Operational Efficiency Analysis Using DEA Approach for the Major Airports in Asia (DEA 분석에 의한 아시아 공항 운영 효율성 연구)

  • There have been various research in analyzing airport productivity such as measuring total factor productivity using the models of translog cost function. DEA(Data Envelopment Analysis) model is very useful in measuring productivity with linear programming when the output is not clearly identified and measured quantitatively in such complex facilities as airport. This study is to measure airport productivity using DEA approach for Northeast Asia. Seven international airports were analyzed including Incheon International Airport in Korea, Cheklapkok Airport in Hongkong, Narita Airport in Japan, and Changi Airport in Singapore. With the productivity measured, we can identify one of the important aspects of comparative advantage in hub competition in Asia.

  • This paper presents a approach to the measurement of efficiency. Data envelopment analysis(DEA), as it is called, has particular applicability in the service sector. Applying mathematical programming techniques, DEA enables relative efficiency ratings to be derived within a set of analysed units. This paper investigates the efficiency employing DAE-CCR Model and DEA-BCC Model on data for 15 container terminals covering 1998$^{\sim}$2005 in Korea Results of this paper, suggests to some plan for operation strategy in Container terminals.

Analysis on the Marketing Efficieny of Paprika (착색단고추의 유통효율성 분석)

  • The purpose of this study is to analyse current marketing practices and marketing efficiency using operational efficiency. Through field survey on marketing situations and channels, we found that major marketing channels of paprika were classified into six types : channels in exporting market included (1) producer's organization leading channel (type I), (2) regional cooperative leading channel (type II), (3) individual producer leading channel (type III), and channels in domestic market included (4) wholesale markets targeting channel (type IV), (5) distribution agents targeting channel (type V), (6) cooperative system selling channel (type VI). According to the estimated result of operational efficiency of marketing channels, marketing efficiency of type III and IV was relatively higher than type I,II and type V, VI respectively.

  • This study analyzes changes in the efficiency of the Department of Early Childhood Education in Korea to examine the effectiveness of the National Evaluation for Teacher Education Institution. We provide policy implications from exploring factors influencing efficiency and comparing characteristics of efficient and inefficient departments. With 149 Department of Early Childhood Education in Korea, DEA was conducted to estimate the relative efficiency, and the Tobit model was applied to explore factors affecting efficiency. The results confirm that the Department of Early Childhood in Korea is run efficiently, though there was no change in scale efficiency and relative efficiency after the two phases of the National Evaluation for Teacher Education Institution. The results show the number of books per student was significantly lower despite a significantly higher employment rate. Efficiency of college departments, department greater than 60 (per cohort), and department in metropolitan city (except Seoul area) is confirmed greater. These results provide policy implications on developing evaluation measure and processes to improve education quality and efficiency.

Analyzing the Efficiency of Korean Rail Transit Properties using Data Envelopment Analysis (자료포락분석기법을 이용한 도시철도 운영기관의 효율성 분석)

  • Using nonradial data envelopment analysis(DEA) under assumptions of strong disposability and variable returns scale, this paper annually estimates productive. technical and allocative efficiencies of three publicly-owned rail transit properties which are different in terms of organizational type: Seoul Subway Corporation(SSC, local public corporation), the Seoul Metropolitan Electrified Railways sector (SMESRS) of Korea National Railroad(the national railway operator controlled by the Ministry of Construction and Transportation(MOCT)), and Busan Urban Transit Authority (BUTA, the national authority controlled by MOCT). Using the estimation results of Tobit regression analysis. the paper next computes their true productive, true technical and true allocative efficiencies, which reflect only the impacts of internal factors such as production activity by removing the impacts of external factors such as an organizational type and a track utilization rate. And the paper also computes an organizational efficiency and annually gross efficiencies for each property. The paper then conceptualized that the property produces a single output(car-kilometers) using four inputs(labor, electricity, car & maintenance and track) and uses unbalanced panel data consisted of annual observations on SSC, SMESRS and BUTA. The results obtained from DEA show that, on an average, SSC is the most efficient property on the productive and allocative sides, while SMESRS is the most technically-efficient one. On the other hand. BUTA is the most efficient one on the truly-productive and allocative sides, while SMESRS on the truly-technical side. Another important result is that the differences in true efficiency estimates among the three properties are considerably smaller than those in efficiency estimates. Besides. the most cost-efficient organizational type appears to be a local public corporation represented by SSC, which is also the most grossly-efficient property. These results suggest that a measure to sort out the impacts of external factors on the efficiency of rail transit properties is required to assess fairly it, and that a measure to restructure (establish) an existing(a new) rail transit property into a local public corporation(or authority) is required to improve its cost efficiency.

  • 요즘 국내 캔자판기 운영사업을 펼치는 음료업체 경기도 좋지 못하다고 한다. 음료업체 입장에서는 장비를 우수 로케이션을 대상으로 무상으로 렌탈하는 경우가 많기 때문에 투자에 버금가는 수익이 나와 줘야 하나 현실은 그렇지 못한 경우가 많다. 물론 현행 캔자판기의 마케팅 구조상 해당음료사의 음료 홍보나 브랜드를 제고하는 효과를 제일 중시해야 할 것이다. 과거만 해도 이런 점 때문에 음료업체들이 캔자판기 운영사업에서 적자가 난다고해도 공격적인 투자를 불사하는 경우가 많았다. 하지만 이제는 캔자판기 운영사업의 효율과 수익성이 점점 중시되고 있다. 수익이 나지 않는 사업에 많은 투자를 할 수 없다는 분위기가 가중이 되고 있는 것이다. 따라서 이제 캔자판기 사업이 발전하기 위해서는 캔자판기 운영사업의 수익성을 제고시킬 수 있는 방안들이 적극 강구될 필요성이 있다. 이에 있어선 많은 방법들이 있겠지만 기존 업체 위주의 운영방식에서 개인사업 위탁화하는 방안도 검토해 봄직하다. 일본에서는 이미 오래 전에 이러한 시도가 있었다. 음료업체나 운영업체에서 자사 퇴직자를 활용해 개인사업 위탁화하는 방법인데 나름대로 장점이 커보인다. 국내는 음료업체가 직영하는 비중보다는 기계를 임대한 운영업체의 운영비중이 높다. 따라서 우리 현실에서는 중소 운영업체가 이 제도의 활용가치가 높아 보인다. 하지만 음료업체에서도 개인을 대상으로 이런 위탁화 사업을 확대하는 방안을 모색한다면 캔자판기 사업 확대의 새로운 전기를 맞을 수도 있을 것이다. 어떻게 이 제도를 활용하느냐에 따라 자판기 운영효율 향상의 새로운 국면을 모색할 수도 있는 것이다. 과거 일본에서 시도되었던 캔음료자판기의 개인 사업 위탁화의 한 사례를 국내 현실에 맞게 응용한다면 캔자판기 운영효율을 제고하는 대안이 나올 수 있지 않을까 생각된다.

A Study on the Operating Efficiency of Parcel Delivery Sub-terminal Agency focus on A company (택배서브터미널 대리점 운영효율성에 관한 연구 (A사를 중심으로))

  • This study was aimed at analyzing the operational efficiency of DPAs(the delivery and pickup agents), which serve as sub-terminals in parcel delivery services, using CCR/BCC models in DEA. The input variables included the number of employees, and the amount of equipment and the operating expenses. The output variable was revenue value. The efficiency for the period from 2014 to 2016 was analyzed. The results revealed that the operational efficiency improved in 2016, compared with 2014, in both CCR and BCC models. According to the benchmarking analysis, DMU 1 and DMU 7 showed higher efficiency in 2016. The inefficiency analysis based on the BCC model showed increased efficiency of all factors in 2016 when compared with 2014. The Malmquist productivity index (MPI) dropped slightly as a result of technical changes and indicated a declining technical efficiency in all DMUs. This study suggests the need for government-led systematic improvement and support for DPAs by providing current insight into the parcel delivery industry and analyzing DPAs' operational efficiency in Korea for the first time. This research performed efficiency analysis of DPAs located in new town of paju and gimpo cities. In future research, comparative study on efficiency analysis including new town, old town area, and other cities are needed.

  • Urban railway started its operation in August 15, 1978 in Korea. Nowadays, it is being operated in Seoul, Busan, Incheon, Deagu, GwangJu, and Daejeon, and it is playing a major role in mass transportation. Urban railways can provide rapid and convenient transportation to citizens in eco-friendly and energy saving way. However, urban railway operating organizations have been in financially difficult conditions due to the enormous debts borrowed for the construction of railways. Urban railway operating organizations are under pressure to improve its difficult financial conditions through the efficient management of the organization. The management and operation efficiency of urban railway organizations have been evaluated since 1993 by Ministry of Public Administration and Safety to make those organizations more competitive, responsible and efficient. However there are some limitations in evaluation since they do not reflect the relative size of organizations, relative newness of facilities, etc so that it's not objective and loses fairness. This study proposes an improved method for the evaluation of safety.

항만크레인시뮬레이터를 이용한 하역장비기사 교육훈련현황 및 분석 - 부산항 신항만지역을 중심으로 -

  • 항만컨테이너터미널에서는 컨테이너 생산성뿐만 아니라 하역작업 안전성도 중요하게 고려되고 있다. 생산성 증대를 위해서 도입되는 대형 하역장비의 운영 효율성과 더불어 하역장비를 운영하는 장비기사들의 작업안전성 향상도 중요함에 따라 하역장비기사를 대상으로 하역장비 교육훈련 실시가 필요하게 되었다. 그러나 실제 하역장비운영을 통한 교육훈련은 장비운영비용과 위험성이 수반되기 때문에 경제적으로 장비 운영 시 발생되는 문제점을 최소화시키는 방법 가운데 하나가 항만크레인시뮬레이터를 이용한 하역장비 교육훈련이 제기되고 있다. 이에 본 연구는 교육기관에서 보유하고 있는 실제 항만의 운영환경을 고려하여 개발된 최첨단 장비인 항만크레인시뮬레이터를 이용한 부산항 신항만을 중심으로 하역장비기사 교육현황과 그 성과를 통한 항만크레인시뮬레이터 장비 효율성을 제시하고자 한다.

  • 한진해운 파산, 해운동맹 재편 이후 부산신항 컨테이너터미널의 운영 결과를 분석해 보고자한다. 이 연구에서는 DEA를 활용한 효율성 분석과 더 나아가 터미널 내부 자료를 활용한 생산성 분석을 통하여 터미널 운영사 간 비교를 통하여 시사점을 제공하였다.
