Trade Facilitation for SME's E-Commerce Export - focusing on Customs' risk management (중소기업 전자상거래 수출통관 원활화에 대한 연구 - 위험관리를 중심으로)

  • This research aims to examine and reevaluate the risk management procedures required for facilitating E-Commerce exports by Small and Medium-sized Enterprises(SMEs) in the context of customs risk management procedures. Based on risk management studies, this research focuses on three research questions. First, what courses comprise the export risk management structure? Second, what are the key issues in risk management in facilitating E-Commerce export clearance? Third, based on the research results, what are the implications and improvements for export customs risk management in boosting SMEs' E-Commerce exports? The research concluded that risk control for SMEs' E-Comerce exports should be further strengthened based on a compliance management approach. To achieve this, the customs authorities should develop a new method of reasoning about the difficulties SMEs face in exporting and the risks of failure to comply with the regulations at the foreign markets.

The Margin and Burden of Route Keeping Maneuver of Vessels Proceeding along the Fairway in the Harbour of CHUNG MU (충무항의 항로내에서 조선상의 여유와 부담)

  • Many studies are conducted to evaluate the risk of maneuvering ships in the congested harbours and narrow channels. These studies are very important for the prevention of sea traffic accidents in those sea areas. In this paper, the author carried out a series of observations on sea traffic condition of the vessels entering and leaving the harbour of CHUNG MU, in order to evaluate the risk of grounding, the margin and burden of route keeping maneuver of vessels proceeding along the fairway of this harbour. The results obtained are as follows: 1. The grounding risk indices for the east bound and west bound vessels at the middle part and western part of the fairway were higher than those of them at the eastern part. 2. The margin of route keeping maneuver in the fairway appeared to be the highest at the western part of the fairway for the east bound vessels, and the highest at the middle part for the west bound vessels, but the lowest at the western entrance for both of them. 3. The burden of route keeping maneuver in the fairway appeared to be the highest at the western part of the fairway for both of the east bound and west bound vessels, but the lowest at the eastern part for both of them. 4. The influence of maneuvering indices T' on the grounding risk indices appeared to be larger than that of maneuvering indices K' on them.

Postural Risk Assessment of Weed and Kudzu Removal Operations (숲가꾸기를 위한 풀베기와 칡덩굴제거작업의 근골격계 부담 분석)

  • A forest operation is considered as one of the riskiest environments for the development of musculoskeletal disorders because operators are exposed to harmful environmental conditions such as rough terrain, inclement weather, and poor working postures. In weed and kudzu removal operations, manual application is still common in Korea. In this study, we evaluated the ergonomic conditions of weed and kudzu removal in regeneration forests and the associated risk of musculoskeletal disorders. The risk of musculoskeletal disorders was evaluated using the Ovako Working Posture Analysis System and postural risk index. Postural risk was significantly higher for kudzu compared with weed removal operations. This suggests that kudzu removal operations must be improved to decrease postural risk.

Analysis of Loss Costs and Risk Reserve due to Risk Events for Aircraft Runway Construction (활주로 건설공사의 위험사건에 따른 손실비용 및 위험예비비 분석)

  • The purpose of this study is to derive risk events that occurred during aircraft runway construction and analyze loss costs for project participants. For this purpose, design change data, contracted statement and completed statement were investigated. The results of this study are as follows: There were 12 risk events in the process of construction, 5 design errors and 7 construction errors. The increased construction costs due to such risk events were calculated as KRW 726 million. Of the KRW 726 million that was increased due to risk events, about 52.57% was spent by the ordering agency, and about 47.43% contractors. The increased construction costs due to such risk events are about 4.86% of the direct construction costs of KRW 14.9 billion. Based on the results derived from these case studies, a method for estimating reserve costs and construction costs considering risk events is presented.

  • 최근 고령화에 따른 치매 환자 증가 추세로 인해 실내 치매 환자 케어 시스템이 주목받고 있다. 본 논문에서는 비콘과 센서를 이용한 치매 환자의 배회 방지 및 위험 장소 접근 알림 시스템을 개발하였다. 치매 환자의 실내 위치를 추적하기 위해 비콘을 실내 곳곳에 부착하고, 치매 환자의 위험 행동을 감지하기 위해 센서를 위험지역에 설치한다. 스마트폰을 사용하여 비콘 신호를 측정하고 측정된 비콘 신호를 사용하여 치매 환자의 위치를 계산하여 치매 환자가 위험에 처했다고 판단되면 이를 간병인에게 알린다. 위 시스템을 통해 간병인의 부담을 덜고, 간병 비용을 절약할 수 있다.

  • 전 세계적으로 물과 관련된 자연재해 피해가 지속적으로 증가하고 있고 세계재난데이터베이스(EM-DAT)에서 집계한 물과 관련된 중요한 자연재해의 피해액은 지난 50년 동안 많은 투자에도 불구하고 여전히 피해액이 증가되고 있다. 특히, 우리나의 경우, 전 국토의 70% 이상이 산악지형으로 구성된 지형적 요인, 인구 및 사회기반시설이 집중되는 도시지역의 확대 현상, 빈번히 발생되는 이상강우와 강우강도의 증가 등으로 전국 곳곳에서 큰 침수피해가 반복적으로 발생하고 있다. 이러한 도시침수의 저감대책을 마련하기 위해 정부부처에서 도시계획적 및 방재차원에서 관련 정책을 제시하고 있지만 실무적 측면에서 실효성이 낮은 실정이다. 이러한 문제점을 해결하기 위해 지자체 담당자의 업무부담을 줄여주면서 기술지원이 가능한 도시침수 위험도 관리시스템을 구축하고자 한다. 이에 따라 재해에 대해 평상시 위험도 정보를 기초로 시설투자, 개발계획 조정 등 사전대책을 마련할 수 있는 도시침수의 위험정도에 따른 지역 분석과 중점관리 대상지 선정 기준이 필요하다. 따라서 본 연구에서는 재해통계자료를 토대로 전국 226개 지자체에 대해, 최근 8년(2008~2014년) 간 발생된 호우 발생빈도와 피해액의 관계분석을 통하여 도시침수의 위험지역을 분류하였다. 국가재난정보센터의 재난통계기록의 호우발생횟수와 도시침수에 대한 피해정도를 고려하기 위해 건물과 공공시설에 대한 피해액을 분석항목으로 적용하였다. 이에 대한 도시지역의 침수발생에 대한 중점관리대상지 선정을 위하여 각 행정구역의 면적계수를 적용한 뒤 분위분석을 실시하였다. 호우 발생빈도와 피해액에 따라 위험도가 75% 이상으로 도시의 침수피해가 가장 높은 지역, 50% 이상이며 75% 미만인 지역, 25% 이상이며 50% 미만인 지역, 25% 미만으로 위험도가 가장 낮은 지역으로 도시침수 위험지역을 상세 분류하고 도시침수에 의한 중점관리가 필요한 대상지 35개 지역을 선정하였다. 본 연구의 결과는 지역의 도시계획 및 방재 측면에서 도시침수와 관련된 저감대책을 고려 시 기초자료로 활용 가능하고, 지자체별 지원 규모 설정 시 적정 기준제시가 가능할 것이다.

Optimal Cutoff Points of Rate Pressure Product in Each Stage of Treadmill Exercise Test According to the Degree of Metabolic Syndrome in Korean Adults (한국성인의 대사증후군 예방을 위한 운동부하 검사시 각 단계별 심근부담률의 적정 임계점)

  • The rate pressure product (RPP) is expressed as a product of the heart rate and systolic blood pressure as an index indirectly measuring the myocardial oxygen consumption, and it indicates the burden on the myocardium. The aim of this study was to determine the optimal level of RPP for preventing metabolic syndrome in a treadmill exercise test in Korean adults. Metabolic syndrome was the diagnosis of the third executive summary report on the National Cholesterol Education Program Adult Treatment Panel III (NCEP-ATP III) criteria. According to the criteria, the metabolic syndrome diagnosis group (MetS, N=25), pre-metabolic syndrome group (Pre-MetS, N=106), and non-risk factor group (Non-MetS, N=65) were classified. The exercise stress test was performed based on the Bruce protocol. The RPP was calculated as (heart rate${\times}$systolic blood pressure)${\div}1,000$. The results showed that the maximum systolic blood pressure was high despite the low daily dose reached in the diagnostic group of metabolic syndrome. The optimal threshold of the RPP at the time of the exercise treadmill test for a metabolic syndrome prediction was $12.56mmHg{\times}beats/min{\times}10^{-3}$ in the first stage of the exercise stress test. The second stage of the exercise test was $16.94mmHg{\times}beats/min{\times}10^{-3}$, and at the third stage of the exercise test was $21.11mmHg{\times}beats/min{\times}10^{-3}$.

  • 제품에 대한 소비자의 다양한 욕구는 생산자에게는 많은 위험 부담을 요구하게 된다. 본 연구에서는 이러한 생산 및 판매자의 risk를 줄이기 위하여 특정 가구 업체의 가상 생산 방안 및 제품의 가상 Display 방안을 연구하였다. 특정 가구 업체의 생산가구들에 대한 DataBase를 구축하여 VR(Virtual Reality)형 가구 선택 시스템을 구현하고, 제품의 가상제작 및 가상 전시로 사전에 소비자의 선호도를 점검하여 볼 수 있는 VR형 모의 전시 시스템을 구축하였다.

  • 비잔틴 제국의 전략은 본질적으로 중세의 세련된 억제의 개념이었는데, 그것은 가능한 한 전쟁을 피하는 것에 기초하고 있었다. 가능한 한 최소의 비용 지출과 최소한의 병력으로 침략자들과 필요시 전쟁을 하고, 필요하면 격퇴하고 심판하고 압박하는 것이었다. 경제적, 정치적 및 심리적인 전쟁을 구사하여 실무의 운용에 도움을 주었고, 가끔 실전도 치르지 않은 채 이상의 요소만으로 전쟁을 수행하기도 하였다. 무시무시한 적들로부터 가해지는 위험을 줄이기 위하여 언제나 동맹 정책이 사용되었다. 분쟁이 발생된 지역에 가까이 위치한 동맹국들이나 반독립적인 야만인 추장에 대하여 지불된 보조금은 군대의 부담을 역시 감소시켰다.
