The purpose of this study is to identify the chaotic state of school education caused by COVID-19 and to seek the role of the principal in responding quickly to the national crisis. To solve this problem, 34 elementary school principals in Seoul, Busan, Daegu, Daejeon, and Jeju were surveyed with open questions through the first SNS on what leadership is needed to cope with COVID-19, and the second in-depth interview was conducted through phone calls. In the New Normal era, principal's leadership requires insightful and responsible leadership in supporting educational activities, class support, and problem prevention that can occur due to rapid response to crisis situations, rapid budgeting and input, and promotion of teacher-to-teacher communication, according to a survey. In crisis situations such as COVID-19, it is necessary to establish a role of principal for schools to cope stably and to establish an educational environment in which students learn in a safe environment. For this, national and educational policy support is needed.

Recently, Chat GPT artificial intelligence (AI) is of keen interest to all governments, companies, and military sectors around the world. In the existing era of literacy AI, it has entered an era in which communication with humans is possible with generative AI that creates words, writings, and pictures. Due to the complexity of the current laws and ordinances issued during the recent national crisis in Korea and the ambiguity of the timing of application of laws and ordinances, the golden time of situational measures was often missed. For these reasons, it was not able to respond properly to every major disaster and military conflict with North Korea. Therefore, the purpose of this study was to revise the National Crisis Management Basic Act, which can act as a national tower in the event of a national crisis, and to promote artificial intelligence governance by linking artificial intelligence technology with the civil, government, military, and police.

Objectives: The purpose of this field case report is 1) to analyze the community's strategy and performance in responding to infectious diseases through the case of COVID-19 infectious disease crisis response of Daegu Metropolitan City, and 2) to interpret this case using governance theory and infectious disease response governance framework. and 3) to propose a strategic model to prepare for future infectious disease outbreaks of the community. Methods: Cases of Daegu Metropolitan City's infectious disease crisis response were analyzed through researchers' participatory observations. And review of OVID-19 White Paper of Daegu Metropolitan City, Daegu Medical Association's COVID-19 White Paper, and literature review of domestic and international governance, and administrative documents. Results: Through the researcher's participatory observation and literature review, 1) establishment of leadership and response system to respond to the infectious disease crisis in Daegu Metropolitan City, 2) citizen's participation and communication strategy through the pan-citizen response committee, 3) cooperation between Daegu Metropolitan City and governance of public-private medical facilities, 4) decision-making and crisis response through participation and communication between the Daegu Metropolitan City Medical Association, Medi-City Daegu Council, and medical experts of private sector, 5) symptom monitoring and patient triage strategies and treatment response for confirmed infectious disease patients by member of Daegu Medical Association, 6) strategies and implications for establishing and utilizing a local infectious disease crisis response information system were derived. Conclusions: The results of the study empirically demonstrate that collaborative governance of the community through the participation of citizens, private sector experts, and community medical facilities is a key element for effective response to infectious disease crises.

우리 농산업에게 2012년은 그간 예견되었던 위기가 표면화되고, 그에 대한 도전이 구체화 되는 시기가 될 것이다. 우리 농산업의 변화에 있어서 주목해야 할 키워드는 (1) FTA, (2) 건강, (3) 치유농업, (4) 농촌에 대한 재인식, (5) 애그리비즈니스, (6) 다문화, (7)신 소비문화의 등장, (8) 기후변화로 총 8가지가 대표된다. FTA는 한-미, 한-EU, 한-중이 복합적으로 작용할 시기이며, 건강은 여전히 가장 관심이 높은 분야이고, 치유농업은 소외계층, 학교폭력에 대한 새로운 대안으로 부각될 것으로 예상되고, 주 5일제 전면시행에 따라 우리 농업 농촌에 대한 국민들의 인식전환이 이루어질 것으로 예상된다. 애그리비즈니스 분야에서는 상품, 콘텐츠, 서비스, 소통을 모두 갖춘 농가만이 성공할 수 있다는 것이 드러나는 한 해가 될 것이며, 다문화 가정의 경우, '함께 사는 우리'가 되는 과정에서 문제점과 새로운 해결책이 제시되는 한 해가 될 전망이다. 농산물 소비의 새로운 고객층으로 떠오른 젊은 지식인층에 의한 소비문화의 분화와 영원한 숙제인 기후변화도 주목해야 할 키워드이다.

IT는 우리나라 경제성장에 결정적 기여를 해왔으며 사회전반의 패러다임 혁신을 통해 생산성, 효율성, 편의성, 소통성을 증진시키고 삶의 양식에 전면적 변화를 가져왔다. 금융위기 이후 주요국에서는 뉴딜을 촉진하고 신성장동력을 창출하며 사회와 문화의 발전적 전개를 위해 IT에 대한 거대투자를 집행하고 있다. 국민경제와 사회문화에서 지대한 의미를 지니는 IT는 다른 기술 또는 산업과의 융합이라는 새로운 변화와 혁신의 중심에 위치하고 있다. IT 융합은 IT의 자체 고도화를 바탕으로 다른 분야의 기술개발과 산업발전을 견인하거나 새로운 산업을 창출하는 것으로, 우리나라를 비롯하여 주요국에서는 자원과 역량을 선택적으로 집중하고 있다. 이 글에서는 IT 융합과 관련된 주요국의 산업전략 및 기술개발 동향을 파악하고 전문가 조사결과를 바탕으로 우리나라 IT 융합역량의 수준을 평가하고 결론적으로 IT 융합산업 발전을 위한 방향에 관한 전략적 제언을 하고자 한다.

최근 급격한 사회발전으로 인한 인간소외, 과도한 업무 스트레스, 가족관계 등의 사회 문제가 야기되고 있으며, 이는 전문적인 심리상담 도움을 받아야 할 만큼 심각한 정신건강의 위기상태라 할 수 있다. 이에 따라 심리검사에 대한 중요성이 부각되고 있음에도 불구하고, 검사자의 전문적 훈련정도에 따른 해석 차이로 인하여 검사의 신뢰성 저하와 같은 다양한 문제점이 발생되고 있다. 또한 심리검사는 특성상 검사자와 피험자간의 커뮤니케이션을 통해 이루어지는 주관적인 검사이므로 의사소통에 문제가 있는 중증 장애우 및 외국인, 영유아 피험자들의 검사가 힘든 실정이다. 이에 본 논문에서는 사용자 뇌파 패턴분석을 통해 기존의 주관적인 심리검사 기법을 객관화함으로써 뇌파측정만으로도 심리검사가 가능한 BCI기반 심리검사 시스템을 구현한다.

Objective: To understand the contents and effects of public diplomacy by leaders, this paper throws out two questions: "To draw cooperation and support of international society in the middle of national crises, with what content do leaders conduct public diplomacy?" and "Through what mechanism, does leaders' public diplomacy promote cooperation and support of other countries?" Methods: To answer the research questions, this paper conducts a single case study with Ukrainian President Volodymyr Zelensky's public diplomacy in the Russia-Ukraine war in 2022. More specifically, the author collects text from Zelesky's Twitter and analyzes it in a descriptive manner. Results: When Russia invaded Ukraine in 2022, President Zelensky proactively utilized his SNS to communicate with people in other countries and thereby achieved the desired effect of public diplomacy. He has been delivering messages of 'appreciation of cooperation and support', 'situation of Ukraine', and 'congratulations or condolences', which could augment support, credibility, and audience cost. Conclusion: The effects of public diplomacy led to enhanced cooperation by alleviating problems within international cooperation and support. However, in the case of Ukraine, the patron's dilemma and commitment problem lasted, from which conducting public diplomacy has not been proven to be enough. The result of this paper provides lessons for the public diplomacy of the Republic of Korea in times of national crises in the future. In this regard, leaders should make efforts to promote the effectiveness of public diplomacy even in times of peace.

Central banks communicate with the market through a statement on the direction of monetary policy while implementing monetary policy. The rapid contraction of the global economy due to the recent Covid-19 pandemic could be compared to the crisis situation during the 2008 global financial crisis. In this paper, we analyzed the text data from the monetary policy statements of the Bank of Korea and Fed reflecting monetary policy directions focusing on how they were affected in the face of a global crisis. For analysis, we collected the text data of the two countries' monetary policy direction reports published from October 1999 to September 2020. We examined the semantic features using word cloud and word embedding, and analyzed the trend of the similarity between two countries' documents through a piecewise regression tree model. The visualization result shows that both the Bank of Korea and the US Fed have published the statements with refined words of clear meaning for transparent and effective communication with the market. The analysis of the dissimilarity trend of documents in both countries also shows that there exists a sense of synchronization between them as the rapid changes in the global economic environment affect monetary policy.

The purpose of this study is to find ways to build a desirable risk governance to respond to these uncertainties like such as increased risk due to the rapid development of modern science and technology in S. Korea. This study is about model of risk communication with scientific technology for additional construction of nuclear power plants. This study analyzed risk communication with scientific technology through new explanatory models between approval opinions of scientific professional group and opposition opinions of the public with Kori nuclear power plant of S. Korea. And then This study investigated related system for policy promotion in the field of nuclear energy of the current S. Korea. Consequently, Governance to strengthen the negotiations on nuclear technology at the time of the interaction in risk communication have been identified and the future of policy direction of the Korean Standard Nuclear Power Plant was detected.

This paper will discuss the significance of cooperation between supply chain companies and its components. In addition, it will analyze how this effects the outcome in distribution focusing on companies in the steel pipe industry. In sum, theory 1 was chosen since as a result of hierarchical regression analysis communication, IT, partnership, and success monitoring, which are all components of the supply chain cooperation, are proven to affect the absolute distribution success positively. According to the standardized beta coefficient the most important factor for distribution success is communication, followed by IT, partnership and lastly success monitoring. Moreover, according to theory 2, communication, IT, partnership and success monitoring all affect relative distribution success positively. Most important factors are communication, IT, partnership, success monitoring. Thus, since the most crucial factor in deciding both the absolute and relative distribution success is communication, steel pipe companies are advised to execute strategic use.
