사회 전반의 혁신을 이끌어 온 정보통신기술은 발전에 발전을 거듭해, 최근에는 그 패러다임이 '유비쿼터스 컴퓨팅 환경'으로 진화하고 있다. 이러한 시점에서 중앙정부 및 지방자치단체들은 한층 성숙된 대민서비스 제공을 목표로 유비쿼터스 컴퓨팅 환경 구축을 위한 정보화계획 수립에 박차를 가하고 있다. 그러나 현재 지방자치단체의 유비쿼터스 컴퓨팅 환경 구현을 위한 정보화계획들은 일관되고 균형 잡힌 프레임워크 위에서 수립된 것이 아니라, 단순히 유비쿼터스 컴퓨팅 기술의 활용만을 강조한 수준에 머무르고 있다. 특히, 각 지방자치단체별로 운영하고 있는 기존의 정보시스템과의 연계 문제 해결 및 정보화계획을 통해 새롭게 도출된 정보시스템 사업간의 기술수준격차에 대한 연계 방안 수립을 위한 구체적인 전략은 전무하다. 본 연구에서는 다양한 선행연구들을 분석해 기술수준의 단계를 유선, 모바일, 유비쿼터스 등 3단계로 설정하고, 이러한 기술수준차이를 발생시키는 문제를 보다 구체적으로 살펴보기 위해 대민서비스 향상을 위한 정보화계획과 이에 기반이 되는 행정업무 효율성 증대를 위한 정보화계획으로 구분함으로써 분석치 효과를 높이고자 하였다. 또한, 도출된 분석모형을 바탕으로 국내 5개 지방자치단체에서 수립된 정보화계획 사례를 통해 지방자치단체의 정보화계획 현황을 분석하고 시사점을 도출하였다.

RFID를 활용하여 기업 공급망의 효율성을 향상하고자 하는 기업들이 늘고 있지만, 이들이 적용할 만한 가이드라인이 부재한 실정이다. 이에 대하여 본 연구에서는 물류/유통산업의 RFID 기반 u-Business 전략계획 방법론을 제시하였다. 본 방법론은 기존의 정보화 전략계획 방법론의 기본 절차를 따라 '도입전략 수립-현행체계 분석-목표체계 수립-통합 이행계획 수립'의 단계(Phase)를 기반으로 하여, 유비쿼터스 컴퓨팅 환경의 적용을 위해 기술도입 타당성 분석, 공급망 분석, 목표기업 벤치마킹, Pilot테스트, u-Business 전략계획 평가에 관하여 특화되었다. 제시된 방법론은 기존의 정보화 전략계획 방법론과의 비교를 통하여 타당성을 검증하였다.

유비쿼터스는 시대를 선도 또는 대표하는 하나의 중심 키워드로 자리하고 있고 도시 분야에서도 U-City 추진 전략에 관한 다양한 논의가 진행되고 있다. 본 연구는 최근 우리나라에서 이루어지고 있는 유비쿼터스 관련 계획들의 동향과 특성을 비교분석하고, 바람직한 U-City 건설의 방향을 제안하고 이를 위한 도시계획적 접근 방안을 찾아보고자 하였다.

Resently, We suggested u-Korea strategy to manage and develop a nation based on national ubiquitous technology using mobile.. therefore many a local self-governing body is writing out u-City construction plan to build most suitable future city in oneself environment. In this paper, after analyze tendency and character of ubiquitous related plans, it makes a plan international youth digital film festival based on ubiquitous technology in jinju. And it suggest strategy of digital film or game industry on a department of digital contents industry. also, an opportunity this paper propose research scheme of early level for u-Jinju of city-farm composition supported ubiquitous service in all the jinju area.

As the title signifies, the current study aims at the realization of u-City, which is short for the Ubiquitous City. For this purpose, firstly, the meaning of u-City realization is sought in the study based on future urban changes. Along with this, current issues in the course of u-City realization are gathered based on in-depth interviews with relevant experts. Thirdly, necessary for the comprehensive planning and management of u-City, several strategies are presented by classifying it into u-Infra and u-Service, and considering relevant laws and regulations. And the study divided the execution process into project, development and management levels, and then suggests some realization strategies that are level-dependent.

정보통신부가 IT839 전략을 수정, 보완한 u-IT839전략과 본격적으로 유비쿼터스 사회를 조성하기 위한 정책 등이 포함된 올해 주요업무 계획을 발표했다. 정통부는 올해▲2010년까지 생산액576조원, 부가가치266조원달성 을 위한 u-IT839전략 본격 추진 ▲100만 원대 국민로봇 출시 ▲M1 프 로젝트 추진▲와이브로 상용서비스개시▲지상파DMB 방송 지역 확대 ▲지상파 디지털TV 전국방송 실시 ▲인터넷 제한적 실명제 도입 등을 중점적으로 추진할 방침이다.

Rapid transition to aging society faces many problems. Also there are so many issues related people with disabilities. Disabled and elderly population growth is causing serious social problems. The purpose of this study is to solve the graying society-problem and improve old people's quality of life as well as the disabled's. The main goal of this study is the design of the master plan for ubiquitous-city by referring the 'Ubiquitous urban planning guidelines' of MLTM(Ministry of Land, Transport and Maritime Affairs). For research and development, there is divided by a spatial scope and content scope. As reference model-type, the spatial scope is to pursue maximum function by using minimum system organization and virtual city-set. The content scope consists of services for the disabled and aged, information management, construction management, compatible & connection and Executive Management. The result of this study will contribute to solve the social problems with aged and disabled and advance ubiquitous-environment by improving people's quality of life.

Since the beginning of 2000, the ubiquitous technology rapidly has been at center of public concerns, and application of the ubiquitous technology is expanding in Korea with U-City as the center. U-City is currently planned and built by local governments, but the applicable range of the ubiquitous technology should be expanded in the future to build U-Territory and U-Land projects. As a part of this, U-forest should also be implemented, and that now is the time to gain support in policy and systematic initiative. Therefore, this study defines U-Forest concept to implement valuable national resources, healthy land environment, and pleasant green space by using ubiquitous technology as an effective way to produce, manage, use, and distribute the forest. In order to establish strategy for U-Forest, it has considered basic forest plan, k-Forest, and FGIS projects, and has drawn a service model pertaining to them. Also, it has proposed the need to establish the basic plan for U-Forest, and suggested details to include in the plan.

정보기술의 급격한 발전에 따라 21세기의 물류기업은 조직경영에 필수적인 협업화, 유비쿼터스화, 지능화를 특정으로 하는 실시간 물류 역량을 요구하고 있으며, 우편사업의 경우도 예외가 될 수 없다. 본 논문은 우편 정보화 시스템의 실시간 통합성 및 고도화를 실현하기 위한 우편 정보화 전략 계획을 수립한다. 먼저 국내외 우편사업 환경 및 현황을 살펴보고, 핵심현안을 도출한 후 차세대 우편 정보화 목표시스템의 구축방향 및 기본 모형을 제안한다. 본 연구에 제시된 구축방향 및 모형을 토대로 우편 정보화 정책들이 수립되어 지속적으로 추진된다면 우편사업의 생산성 향상과 국제적 경쟁력 제고에 크게 기여할 수 있을 것으로 기대된다.

Recently, a lot of local autonomous entities are promoting Ubiquitous City(U-City) Construction by integrating Information Communication Technology(ICT) with city development, and also internationally, a lot of cities are making efforts to develop U-City to intensify a city's competitive strength and improve life quality of city dwellers. In keeping with such a stream of the times, each local autonomous entity and project developer are developing a lot of methodologies to establish optimal U-City in corresponding cities and also inquiring into a variety of development procedures, such as connecting existing urban development methods with information establishment methods. The method used usually is to establish Information strategy Plan(ISP) for a city which will be developed through consulting in the stage of city development planning. ISP is to establish vision & strategy for building the ubiquitous city and is a methodology including city vision, strategy, goal, and implementation method, etc. However, due to a lot of variables, such as a variety of city environment, establishment period, budget, information technology, and etc., it is difficult to contain establishment plans for every occasion in a similar method, in reality. Therefore, it is naturally necessary to suggest plans for city vision & strategy, and selection of element technology/service. Thus, this paper suggests models for vision & strategy establishment of U-City and suggests Top-Down Approach and Bottom-Up Approach method as a plan for U-City establishment. In addition, this paper analyzes general promotion methodologies for constructing U-City and analyzes how these two strategic methods [Top-Down Approach and Bottom-Up Approach] for city vision establishment are composed in such a methodology, to define and analyze its constituent plan.
