  • In the Aviation Safety Act, the part about fatigue management of Flight dispatcher was added as an amended law. Prior to the amendment of the Act, the regulations on fatigue of flight dispatcher governed by the FOM approved and reported by airlines according to the Ministry of Land, Infrastructure and Transport, but were enforced by law from June 9, 2021. In this study, the scope and work type of flight dispatchers are checked, and unlike flight attendants, it is intended to consider legal working hour management measures for flight dispatchers according to the enforcement of the fatigue management act.

A Study on the Development of Educational Subjects for Nurturing Autonomous Ship Officers Using Delphi Survey (델파이 조사를 활용한 자율운항선 해기사 양성을 위한 교과목 개발에 관한 연구)

  • The Autonomous ships are equipped with a function to judge and navigate the sea conditions on their own, so the job of the ship officer who operates it changes. The educational curriculum to nurture ship officer with the ability to operate and manage autonomous ships must also be changed. This study aimed to develop the curriculum for training autonomous ship officer by using the Delphi survey method suitable for predicting the uncertain future. Among the current 61 subjects for training ship officer identified in the Delphi survey, 32 subjects with high importance should be maintained in the training for autonomous ship officer, and subjects with low importance should be abolished or integrated into other subjects. These subjects were collectively referred to as 'general courses'. The expert panel of the Delphi survey suggested 42 items as new subjects, with 18 items of 'high', 14 items of 'middle', and 10 items of 'low'. Through in-depth analysis of these items by experts, 27 subjects were adjusted and three courses were proposed : 1)'Basic course(10 courses)' for developing basic capabilities such as basic theories for understanding advanced technology and information applied to autonomous ships, 2)'Job course(10 courses)' for practical competency directly related to autonomous ship operation, 3)'Intensive course(7 subjects)' for fostering land remote operators of autonomous ships. Since the introduction and spread of autonomous ships will progress rapidly, research to develop and supplement autonomous ship pilot training courses should be continued by reflecting the level of autonomous navigation of autonomous ships.

  • 항공 사고는 첨단 항공 기술의 발달로 꾸준히 감소해 왔지만, 여전히 발생하고 있다. 조종사는 목적지 공항까지 안전하고 효율적으로 비행하기 위해 위협과 오류를 관리해야 한다. 조종사에게 영향을 미치는 위협은 환경적 위협과 항공사 위협으로 나눌 수 있으며, 환경사위협에는 객실 위협이 포함된다. 조종사와 객실 승무원은 정상적인 운항 중에는 협력이 필요하며, 비상시에는 안전한 비행을 위해 효과적인 협력이 절대적으로 필요하다. 조종사가 비행 중에 간섭이나 작업 흐름의 중단이 발생할 때 에러를 할 가능성이 높아진다. 항공사들은 안전 운항을 방해할 수 있는 객실위협의 종류를 적극적으로 식별하고 분석하여, 조종사들이 안전한 비행을 유지하기 위해서 위협을 관리하도록 절차 및 훈련을 개선해야 한다. 본 연구는 안전관리시스템(SMS)의 안전도구인 LOSA(Line Operation Safety Audit)를 기반으로 기내위협의 유형을 파악하고, 항공사들에게 조종실위협 관리를 체계적으로 개선하는 데 필요한 객실위협과 간섭에 대한 자료를 제공하고자 한다.

  • 자율운항선박의 도입이 가시화됨에 따라 자율운항선박의 운항을 관리·감독하는 원격운항자의 운항능력에 대한 관심도 증가하고 있다. IMO에서는 원격운항자의 상시 모니터링과 비상시 원격지원을 기반으로 하는 자율운항 선박모델을 제시하고 있다. 특히 선박의 자동화 시스템으로 대응할 수 없는 복잡한 상황에 직면할 경우 해당상황을 해결하기 위해 원격운항자의 판단력과 지식이 요구되는 상황이 발생할 수 있다. 따라서 원격운항자는 선체와 주변 상황을 원격으로 인식하는 상황인식능력이 필요하며, 원격운항자의 상황인식능력은 기존 항해사의 상황인식능력과는 상이한 부분이 존재할 수 있다. 본 연구에서는 자율운항선박의 도입으로 인해 발생하는 운항환경의 변화에 따라 원격운항자에게 요구되는 상황인식 요구사항을 분석하고 이를 기존 선원의 상황인식 모델과 비교하여 자율운항선박의 안전한 도입을 위한 기초자료로 활용하고자 한다.

  • 우리나라는 국제해사기구에서 제시한 자율수준 3단계의 자율운항선박 기술개발 사업을 추진 중에 있으며, 자율운항선박 및 원격운항센터의 사이버보안에 관한 기술개발이 핵심과제로 포함되어 있다. 국제해사기구는 현존선의 대한 사이버 위협에 대한 조치로 제98차 해사안전위원회에서 '해상 사이버 위험관리 지침(Guidelines on maritime cyber risk management)'을 채택 및 승인하였다. 자율운항선박이 디지털 센서의 거대시스템임을 고려할 때 기술개발 완료시 해상에서 기존 선박과 자율운항선박의 공동 운항을 고려하여 해상교통관제체계(VTS)에 대한 사이버보안 측면을 고려 할 필요가 있다. 이 논문에서는 부산항 VTS 관제사(VTSO)를 대상으로 하여 자율운항선박 운영을 고려한 VTS 관제시스템의 사이버보안 만족도를 조사하였다. VTSO를 대상으로 한 사이버보안 만족도 조사 및 분석방법은 IPA(Importance Performance Analysis) 매트릭스를 적용하였다.

  • Global discussions are actively underway regarding the introduction of urban air mobility (UAM) to revolutionize the paradigm in the innovative mobility industry. While research related to airspace, vertiports, navigation, and communication pertinent to Korean UAM is actively pursued by relevant research institutions, there is a significant dearth in studies focusing on establishing concepts for operational management by UAM operators and formulating control procedures. The commercialization of UAM necessitates the establishment of standardized operational management concepts, pivotal as benchmarks for the individual system development among multiple UAM operators. This paper analyzes UAM exceptional law, operational readiness, existing regulations pertaining to commercial and rotary-wing aircraft, and proposes suitable approaches to formulate domestic low-density operational management and control procedures. By presenting strategies for conceptualizing operational management and control procedures in the initial low-density environment for UAM, this paper aspires to contribute to future trail operations and the wider adoption of UAM.

A Study on the Changes in Functions of Ship Officer and Manpower Training by the Introduction of Maritime Autonomous Surface Ships (자율운항선박 도입에 따른 해기사 직능 변화와 인력양성에 관한연구)

  • This study aims to investigate changes in the demand for ship officers in response to changes in the shipping industry environment in which Maritime Autonomous Surface Ships (MASS) emerge according to the application of the fourth industrial revolution technology to ships, and it looks into changes in the skill of ship officer. It also analyzes and proposes a plan for nurturing ship officers accordingly. As a result of the degree of recognition and AHP analysis, this study suggests that a new training system is required because the current training and education system may cover the job competencies of emergency response, caution and danger navigation, general sailing, cargo handling, seaworthiness maintenance, emergency response, and ship maintenance and management, but tasks such as remote control, monitoring diagnosis, device management capability, and big data analysis require competency for unmanned and shore-based control. By evaluating the importance of change factors in the duties of ship officers in Maritime Autonomous Surface Ships, this study provides information on ship officer educational institutions' response strategies for nurturing ship officers and prioritization of resource allocation, etc. The importance of these factors was compared and evaluated to suggest changes in the duties of ship officers and methods of nurturing ship officers according to the introduction of Maritime Autonomous Surface Ships. It is expected that the findings of this study will be meaningful as it systematically derives the duties and competency factors of ship officers of Maritime Autonomous Surface Ships from a practical point of view and analyzed the perception level of each relevant expert to diagnose expert-level responses to the introduction of Maritime Autonomous Surface Ships.

  • Load master is authorized to be controlled all of loading stuffs for safety of flight such as passenger, baggage, cargo and e.t.c. There are many things are missed even though the weight and balance is the most important process. This study analyzes how the differences of C.G. by among ten load masters of each careers. This study is tested how load-master takes load-control by the respective result based on differences of each practical experiences, gender and a number of certification. In result, all of load masters set C.G. on the stability region. But the practical experience of load master is relative to set better C.G. for economical effectiveness of weight and balance control work.
