This study is attempt to find out the justification of the contracting-out for public library considering by the results from estimation about public service governed through contacting-out. For this study I made use of both integrated estimation of public services and evaluation of library service, which have beeing managed by contracting-out. Finally, I realized that attempting the contracting-out for public library may has many limitations due to the characteristics of library service and the failure to achieve the satisfaction of hon in public service.

본 대학 건축설비과는 1995년 12월 대한설비공사협회 서울특별시회와 위탁교육에 관한 계약을 맺고 1996학년도에 협회 산하업체 직원 40명에 대한 별도학급을 편성하여 위탁교육을 실시하고 있으며, 1997학년도에도 39명에 대한 별도학급을 편성하여 위탁교육을 실시하였다. 위탁교육제도는 산업체 종사자들에 대해 전문지식의 습득기회를 확대하여 기술변화에 대응할 수 있는 능력을 함양시키고 기업의 경쟁력을 강화시키는데 목적을 두고 있다. 본 연구는 2년째로 접어든 건축설비과 위탁교육과정을 합리적으로 운영하고 교육생들의 학습의욕을 능동적으로 고취시켜 산업계의 기술변화에 적절히 부응할 수 있는 교육방안을 마련하기 위하여 1,2학년 위탁교육생들의 설문으로 교육생 성향을 분석하고 교육지도 방안, 산업체 지도방안 그리고 홍보 방안을 모색하고자 한다.

암호 시스템에서 가장 중요한 정보는 키 정보이다. 키가 손상되거나 유실되면 모든정보가 유실되기 때문이다. 키 위탁 시스템이란 유사시의 상황에 대비해서 키를 특정한 위탁기관에 위탁함으로써 정보를 암호의 오용이나 키의 분실로부터 보호 할 수 있는 시스템이다. 키 위탁 시스템은 유사시에 확실하게 키를 복원할 수 있어야 하며, 동시에 복구 정보의 안전한 보관이 이루어져야 한다. 그리고 위탁 시스템으로 인해 사생활이 침해되지 않는 것 또한 중요하다. 이러한 요구사항들은 서로 상충되는 점이 있기 때문에 모든 요구사항을 만족시키는 키 위탁 시스템을 설계하기는 매우 어렵다. 본 논문에서는 키 위탁 시스템 설계시에 고려해야 할 요소를 도출하고, 키 위탁 시스템 설계 및 분석을 위한 모델을 제안한다. 이 모델은 정의된 요구사항을 만족시키는 키 복구 시스템을 설계할 때 유용하게 사용될 수 있으며, 이미 제안된 키 복구 시스템을 분석하는 도구로 활용될 수 있다.

The objective of this study is to evaluate the degree programs commissioned by the ROK Armed Forces, and to search for improvements. In order to achieve the purpose of this study, a research model was designed according to the CIPP evaluation model of Daniel Stufflebeam. The researcher conducted an analysis of documents, interviews, surveys, and data associated with the commissioned degree programs. On the basis of empirical analysis, this study debated various ways of improving the programs. This study found that the object of commissioned education in the Army did not actively reflect national defense strategy nor the army strategy in cultivating talented people. Nevertheless, this study found that the educational program helped improve individual competency because the budget for the programs was sufficient and was effectively implemented. However, there are not enough personnel to administer these commissioned programs. The contents of education strongly reflected the objective of the original commission's programs. However, the research papers produced by the students did not live up to the needs of the military to some extent. Lastly, most graduate students were satisfied with this program and found the program to be very helpful to carry out their missions and cultivate their expertise.

There are lot of arguments whether it is necessary to outsource public libraries in Korea. What are the impacts of outsourcing public libraries? Is it efficient and productive? How is the publicness of public libraries maintained after outsourcing? This article studies public library outsourcing in the U.S, England, Germany, and Japan, and finds implications for Korea. The results of this comparative study show that outsourcing public libraries is not common in many countries. However the number of outsourcing is slowly increasing. Public library outsourcing does not always enhance productivity and publicness. Outsourcing public libraries is only one of the various managing systems of public libraries, and each county has its own unique library management system. Korea should also develop its own outsourcing policies and strategies regarding public libraries to attain their productivity and publicness.

The purpose of this study was to understand the practice experience of social workers in foster care center. This study applied a qualitative study and selected 7 social workers(4 middle-level managers and 3 in-line workers) who have worked for central and regional fostercare centers. We carried out individual interviews with them and conducted thematic analysisbased on data gathered from the individual interviews. We were able to grasp significantissues in foster care practices from analyses. The results of data analysis consisted of 4 themesand 15 sub-themes. The significant themes were 'policy objectives distanced from reality, unknown institution', 'loose network, missed service system', 'too much work, too many cases', 'excluded biological parents' roles, limited foster parents' roles'. Finally, the implications of thisstudy findings for child welfare policy and practice guidelines were discussed to improvefoster care centers.

선진국에서 보편화되고 있는 급식위탁경영이 최근 국내급식산업 분야에서는 단체급식 시설의 급식업무를 전문적으로 위탁받아 경영하는 위탁급식 전문업체가 등장하여 학교급식, 병원급식, 사업체급식 부문에서 활발히 시장을 확대하며, 업체의 수도 급속히 증가하고 있다. 이와 같은 단기간 내의 성장과는 달리 국내 단체급식 및 위탁급식 관련 제도는 지극히 미비하며, 단체급식의 각 부문은 각각 다른 법령에 기초하고 있고 위탁급식업체와 관련된 법적 기준은 전무한 실정이다. (중략)

암호 시스템에서 가장 중요한 정보는 키 정보이다. 그러므로 공개 네트워크 상에서 비밀키의 관리는 아주 중요하다. 키가 손상되거나 유실되면 모든 정보가 유실되기 때문이다. 키 위탁 시스템이란 유사시의 상황에 대비해서 키를 특정한 위탁기관에 위탁함으로써 정보를 암호의 오용이나 키의 분실로부터 보호할 수 있는 시스템이다. 이러한 키 위탁 시스템을 이용함으로써 사용자의 키 유실이나 정보의 법 집행능력 확보를 제공할 수 있다. 일빈적으로 키 위탁 시스템은 사용자와 정부사이의 요구사항들이 상충에 의해 많은 무제를 가지고 있어 기존에 발표된 카 위탁 시스템은 이러한 요구사항들을 모두 만족할 수 없었다. 따라서 본 논문에서는 Failsafe 와 Blind Decoding 방법을 기본으로한 사용자와 정보의 요구사항을 모두 만족하는 새로운 키 위탁 시스템을 제안한다.

The study examined the mental representation of children in foster care through the MacArthur Story Stem Battery (MSSB) and reviewed difference between children in foster care and typical children in terms of mental representation. Subjects of the study included a total of 50 children: 25 children (11 boys and 14 girls), aged from 5 to 8, in foster care in Gyeonggi Province, and 25 typical children (11 boys and 14 girls), aged from 5 to 8, who lived in Seoul and Gyeonggi Province. The research findings are summarized as follows: First, in terms of mental representation, children in foster care showed less subjects of empathic relations and more subjects of disorganized aggression than typical children. Second, children in foster care showed lower coherence mental representation than typical children. Finally, children in foster care were more likely to fail in emotional regulation than typical children in mental representation.
