A Study on Building a Negotiation Framework to Resolve Conflicts from Constructing New Roads or Expanding Existing Roads (도로신설 혹은 확장 과정에서 나타나는 갈등해결을 위한 협상체계 구축연구)

  • The objective of this study is to identify ways to resolve conflicts arising from building new roads or expanding existing roads by introducing negotiation techniques to the Jeju government. A case of city planning (Jungjeong-ro, Seogwipo City, Jeju Special Self-Governing Province) was analyzed in this study in an aspect of negotiation. In the case, the Committee for Promoting and Vitalizing Jungjeong-ro conducted negotiations from February, 2011 to December, 2011. This study proposes ways to establish systems which resolve problems during negotiation processes and frame concepts related to negotiation in the overall administrative systems. Firstly, setting up a negotiation management team within the provincial office and supporting it fully is needed. Secondly, there should be a process in which decisions made by the negotiation team become authoritative. Thirdly, for smooth negotiation processes, it is necessary to formulate ground rules and make negotiating parties obey them thoroughly. Fourthly, a negotiation clinic team should be established at the Jeju provincial government. Fifthly, there should be a negotiation school within the framework of human resources development. Sixthly, If officials do their negotiation jobs positively, a reward system should be established to give them adequate rewards. Lastly, concept of negotiation should take root in administration in general.

For the reason above, the concept of reverse logistics and classification, the comparison with any similar concepts and its necessity are studied in this research through the theoretical consideration and the current state of the reverse logistics is organized in this research by acknowledging the domestic development process and the properties regarding the recycles of resources. In addition, the way to apply to the nation was investigated by comparing with the environmentalism development process, the reverse logistics policies and examples of advanced countries in logistics. The research proposed building of intimate cooperative system between a shipper and logistic service provider for the reverse logistics throughout the whole supply chain, the financial support, amendment of regulations, support Eco-friendly logistic technology development and the propagation, effective logistic system development and others and it is expected to bring a significant meaning to the reverse logistic policy and operation later on.

  • In recently, the globalization of business and the competitive pressure have led to the growing strategic importance of the logistics function within the organization. All organizations are approaching 3PL(Third party logistics : 3PL) services to manage their logistics activities to gain competitive advantages. This has placed a number of demands on the logistics system and has become a rapidly developing area of investigation. Thus the research objective is to examine the effects of 3PL service qualities, trust and commitment on logistics performance. The results shows that visibility and expertise of the 3PL service quality elements positively affected shipper's trust. And availability, visibility and communication of the 3PL service quality elements positively affected shipper's commitment. In addition, the trust and commitment of shipper's company on the 3PL corporation positively affected logistics performance.

  • In South Korea, systems related to the provision of public data were recently implemented. As a result, policy changes have been made that are headed in the direction of actively providing open access to data held by public institutions, such as government agencies and local municipalities. The purpose of the open I will be divided into two broad. To ensure the transparency of government operations, and is intended to satisfy the right to know the people. The other one is to create national interest by utilizing the public data as one country endowment assets. In this study, we analyze the open situation of public data, were presented the improvement measures. Range of research, the public data that local government owns, to determine to have a central information and other limitations and characteristics, Seoul the beginning to the seventeen regional support municipality 228 that you have held for city districts were census. According to the research results, local governments, themselves produced, is a relatively reluctant to disclosure and understanding of the list of public data that are holdings. Towards efficient policies for soil pollution prevention and remediation of contaminated sites in Korea

  • The objectives of this paper are to overview present status of soil pollution in Korea, to review the current policies and management strategies for soil pollution prevention and remediation of contaminated sites, and to suggest some recommendations to be considered toward more efficient policies. Soils in Korea are contaminated mainly by industrial facilities, landfills, underground storage tanks, abandoned/inactive mines, military camps, and other sources. Concentrations of most of soil pollutants were similar to the background levels, except for a few heavily contaminated sites such as industrial sites or abandoned/inactive mines. The Soil Environment Conservation Act (SECA), which was effective from 1995, provides a comprehensive legal framework for both preventing soil pollution and remedying contaminated sites in Korea. The Act includes various management policies such as the designation of standards and soil pollution policy area, soil monitoring networks, management of suspected contamination sources, and extended 'polluter-pays' principle. To make current policies more efficient and reasonable, some policies or strategies such as the establishment of national priority list, more detailed standards, risk-based cleanup goal, fund raise, soil erosion problem, and finally, integrity between soil and groundwater management frameworks may need to be pursued in the long term.

A Study on the Effects of School Libraries in School Education (학교도서관이 학교교육에 미치는 영향에 관한 연구)

  • Some of the possible effects of revitalizing school libraries are improved personality education and an acquisition of the basic, as well as cultural, knowledge through expanded reading opportunities. The goal of school education is to increase the students' intellectual quality by providing structured education curriculums. In order to meet this goal, there has been increased interest in ways to enhance academic achievements or to increase the cognitive level of the students. In this study, we focused on the effects of school libraries on learning capabilities. To measure the learning capabilities, we used academic achievements as the evaluation criteria. Based on the statistical analysis, we found that the collection types and the reasons for using school libraries influenced the academic achievements more than the frequency of using school libraries. However, the influences of economic and social factors were too great in comparison to other factors. This paradoxically shows the importance of public education and the school libraries' role in education in general. In summary, school libraries should provide good quality reading experiences as well as methods to collect, manage, and use information to the students. These efforts will positively impact the academic achievements of the students.

  • 본 사업은 1994년부터 1996년까지 3년 간 시범사업으로 추진된 지역정보화 사업의 과제인 창원/마산 지역정보 유통망 구축사업을 확대 발전시키고 시스템 운영의 효율화를 도모하고자 DB를 통합하여 확대 재 구축함으로써 전자상거래 기반의 인터넷을 통한 웹 정보 이용 활성화 차원에서 추진되었다. 기 구축되었던 $\ulcorner$창원/마산 지역정보유통망 구축사업$\lrcorner$은 정보화를 통한 지역경제 발전에 일익을 담당하고자 관. 산. 연이 참여한 지역정보화 사업이다. 이러한 창원/마산지역 산업체에 대한 지원효과를 이번에 확대하여 그 동안 Multimedia, Graphics, Web 등 정보화 환경이 크게 변화, 발전됨에 따라 현실적이며 현장적용형 패키지의 개발 지원이 대두된 $\ulcorner$경남지역 정보화확산사업$\lrcorner$은 연구개발정보센터와 창원시, 진해시, 한국기계연구원이 매칭 펀드에 의한 대응자금으로 구축한 시스템이다. 정보수집대상은 경남지역에 소재하고 있는 20개 산업단지 3,700여 입주기업을 정보수집요원이 직접 방문하여 현장에서 필요로 하는 요구정보를 반영하였다. 신규로 구축한 정보는 산업기반 기업체기본정보 DB 및 기업 기술개발 현장적용형 기술정보 패키지정보를 중심으로 구축하였으며, 인터넷 활용교육을 통한 동종 업종간 정보교류체제 구축하였다. 특히 Cyber Market을 구현하기 위해 1,200여건의 기업체정보 및 제조상품 DB를 응용한 제품 Mall 데이터베이스를 구축하였다. 본 사업을 통하여 경남지역 산업단지에 입주한 기업체의 정보 활용을 극대화하여 지역경제 발전에 기여함과 동시에 국내 지역정보화 시범모델로서 위상을 확립하고자 한다.을 기업의 타인자본비용과 자기자본비용의 조합인 기회자본비용으로 할인함으로써 현재의 기업가치를 구할 수 있기 때문이다. 이처럼 기업이 영업활동이나 투자활동을 통해 현금을 창출하고 소비하는 경향은 해당 비즈니스 모델의 성격을 규정하는 자료도로 이용될 수 있다. 또한 최근 인터넷기업들의 부도가 발생하고 있는데, 기업의 부실원인이 어떤 것이든 사회전체의 생산력의 감소, 실업의 증가, 채권자 및 주주의 부의 감소, 심리적 불안으로 인한 경제활동의 위축, 기업 노하우의 소멸, 대외적 신용도의 하락 등과 같은 사회적·경제적 파급효과는 대단히 크다. 이상과 같은 기업부실의 효과를 고려할 때 부실기업을 미리 예측하는 일종의 조기경보장치를 갖는다는 것은 중요한 일이다. 현금흐름정보를 이용하여 기업의 부실을 예측하면 기업의 부실징후를 파악하는데 그치지 않고 부실의 원인을 파악하고 이에 대한 대응 전략을 수립하며 그 결과를 측정하는데 활용될 수도 있다. 따라서 본 연구에서는 기업의 부도예측 정보 중 현금흐름정보를 통하여 '인터넷기업의 미래 현금흐름측정, 부도예측신호효과, 부실원인파악, 비즈니스 모델의 성격규정 등을 할 수 있는가'를 검증하려고 한다. 협력체계 확립, ${\circled}3$ 전문인력 확보 및 인력구성 조정, 그리고 ${\circled}4$ 방문보건사업의 강화 등이다., 대사(代謝)와 관계(關係)있음을 시사(示唆)해 주고 있다.ble nutrient (TDN) was highest in booting stage (59.7%); however no significant difference was found among other stages. The Bitter Counsel for Activation of the Korea Medical Dispute Mediation and Arbitration Agency (한국의료분쟁조정중재원의 활성화를 위한 고언(苦言))

  • "Act on Remedies for Injuries from Medical Malpractive and Mediation of Medical Disputes)" has been enacted to solve medical dispute. In addition, mediation and arbitration procedures have started since April 8th, 2012 from the Establishment of Korea Medical Dispute Mediation and Arbitration Agency. The average initiation rate of mediation for the past three years turned out to be 43%. Hereupon, Establishment of Korea Medical Dispute Mediation and Arbitration Agency has created a solution for automatic initiation if relevant to particular conditions to improve initiation rate of mediation procedures and passed it through the Assembly plenary session in May, 2016 and promulgated on the 30th of the same month. However, even if mediation procedure initiation rate is increased, there is no guarantee for mediation establishment rate to be improved according to current law. If Establishment of Korea Medical Dispute Mediation and Arbitration Agency intends to increase aforementioned value, automatic initiation is not the only solution. Instead, it seems to be a major assignment to identify fundamental reasons for why major health care facilities have not participated in it and to restore reliability on them. In addition, among crimes specified on the Article 268 of Criminal Act in the Article $51^*$ of "Act on Remedies for Injuries from Medical Malpractive and Mediation of Medical Disputes)", revision must be made so that the clause of clue and death by occupational or gross negligence is applied. Furthremore, it is suggested to supplement previously insufficient policies with the operation so that mediation procedures created by Establishment of Korea Medical Dispute Mediation and Arbitration Agency are stably settled in the perspective of medical institutions including the establishment of new conditions for medical institutions founders or health and medical service personnel to claim the proxy payment for damage.

A Study on the Satisfaction Differences in Dockless Bike in Suwon City (스테이션 없는 공유자전거 이용 만족도 차이 분석연구(수원시 사례를 중심으로))

  • The city of Suwon has introduced a dockless bike for the first time in Korea. In this study, a questionnaire was conducted for citizens to suggest improvement through satisfaction analysis. As a result of the survey, 88 % of respondents awarded the presence of a bike, and 90 % answered positively in terms of bike policy; whereas mature civic ethics showed an low satisfaction. For the purpose of usage, approximately 75 % of users mainly used for commuting, business, shopping, and the connection with mass transit. In the result of the primary means of a trip, a private car was most preferred before operation; However, it was found that mode transition has been actively carried out. This suggests significant implications for implementing sustainable urbanism. Meanwhile, The level of satisfaction significantly differed in the field of payment method, charge, usage guidance and publicity by an occupation and age groups commonly. Satisfaction in bike maintenance was statistically differed by an occupation. Satisfaction in Rental-return and registration procedures showed differences by an age groups. The results of this study will contribute to establishment related policies and to more activate dockless shared bike.

The Development Method and The Current Situations in South Korea's Health Cities Based on Health-friendly Models (건강친화성(健康親和性) 모델에 기초(基礎)한 우리나라 건강도시(健康都市) 현황(現況) 및 발전방안(發展方案) 개발(開發))

  • 본 연구는 대한민국건강도시협의회 회원도시 23개 자치단체 건강도시 추진 담당자에게 건강도시 추진현황 및 발전방향을 모색하기 위해 2007년 2월부터 2007년 12월 까지 대한민국건강도시협의회 회원 도시 담당자들에게 구조화된 설문지를 통해 건강도시 사업 일반현황, 건강도시 사업 기본현황, 건강도시 발전방향 등에 대하여 조사 분석 하였으며 모든 처리 방법은 SPSS 12.0 version 통계프로그램을 이용하였다. 본 연구의 결과는 다음과 같다. 1. 연구대상자의 지자체 일반현황은 23개자치단체중 도시형(47.8%), 농촌형(52.2%)이며, 가입년도별로는2004년(17.4%), 2005년(30.4%), 2006년(26.1%), 2007년(26.1%)로 나타났다. 2. 건강도시 사업추진현황을 보면, 장기계획수립(43.4%), 생활터접근(69.5%), 민정보제공(78.2%), 협력대학(82.6%), 부서협력잘됨(34.7%), 네트워크적극참여(34.7%), 세미나실시(47.8%)로 나타났다. 3. 건강도시 발전방향 으로는 추진 시 가장 어려운 점은 사업개발(39.0%), 우선순위로는 부서협력(30.4%), 핵심인물단체장(82.6%), 발전가능성지속발전(65.2%), 발전기여(86.9%), 시행주체국가주도(52.1%)로 나타났다. 4. 도시형태별 건강친화성 평가점수는 69점이하 도시형(8.60%), 70~79점농촌형(21.7%), 80~89점 도시형(26.0%), 농촌형(17.3%), 90정이상 도시형(13.0%), 농촌형(13.0%)로 나타났다. 5. 조직구성여부별 건강도시 기본현황 추진실태를 살펴보면, 조례제정여부 조직구성(100%), 미 구성(81.8%), 운영위원회 구성 조직구성(100%), 미 구성(54.5%), 프로파일작성 조직구성(100%), 미 구성(81.8%), 예산확보 조직구성(100%), 미 구성(81.8%)로 나타났다. 조직구성이 건강도시 사업추진에 많은 영향을 미치는 것으로 분석된다. 향후 건강도시 사업추진 시에는 건강도시를 추진하는 담당부서 구성이 가장 중요한 것으로 판단되며, 건강도시 사업추진은 먼저 시작한 도시가 건강친화성 평가 점수에서 높게 나타났다. 이에 따라 건강도시 사업은 일시적인 사업이 아닌 끊임없이 노력하는 도시가 되어야 하며, 건강도시 사업의 활성화를 위해서는 국가주도하에 실시하는 것이 절실히 필요 한 것으로 판단된다.
