Risk Management for Casuality Accident at Urban Railway Stations (도시철도 역사 내 철도안전사상사고 위험도 관리 방안)

  • The paper suggests risk management methodology for alleviating casuality accidents at urban railway stations. Risk management deals with countermeasures for reducing accident probability or consequences to reach at the certain level of risk. First of all, Economic evaluations using cost and benefit for all the alternatives are performed. The alternatives exceeding B/C ratio greater than 1, each alternative is applied in the order of higher B/C ratio. this process is repeated when the level of risk is reduced as low as reasonably practical (ALARP). In order to determine the level of ALARP, Level of Service (LOS) for casuality risk at urban railway stations is proposed. The ALARP level is set to the LOS "C". Finally, a case study is applied to the Jongno 3-ga station, which is a highest risky station among all the stations operated by Seoul Metro and Seoul Metropolitan Rapid Transit Cooperation (SMRT).

  • In the construction and operation of large marine structure, hazard risk analysis is one of important factors. Therefore, this paper investigates the hazard risk indexes and evaluates the risk level in the construction and operation of SFT on the basis of expert survey and Fuzzy analytic hierarchy process. Hazard risk is divided into natural hazard risk (earthquake, typhoon, tsunami, and ice collision) and human factor hazard risk (fire, explosion, traffic accident, ship or submarine collision). Also, the influence of hazard risk indexes on SFT was evaluated in tunnel tube, supporting system, ventilation tower, foundation, and connection part. As the hazard risk level of SFT is compared with those of bridge, underwater tunnel, and immersed tunnel, the intrinsic risk level of SFT was evaluated. Tsunami and earthquake had higher risk level in natural hazard risk, and the risk levels of fire and explosion were higher in human factor hazard risk. Hazard risk level of SFT was 1.4 times higher than immersed tunnel, and 3.2 times higher than bridge.

Establishment of the Appropriate Risk Standard through the Risk Assessment of Accident Scenario (사고시나리오별 위험도 산정을 통한 적정 위험도 기준 설정)

  • An off-site consequence analysis is used to calculate the risks when hazardous chemicals that is being used on-site has been exposed off-site; the biggest factor that impacts the risk is the risks of accident scenarios. This study seeks to calculate risks according to accident scenarios by applying OGP/LOPA risk calculating methods for similar facilities, calculate risk reduction ratio by inspecting applicable IPL for incidents, and propose an appropriate risk standard for different risk calculating methods. Considering all applicable IPL when estimating the safety improvement of accident scenarios, the risk of OGP is 8.05E-04 and the risk of LOPA is 1.00E-04, According to the case of IPL, the risk is 1.34E-02. The optimal risk level for accident scenarios using LOPA was $10^{-2}$, but the appropriate risk criteria for accident scenarios in foreign similar studies were $10^{-3}{\sim}10^{-4}$, the risk of a scenario can be determined at an unacceptable level. When OGP is applied, it is analyzed as acceptable level, but in case of applying LOPA, all applicable IPL should be applied in order to satisfy the acceptable risk level. Compared to OGP, the risk is high when LOPA is applied. Therefore, the acceptable risk level should be set differently for each risk method.

Influences of Customers' Information Level and Risk Recognition to the Information Channel Selection and Loyalty (서비스 상품 구매상황에서 고객의 정보수준과 위험인지도가 정보채널 선택과 충성도에 미치는 영향)

  • The study begins with the proposition that customers' recognition of risk and their information level for a service firm and its product influence to the selection of information channel and loyalty of customers. Experimental study found that the likelihood of personal information channel selection would be increased as customers felt higher level of risk and as they had lower level of information when they purchased service products. The study also found that customer loyalty would be influenced by the risk recognition level, but the relationship between loyalty and information level was not significant.

  • Generally, asset management procedure consists of exact information collection, decision of service level, analysis of aspiration level, analysis of financial condition and available budget, preparation of asset management plan, and value of modified asset. In this study, for the risk-based asset management, condition assessment and performance measuring, assessment of failure modes and risks, evaluation/selection of treatment options, and implementation of optimum solution are additionally included. For this, bridge inventory and performance measure considering risks are classified and method of quantitative/qualitative performance measure is suggested. Also, evaluation method of risk analysis for bridge asset management is suggested and basic research is carried out for applicable method of risk-based asset management. Using suggested risk procedure and method of risk-based bridge service level evaluation, it is possible to perform resonable asset management. Moreover, it is concluded that the proposed applicable method of risk-based asset management will provide a solution to contribute the development of systematical asset management for optimal decision making and prototype asset management system.

  • This study investigated the causes and problems of train operation impediments through the statistics analysis of 8 years'internal data of Daejeon Metropolitan Express Transit. By evaluating the risks regarding the system, equipment, and parts of high risk group, this study measured the Risk Index Severity, and applied the $5{\times}5$ Risk Assessment Matrix which is a method of risk management to calculate the scale of risk to analyze the safety level and allowance range. As a result, the car sector, the most serious risk, followed by machinery and equipment sector showed that the inherent risk. In particular, the door broken and the door rail signaling and control devices due to defects of the vehicle is high, but also the severity, and frequency are showing very frequent additional potential accidents. PSD also had defects in the machinery sector appeared to be the most dangerous of the PSD poor safety gates, it was found that the glass also involve the risk of mishandling and breakage of the PSD. This study intended to contribute to the transportation benefits through the safety and stable operation of Metropolitan Express Transit.

The Effects of Message Frame and Involvement on Optimistic Bias (위험인식의 낙관적 편견에 대한 프레임과 관여도의 역할)

  • In this study, we examined the influence of news frame and involvement on risk perception. Based on individuals' optimistic bias in risk judgement and the third-person effect theory, we developed research hypotheses. An experiment was conducted in which 243 undergraduate and graduate students participated. Results indicated that societal level risk judgements were relatively invariant across experimental conditions but personal level risk judgements were influenced by the news frame and individuals' involvement in irradiated food. Based on the results, we provide explanations concerning when and how optimistic bias takes place in each experimental condition.

Development of Signalized-Intersection LOS Determination Method Based on Satefy (교통안전에 의한 신호교차로 서비스수준 결정방법의 개발)

  • 신호교차로 서비스수준은, 객관적으로 측정 할 수 있는 여러 가지 기준에 의해 결정될 수 있다. 예를 들면, 지체시간(Delay), 교통사고수(Number of Accident), 교통사고율(Accident Rate), 충돌수(Traffic Conflict), 그리고 교통사고에 노출된 차량수(Exposure)등이다. 지금까지는 1985 Highway Capacity Manual(HCM)에서 소개된 지체시간에 의한 서비스수준 결정방법이 널리 사용되어 왔다. 본 논문에서는 1985 HCM 방법의 중용성과 유용성에 대해 논하지 않고, 교통안전(Safety)에 의한 신호교차로 서비스수준 결정방법을 제시하였다. 교차로의 위험도(Degree of Intersection Hazard)를 예측하기 위해, 교통사고빈도 수가 가장 높은 두가지 교통사고 유형, 즉 좌회전추돌(Left-Tum)과 후미추돌(Rear-End) 예측 모형이 개발되었다. 여기서 첫째, 좌회전추돌 위험도를 예측하기 위하여 음지수 분포(Negative-Exponential Distribution)를 이용한 확률적 모형이 개발되었다. 둘째, 후미추돌 위험도를 예측하기 위하여 연속류 모형(Continuum Model)을 이용한 거시적 모형이 개발되었다. 개발된 두가지 모형을 이용하여 신호교차로 안전도를 예측하였으며 교차로 서비스수준이 안전도에 의해 결정되었다. 본 논문에서 제시된 교통안전에 의한 신호교차로 서비스수준 결정방법은 연동교차로를 제외한 독립교차로에만 적용이 된다.

Case Study on Risk Assessment of Railway Infrastructure Sections Using Acceptable Risk Matrix (위험도 매트릭스를 활용한 철도시설물 구간 위험도평가의 사례연구)

  • Owing to the established international standards for reliability and safety management of railways and the third-part conformity assessment implementation, quantitative risk assessment focusing on communication system related to railway safety has being implemented. The quantitative risk assessment starts from the establishment of quantitative RAMS requirements; the risk has to be maintained under an acceptable safety level. This paper introduces the risk assessment process based on international standards ; risk assessment was conducted using failure data for railway facilities for about 5.5 years. In addition, based on the results, a scientific risk management method for railway facilities is suggested.

  • 건설공사는 인력의존도가 가장 높으며 타 산업에 대비하여 자동화가 매우 낮고 외기에 노출된 작업 환경으로 추락 등의 중대재해 위험이 가장 높은 산업이다. e-나라지표에 의하면 2006년부터 2012년까지 전체 산업의 약 21.9%를 차지하는 건설 근로자가 생산 활동에 종사하고 있으며, 이직 및 인력의 이동이 매우 잦은 특성을 갖고 있다. 2006년~2012년까지의 재해발생 통계에 따르면 전체적으로 타 산업은 매년 다소간의 증감은 있으나 재해가 감소하는 추세이지만, 건설공사의 경우는 지속적으로 증가하고 있다. 특히, 사고성 사망재해의 경우는 7년간 전체 산업에서 발생하는 사고성 사망재해의 평균 40.9%를 건설업이 차지하고 있어 가장 높아 매우 심각한 수준이다. 또한 건설현장과 건설회사의 안전보건경영의 운영방법 및 제도가 매우 단순하고 정성적인 수준으로 타 산업에 비하여 안전경영의 정량화에 대한 노력이 매우 미약하다. 과거 재해사례 및 통계를 분석하여 앞으로의 재해 위험 요소를 제거하거나 안전한 상태로 형성하여야 하나, 발표되는 재해사례나 통계를 구호 또는 슬로건으로 전파, 교육하는 수준에 머물고 있다. 본 연구에서는 아파트공사를 대상으로 2006년~2011년의 과거 재해통계(8,687건)를 분석하여 데이터베이스화하고, 실제 공사한 아파트공사 샘플현장의 자료(89,375명)를 데이터베이스화하여 현 실정에 부합한 정량적 직종별 위험도를 산정하는 연구를 진행하였다. 따라서 아파트공사의 직종별 위험도를 정량적인 데이터로 산출하고, 과학적인 방법으로 현장 위험수준을 실시간 모니터링 함으로써 건설현장의 주된 생산력인 근로자의 생명과 건강을 보호할 수 있는 효과적인 재해예방이 이루어 질 것으로 기대된다.
