Crisis Management Analysis of Foot-and-Mouth Disease Using Multi-dimensional Data Cube (다차원 데이터 큐브 모델을 이용한 구제역의 위기 대응 방안 분석)

  • The ex-post evaluation of governmental crisis management is an important issues since it is necessary to prepare for the future disasters and becomes the cornerstone of our success as well. In this paper, we propose a data cube model with data mining techniques for the analysis of governmental crisis management strategies and ripple effects of foot-and-mouth(FMD) disease using the online news articles. Based on the construction of the data cube model, a multidimensional FMD analysis is performed using on line analytical processing operations (OLAP) to assess the temporal perspectives of the spread of the disease with varying levels of abstraction. Furthermore, the proposed analysis model provides useful information that generates the causal relationship between crisis response actions and its social ripple effects of FMD outbreaks by applying association rule mining. We confirmed the feasibility and applicability of the proposed FMD analysis model by implementing and applying an analysis system to FMD outbreaks from July 2010 to December 2011 in South Korea.

  • 정부는 현재 직면한 교통문제 해결의 필요성을 인식한 후 1993년부터 대통령 직속 SOC 투자기획단에서 ITS 도입문제를 검토하기 시작하여 1997년 「국가 ITS 기본계획」을 수립히였다. 이를 토대로 정부 및 산·학·연등이 능동적으로 참여하여 ITS 사업이 추진되어 왔다. 그러나 1998년 외환위기에 직면하면서 ITS 사업에 대한 투자 감소등의 환경변화와 동시에 ITS 전문가들은 공급자 중심에서 최종 사용자 중심의 기본계획의 필요성을 제기하면서 ITS 기본계획 개정 필요성이 제기되어 더 현실적이고 융통성이 있는 기본계획을 수립하게 되었다. 이러한 배경을 기본으로 본 논문은 개정된 국가 ITS 기본계획의 내용 즉, 제공서비스, 단계별 구축계획, 단계별 예산 등을 살펴본다.

Semantic Network Analysis of Government's Crisis Communication Messages during the MERS Outbreak (메르스 확산에 따른 정부의 위기 대응 메시지 언어 네트워크 분석)

  • Because of continuous outbreaks of disasters and emergencies, the importance of government crisis management has been increased. This study analyzed the Korean government's response messages during the 2015 MERS outbreak, which was an emergency issue that showed a great ripple effect. According to the three diffusion phases of MERS, the semantic network analysis of 134 press releases on the central and local governments' official web sites of MERS was conducted. The results showed that during the early stage of MERS, the central government misperceived the crisis situation, and as a result, specific and enough information was not provided promptly regarding a list of hospitals with known MERS exposure and prevention method. During MERS diffusion and decline stages, Seoul and Gyeonggi-do provided more specific and actionable messages than the central government. This study was meaningful in that it analyzed and evaluated crisis communication messages during an outbreak of the infectious disease. The findings of this study provide useful implications for government officials in their crisis management and communication strategy during emergency risk situations.

  • 만족, 불만족의 문제를 다루는 이 단계에서 우리들에게 가장 중요한 과제는 고객이 높은 만족감을 가질 수 있도록 하기 위해서는 먼저 불만족요인을 제거해야 된다는 것이다. 그러나 이것이 완전무결한 문제해결의 방법이라고는 할 수 없다. 이것은 다만 불만을 갖지 않도록 하는 소극적인 방법에 불과한 것이기 때문이다. 따라서 고객에게 만족을 줄 수 있는 만족요인의 창출을 위해서는 어떤 노력도 감수하지 않으면 안 될 것이다.

  • 최근 국토교통부 홍수통제소에서는 가뭄대응을 위해 1, 3개월 갈수예보를 시범적으로 운영하고 있다. 국가재난 위기경보단계(관심, 주의, 경계, 심각)에 따라 분류된 기준유량과 예측유량의 비교를 통해 갈수상황을 판단하며, 그 중 기준유량은 일본의 정상유량 산정 기법에 의해 계산된다. 그러나 우기 건기에 따라 상이한 유입량 및 물 사용량이 정상유량 산정에 고려되지 않았고, 각 위기단계별 물 부족상황이 재현되지 못하였다. 또한, 하천유량 부족은 가뭄과 관계가 밀접함에도 불구하고, 가뭄상황과의 연계분석이 이뤄지지 않았다. 본 연구에서는 갈수빈도와 정상유량산정 모델을 이용하여 기준유량을 재설정하고 가뭄상황을 분석하였다. 대상유역은 영산강유역으로 선정하였고, 보고된 하천수사용허가량, 댐 용수 공급량 및 10년 이상 장기간 관측된 관측소별 일 유량자료를 활용하였다. 일 관측유량을 7일 이동평균으로 변환한 후, 유황분석을 통해 $Q_{90}$을 산정하였으며, 빈도별 $Q_{90}$을 계산하였다. 정상유량 산정 모델에서 입력 자료(자연유량, 댐 공급량 및 하천수 허가량)에 가중치를 두어 양을 조절하고 각 빈도에 맞는 관개기 및 비관개기 기준유량을 산정 하였다. 가뭄지수로는 국내 활용성이 높은 Standardized Precipitaion Index (SPI) 및 Standardized Runoff Index (SRI)를 선정하였고, 이를 지속기간 1, 3, 6, 12개월에 따라 일별로 계산하였다. 7일 평균 관측유량이 기준유량 이하일 때, 이시점을 전 후로 가뭄지수의 시공간적 특성과 가뭄의 지속기간 및 심도를 분석하여 가뭄상황을 제시하였다. 본 연구의 결과는 갈수예보 시 하천유량 부족에 따른 물수지 및 가뭄상황에 대한 직관적인 판단과 갈수기 효율적인 하천수 조정 협의에 기여할 것으로 본다.

  • At a time when Korea and the rest of the world recently faced the unprecedented situation of "COVID-19," the view of actively "disclosure" of information to prevent the spread of infectious diseases is at odds with the view of "protecting" personal information as these social measures are coupled with the infringement of individuals' basic rights. In order to see the nation's response to the infectious disease crisis, we examined the current status and characteristics of public records according to crisis alert levels based on the manual for responding to infectious disease. Especially we analyzed the types and disclosure status of records containing personal information. For detecting personal information-related issues on news media, we collected online news articles and performed text anlaysis. Through this, we reviewed the problems of record management including personal information and suggested improvement points from the perspective of the life cycle of records: collect, manage, and dispose of them.

A Study on Rethinking the Operating of Counter-terrorism Systems in South Korea (한국 대테러시스템 운영의 재모색)

  • The purpose of this study is to rediscover the operation of anti-terrorism system focusing on the system approach and crisis management approach for counter terrorism in Korea. According to the results of this study, it is required to establish a link between open systems and integrative system focusing on functional linkage of counter-terrorism systems, and cooperative measures with private sectors in the dimension of governance activation. Further, it is necessary to prepare legal foundations for the cooperation with private sectors and then promote open consciousness transformation through the partnership with private security for anti-terrorism activities. In addition, in its preventive stage, it is required to prepare legal systems related to biochemical terrorism for stronger regulations through crisis-managerial approach. Next, in its preparatory stage, it is necessary to prepare education and enact named Terror Prevention Day for increasing terror safety consciousness, and then extend citizen reporting reward systems to enable citizens to participate and become interested voluntarily in terror prevention. Also, it is essential to establish the substantial training system for preparing for terror occurrence. Moreover, in its response stage, it is urgent to construct networks between related institutions to manage field and spot responses with integrative management systems through information sharing. Furthermore, in its restoration stage, it is indispensible to prepare long-term management systems for injured persons and families of the deceased from terror incidents.

A Study on Improvement of the police disaster crisis management system (경찰의 재난위기관리 개선에 관한 연구)

  • With about 75% of the population of Korea criticizing the government's disaster policy and a failure to respond to large-scale emergency like the Sewol ferry sinking means that there is a deep distrust in the government. In order to prevent dreadful disasters such as the Sewol ferry sinking, it is important to secure a prime time with respect to disaster safety. Improving crisis management skills and managerial role of police officers who are in close proximity to the people is necessary for the success of disaster management. With disaster management as one of the most essential missions of the police, as a part of a national crisis management, a step by step strengthening of the disaster safety management system of the police is necessary, as below. First, at the prevention phase, law enforcement officers were not injected into for profit large-scale assemblies or events, but in the future the involvement, injection should be based on the level of potential risk, rather than profitability. In the past and now, the priortiy was the priority was on traffic flow, traffic communication, however, the paradigm of traffic policy should be changed to a safety-centered policy. To prevent large-scale accidents, police investigators should root out improper routines and illegal construction subcontracting. The police (intelligence) should strengthen efforts to collect intelligence under the subject of "safety". Second, with respect to the preparatory phase, on a survey of police officers, the result showed that 72% of police officers responded that safety management was not related to the job descriptions of the police. This, along with other results, shows that the awareness of disaster safety must be adopted by, or rather changed in the police urgently. The training in disaster safety education should be strengthened. A network of experts (private, administrative, and police) in safety management should be established to take advantage of private resources with regard to crisis situtions. Third, with respect to the response phase, for rapid first responses to occur, a unified communication network should be established, and a real-time video information network should be adopted by the police and installed in the police situation room. Fourth, during the recovery phase, recovery teams should be injected, added and operated to minimize secondary damage.
