위험물들은 위험물의 사용 및 관리뿐만 아니라 수송시에도 많은 위험성을 내포하고 있어 각국에서는 적당한 기준을 마련하여 특별히 관리하고 있다. 우리나라 철도 위험물안전수송에 관한 철도안전법 개정을 위하여 국내 철도 위험물의 수송량과 종류를 분석하고 국내외 위험물분류기준을 비교하였다. 우리나라는 지리적으로 대륙을 연결하기 편리한 위치에 있어 향후 국경을 넘어 대륙을 횡단하는 국제법을 채택하는 것이 유리하고, 수송되어야 할 물질의 종류가 다양해질 것을 대비하여 국제적으로 통용될 수 있는 위험물일람표를 채택하는 것을 제안하였다.

본 고에서는 해상으로 운송되는 위험물 중 포장형태(Packaging types)의 국제운송기준인 IMDG Code(국제해상위험물규칙 ; International Maritime Dangerous Goods)를 기준으로 위험물포장에 대해 서술하고자 한다.

선박에 의한 위험물 운송의 증가로 제정된 IMDG Code를 제정하고, 선원들은 그 규정에 따라 업무를 수행하고 있으며 몇 차례 개정이 되면서 위험물 안전운송 전문교육을 의무화하고 있다. 하지만 해마다 위험물에 의한 선박화재 및 폭발사고는 계속 일어나고 있으며, 이것은 위험물에 대한 기본 정보와 규정만 있으나 위험화물에 대한 자체 반응경로나 왜 규정대로 해야 하는지에 대한 정보가 선원들에게는 부족하다는 것을 알 수 있었다. 그리하여 최근에 발생한 선박화재 및 폭발사고 사례를 조사해보고, 적재된 화학물질 에 대한 기본정보를 분석하고 화재가 일어날 수 있는 가능성에 대해 화학적으로 접근 해석해 보았다. 화재의 원인은 다양하지만 기상 실험을 할 수 없는 어려움이 있어, 적재된 위험물의 정보와 대표적인 반응을 알아보고 화재원인을 가정해 보았다. 선원들은 IMDG Code에 대한 규정 이외에도 이러한 기본정보와 반응경로에 이해를 한다면 위험화물의 운송에 있어 위험한 환경요소를 제거할 수 있어 화재 및 폭발사고를 예방 할 수 있다.

Many countries are managing the transportation of hazardous materials under the specific provisions especially, as well as use, storage and management, because of their high risks. For the purpose of the revision of rail safety law for the safe transportation of hazardous materials, amount and kind of hazardous materials transported by rail in Korea are analysed and the standards of classification of hazardous materials are compared in domestic and abroad. There are lots of benefits for national rail safety law to implement an international law because our country's geographic location is convenient to connect the continent and to across the border. It is suggested that implementing a classification and test methods of hazardous materials enable to use internationally for the preparation of rail transportation to be increased.

항만에서 물동량이 증가함에 따라 항만위험물 물동량도 함께 증가하고 있다. 이에 따라 항만위험물로 인한 사고도 점차 늘어나는 추세이다. 안전사고발생을 사전에 예방하고, 사고발생 시 피해를 최소화하기 위해서 안전관리자와 위험물 취급자는 정해진 기간마다 항만위험물 교육기관에서 필수적으로 교육을 이수해야 한다. 국내에서 가장 많은 산적액체위험물을 처리하고 있는 울산항의 경우.

현재 위험물 운송 사고는 점차 감소하는 추세이지만 위험물 운송 사고는 특성상 한번의 사고로 인해 주변의 인명 및 환경에 막대한 피해를 입히게 된다. 이러한 위험물 운송 사고의 대응을 위해 각 기관들이 있지만 기관별로 메뉴얼 및 방침이 다르게 적용되어 있어 운송 사고에 대한 정확한 정보전달이 미비한 실정이다. 결과적으로 운송사고에 대한 정보가 부족하여 잘못된 대응계획으로 사고처리가 늦어질 수도 있다. 사고시 적절한 대응을 위해서는 위험물질의 종류와 양, 사고위치, 주변상황 등에 대한 정보가 전달되어야 사고대응에 대한 장비, 인력 편성 등 정확한 대응이 이루어질 수 있다. 현재 국내의 정부 유관기관별로 위험물질 사고대응메뉴얼을 구축하여 제공하고 있으나, 운송 및 수송 사고에 대한 사고대응메뉴얼의 부재로 2차적인 피해가 발생되고 있다. 따라서 본 논문에서는 위험물질의 표준화하고 이에 대한 사고대응매뉴얼을 개발하여 위험물 운송 사고시 사고에 대한 정보를 유관기관에게 신속 정확하게 전파하여 통합적인 초동대응이 이루어질 수 있도록 하였다.

복잡한 현대 문명 생활을 영위하는 가운데 각종 위험물질이 날마다 생산되어 운반되어지고 있다. 이러한 위험물질이 운반되는 과정에서 위험물사고발생은 불가피하다. 위험물사고는 발생확률은 낮지만 일단 사고발생시 인명, 환경, 재산피해가 심각하기 때문에 가능한 한 피해를 최소화하기 위한 대책이 필요하다. 본 연구에서는 공로수송에 있어 위험물질운송에 따른 경로별 위험도 분석을 위한 모형을 개발하고, 본 모형에 기초하여 계산된 링크별 위험도를 낮추기 위한 대책을 제시하였다. 각 링크별 위험도를 계산하기 위해서는 링크별 교통량, 사고 데이타 및 위험물질별 사고시 피해영향규모 등을 결정해야 하는 바, 이러한 작업은 사실상 수작업으로 불가능하다. 이를 자동적으로 수행하는 방안으로 지리정보시스템을 활용하였다 또한, 여러 가지 위험물질별 위험도 분석에서 위험물사고 저감대책, 위험물사고시 피해최소화 대책 등 일련의 작업을 하나의 시스템에서 이루어지도록 하는 의사결정지원시스템 형태의 위험물수송관리시스템으로 개발하였다. 최종적으로는 위험물질 중 대부분을 차지하는 석유.화학물질을 가장 많이 다루는 지역인 울산지역을 시범지역으로 선정하여 본 연구에서 제시한 모형을 적용해 보았다.

After the huge explosive accident in port of Tianjin, it is being strengthened on the dangerous goods regulations. This also has been make an extra impact which must meet international standards and even different parts became possible import customs regulations exporting from Korea. Since 2004, internationally in compliance with the enforced the transport of dangerous goods regulations (IMDG Code), but becomes substantial damage to the domestic industry that exports of dangerous goods is a lot of difficulties in the logistics of efficiency due to possible follows only the clearance to the needs of the Chinese Government. In Korea and secure hazardous materials management needs have emerged, but piecemeal ad hoc policy is connected economically costly and unnecessary regulations weighted long-term safe at the same time enables continuation of the development of the only domestic chemical industry to find effective hazardous materials management plan it is.

This study analyzed the present operation state and cases of safety accidents of inflammables and explosives in army camps by focusing on staffs in charge for safety supervision of inflammables and explosives in army camps. Moreover, through this analysis, the study surveyed the actual safety supervision conditions in a workplace related to the hazardous materials, the safety plan for inflammables and explosives, the quality of education for safety supervision, the consciousness of safety supervisors for the safety supervision of inflammables and explosives, and so on. On basis of this research, the actual conditions of inflammables and explosives in army camps were investigated. By not only establishing the systematic safety plan but also developing the safety supervision education programs to manage inflammables and explosives in army camps safely, this study tries to arouse military officers' interest and ensure a safe workplace. Furthermore, this study presents public relations and revitalization of the education to make safety supervisors for inflammables and explosives and the interested parties recognize the hazards of safety accidents, by cutting them off from safety accidents in advance.
