This study is to analyze the Probable Maximum Flood(PMF) as a part of counterplan for the disaster prevention of hydraulic structures such as dams, according to recent unfavorable weather conditions. During the period of typhoon RUSA in August 2002, the rainfall recorded in Gang-loeng Province was 880mm a day and exceeded the scale of PMP made in 2001. Accordingly, the reconsideration of hydrologic criteria for dam design was inevitable. In the design of dams for flood controls, the design flood must be determined by introducing the concept of maximum values. When the duration of design rainfall is determined, it needs to use the critical duration which causes the maximum flood by the maximum runoff. In this study, we Investigate the variation of critical duration with hydrologic parameters used in three different synthetic unit hydrographs(Clark, Nakayasu and SCS methods). As a result, the total runoff calculated from 24-hour duration is larger than that calculated from the critical duration. We calculate also the hydrographs with three different time distribution models(Huff's 4-quartile, IDF curve and Mononobe) and compare those with measured hydrograph data. From this comparison, we propose that the Huff's 4-quartile model must be used to obtain the desirable data in the hydrologic design of dams.

There are various method for evaluating the durability life of concrete structures due to salt damage. The best way is to perform a corrosion test for a rebar embedded in concrete specimen was exposure to marine environment. However, this method has the disadvantage that it takes a long period of time. Also, accelerated corrosion test which was complemented complements the time-consuming weakness is limited to apply because it could not reveal a correlation between long-term exposure test. Accordingly, the purpose of this study is to derive a correlation coefficient between cycle drying-wetting accelerated corrosion test and long-term exposure test. Corrosion initiation time was measured in four types of concrete samples, i.e., two samples mixed with fly ash(FA) and blast furnace slag(BS), and the other two samples having two water/cement ratio(W/C = 0.6, 0.35) without admixture(OPC 60 and OPC 35). The accelerated corrosion test was carried out by two case, i.e., one is a cyclic drying-wetting method(case 1), and the other is a artificial seawater ponding test method(case 2). Whether corrosion occurs, it was measures using half-cell potential method. The results indicated that case 1 is to accelerated the corrosion of rebar about 24~36% as compared with case 2, then the corrosion of rebar embedded in concrete occurred according to the order of OPC60, FA, BS, OPC35. Correlation coefficient between accelerated corrosion test and long-term exposure test, case 1 is 4.23 to 5.42, and case 2 is 6.54 to 7.82.

This study analyzes the major content, significances, and future outlook of Three Data Acts amendment enacted in August 2020 in South Korea, with the focus on their impact on the financial and data industries. It seems that the revision of the Credit Information Act will enable the specification of a business which had previously only been regulated as the business of credit inquiry, and also enable the domestic data industry to activate the MyData industry, data trading and platforms, and specify data pseudonymization and trading procedures. For the rational and efficient implementation of the amendments to the Three Data Acts, the Personal Information Protection Committee must be as transparent and lawful in its activities as possible, and fairness must be guaranteed. Even in the utilization of personal information, the development or complementation of the related data processing technologies is essential, and clear data processing methods and areas must be regulated. Furthermore, the amendments must be supported with guarantees and the systematization of a fair competitive system in the data market, stricter regulations on penalties for illegal acts related to data, establishment and strengthening of the related security systems, and reinforcement of the system of cooperation for data transfer.

Attached parking lots installation criteria is determined by use, total floor area, etc. according to the Parking Lot Act and local government ordinances. However, with traffic demand increase inconvenience about use of culture and assembly facilities have been raised. When planning number of parking lots for cultural and assembly facilities, legal parking lots and unit parking lots are used, but this causes inconvenience and traffic problems on the surrounding roads, because reality and convenience are not considered. Therefore, this study intend to present an realistic number of parking lots calculating equation for movie theater in Gwangju Metropolitan City. After investigating number of parking lots, number of screens, number of seats, total floor area, bus route and illegal parking for a cultural facility in Gwangju Metropolitan City, prediction model for calculating number of parking lots was presented using SPSS regression analysis. As a result of comparing prediction model and unit method, the prediction model was be closer actual cumulative parking space, so prediction model verification was completed. Based on the model verified in this study, Realistic number of parking lots will be installed. However, due to limitations of research on specific areas, research on various facilities should continue in consideration of regional, population, and urban characteristics
Marine accidents and legal violations result from mistakes and negligences of ship officers, deck officers and engine officers, during the ship navigation and lay days. Due to these accidents and violations, these officers are subjected to disciplinary actions for certification. The disciplinary action, namely certificate punishment is carried out by right rules, processes and equity. However, it is revealed that present situations are different from the principles. For the purpose of finding current states relating to certificate punishment, this study examines and analyses 737 punishment cases, accomplished in 'B' regional office of oceans & fisheries for 5 years from 2014 to 2018. The contents to be analyzed are reprimand agencies, certificate kinds, officers ranks at that time, disciplinary level, violated acts, annual reprimand state, punishment rule and it process, and disciplinary reduction levels. From such valuations various problems, such as disciplinary level deviations among laws, insufficient punishments rules, disciplinary certificate deviation, insufficient reprimand reduction rules, and lack function of crew administrative disciplinary council, are identified. Finally, methods to alleviate the problems identified will be proposed. This study, for the first time analyses the actual administrative disciplinary cases for ship officers'certificates and proposes improvement plans for its incorporation in Korea, This analysis will be useful in the examination of the study for the ship officers and making a plan for them.

Despite the efforts of financial authorities in conducting the direct management and supervision of collection agents and bond-collecting guideline, the illegal and unfair collection of debts still exist. To effectively prevent such illegal and unfair debt collection activities, we need a method for strengthening the monitoring of illegal collection activities even with little manpower using technologies such as unstructured data machine learning. In this study, we propose a classification model for illegal debt collection that combine machine learning such as Support Vector Machine (SVM) with a rule-based technique that obtains the collection transcript of loan companies and converts them into text data to identify illegal activities. Moreover, the study also compares how accurate identification was made in accordance with the machine learning algorithm. The study shows that a case of using the combination of the rule-based illegal rules and machine learning for classification has higher accuracy than the classification model of the previous study that applied only machine learning. This study is the first attempt to classify illegalities by combining rule-based illegal detection rules with machine learning. If further research will be conducted to improve the model's completeness, it will greatly contribute in preventing consumer damage from illegal debt collection activities.
The recent surge in the ISD lawsuit filed against the Korean government is likely to cause major domestic confusion. This is because in most cases, foreign investors have claimed billions of won in damages filed against Korea in the ISD lawsuit. Public opinion will be generated to abolish the ISD lawsuit system, which is included in the international investment agreement, when a decision comes out in the Elliott/Mason case or Lone Star case, which has already been completed by the hearing. It is clear that the ISD clause, which is commonly included in most of the BITs, FTAs, can be a limiting factor in the government's public policy, as shown by many investment disputes. However, it is not necessary to have a negative view of the ISD clause itself, given that it is a system that can protect Korean investors from illegal and inappropriate actions by local governments. Since Korea already allows the system of ISD lawsuits with many countries through FTAs and BITs, and negotiations are underway to sign FTAs with new countries, the possibility that foreign investors will refer to the ISD proceeding further to our government's public policy will increase. In order to prepare for an ISD lawsuit, the Korean government has launched a response team consisting of government practitioners, private scholars, and legal professionals in the central government ministries to review major legal issues that are controversial in the cases of the ISD. In particular, local governments and public institutions, which fail to recognize the importance of international investment regulations and ISD clause, need to share and train relevant information so that all processes for public policy planning and implementation comply with international investment rules such as BITs and FTAs.
This study pays attention to the restricted use and the possibility of standard position of contingent workers in Brazil. The labor market of Brazil has been developed by formal and informal labor sector, and informal sector includes various precarious workers as well as contingent workers. According to Brazilian Statistics Department, not contingent workers but informal labor focused in this paper have been slowly decreased since year 2000. In this context, this study investigated on the reasons of decreasing contingent employment in Brazil. The results demonstrate that decreased informal employment and instead increased standard workers could not be interpreted by recent the Braizil's economic boom. Along with literature review, the author conducted the case study regarding employment of contingent workers at six large foreign companies in Sao Paulo. The results of this show that the use of contingent employment was prohibited in regular daily works by the labor law and thus firms employed contingent workers in only temporary positions. Further, firms often promise standard positions for contingent workers when temporary employment contract was terminated since there is little or no exist of the differences of wage between standard and contingent worker in terms of 'same work same wage' and 'minimum wage'. In here, labor unions play a key role in employment change from contingent position to standard job. Consequently, decreasing of contingent workers and stepping stone to regular jobs seems to be triggered by both legal regulation on contingent employment and strong unions. This institutional perspective may extend the theoretical view on the use of contingent workers, and the author discuss that Brazil's case could provide practical implications to Korean labor policy.
This study analyzed the trend of the term 'false and exaggerated advertisement' in 5,141 newspaper articles from 1990 to 2019 using text mining methodology. First of all, we identified the most frequent keywords of false and exaggerated advertisements through frequency analysis for all newspaper articles, and understood the context between the extracted keywords. Next, to examine how false and exaggerated advertisements have changed, the frequency analysis was performed by separating articles by 10 years, and the tendency of the keyword that became an issue was identified by comparing the number of academic papers on the subject of the highest keywords of each year. Finally, we identified trends in false and exaggerated advertisements based on the detailed keywords in the topic using the topic modeling. In our results, it was confirmed that the topic that became an issue at a specific time was extracted as the frequent keywords, and the keyword trends by period changed in connection with social and environmental factors. This study is meaningful in helping consumers spend wisely by cultivating background knowledge about unfair advertising. Furthermore, it is expected that the core keyword extraction will provide the true purpose of advertising and deliver its implications to companies and related employees who commit misconduct.
There is no qualification system for sonographers in Korea. But the MEDICAL SERVICE TECHNOLOGISTS, ETC. ACT stipulates that radiological technologists can handle ultrasound equipment. However, there is controversy about the scope of the work allowed for radiological technologists to perform ultrasound examinations. Accordingly, the authoritative interpretation of the Ministry of Health and Welfare of Korea, the adjudication of administrative judgment, and the judgment of the courts were analyzed. As a result, the authoritative interpretation expresses that when a radiological technologist performs an ultrasound examination, a diagnosis and specific guidance should be made in real time while the doctor simultaneously watches the radiological technologist's images. In the adjudication of administrative judgment, it was decided that the handling of ultrasound-related equipment was the work of the radiological technologist. The court ruled that it was illegal for a radiological technologist to make a medical judgment on ultrasound examination. In the United States, Canada, etc., the sonographer independently conducts ultrasound examination according to the doctor's prescription, prepares a summary of what they saw and this is passed on to the doctor. Therefore, in Korea, there is a need for institutional improvement so that radiological technologists can perform ultrasound examinations according to doctors' prescriptions without real-time guidance.
