로 개설된 이래 지난 2003년에는 대한민국 등대 100주년을 맞이하여 '유인등대 해양문화공간 조성계획'을 수립하고 유인등대 시설보완 및 개방, 등대 박물관 확장 개관 등을 실시하였다. 이러한 다각도의 노력은 폭발적인 성과를 거두어 2001년 한 해 동안 유인등대를 다녀간 방문객이 공식적으로 기록된 것만 300만 명이 넘게 되었다. 이후 대한민국의 등대는 40여 개의 유인등대와 60여 개의 무인등대가 널리 알려지게 되었고 문화적 가치를 인정받아 현재 23개의 등대가 등대문화유산으로 지정되었으며 지속적으로 발굴하고 있다. 대한민국의 등대가 많은 국민들의 관심 속에서 방문객이 지속적으로 늘어나면서 특히 유인등대는 해양문화공간으로서의 기능이 요구되었고 향후로도 더욱 가속화될 전망이다. 이러한 맥락에서 본 연구는 대한민국 유인등대의 친수문화적 특성을 체계적으로 살펴보고 그에 따라 해양문화공간의 조성 방향을 적절하게 설정할 수 있도록 하기 위한 기본적인 지침을 설정하는 것을 목적으로 한다.

At Present, Korea government run the 38 points manned lighthouse, the change of Manned lighthouse that manager live is inevitable in orger to enhanced features as aids to navigation and provide a fore efficient management system. There are "Enhancing management system for Manned Lighthouses" four standards(Function of AtoN, Functionality of wide area management, National policy, Marine culture) for evaluation of Unmanned Lighthouses. After collecting these datas, analyzing it, applying AHP and Likert Scale, we choose base manned lighthouses for shorten restoration time that can manage AtoN far from regional office of Oceans & Fisheries. This paper will support efficient management system for AtoN that were scattered in sea of korea and improvement living environment for lighthouse keepers.

The year 2003 is the centennial of the birth of the modem lighthouse in Korea the lighthouse was originally surrounded by a beautiful nature and it contains the romantic sensitivity which relates with the ocean. And in some case it is a environment-friendly architectural facility which uses a alternative energy like a solar cell. Now the properly developed manned lighthouse is not only functioning as a traditional aids to navigation for the vessel, but also it becomes the new facility and space for all civilians who might visit and experience. If we want to vitalize the traditional lighthouse into water-familiar space, we must reconsider the facilities, various operational programs and the institutions for future-oriented development. For this situation we intended to reveal in this study that all the issues which relate to the proper use of the manned lighthouses in the whole country, since the project of water-familiar space started by MOMAF.

Jeju regional maritime affairs & fisheries office has developed the manned lighthouses properly to ocean cultural space for the past several years. As a result of that, the recognition regarded on ocean culture was raised and the regional tourism was vitalized. For this situation we intended to reveal in this study that all the issues which relate to the proper use of the manned lighthouse in the Jejudo, since the project of water-familiar space started by MOMAF.

관리소 정원은 항로표지관리소 직원복무 등에 관한 규정상 4명으로 하도록 되어있으나 현재 근무현황은 3명이다. 유인등대의 근무인원이 3명인 것에 대하여 하는 업무에 비하여 적은 인원인지 적당한지에 대하여 항로표지관리소 직원복무 등에 관한 규정 제5조 관리소 직원의 임무에 근거한 업무량을 분석 하고 각 유인등대별 필요인원을 산출하였다.

인천, 평택, 대산항 입출항 선박의 주요항로상에 위치한 충청권역 내 유일한 유인등대인 옹도등대를 민간에 개방함으로서 역할을 재조명하고, 등대 해양문화공간 체험을 통한 항로표지의 중요성을 국민에게 알리고자 한다. 이에 따라 옹도등대 민간개방시 발생되는 해결과제, 대책 등 활성화 방안을 제안하며, 이를 통해 옹도 주변 섬과 연계한 해양관광자원 개발을 통해 국민에게 다가가는 등대로 거듭나는데 기여하고자 한다.

In unmanned lighthouse unmanned construction, it is necessary to establish a standardized system for efficient management and operation, and RTU standard protocols for condition monitoring and control are used to efficiently manage rotary lighters as the management system for the most important lighthouses. It is enacted to ensure the safety of maritime traffic through efficient management.

In order to promote the historicity of Eoryongdo Lighthouse, which was designated as a lighthouse cultural heritage in August 2023, and to utilize it as a water-friendly space, the facilities were improved to maintain the function of the lighthouse smoothly, and the buildings were reinforced to utilize it as a water-friendly space. We want to inform the public of the historical value of the lighthouse and make every effort to ensure maritime traffic safety, which is the original role of the lighthouse.

There are no ex-port evaluations for the propriety and efficiency of AtoNs considering risk elements and environmental changes after the opening of a port. It is necessary to develop objective indicators and evaluation models to fill this gap. This study establishes an efficiency analysis model for Aids to Navigation (ANEffic) focusing on manned lighthouse, which include 20 function indices. After running a function assessment, an Analytic Hierarchy Process (AHP) and Likert scale are used to address port operations, national policies and expert opinions. As the result of the assessment, Yeongdo, Gageodo, Geomundo and Jukbyun Lighthouses are highly regarded in the propriety and efficiency of AtoN. And Uleungdo, Gasado, Songdaemal and Ulgi Lighthouses need to review detailed evaluations. The ANEffic developed should be utilized as basic tool to collect data for efficient management and to re-arrange the policy decisions regarding AtoNs as appropriate.

등대는 일반적으로 해양에 돌출한 섬, 곶 등 육지와 해상이 만나는 곳 끝단에 설치되지만, 묵호·주문진등대의 경우 내륙 안쪽에 위치하여 주변 주거지역 건축으로 인해 항로표지 기능 효율 저하로 인한 항로표지 기능검토 민원커리 사례가 발생하여 이에 따른 민원처리 방안 및 해결방안 제안한다.
