Risk assessment of water scarcity considering socio-economic characteristics in Gwangju and Jeonnam (광주·전남지역의 사회경제적 특성을 고려한 물부족 위험도 평가)

  • Unlike other disasters, the water shortage problem caused by drought is characterized by the long-lasting ripple effect of the social and economic sectors in all regions of Korea, and the types and purposes of water mainly used are different depending on the type of region, so the factors and scale of water shortage damage are different. In this study, a methodology to evaluate the risk of water shortage based on socioeconomic characteristics was developed and applied to Gwangju and Jeollanam-do to analyze the results. To this end, 20 impact indicators for risk, exposure, and vulnerability items were selected according to the climate risk concept of IPCC AR6. The results of the water shortage risk evaluation reflecting socioeconomic characteristics were different from the risk results considering only the existing meteorological and hydrological factors. The areas with the greatest risk of water shortage were calculated as Yeonggwang-eup in Yeonggwang-gun, Yeonsan-dong and Haean-dong 4-ga in Mokpo-si, Jeokryang-dong in Yeosu-si and Geumsan-myeon in Goheung-si. Through the evaluation results, risk factors and countermeasures for water shortage were derived in consideration of detailed characteristics of the region, which can be used as data contributing to the establishment of measures to reduce drought damage tailored to the region in the future.

A Basic Study on Safe Mooring Guide for Dangerous Goods Berths in Ul-San Port (울산항 위험물 부두의 안전계류에 관한 기초연구)

  • This study analyzed the state of the vessels which were using the berth for dangerous goods more than its carrying capacity in the major dangerous cargo handling port of Ulsan in Korea, The result of the analysis showed that a ship which has 3 times more than the maximum berthing capacity was moored at berth. Accordingly, a simulation model for 50,000 DWT berth was built and carried out the mooring safety analysis with 50,000 DWT, 70,000 DWT and 100,000 DWT vessels by mooring assessment program. The evaluation was carried out according to the standard environment presented in OCIMF standards. 50,000 DWT vessel was evaluated to meet the acceptable criteria but, 70,000 DWT and 100,000 DWT vessels exceeded the acceptable limit as per external conditions. Consequently, safe mooring guidelines were suggested and also proposed the building of common 'Mooring safety guideline' for port with assessment of different cases.

  • The government is propelling regulatory reform in priority that abrogate & improve administrative regulation. But in spite of many regulatory reform results, successive diminution of regulatory reform is low because that modification of bureaucracy's execution don't support or a concerned group of gain and loss resists. Therefore, this study grasp the present condition at dangerous article factory etc., and would present the promotable method in analysis synthetically & systematically about cognizance, recognition & observance etc of a administrative regulation. As a result of inquiry, In general the adaptability is evaluated highly. This is a natural result because of rapidly economic development, increased demand of a dangerous article and so an increase of riskiness, and showed that the general public recognize riskiness of dangerous article factory etc..

  • Accidents of HAZMAT transport vehicle are generally dealt by unskilled firefighters. As a result, firefighters became 2nd victims of accidents in some case because of this reason, and it is required to prepare an accident response guidelines against HAZMAT transport vehicle accidents. In this study, risk assessment methods and making methods of guidelines were investigated to make accident response guidelines of HAZMAT transport vehicle accidents. and It identifies hazards and combines with guideword for making guideline items. At last, we determine criteria or detailed methods by referring survey regulations and existed methods.

A Study on Flammability Risk of Flammable Liquid Mixture (가연성 액체 혼합물의 인화 위험성에 관한 연구)

  • Purpose: In this study, the risk of flammability of a liquid mixture was experimentally confirmed because the purpose of this study was to confirm the increase or decrease of the flammability risk in a mixture of two substances (combustible+combustible) and to present the risk of the mixture. Method: Flash point test method and result processing were tested based on KS M 2010-2008, a tag sealing test method used as a flash point test method for crude oil and petroleum products. The manufacturer of the equipment used in this experiment was Japan's TANAKA. The flash point was measured with a test equipment that satisfies the test standards of KS M 2010 with equipment produced by the company, and LP gas was used as the ignition source and water as the cooling water. In addition, when measuring the flash point, the temperature of the cooling water was tested using cooling water of about 2℃. Results: First of all, in the case of flammable + combustible mixtures, there was little change in flash point if the flash point difference between the two substances was not large, and if the flash point difference between the two substances was low, the flash point tended to increase as the number of substances with high flash point increased. However, in the case of toluene and methanol, the flash point of the mixture was lower than that of the material with a lower flash point. Also, in the case of a paint thinner, it was not easy to predict the flash point of the material because it was composed of a mixture, but as a result of experimental measurement, it was measured between -24℃ and 7℃. Conclusion: The results of this study are to determine the risk of mixtures through experimental studies on flammable mixtures for the purpose of securing the effectiveness of the details of the criteria for determining dangerous goods in the existing dangerous goods safety management method and securing the reliability and reproducibility of the determination of dangerous goods Criteria have been presented, and reference data on experimental criteria for flammable liquids that are regulated in firefighting sites can be provided. In addition, if this study accumulates know-how on differences in test methods, it is expected that it can be used as a basis for research on risk assessment of dangerous goods and as a basis for research on dangerous goods determination.

  • 최근 경주 포항 지역에 지진피해 등 대구 경북권의 잦은 재난 발생으로 인해 증대되고 있는 노후학교 건축물의 안전성 위험 문제에 대한 선제 대응이 필요한 상황이 요구되고 있다. 학교 건축물에 건물의 위험도를 파악할 수 있는 센서들을 부착하고, 실시간 모니터링을 통해 건물의 구조적 위험성을 판단한다. 건물의 위험도가 심각한 단계에 이르면 스마트폰(Smart Phone) 앱(Application)과 음성안내방송을 통해 건물의 재실자와 관리자에게 즉시 경보를 발령하며, 대피할 수 있도록 가이드를 제시 한다. 이에 본 논문에서는 스마트 재난경보방송을 위한 스마트폰 애플리케이션(application)을 통해 재난 상황을 전파하고 대응할 수 있게 건물의 위험성 발생 위치정보를 제공하며 대피 안내 정보를 제공한다. 동시에 건물의 구내방송 시스템과 연계를 통해 음성 안내방송을 자동으로 수행하며, 두 가지 방식으로 재난 메시지를 전파하여 중복성을 가지고 경보 전파를 수행한다.

  • 무인선박의 출현 및 운항 시기가 도래하는 시점에서, 항해사들의 경험적, 정성적 방법으로 항로를 설정하던 기존의 방식이 아니라 정량적 항로 결정 방식 필요성이 제기된다. 본 연구에서는 위험물(HNS) 적재선의 해상교통사고 리스크 기반의 침로 설정을 통해 실시간 데이터 활용에 따라 변화 추정 및 인적 오류를 최소화하여 무인선박 운항 시 활용 가능한 항로 설정 기법을 제안하였다. 항로 주변의 정적 위험(Static Hazard)을 기반한 리스크 평가 방법을 제시하고, Contour map으로 시각화 통해 무인선박뿐 아니라 현존하는 선박에도 적용 가능하여, 사용자 결정에 따라 리스크 기반으로 침로 설정 통해 선박 운항 효율성 및 안전성 확보에 기여할 것으로 기대된다. 본 연구 내용을 토대로 정적 위험뿐 만아니라 선박을 포함한 동적 위험을 반영한 실시간 리스크 기반 항로 설정까지 확장하기 위한 연구가 요구된다.

A Study on Development and Construction Methods of the Inorganic Floor Finishing Material of Hazardous Material Storage Facilities (위험물 저장시설의 무기질 바닥마감재와 이를 이용한 시공방법에 관한 연구)

  • Usage of the inorganic floor finishing material can be advantageous to overcome some problems of traditional organic-based floor finishing material used for hazardous material storage facilities. A spark can be produced by physical impact between the flooring and the flooring disposal equipment while removing the existing flooring. In order to prevent a fire hazard, which may be caused the spark, it is feasible that a construction can be implemented without removing the existing flooring. Moreover, the top coating material containing an antistatic agent is effective to prevent secondary damage caused by static electricity after finishing the construction of the flooring. Therefore, the inorganic floor finishing material of the this study is expected to be beneficial for safety management and economical aspect for inspectors.
