A Case Study of the Implementation Mechanism of Home Economics Curriculum in South Korea and the U.S. (한국과 미국의 가정과 교육과정 실행 과정 사례 연구)

  • Curriculum may be defined as everything students learn at school or the specific plan of a subject that students are supposed to learn. The purpose and goals of the curriculum or who is in charge of developing the curriculum may differ by country. This study aimed at comparing the mechanisms in which the Home Economics curriculum is implemented in Korea and the Unite States at different levels. Considering that Korean government now supports increased autonomy of schools, allowing them to execute curricula according to their educational environments, it is meaningful that the advantages and disadvantages of the implementation mechanisms of two countries are explored. Specifically, middle schools in a City of Kyung-gi Province in South Korea and three states(Wisconsin, Ohio, and Washington states) in the United States are examined. The curriculum documents at different levels as well as study plans used by actual teachers are compared for this purpose. In case of South Korea, the nation state is in charge of curriculum development and the curriculum document defines the educational contents to detail in order to provide standardized learning experience to students. This type of closely controlled system warrants standardized educational contents and thus allows nation-wide assessment using standardized measures. On the other hand, it is difficult to accommodate diversities among students in terms of aptitudes and learning styles, and also limits creativity enhancement or integrative approach to teaching and learning. In comparison, curriculum in the United States is rather loosely defined, and more autonomy is granted to schools and teachers. Each of these two different systems may have advantages and disadvantages of their own. The findings of this study is expected to provide implications to curriculum development as well as to the development of framework and guidelines to the curriculum implementation.

A Study on the Improvement of School History Archives Supported by the Office of Education (교육청 지원 학교역사관 운영 개선 방안 연구)

  • This study seeks to analyze the actual operation status of the school history archive, which collects, preserves, and utilizes school history records, and propose improvement strategies. The subjects of this study were divided into unit school history archives established in each school and integrated school history archives, which collect school history records under the jurisdiction of the Office of Education. The types and functions of school history records and school history archives were first identified, and the status of school history archives overseas was investigated. Afterward, interviews were conducted with six unit schools and five Offices of Education to examine the domestic status. The interview questionnaire was structured according to the following aspects: operation status, records and archives management, and archival information services. Based on this, the status and problems of the unit school type and integrated school history archives were identified, and improvement measures in terms of operation, record management, and record information service were proposed. In addition, comprehensive improvement strategies encompassing the unit school and integrated school archives were suggested. The results of this study can serve as useful material for operating and developing school history archives.

  • 전력선진국의 경우, 전력산업의 환경변화에 따라 시장의 주체가 공급자에서 수용가 중심으로 이동하는 변화를 겪고 있으며, 이는 소비자를 위한 IT(Information Technology) 기반의 부가서비스의 창출을 촉진시키고 있다. 이미 국외의 전력시장에는 다양한 형태의 부가서비스가 존재하고 있으며, 그 중 일부는 이미 수용가들이 이용하고 비용절감 효과를 입증한 사례도 있다. 이러한 부가서비스에 주로 이용되는 자원 중 하나가 원격검침 데이터이며, 원격검침 데이터는 요금 산출을 위한 사용량 정보 뿐만 아니라 수용가 영역에서 일어날 수 있는 다양한 이벤트를 분석할 수 있는 정보들을 포함하고 있기 때문에, 시간이 흐를수록 그 중요성을 더해가고 있다. 국내에서도 원격검침 데이터를 전략적 자산으로 인식하고 활용방안을 연구하여 국내 환경에 적합한 형태의 부가서비스를 소비자에게 제공할 필요가 있으며, 특히 소비자의 관여도가 높은 비용절감 측면의 서비스 개발이 중요하다. 이는 전력회사 입장에서도 비용 절감 및 효율적인 전력의 생산과 운영을 가능하게 한다. 본 논문에서는 소비자가 효율적이고 합리적으로 전력을 사용할 수 있게 하는 부가서비스로써 원격검침 데이터 기반의 전력 소비 컨설팅 시스템을 선정하고 이를 파일럿 시스템으로 구축한 내용을 소개하고자 한다.

  • 한국의 출연(연)은 과학기술 기반 창조경제 실현을 위한 선도적 탈추격 R&D 주체로서의 출연(연)의 역할모델 재정립을 요구받고 있으며, 이는 자율과 책무에 기반한 지속가능한 R&D 체제로의 패러다임 전환을 수반한다. 본 연구는 공공연구기관의 자율성을 정의하고, 자율성을 구성하는 요인을 기관장 선임 및 거버넌스, 연구전략 및 목표관리, 예산, 인력, 그리고 평가로 구분하고, Autonomy Regime on Wheel (ARoW) 모델을 통하여 제시하였다. 자율성을 구성하는 각 요인에 대한 핵심 질의를 정의하고, 한국과 선진공공연구기관의 현황을 파악하여 벤치마킹 분석을 수행하였다. 분석 대상 선진 공공연구기관은 독일, 영국, 미국의 기관들로 선정하였으며, 특히 연구회 구조의 유사성 및 각 연구회 간 연구분야 및 임무의 균형이 조화롭게 유지되고 있는 독일의 4대 연구회를 중심으로 연구를 진행하였다. 연구를 위하여 분석대상 기관의 홈페이지를 포함한 국내?외 문헌조사 및 독일, 영국, 미국의 현지조사 과정을 거쳤으며, 이와 함께 국내?외 관련 전문가들에 대한 인터뷰를 진행하였다. 한국 및 선진 공공연구기관의 자율성 현황을 분석한 결과, 자율성을 구성하는 요인들에 대하여 전반적으로 한국의 실질적 자율성이 상대적으로 약한 것으로 나타났다. 본 연구는 공공연구기관의 자율성을 정의 및 분석한 최초의 학술적 연구로서, 향후 자율과 책무에 기반한 지속가능한 출연(연) 발전을 위한 전략 수립에 기반자료로 활용이 가능하다는 점에 그 의의가 존재한다.

  • In the Korean electricity supply structure, the role of nuclear power generation is essential. But, the delaying of radioactive waste management program induces negative impact to the stable electricity supply. Despite the continuing endeavors of Korean Government and nuclear power industry, radioactive waste management program of Korea is experiencing a continuing setback. In this background, the study examined the past and current policy and recommends that; Long term safety assurance should be the prime objective of radioactive waste management; Siting process should be transparent and opened to the public with the involvement of safety regulatory authority; A new neutral organization which has no conflicts of interest with any other existing organizations should be established to coordinate and manage the R&D programs.

  • Nuclear power plant(NPP) is a large-sacle national infrastructure with total project cost of 77 billion dollars and period of 10 years or more. Moreover, since it is operated over 60 years, NPP is a facility closely related to national economy and public safety. Therefore, accurate information and consistent physical configuration should be maintained to enable accurate and economical decision making in NPP project process such as design, construction, operation, and decommission. Since NPP industry is more complicate and regulated than other industries, the importance of configuration management(CM) has been widely recognized in the early days. However, there were limitations in implementing systematic CM due to unclear purpose and subject. Therefore, this paper suggests a room-based database for CM in NPP reflects design requirements and facility configuration information.

  • Full system of turnkey deliberation committee in 2010 was abolished and permanent Deliberation committee was introduced. So far, ordering organization selected the best method suitable for the design and comprehensive evaluation method in the turnkey bid construction. Comprehensive evaluation method have bid price design score coordination, weighted basis, the best design approach fixed amount, five successful bidder decision method in addition. Design deliberation branch committee in the successful bidder decision way configured and operated branch members of special design consultation committee, But main agent changed from committee deliberation pull system to permanent committee deliberation, as well as and The lobby burden was not improved. This similar to the past at the portion of the design deliberation and the way of the design deliberation in the turnkey bid construction. Therefore it is necessary to improve the design deliberation system. In other words, design score and technology competition should be adapted to determine a successful bid. This study suggested the operating system of the design deliberation, the decision method problems of the successful bidder and ways to improve the design deliberation.

  • This study is to develop and provide a personal information protection framework that enables IoT service providers to safely and systematically operate personal information of IoT service subjects in the overall process of providing IoT devices and services. To this end, a framework for personal information framework was derived through literature survey, and FGI with experts, it was divided into three stages, each of three stages: IoT service provision process and IoT personal information processing process. The study conducted an e-mail survey of related experts using AHP techniques to determine the importance of the components of the selected personal information protection framework. As a result, in the IoT service provision process, the IoT product and service design and development stage (0.5413) is the most important, and in the IoT personal information processing process, personal information protection in the collection and retention of personal information (0.5098) is the most important. Therefore, based on this research, as the IoT service is spreading, it is expected that a safe personal information protection framework will be realized by preventing security threats and personal information infringement accidents.

  • This study was carried out to investigate members' affiliation motive to Forest Management Cooperative which is the main managemental body of the private forests and management problems of the organization to find out a solution of the problems and set active promotion plan. The questionnaire about the management of the cooperatives was done by interviewing the members at Seoha Inboh Forest Management Cooperative in Ulsan-gun, Kyongsangnam-do and Sechong Forest Management Cooperative in Chinan-gun, Chollabuk-do from July to August in 1993. Twenty interviewees were selected in the order of their business quantity on the forest from the members who reside in their villages. Integrated matters such as were members' affiliation motive, benefit after their affiliation, management system, incorporation of the organization and other issues concerning to managemental plans questioned. During the survey period, other data about management of the cooperatives were collected from the related organizations and opinions of every president of nine cooperatives in the investigated regions. The majority of the members agreed that the cooperative is an independent forest organization and evaluated the Training and Extension Service Center high. However, their participations in the cooperative such as forest technical training and cooperative forest management were low since they have not earned any income from their forest management.

  • Recent trends in urban policies show the increasing importance of urban parks. Moreover the park policy and planning are increasingly important for the good urban park system. Comparative studies in the operational system and planning contents of the parks and green space plans of the major cities would be timely and meaningful. This study aims to provide a comparative study in operational system and planning contents of the Parks and Green Space Master Plan at urban scale. Sites include London, New York, Berlin, Sydney and Seoul. Analyses are focused on the master plans and strategy reports of each city. Frameworks for analysis are divided into operational system and planning contents. The results are as follows. First, the Parks and Green Space Plans as an open space planning linked to related resources would contribute to both integrated resources management and practice of the fairness. Second, evolution from quantity to quality of the parks and green space plan enhances revitalization and regeneration. Third, shift from the 'supply oriented plan' to 'need based plan' model provides flexible planning model to meet the demographic change, trend change, preference and use. Fourth, planning agents, enlarged opportunities for participation within each phase, diversified of the participants lead the changes from the passive participation to active one. In order to improve the practicability of the parks and green space master plan, a flexible planning strategy including social awareness changes and park governance is required.
