인터넷과 웹 기술의 발전은 전자도서관의 목록정보나 목차정보서비스에서 원문정보서비스로의 변화를 주도하고 있다. 그러나 대학에서 생산하는 학문적 가치가 높은 학술지들은 웹을 통해 원문으로 서비스되고 있지만 상이한 OPAC 시스템과 목록을 위한 통일된 메타데이터의 부재로 원문정보를 공유$.$활용하기가 매우 힘든 실정이다. 본 고에서는 각 대학에서 생산하고 구축된 원문정보를 메타데이터 기반의 목록시스템을 이용하여 모든 대학의 학술지 논문정보를 검색하여 공유할 수 있는 분담목록시스템모형을 제시함으로써 대학 학술지 이용의 효율적 방안을 모색 해보고자 한다.

학술연구를 수행하는데 도움이 되는 중요한 정보 중의 하나는 학술연구자가 연구 중인 분야의 최신 논문에 대한 원문 정보와 이 논문이 실려 있는 학술지의 소장 정보라고 할 수 있다. 이러한 정보를 효과적으로 학술 연구자에게 제공하기 위해 첨단학술정보센터(Korea Research Information Center: KRIC)에서는 전문학술정보센터(Special Research Information Center: SRIC)로 지정된 대학도서관에서 구독하는 학술지에 게재된 논문에 대한 목록 데이터를 통합하는 학술지논문 종합목록 시스템을 구축 중이다. 이 시스템에서는 기존의 대학도서관에서 사용하고 있는 목록기술규칙인 MAEX(MAchine Readable Cataloging)대신 인터넷 기반의 디지털 도서관에 적합한 형태를 가지는 더블린 코아를 새로운 목록기술규칙으로 채택하였다. 이러한 더블린 코아를 사용하게 되면 목록자는 전문적인 교육 없이도 간편하게 새로운 목록을 작성할 수 있다. 학술지논문 종합목록이 구축되면 학술연구자들은 원하는 논문이 검색된 경우, 원문이 구축되어 있으면 인터넷을 통해 곧바로 원문을 볼 수 있고, 원문이 구축되어 있지 않다면 복사/팩스 서비스 시스템을 통해 원문을 제공받을 수 있게 된다.

The object of this study is to help the government-affiliated public institutions, which are ahead of the Immediate Disclosure of Original Official Documents in 2016, to conduct a systematic disclosure of the original official documents on the basis of records management. As of now, many government-affiliated public institutions are facing difficulties in systematically conducting the immediate disclosure of original official documents as they lack specialists in records managements, let alone a system for carrying out the procedures. In this situation, the study induces insights on this matter by inspecting former cases of the Ministry of Government Administration and Home Affairs, and of Seoul Metropolitan Government. Moreover, the study examines the examples of three government-affiliated public institutions, which are establishing a records management system to better cope with the immediate disclosure of original official documents. The institutions are in the beginning stages of building up a system for records management and immediate disclosure of original official documents. Therefore, the characteristics of these institutions must be considered in working out the strategy for immediate disclosure of original official documents. For this reason, this study reflected the attributes of each institute in establishing a self-developed records management system; in which, the disclosure of original documents based on registrars and records management system is made possible. This study also suggests functional requirements that must be included in coping with the immediate disclosure of original official documents.

이용자가 요구하는 정보량의 급증과 다양한 정보 제공을 위해 도서관들이 네트워크를 형성하고, 전문적인 원문 제공 기관들이 이용자들에게 양질의 서비스를 제공하고 있지만, 대부분의 대학생들은 소속 도서관의 서비스에만 의존하고 있다. 대학생들이 특별한 이용 권한 없이 소속 도서관의 승인만을 통해 원문 제공 기관의 다양한 서비스를 이용할 수 있는 원문서비스 게이트웨이 시스템을 구현하였다. 게이트웨이 시스템의 통합 인터페이스를 통해 분산된 자료들의 통합 검색 및 원문 신청, 내역 소회 등의 서비스를 쉽게 이용할 수 있다.

인터넷의 활용과 컴퓨터 기술환경의 새로운 패러다임 변화는 디지털도서관의 등장을 가져오게 하였으며, 동시에 이미 온라인 서비스를 실시해오던 여러 분야의 정보센터들로 하여금 어떠한 유형의 데이터도 저장, 관리, 제공하며 정보라는 상품을 생산해 내는 정보시장(Information Marketplace)의 역할 자로서 요구하고 있다. 본 논문에서는 1980년대부터 진행되어온 도서관 서지자료의 Database화 작업과 병행하여 도서관 이용자에게 보다 광범위하고 효용성 있는 정보를 제공하기 위한 디지털도서관의 이론적 배경에 대하여 기술하고, 디지털도서관의 주요 소장정보인 원문이미지정보의 처리기술에 대한 이론을 정리하며, 현재국내에서 추진중인 원문이미지정보시스템의 분석을 통하여 향후 디지털도서관 구축시 비교분석 모델을 제시해보고자 한다.

통신 인프라의 구축으로 인한 인터넷 사용의 급증은 과학기술정보 유통 구축에서도 큰 변화를 가져왔다. 과학기술정보가 수록된 original text에 대한 수요가 발생했을 때 이를 획득할수 있는 가장 손쉬운 방법은 이제 인터넷을 통하는 것이다. 인터넷이 생활전반에서 활용되기 이전까지 원문복사서비스를 제공받기 위해서는 최장 2개월 최소 2주 이상을 기다려야만 했다. 이제 과학기술정보의 원문을 필요로 하는 수요자들은 짧게는 2시간 정도의 기다림 뒤에 original text의 copy를 얻을 수 있다. 여기서는 인터넷을 통해 이루어지는 원문복사서비스의 현황과 연구개발정보센터에서의 관리시스템, 이용자 인터페이스 개발, 전자결제시스템의 도입에 관한 사례를 다루고자 한다.

정보통신 및 인터넷의 급속한 발전으로 전자원문 서비스 등 웹 서비스가 활발하게 이루어지고 있으나, 기존 웹 서비스에 대한 연구는 웹 서비스를 차별화하기 위해 HTTP의 속도지연 문제해결이나 서비스 차별화 방안에 대해 이루어지고 있다. 그러나, 타 시스템의 웹 서비스와 연계시 해당 웹 문서에 대한 제어권 확보에 관한 연구는 미미하다. 따라서, 본 논문에서는 타 시스템의 웹 문서에 대해 제어권 확보를 위해 Re-Direction Agent를 활용하여 해외전자원문 연계시스템을 구현하고자 한다.

본 연구는 현재 국내에서 별개로 운용되고 있는 PubMed와 원문을 입수하기 위한 상호대차시스템을 상호연계하는 방안을 모색하여, 신청과정의 번거로움을 해소하고, 편리하고 정확한 업무처리와 신속한 원문정보서비스가 이루어질 수 있는 현실적 방안을 제안하고자 한다.

This study described about development the integrated management system for research reports and construction full text database of KAERI reports. This system enables centralization of various information related to reports by connecting with management information system. The advantages of this study are consistency of database between digital library and MIS, reduction of budget and manpower and increase of research productivity.

Today, As the internet and electronic publishing technology was powerful and there are many benefits to using various academic information which has an electronic document of high quality. Many researchers had much required to see a full-text of electronic document. There was an requirement of digital achieving activities between countries for each other electronic document in order to safely preserve and services. In this paper, we have implemented an electronic document local-hosting system to provide free service to KESLI member institutions and provide pay-per-view service to individual users and small/medium size companies who are not member of KESLI and builded national long-term preservation system of electronic information resources.
