리포트 - 원전 주변 주민과 갑상선암 발생에 관한 과학적 분석

  • 원전 주변 주민의 갑상선암 발생에 원전의 영향이 있다는 부산지법 동부지원의 판결(2014.10.17.) 이후 원자력학회와 방사선방어학회는 학술적 사실에 입각한 보고서를 작성하기로 하고 금년 1월부터 과학계와 의학계의 전문 학자로 구성된 보고서 발간위원회(공동위원장 김교윤, 박우윤)를 구성하여 6월에 '원전 주변 주민과 갑상선암 발생에 관한 보고서'를 발간하였으며, 보고서의 내용을 쉽게 일반 국민에게 설명할 기회가 필요하다는 의견에 따라 지난 9월에는 보고서 설명회를 개최한 바 있다. 설명회에서 보고서 발간 참여 전문가들은 방사선 과학 및 의학과 역학 전문 연구분야에서 학술적인 접근을 통해 방사선과 갑상선암과의 상관 관계를 진단한 결과 정상적으로 운영되고 있는 원전과 주변 주민의 갑상선암 발생 사이에는 인과 관계가 없다고 판단했다고 강조했다. 본고는 보고서의 내용을 요약한 것이다.

초점 - 제8차 전력수급기본계획(안)

  • 산업통상자원부는 '17년부터 '31년까지 향후 15년간의 전력수급 전망 및 전력설비 계획 등을 담은 '제8차 전력수급기본계획'(안)을 마련하여 12월 14일 국회 산업통상자원중소벤처기업위원회(이하 산업위)의 통상 에너지 소위에 보고했다. 이번 계획(안)은 지난해 12월 계획 수립에 착수한 이래 약 1년간 70여명 전문가들의 43차례 회의를 거쳐 작성되었으며, 그간 수요 전망, 설비 계획, 예비율 등 5차례에 걸쳐 중간 결과를 공개하여 시민 환경단체, 에너지업계 등 이해 관계자로부터 의견을 수렴해 왔으며, 지난 9월에는 국회 산업위 통상에너지소위에 중간 보고를 하였다. 기존 수급계획이 수급 안정과 경제성 위주로 수립되었던 것에 반해, 이번 8차 계획은 최근 전기사업법 개정(전기사업법 제3조 개정('17.3월) : "전력수급기본계획 수립시, 전기설비의 경제성, 환경 및 국민안전에 미치는 영향 등을 종합적으로 고려하여야") 취지를 감안하여 환경성 안전성을 대폭 보강하여 수립한 것이 특징이다. 또한 발전소 건설을 우선 추진하기보다는 수요 관리를 통한 합리적 목표 수요 설정에 주안점을 두었고, 신규 발전설비는 대규모 원전 석탄 일변도에서 벗어나 친환경 분산형 재생에너지와 LNG 발전을 우선시하였다. 이번 수급계획은 국회 산업위 통상에너지소위 보고 외에도 국회 산업위 전체회의 보고, 공청회 등을 통해 추가적으로 의견을 수렴한 뒤 전력정책심의회 심의를 거쳐 최종 확정될 예정이다. 국회에 보고된 제8차 전력수급기본계획(안) 전문을 게재한다.

  • Since Roentgen discovered X-rays, radiation sources have been utilized for many areas such as agriculture, industry, medicine and fundamental chemical research. As a result, human society has gained lots of benefits. However, if a radioactive material is used for the malicious purpose, it causes serious consequences to humanity and environment. Consequently, international organizations including International Atomic energy Agency (IAEA) have been emphasizing establishment and implementation of security management to prevent sabotage and illicit trafficking of radioactive materials. For this reason, the rule of technical standards of radiation safety management was revised and the public notice of security management regarding radioisotope was legislated in 2015 by Nuclear Safety and Security Commission (NSSC). Several radioactive sources which have to be regulated under the above rule and the public notice have been utilized in Advanced Radiation Technology Institute (ARTI) of Korea Atomic Energy Research Institute (KAERI). In order to control them properly, security management system such as access control and physical protection has been adapted since 2015. In this paper, we have analyzed the public notice of NSSC and its field application case. Based on the results, we are going to draw improvement on the public notice of NSSC and security system.

  • International Standardization in all technical area is gaining its momentum as its impact and implication over global trade is directly linked. The worldwide competition to secure a dominant position in the standardization process is ever growing over the years. In 2005, the International Technical Committee on Nuclear Instrumentation, which is a subunit of International Electro-technical Commission (IEC), was held in Korea under the auspices of MOST (Ministry of Science and Technology). Korea has adopted its Rule and Regulation as the National Standard. As a part of a link to National Mid-and Long-term Atomic Energy R&D Program of MOST, the technical development of a performance test for the radiation monitors was carried out under mechanical environment and electromagnetic immunity conditions. The characteristics of the radiation fields were also evaluated under the conditions and introduced to a techniques of performance test for the radiation protection instrumentation adopted IEC61526 standards and it's results was analyzed. We would like to share the experience gained in these efforts, failure as well as success, and to discuss the problems encountered and serious consideration to be taken into account in the future endeavor.

Influence of Calm Conditions on the Atmospheric Dispersion of Radioactive Effluents at KAERI Site (한국원자력연구소 부지에서 방사성물질의 대기확산에 대한 정온상태의 영향)

  • The influence of calm conditions on the atmospheric dispersion analyses at KAERI site, which is located at a complex inland basin, was investigated. The U. S. NRC's computer programs XOQDOQ and PAVAN were used to estimate dispersion factors for routine and postulated accidental releases from nuclear facilities, respectively. The joint frequency distribution was obtained from the annual meteorological data measured in 1997 and used as input data of the computer programs. When the definition of calm is changed from 0.5 m $sec^{-1}$ to 0.21 m $sec^{-1}$, the maximum sector dispersion factor becomes 1.62 and 2.16 times higher for routine and postulated accidental releases, respectively.

A Study on Annual Release Objectives and Annual Release Limits of Gaseous Effluents During Decommissioning of Nuclear Power Plants (원전 해체 시 기체상 유출물의 연간 방출관리치 및 방출한도치에 관한 연구)

  • Decommissioning is a critical issue in Korea. Although compared with the operation of nuclear power plants the release of radioactive materials during decommissioning is not expected to be significant, residents should always be protected from radiation exposure. To manage this effectively, Annual Release Objectives (ARO) and Annual Release Limits (ARL) were derived from dose standards in the NSSC Notice and dose limit for the public. Based on meteorological data for the three years from 2008 to 2010 in the Shin Kori nuclear power plant site, atmospheric dispersion and ground deposition factors of gaseous effluent were evaluated using the XOQDOQ computer code. The exposure dose was evaluated using the ENDOS-G computer code. Because of differences in radiological sensitivity according to age groups, the results of Annual Release Objectives (ARO) and Annual Release Limits (ARL) showed significant differences depending on the radionuclides. The evaluation methodology of this study will provide meaningful information for radioactive effluent management for decommissioning of nuclear power plants.

  • The failure frequency of the Emergency Diesel Generator(EDG) at Nuclear Power Plants(NPPs) is not so much lower than that of the Marine engines, whereas the running hours of the diesel engine at NPPs is much less than those of the engines for commercial service. The primary factor results from the severe surveillance test requirements such as fast start, large number of starting test, fast load-run, high load running, etc. The other factor comes from the excessive maintenance based on the engine maker's instruction manual that did not incorporate the peculiar characteristics of the diesel engines at NPPs. In this paper, the present preventive maintenance program on the basis of the Pielstick diesel engines was reviewed for the purpose of securing the reliability of the emergency diesel generator at NPPs and the ways for its improvement were presented by referring to the overseas cases for their applications.

  • 원자력발전소는 타 산업시설에 비해 화재발생 가능성이 낮으나 방사성물질 누출가능성을 최소화하기 위하여 심층방어와 다중방호 설계를 통한 안전성확보가 매우 중요하다. 이를 위해 국내에서는 화재위험도분석(FHA)과 안전정지능력분석(SSA) 및 화재 확률론적안전성분석(Fire PSA)을 수행하고 있으며, 이 중 화재 PSA는 주요 화재구역 선별, 구역별 화재발생빈도 및 기기손상확률 계산, 화재사고 경위분석 및 화재취약성 파악 등을 분석한다. 본 논문에서는 미국 원자력규제위원회(USNRC)와 전력연구소(EPRI)가 공동 연구개발한 화재 PSA 방법론인 NUREG/CR-6850 기법을 적용하여, 화재 PSA에 필요한 화재점화빈도(Fire Ignition Frequency)를 정량적으로 계산하였다. 정확한 결과값을 도출하기 위해 매크로를 이용한 프로그램인 FIFA(Fire Ignition Frequency Analyzer)를 개발하였으며, 향후 국내 원전 화재 PSA 분석업무에 유용하게 사용될 수 있을 것으로 기대된다.

  • The objective of this research is to seek a preservation method against the set of data. To achieve this purpose, this study analyzed the MIDAS RASIS RI/ RG of the Nuclear Safety and Security Commission, and then followed it with the under analysis of the MIDAS RASIS, thus presenting the transfer process. This was conducted for the records management of the MIDAS RASIS-designed records management modules DB. For the records management of MADIS RASIS, the records management module DB was thus planned, which presented the transfers through the standard records management system.

A Large Dry PWR Containment Response Analysis for Postulated Severe Accidents (가상적 중대사고에 대한 대형건식 가압경수로 격납용기의 반응해석)

  • A large dry PWR containment response analysis for postulated severe accidents was performed as part of the Zion Risk Rebaselining study for input to the U.S. NRC's "Reactor Risk Reference Document," NUREG-1150. The Methodologies used in the present work were developed as part of the Severe Accident Risk Reduction Program (SARRP) at Sandia National Laboratory specifically for the Surry Plant, but they were extrapolated to Zion. Major steps of the quantification of risk from a nuclear power plant are first outlined. Then, the methodologies of containment response analysis for severe accidents used for Zion are described in detail: major features of the containment event tree (CET) analysis codes and CET quantification procedures are summarized. In addition, plant specific features important to containment response analysis are presented along with the containment loading and performance issues included in the present uncertainty analysis. Finally, a brief summary of the results of deterministic and statistical containment event tree analysis is presented to provide a perspective on the large dry PWR containment response for postulated severe accidents.accidents.
