An Analysis of LCL Export Freight by Transportation Mode in Busan Area (부산지역 수송수단별 LCL 수출화물 특성 분석)

  • As Korea has the economic structure heavily depending on exporting commodities, the importance of both maritime and air transportation mode is significant. Accordingly, for the sustainable and stable export the freight transportation market by mode needs to be developed complementarity each other. This paper, therefore, aims at analysing the LCL commodities transported by the two mode in terms of unit price, freight charge bearability and price structure. For this around 500 bill of lading(B/L) are collected and analysed resulting in deriving the distinctive characteristics of commodities by mode and the implication for price policy.

  • 한국의 조선업은 OECD 가입이라는 국가적 의미의 과제와 WTO 체제의 출범에 따른 엄청난 경쟁력 부담을 안고 가지 않을 수 없는 현실에, 이 부담을 덜기 위한 노력으로서 공장 혁신운 동은 필수 과목이다. 당 보고서에 제시된 SSG Production System은 공장혁신 운동의 좋은 결 실을 맺을 수 있도록 하기 위한 보조수단으로서의 기능을 가진 생산기술의 한 방법으로서 제시 되었다. 조선업에 관계하는 분들의 공통의 관심사는 외국의 조선업, 특히 일본의 조선업을 경쟁 방면에 한 단계 뛰어 넘을 수 있는 생산기술계발이 아닌가 싶다. 이런 연유로 동, 서양의 외국의 생산기술의 직수입 보다 학문적으로 정연한 외국 생산기술에 대한 우리 민족의 특수성을 가미 하여 만든 순수 한국 조선업의 생산기술을 개발하여 적용할 대 한걸음 더 외국의 경쟁력에 접 근할 수 있다고 제시하고 싶다.

해운이슈 - 한국신용평가, '풍전등화 국내 해운업계, 본원적 대책 마련 시급' 발표

  • 발주잔량의 감소와 세계경기 회복기조 등을 감안할 때, 수급여건은 저점에 근접해 있다. 그러나, 해상물동량 증가율의 둔화, 대형선박 위주로 되살아난 발주 등을 감안할 때, 운임지수 등 시황회복은 상대적으로 느리게 진행될 전망이다. 2012년부터 상위선사의 뚜렷한 실적차별화가 나타나고 있으며, 국내선사는 상대적으로 취약한 선종다각화와 자본력, 계열 및 정부의 저조한 지원 등으로 금융위기 이후 재무구조가 가장 큰 폭으로 악화되었다. 상위선사의 실적우위는 일시적 차이가 아닌 선박의 대형화와 높은 연료효율성, 우수한 글로벌 네트워크 등 구조적 원가경쟁력의 차이에 기인하고 있다. 상위 3개 선사는 초대형선박의 추가인수와 P3 Network 구축으로 원가경쟁력이 더욱 향상될 전망이며, 재무여력을 갖춘 경쟁선사들도 선박가격이 낮은 상황에서 고효율의 대형선박을 발주, 원가경쟁력을 제고하고 있다. 반면에 호황기 고가에 선박을 확보한 국내선사는 과중한 재무부담으로 인해 선박대형화와 글로벌 네트워크 구축에 동침하지 못하고 있어 원가경쟁력의 차이는 더욱 심화될 전망이다. 더딘 시황회복과 상위선사의 단위당 운송비(Unit Cost) 하락 등을 감안할 때, 빠른 시일 내에 운임상승을 통한 큰 폭의 성과개선을 기대하기 어렵고, 과중한 재무부담은 투자여력의 위축으로 이어지고 있다. 여기에 중국 유럽선사가 정부로부터 대규모의 직접적 지원(대출, 지급보증)을 제공받고 있는데 반하여, 우리 정부는 장기적 관점의 지원이나 대책을 유보한 채, 제한된 유동성 지원만을 하고 있다. 재무부담에 따른 악순환을 깨고 원가경쟁력을 확보하기 위해선, 비핵심자산 매각, 자본유치 등 구조조정을 통한 재무구조 개선, 투자여력 확보를 통한 글로벌 경쟁력 회복, 정부차원의 지원과 조정 등 가능한 모든 방안을 총 동원하여 재무구조를 개선하고 투지에 나서는 것이 시급하다. 하지만, 불황으로 체력이 소진된 해운사의 자체적인 노력만으로는 한계가 있다. 기간산업의 국가경쟁력 차원에서 국내 선사의 자체노력은 물론, 정부 또는 금융기관 등 유관기관들의 확실한 지원이나 의사결정이 필요한 시점이다. 그렇지 않을 경우 국내 해운산업은 어두운 터널의 끝을 벗어나지 못하고 글로벌 경쟁사와의 격차는 더욱 벌어지게 될 것이다. 다음은 한국신용평가에서 발표한 "풍전등화 국내 해운업계, 본원적 대책 마련 시급"의 주요 내용을 요약 정리한 것이다.

  • AM 라디오방송은 통상 수십~수백 KW 급의 대출력으로 송신을 하여 타 지상파 방송 매체에 비해 많은 전력을 필요로 하며, 이는 방송사의 재정적 부담을 안겨주고 있다. 본 연구에서는 AM 라디오 방송의 전력은 낮추고 음질과 서비스 커버리지는 동일하게 유지할 수 있는 송출효율을 높여 방송하는 방법들에 대해 고찰하고 적용 가능성을 검토하였다. 연구 결과 국내 AM 방송에 고효율방식의 송출이 기술적으로 가능하며, 이런 방식을 적용할 경우 송출 전력을 30% 이상 절감할 수 있을 것으로 예측되었으나, 현행 AM 라디오 방송에 관한 국내 기술기준으로는 적용이 불가하여 이의 개정이 전제되어야 함을 알 수 있었다. AM 라디오방송에 고효율송출방식을 적용할 경우 송출전력을 대폭 낮추어 방송사의 송출 전력요금 부담을 경감하고 유사 시 국민들을 위한 재난경보매체로서 활용이 가능할 것으로 기대된다.

  • Creating more efficient and effective intermodal transportation service in Northeast range is a critical issue because of more increased trade volume & demand for intermodal service in the world market and geographical barriers associated with goods transportation, especially in Korea, China and Japan. This study examines the possibility of Rail-ferry introduction and possible route in Northest area which can provide each country mutual economical and logistical satisfaction. But, this study requires more empirical and concrete examination based on the cost & benefit analysis.

  • While major alliance container carriers in the post-corona era are enjoying the largest boom in history with their fleet reduction strategy, shippers companies are in a state of deteriorating import and export price competitiveness due to increased logistics costs, and forwarders who act for shipping companies' logistics services are also experiencing the burden of rising freight rates It is in a state of overheated competition and worsening profits for attracting shippers. For this purpose, research data, literature studies, statistical data and data from overseas specialized networks were used as prior research. Online surveys and telephone interviews were conducted, and as a result, four areas of cold chain (including perishable cargo), project logistics, UN procurement logistics, and dangerous goods logistics, which were found to be particularly in high demand, were analyzed to suggest entry strategies.

  • This study examined the background of IMO environmental regulations and countermeasures of domestic and foreign liner shipping companies and also analyzed the additional cost and profitability of container shipping companies by implementation of IMO 2020, when the fuel oil is converted to low sulfur oil. The results show that the national flag carrier would incur significant additional costs when using low sulfur oil, which would worsen its profitability in all scenarios. These analysis results suggest that for regional shipping companies need reasonable BAF setting standards, which is flexible to the price of fuel oil and also seek ways to co-exist through mutual cooperation among oil refiners, shippers and shipping companies.

The Requirement and Effect of the Document of Carriage in Respect of the International Carriage of Cargo by Air (국제항공화물운송에 관한 운송증서의 요건 및 효력)

  • The purpose of this paper is to research the requirements and effect of the document of carriage in respect of the carriage of cargo by air under the Montreal Convention of 1999, IATA Conditions of Carriage for Cargo, and the judicial precedents of Korea and foreign countries. Under the Article 4 of Montreal Convention, in respect of the carriage of cargo, an air waybill shall be delivered. If any other means which preserves a record of the carriage are used, the carrier shall, if so requested by the consignor, deliver to the consignor a cargo receipt. Under the Article 7 of Montreal convention, the air waybill shall be made out by the consignor. If, at the request of the consignor, the carrier makes it out, the carrier shall be deemed to have done so on behalf of the consignor. The air waybill shall be made out in three original parts. The first part shall be marked "for the carrier", and shall be signed by the consignor. The second part shall be marked "for the consignee", and shall be signed by the consignor and by the carrier. The third part shall be signed by the carrier who shall hand it to the consignor after the goods have been accepted. Under the Article 5 of Montreal Convention, the air waybill or the cargo receipt shall include (a) an indication of the places of departure and destination, (b) an indication of at least one agreed stopping place, (c) an indication of the weight of the consignment. Under the Article 10 of Montreal Convention, the consignor shall indemnify the carrier against all damages suffered by the carrier or any other person to whom the carrier is liable, by reason of the irregularity, incorrectness or incompleteness of the particulars and statement furnished by the consignor or on its behalf. Under the Article 9 of Montreal Convention, non-compliance with the Article 4 to 8 of Montreal Convention shall not affect the existence of the validity of the contract, which shall be subject to the rules of Montreal Convention including those relating to limitation of liability. The air waybill is not a document of title or negotiable instrument. Under the Article 11 of Montreal Convention, the air waybill or cargo receipt is prima facie evidence of the conclusion of the contract, of the acceptance of the cargo and of the conditions of carriage. Under the Article 12 of Montreal Convention, if the carrier carries out the instructions of the consignor for the disposition of the cargo without requiring the production of the part of the air waybill or the cargo receipt, the carrier will be liable, for any damage which may be accused thereby to any person who is lawfully in possession of that part of the air waybill or the cargo receipt. According to the precedent of Korea Supreme Court sentenced on 22 July 2004, the freight forwarder as carrier was not liable for the illegal delivery of cargo to the notify party (actual importer) on the air waybill by the operator of the bonded warehouse because the freighter did not designate the boned warehouse and did not hold the position of employer to the operator of the bonded warehouse. In conclusion, as the Korea Customs Authorities will drive the e-Freight project for the carriage of cargo by air, the carrier and freight forwarder should pay attention to the requirements and legal effect of the electronic documentation of the carriage of cargo by air.

Immunological Aspects of Contemporary Exercise (운동과 면역반응에 대한 고찰)

  • Exercise is the strongest stress to which the body is ever exposed. The body responds to this stress through a set of physiological changes in its metabolic, hormonal, and immunological systems. In this study, responses of the immune system to the long-term aerobic and anaerobic exercises have been investigated. Regular moderate exercise is associated with a reduced incidence of infection compared with a sedentary groups. Aerobic training increases the heart rate and enhances the body's intake of oxygen long enough to benefit the condition of the body. In recent years, the importance of exercise in everyday life has been rapidly increasing. Moderate exercise appears to stimulate the immune system. And also, Exercise elicits an increase in the numbers of circulating lymphocytes and lymphocyte subsets (including NK cells) which is followed by a decrease in the numbers of cells during recovery from exercise. However, prolonged bouts of strenuous exercise cause a temporary depression of various aspects of immune functions (e.g. lymphocyte proliferation, monocyte antigen presentation, open window periods, exercise induced asthma, exercise induced anaphylaxis) that usually lasts 2-24 hr after exercise depending on the intensity and duration of the exercise bout. Exercise-induced bronchoconstriction (EIB) was defined as a decrease of at least 15% in pre exercise forced expiratory volume in one second at any time point after exercise. This includes elevation of cortisol and cathecholamines in plasma. On the other hand, highly trained athletes exhibit a chronic mild hypercortisolism at baseline that maybe an adaptive change to chronic exercise. And, Consuming carbohydrate during prolonged strenuous exercise attenuates rises in stress hormones and appears to limit the degree of exercise-induced immune depression. Recent evidence suggests that antioxidant vitamin supplementation may also reduce exercise stress and impairment of leukocyte functions.
