A Study on Japanese Experience to Secure the Interim Storage Facility for Nuclear Spent Fuel (일본의 사용후핵연료 중간저장 시설 확보 경험에 관한 연구 - 아오모리현 무쯔시 사례 -)

  • The Japanese Government selected Mutsu, Aomori Prefecture as a provisional spent-fuel repository site. This comes as a result of the prefecture's five-year campaign to host the site since 2000. Korea stores spent nuclear fuel within sites of nuclear power plants, and expects the storage capacity to reach its limit by the year 2016. This compels Korea to learn the cases of Japan. Having successfully hosted Gyeongju as a site for low-to-intermediate-level nuclear waste repository, Korea has already learned the potential process of hosting spent fuel storage site. The striking difference between the two countries in the process of hosting the site is that the Korean government had to offer the local city a large amount of subsidy for hosting through competitive citizens' referendum among candidate cities while it was the leadership of the local municipality that enabled the controversial decision in Japan. It is also a distinguishable characteristics of Japan that not a huge subsidy is provided to the local host city. I hope this study offers an idea to Korea's future effort to select a spent-fuel host site.

  • The intent of this study is to develop system dynamics model for assessment of organizational and human factors in nuclear power plant which can contribute to secure the nuclear safety. Previous studies are classified into two major approaches. One is engineering approach such as ergonomics and probability safety assessment(PSA). The other is social science approach such like sociology, organization theory and psychology. Both have contributed to find organization and human factors and to present guideline to lessen human error in NPP. But, since these methodologies assume that relationship among factors is independent they don't explain the interactions among factors or variables in NPP. To overcome these limits, we have developed system dynamics model which can show cause and effect among factors and quantify organizational and human factors. The model we developed is composed of 16 functions of job process in nuclear power, and shows interactions among various factors which affects employees' productivity and job quality. Handling variables such like degree of leadership, adjustment of number of employee, and workload in each department, users can simulate various situations in nuclear power plant in the organization side. Through simulation, user can get insight to improve safety in plants and to find managerial tools in the organization and human side. Analyzing pattern of variables, users can get knowledge of their organization structure, and understand stands of other departments or employees. Ultimately they can build learning organization to secure optimal safety in nuclear power plant.

  • Although the national radiological emergency response system has been improved by incorporating lessons from the Fukushima nuclear power plant accident and recent domestic natural disasters, it has not fully incorporated these lessons. In addition, it cannot deal with a variety of aftermath of the radiological disaster. Even for the same disaster, the national emergency response system should comply with multiple domestic laws in our country. Furthermore, there are a few discrepancies between the articles of the domestic laws that the national radiological emergency response system should address. Therefore, this study investigates the characteristics of radiological disasters, examines articles on the domestic laws related to the national radiological emergency response system, and analyses the Japanese government's responses to the Fukushima nuclear power plant accident. Based on the results of the review, suggestions for the improvement of the national radiological emergency response system in terms of response organization and framework have been proposed in this study.

Near-surface geophysical studies in the Ulsan Fault Zone of Korea (한국 울산단층대에서의 천부지구물리 연구)

  • Recent earthquakes near nuclear power plants in Korea have triggered public concerns about possible seismicity of the Ulsan Fault Zone in the south-eastern part of the Korean peninsula. To reveal subsurface structures of this fault zone, we conducted high-resolution seismic refraction and reflection surveys, and closely spaced gravity measurements in the Dongchon River valley north of Ulsan, Korea. Here alluvium covers the north-south trending fault zone in a 1-km wide valley. Both source points and receivers were spaced at 5-m intervals for the 24-channel seismic refraction and reflection methods, along two profiles of 835 m and 415 m length. Gravity data were also measured along these profiles at 131 stations using a 10-m interval. Synergetic interpretation of seismic refraction, high-resolution seismic reflection, and gravity surveys across the valley indicates that the Ulsan Fault Zone was formed by apparent north-south strike-slip motions during the Cretaceous, and that some faults may have been reactivated by east-west compressional or transpressional stresses during the Tertiary or Quaternary.

  • When we introduce knowledge management system in our organization, first of all, we need to change the way of motivating the members so as to voluntarily activate knowledge sharing activity For this, it is very important to establish fair evaluation and adequate reward system about knowledge contribution. In this study, I hypothesized a desirable evaluation and reward model for knowledge contribution on the basis of analysis of documents and cases concerning them in domestic enterprises and R&D institutes that adopted knowledge management. Also, I took a survey to analyze the response of the members of KAERI (Korea Atomic Energy Research Institute) about the evaluation and reward for knowledge contribution. I expect that the analysis results of this study can be applied very usefully in R&B institutes that want to introduce knowledge management.

  • Accident Management involves all measures to prevent core damage and retain the core within the reactor vessel, maintain containment integrity and minimize off-site releases. The accident management approach includes : (1) advanced evaluation of candidate strategies, (2) development of procedures to execute appropriate actions efficiently, and (3) identification and provision for materials, tools, and possible modifications to the plant system that may be needed for such execution. When assessing accident management strategies it effectiveness, adverse effect and its feasibility, including information needs and compatibility with existing procedures, must be considered. The objective of this paper is to introduce analytical tools of decision trees and influence diagrams to develop a framework for modeling and assessing severe accident management strategies. The characteristics associated with these took are presented. Based on decision trees and influence diagrams, the framework is applied to a simple example associated with a single decision.

  • Recently, RCM(reliability centered maintenance) process is introduced and applied for the planning and implementing efficient and effective maintenance system in terms of optimal rolling stock maintenance. Particularly, cost-time benefits analysis associated with the implementation of RCM for rolling stock maintenance is necessary and required for railway operator in advance. The RCM process was primarily starting from military, airplane and nuclear industries and is now adapted in railway industry for local railway operators. This paper focuses on suggesting the way of connecting the RCM process with railway maintenance activities in the railway operation field. Thus, in order to introduce and establish reliability activities, it needs to review and evaluate the maintenance environment in the organizational point of view. Based on these reviews and evaluations, various maintenance methodologies are reviewed for customizing local railway field situations and establish specific process in the application of major systems on the reliability technology. In this paper, the railway RCM process is proposed for the establishment and construction of the systematic and optimal maintenance system.

  • This study discusses some topics of Security License System and Security Training System in Japan. Especially, the Security License must be very influence that the growth of security industry. And it's true that a few enlightened approach to cooperation between police and private security has already begun to take place in some divisions. The most important thing of the License Test System in Japan is the method of test rule and test section. Then the training systems of the security agent have been very impressive rule and the system for security agent. Today, the market of the security industry in Korea have been going to develop and extend to the future industry. The assignments that are leaved to security industry in Korea must be that the improvement of the License & Training System of Security Agent in Korea should be made effort by the security industry and the public section that looks like the police.

  • Representing the future of language is a very difficult but important issue, because it signifies a world of language different from the present; at the same time it secures the identity of the present language between the future changed language and the present one. This paper examines the linguistic world of dystopia, focusing on the "Fuji-no-shima" and "Gentoshi" of Yoko Tawada. First of all, "Fuji-no-shima" shows that, for Yoko Tawada, who was crossing the border between German and Japanese as a bilingual writer, the accidental Fukushima nuclear power generation in 2011 was accepted as the destruction of verbal order between signifiant and $signifi{\acute{e}}$, due to physical changes caused by radiation leaks. "Gentoshi" tells that human ties can be maintained through language activities that can capture multiple meanings, even in a world where traditional language order is destroyed through a policy of seclusion. From the above discussion, the novel Distopia, can actually be called Utopia as long as humans rely on the power of various languages to sustain it.

  • The issue of North Korea's denuclearization is an global issue that transcends the North and South. It is necessary to prepare for the denuclearization process in preparation for the situation in which North Korea reveals its intention to denuclearize. In the process of North Korea's denuclearization, it is required to guarantee the normal operation of the denuclearization verification equipment. If a performance test criteria that takes into account the North Korean environment is established, it is highly likely that it will be used in the future denuclearization process. For this purpose, basic materials related to performance test standards were established through analysis of test standards such as international standards. After that, we established a performance test criteria. This includes high temperature, low temperature, humidity, vibration and shock tests. Through follow-up studies, validity of test criteria will be established through actual device testing.
