Since 2000, many local governments have been trying to introduce trams because of the government's failure to adopt environment-friendly policies and light rail. However, there is no service evaluation system that can maintain and enhance tram users' convenience, safety, and comfort during operation. In addition, the tram characteristics are not reflected in the application of the evaluation system of "management and service evaluation for public transportation operators" which is being implemented to railway operators or bus transportation operators. The purpose of this study is to develop the evaluation criteria of operating service according to tram operation model. First, we reviewed cases related to the evaluation of operating services in roads, buses, railways, and airways. And the evaluation criteria and the evaluation items are presented. This study is expected to help to secure and improve operational service in the operation phase of the tram that will be introduced in the future.

This study proposed two improved models, depending on each central axis of local library policies, to improve the management of the metropolitan library committee which should play an important role in pursing the policies. The model of draft 1 suggested that the metropolitan library committees' library policy deliberative functions be reinforced for pursuing metropolitan library policies, around the department of library policy in each central office. The model of draft 2 suggested that the metropolitan library committees play a role in the policy governance, in pursuing the metropolitan representative libraries-based local library policies. In order to efficiently pursue the proposed improvements of the management of the metropolitan library committees, the functions of the metropolitan library committees and each status of the chairmen and the vice chairmen, which are stipulated by 「Library Act」 need to be elevated, according to the draft 2. Then a local laws and regulations (draft) was proposed to stipulate matters concerning the management of metropolitan library committees by metropolitan municipalities, based on the local laws and regulations.

WTO 농업협상 이후 농촌지역의 새로운 소득원발굴을 위해 농촌관광에 대한 수요가 증대하고 있다. 이를 위해 '02년부터 정부의 정책적 지원하에 농촌관광사업이 전국적으로 추진되고 있으며, 공급주체인 참여 농업인 및 지역주민에게는 민박운영, 체험프로그램 운영 등의 새로운 시장환경에 적응하기 위한 다각적인 경영활동이 요구되고 있다. 본 연구에서는 정부 정책사업 또는 자생적으로 농촌민박 경영에 참여하는 농가들을 대상으로 민박 경영활동이 적절한 수익모델을 갖추고 지속가능한 구조로 정착될 수 있도록 농촌민박의 실태를 분석하여 정책적 지원과 관리운영에 대한 개선방안을 제시하고자 한다. 실태조사는 “02년도의 정책사업 시범마을 10개 마을과 일반 민박마을 12개 마을 계 22개 마을을 선정하여, 해당마을의 민박농가, 내방객, 지역주민을 각각 4∼5명 계 312명 대상으로 설문 조사하였다.

The objective of this study is to provide the basic data for the efficient operation of industry-academia partnership apprenticeship school, by analyzing the interest in the relevant policy, targeting the interested parties of school and corporation as the two main subjects operating the industry-academia partnership apprenticeship school. Using the Concerns-Based Adoption Model(CBAM) used for understanding the interested parties' interest in the adoption of a certain new changing. In the results of analysis, first, currently, the operating subjects of industry-academia partnership apprenticeship school showed the similar interest with the pattern of nonusers. In other words, currently, based on the curiosity about the relevant policy, they are interested in which roles they should perform for the successful operation. Second, when dividing the operating subjects of industry-academia partnership apprenticeship school into school parties and corporate parties, the results of examining the differences in the interest of each subject are as follows. First, in the stages except for the Stage 0(indifference), the interest of school parties was relatively higher than the one of corporate parties. It might be because the school's role is bigger in the operation of industry-academia partnership apprenticeship school, contrary to the advanced countries. In other words, in case of school parties, the overall and general understanding of the relevant policy is premised, so that their interest of each stage is higher than the one of corporate parties. Especially, the Stage 5(cooperative interest) showed the biggest differences. As the cooperation between industry and academia is the success factor of the relevant policy, it would be necessary to implant the concrete measures for industry-academia cooperation in school parties, and also to implant the importance of industry-academia cooperation in corporate parties. Next, both operating subjects showed the lowest intensity in the Stage 4(consequential interest). It means that the operating subjects' interest in the evaluation of apprenticeship students is relatively low.

Ten Web sites from educational policy authorities, educational research institutions, professional educational, and national libraries that provide educational policy information services are investigated using content analysis method. They are analyzed using various types of information sources, classification schemes, and functions of information retrieval. Standardization of classification scheme of educational policy information, standardization of meta data items, improvement of retrieval systems, provision of personalized information services to educational policy authorities, operation of specialized policy information centers, and cooperation among professional institutions are suggested. A model of a specialized educational policy information center is proposed.

Transition studies have been gaining attention among innovation researchers from the early 1990's mainly influenced by emerging global agendas on sustainability. In this paper, we review research issues and trends focusing on four prominent transition theories - Technological innovation systems, Multi-level perspective, Transition management and Strategic niche management. After reviewing main characteristics, research trends and debates of each theory from established literatures, we conduct comparative analysis of these theories and suggest integrated framework that can be considered when modeling transition policy. This integrated framework is applied to the case study on smart-grid policy of Korea.

As several kinds of social public affairs come into the fore, public service advertising gets more important. In addition, the theme of the public service advertising differs depending on a country's political, economic, social and cultural characteristics, and there are unique public service advertising operating systems. This study assumed that the operating systems of the public service advertising might differ in Korea and China because of political, social, and cultural differences. Thus, the public service advertising operating system carried out by KOBACO and CCTV, the subjects of the public service advertising operation of Korea and China were classified into three categories (public service advertising operation status, public service advertising theme and public service advertising management and supervision) for a comparison. Through literature review and expert in-depth interview, data were collected and analyzed. Based on the data, 5 public service advertising development policies were proposed. The results of this study will contribute to the public service advertising production strategy and institutional development of Korea and China in the future.

This study intends to investigate some practical problems that arise from the development of the social commerce market and propose a set of consumer protection policies. To that purpose, we discuss the concept of social commerce and analyze a few common types of social commerce in Korea. Then, we look into the problems of the social commerce industry and propose a set of consumer protection policies that can deal with those problems. The goal of the current paper is to suggest optimal policies that can protect consumers from this new trend of online transactions. We hope that the proposals can help establish the base of consumer protection from the social commerce business.

The purpose of this study is to contribute to an understanding of the policy instruments used by the public sector to ensure cooperation with the private sector in the delivery of space policy. Despite the importance of public and private partnership in recent years, there has been a lack of research on policy instruments. This study categorized 16 policy instruments into 4 types: purchase contracts, capital subsidies, research and development support and input subsidies. In addition, 5 cases of public private partnership in the United State, Europe and Japan were studied to explore policy implications to strength industrial competition.

본 논문에서는 안전한 리눅스 개발을 위한 보안 정책 서버에 대해 연구하였다. 리눅스가 소스가 공개된 운영체제라는 장점을 제공하는 반면, 소스의 공개로 인해 보안상의 취약점 또한 공개되어 있다. 즉, 리눅스는 소스가 공개된 운영체제이기 때문에 보안상의 취약점을 이용하여 수많은 공격을 당하고 있다. 많은 전문가들이 이를 보완하고 있지만, 아직까지 리눅스에서 완벽한 보안을 제공하고 있지는 않다. 이러한 보안상의 문제를 해결하기 위하여 본 논문에서는 효율적인 정책관리를 위한 보안 정책 서버를 분석하여 리눅스에 적용함으로써, 리눅스가 가지는 보안상의 취약점을 해결하고자 하였다. 보안 정책 서버를 통하여 기존 리눅스 커널의 수정을 최소화하면서, 다른 접근제어 모델을 사용할 때에는 관련 모듈만 교체만 하면 되기 때문에 이미 설정된 보안 정책을 손쉽게 변화 할 수 있다.
